Abstract: In this paper a new authentication technique is discussed i-e; facial recognition verification for online voting system. It aims to develop a computerized voting system to make the election process more secure and user friendly. The electorate want to visit distinct locations like polling cubicles and stand in an extended queue to cast their vote, because of such reasons most of the people skip their chance of voting. The voter who isn't eligible also can forged its vote via way of means of faux way which can also additionally cause many problems. That's why in this project we have proposed a system or way for voting which is very effective or useful in voting. This system can also save money of the government which is spent in the election process. Overall this project is being developed to help staff of election commission of India and also reduce the human efforts. Keywords: Online Voting, Biometric Authentication, Security System.

The election process adopted in Nigeria is mostly paper based or manual. This manually handled process can be time-consuming, and prone to security breaches and electoral fraud. Consequently, this work proposes a biometrically authenticated voting system to provide inexpensive solution to the electoral process in Nigeria. In particular, the biometric database is constructed by filling it with the audio fingerprints and the associated metadata of many audio clips, and then the fingerprint of an unknown clip (or the distorted version of the clip brought by compression or standard audio processing) is extracted and compared to that of the clip in the database. If the fingerprint of the unknown clip is in the database, it will be correctly identified by the matching procedures. The project is implemented with biometric system i.e. fingerprint scanning and facial recognition. Accordingly, this is used to ensure enhanced security, and to avoid fake, repeated voting. Results obtained showed that the proposed system is fast, accurate, reliable, and cost effective, thus a viable option to replace the manual voting process. The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached.The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

Electronic voting (e-Voting) has totally replaced the traditional voting system. Due to the rapid growth of computer networks and cloud computing the existing e-Voting system can be replaced with online voting system.When data is on cloud,the major challenge in voting system is confidentiality, security and accuracy. The advances in cryptography can be used to a face these challenges.  The presented work implements Okamoto-Uchiyama algorithm with its additive homomorphic property. This work focuses on serving voting system on large scale of voters. We have made our system more user friendly and faster but secured than existing systems.

This study aimed to find out the planning, challenges, rational vision and mission offers, and the implementation of the 2020 regional election in Tidore during the new normal period. The applied method in this study was descriptive-qualitative using an interactive model approach. The results of this study can be stated with the following conclusions. (1) In the context of planning and preparation for the 2020 regional election in Tidore, it is necessary to pay attention to the successes and possible failures of the 2019 general election by setting a transparent and integrated planning and preparation concept for all parties who will determine the success of this regional election; (2) The general challenge faced by the government and the people of Tidore, especially for the Regional General Election Commission (in Indonesian: Komisi Pemilihan Umum Daerah (KPUD)) in organizing the 2020 regional elections, is how to carry out the regional elections democratically based on the direct, general, free, secret, honest, and fair principles as a process of maturing public political behavior; (3) The special challenge faced by each pair of candidates is to offer a concept of a realistic, actual, accurate, and precise development vision and mission according to the development, needs, potentials, and problems of the people of Tidore.

This paper elaborates on the Papuan People's Assembly Electing Non-Muslim Leaders in Non-Muslim Majority Areas in the Perspective of Mashid Syari'ah in Jayapura City, Papua Province. The results of this study indicate that the Papuan People's Council (MRP) elects leaders in non-Muslim majority areas in the perspective of maqasid syari'ah in Papua, in its role in the process of organizing the selection of prospective leaders in Papua, has taken away the rights of citizens in general. it is decided by the competent authority of the Papuan People's Assembly (MRP) following what has been decided by formal institutions, such as the General Election Commission (KPU) and traditional institutions that have been given authority according to law. In the provisions of Law No. 21 of 2001 on Papua Special Autonomy, there is no room or space for immigrants. As for the recruitment process for prospective leaders such as Governors and Deputy Governors based on Law No. 21 of 2001 The basic matters that constitute the contents of this Law include the arrangement of authority between the Government and the Provincial Government of Papua and the application of this authority in Papua Province which is carried out with specificity. This law places indigenous Papuans and the population of Papua in general as the main subjects. The existence of the Government, Provincial Government, Regency / City Government, as well as the apparatus under them, are all directed at providing the best service and empowering the people.

<p><em>This study aims to explain the arrangements for a single candidate regional head election and how people's sovereignty is channeled into the democratic process of regional head elections. This type of research is a descriptive normative juridical study. The data used are secondary data in the form of primary legal materials and secondary legal materials obtained through literature study. The results showed that the regulation of regional head elections with only 1 (one) pair of candidates began with the issuance of the Constitutional Court decision Number 100 / PUU-XIII / 2015 which was subsequently followed by the issuance of General Election Commission Regulation Number 14 of 2015 and Law Number 10 of 2016. Whereas the people are the determinants of government administration power through the regional head election process so that the people as the main activator of the wheel of democracy should not be hindered in choosing candidates for regional head leaders even though there is only one pair of candidates involved in the election. Election of heads must be carried out honestly and fairly so that political awareness by all citizens can be realized.</em></p><p><strong><em>Keywords: </em></strong><em>Local Elections; Sovereignty; Democracy.</em></p>

In a democratic country the election process and the right to vote are one of the most significant aspects. This is due to the fact that in a democratic country the sole administrator and the decision maker for the entire country needs to be elected in a fair and just manner from amongst the citizens of the country. This procedure has been effectively performed manually and physically by the utilization of ballot elections. This is a highly inefficient form of election that needs to be upgraded in this day and age of information and electronic supremacy. But the considerable concerns for developing an electronic voting scheme was the security concerns regarding multiple voting performed by a single person. Therefore to introduce an effective and useful technique which also addresses the security concerns an effective methodology for electronic voting through facial recognition has been proposed in this research article. The proposed methodology utilizes the open-source open CV library along with Recurrent Neural Networks to achieve highly accurate facial recognition for a secure electronic voting system. This approach has been significantly e evaluated for their performance metric which has achieved suitable results.

By embracing block chain in the circulation of databases on e-casting ballot frameworks, one can decrease the duping wellsprings of database control. This venture intends to execute casting a ballot result utilizing block chain calculation from each place of decision. In proposed system we have chosen Block chain for its decentralized framework and Here in security and data integrity is mainly achieved by making use of Visual Cryptography (VC) concept. This VC technique comes in when user casts vote on an E-voting portal.

During the years of independence, Ukraine has undergone certain processes that have led tochanges in the relationship between government and society. These changes were not alwayspositive. State power had a high level of authority in the eyes of the Ukrainian people. The majorityof the population does not believe in the objectivity of the results of the people’s will, which, infact, stimulates interest and shows the importance of public control over the election process.The purpose of the article – is to study the correlation of the state and public control over thesuffrage of Ukraine and its influence on the formation and development of civil society.The methodological basis of the study were general scientific and special legal methods ofcognition. Among the general scientific methods used is the method of philosophical dialectics,which is revealed through the methods of analysis and synthesis, ascent from simple to complex,from abstract to concrete, modeling, abstraction, idealization and formalization.Despite the expansion of opportunities to influence the future of the country through the free willof the people, the importance and effectiveness of public control faces a number of obstacles. Forexample, the presence of underdeveloped civil society, the lack of a prescribed mechanism for publiccontrol, political indifference of citizens, the negative impact of bureaucratic manifestations – allthis and many other factors together have a negative impact on the development of civil societyand effective control for the election process. But a rather significant shortcoming in the way ofits development is the lack of scientific research on this issue.As a result of the research, it was found that through election procedures it is possible to bestbalance and reconcile the interests of political elites, social classes, groups of the whole society,to bring the government closer to the needs of the people. The public sector plays a positive role in the processes of stabilization and harmonization of relations in society and the electoral processin particular. Public control as a social phenomenon is impossible without the formation of afavorable environment for its full and effective functioning, ie without a developed civil society.The article concludes that election control can be effective only when it is carried out by anindependent third party, in our case – civil society in relation to public authorities and localgovernments, which are directly involved in ensuring the preparation and conduct of the electionprocess. Many years of international and national experience clearly show that the lack or lowlevel of public control over the electoral process and excessive state control ultimately lead tousurpation of power and falsification of election results.

Political parties are official organizations created by people who have interests and goals to control the government, by placing their members in the government through an election mechanism. The election process is inseparable from political parties, because political parties can channel the aspirations of the people, where the people can participate in it and have a strong influence on the election. The main function of political parties is to seek power, gain power and maintain it. In the 2017 Musi Banyuasin Local Election, the pairs of Dodi Reza and Beni Hernedi were carried out by 11 (eleven) political parties namely PDIP, Golkar, Democrat, Hanura, Nasdem, and PKB. As the party supporting the pair Dodi Reza and Beni Hernedi in the 2017 Musi Banyuasin Regional Election, political parties should fight in giving victory to the candidate pair that they carry by carrying out the functions of political parties as well as possible. Issues that will be discussed in this study include how the function of political parties in winning sub-regional elections and how the functions of political parties supporting the pair Dodi Reza and Beni Hernedi are assessed from the results of votes in the 2017 Musi Banyuasin Regional Election.This type of research is field research, while the type of research is qualitative, where the research procedure produces a description, which describes and describes matters relating to the problem of the function of political parties. The rationale that the researchers used in this study is the framework of thinking from Miriam Budiardjo to explain the function of political parties. The results of this study indicate that the function of political parties carried out by the party supporting the pair Dodi Reza and Beni Hernedi has not run optimally, this is evident from the high level of abstentions in the Musi Banyuasin elections in 2017.
