Political parties are official organizations created by people who have interests and goals to control the government, by placing their members in the government through an election mechanism. The election process is inseparable from political parties, because political parties can channel the aspirations of the people, where the people can participate in it and have a strong influence on the election. The main function of political parties is to seek power, gain power and maintain it. In the 2017 Musi Banyuasin Local Election, the pairs of Dodi Reza and Beni Hernedi were carried out by 11 (eleven) political parties namely PDIP, Golkar, Democrat, Hanura, Nasdem, and PKB. As the party supporting the pair Dodi Reza and Beni Hernedi in the 2017 Musi Banyuasin Regional Election, political parties should fight in giving victory to the candidate pair that they carry by carrying out the functions of political parties as well as possible. Issues that will be discussed in this study include how the function of political parties in winning sub-regional elections and how the functions of political parties supporting the pair Dodi Reza and Beni Hernedi are assessed from the results of votes in the 2017 Musi Banyuasin Regional Election.This type of research is field research, while the type of research is qualitative, where the research procedure produces a description, which describes and describes matters relating to the problem of the function of political parties. The rationale that the researchers used in this study is the framework of thinking from Miriam Budiardjo to explain the function of political parties. The results of this study indicate that the function of political parties carried out by the party supporting the pair Dodi Reza and Beni Hernedi has not run optimally, this is evident from the high level of abstentions in the Musi Banyuasin elections in 2017.

The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached.The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

Correlation coefficients between the results of political parties in the 2016 State Duma elections in the Russian Federation as a whole and in 26 regions, as well as in the elections of regional parliaments of 35 subjects of the Russian Federation in 2012–2015 were calculated. For the 2016 State Duma elections, data was used at all levels – regions, single-member electoral districts, TEC and PEC. It is noted that the “United Russia” correlations with all major parties are generally negative. A fairly high level of correlation is observed between the liberal parties. The main focus is on correlations between parliamentary opposition parties and parties with similar names. The correlation coefficients between the results of parties and candidates in the State Duma elections of 2011 and 2016 and the Presidential elections of 2012 and 2018 were also calculated, showing the stability of the geographical distribution of the electorate of the main parties. Regional differences in the nature of correlations between the main political parties are noted. It is assumed that correlations between parties reflect not so much their ideological closeness as the social closeness of their electorate. In this regard, it is noted that a positive correlation between the results of ideologically distant parties (“Yabloko” and the Communist party or “Yabloko” and “Rodina”) is associated with their reliance on the urban electorate and, perhaps, its most educated part. The reasons for voting for spoiler parties and the role of these parties in reducing the results of the main participants in the elections are discussed.

Penelitian ini bertujuan membahas mekanisme pemilihan kepala daerah di Indonesia, dengan melakukan perbandingan sistem pemilihan kepala daerah di sejumlah negara, antara lain: Amerika Serikat, Belanda, dan India. Mekanisme ini sebagaimana dalam Pasal 18 ayat (4) UUD NRI 1945 yang menyebutkan bahwa gubernur, bupati, wali kota masing-masing sebagai kepala pemerintahan provinsi, kabupaten dan kota, dipilih secara demokratis. Frasa dipilih secara demokratis selalu ditafsirkan bahwa pemilihan kepala daerah harus dilakukan secara langsung oleh rakyat. Penelitian ini menggunakan penelitian yuridis normatif dengan menggunakan pendekatan perundang-undangan dan pendekatan perbandingan. Penelitian menemukan bahwa potret pemilihan kepala daerah saat ini menunjukkan bahwa pemerintah belum mampu menciptakan kesejahteraan rakyat, bahkan menyebabkan semakin rusaknya moral para pejabat negara dan rakyatnya. Regional Election in Indonesia and the Comparison in United States, Netherlands, and India This research aims to discuss the mechanism of regional election in Indonesia by compairing it with others country, which are United State, the Netherland, and India. This mechanism as in Article 18 paragraph (4) of the Indonesian Constitution 1945 (UUD 1945) which state that the governors, regents and mayors as heads of provincial, district and city governments, are democratically elected. The phrase democratically is always interpreted that the regional election must be carried out directly by the people. This study applies normative juridical research by using a statutory approach and a comparative approach. The study found that the current portrait of regional elections shows that the government has not been able to create people's welfare, even causing moral damage to state officials and people.

This study aims to find out all procedures for the transfer of rights to ex-customary land that have not been certified along with the requirements that must be completed to register the transfer of rights to ex-customary land that has not been certified as well as to find out the problems faced by the people of Ambit Village related to the registration of the transfer of rights to land. former customs and solutions for their solutions. The research method used is field research with an empirical juridical approach that is based on field research and interviews and is adapted to legal conditions. The results of the study can be concluded that the registration of the transfer of rights to former customary land that has not been certified in Ambit Village has been carried out in accordance with the provisions of the government regulation of land registration No. 24 of 1997. There are several problems that arise in the process of registering the transfer of rights to former customary land that has not been certified, such as land parcels that are still in dispute and there is no proof of SPPT PBB payment from the previous owner. It can be concluded that the community must follow the procedure and register their land with complete required documents and pay taxes on time. Abstrak Penelitian ini bertujuan untuk mengetahui seluruh prosedur peralihan hak atas tanah bekas adat yang belum bersertifikat beserta persyaratan-persyaratan yang harus dilengkapi untuk mendaftarkan peralihan hak atas tanah bekas adat yang belum bersertifikat serta mengetahui permasalahan yang dihadapi oleh masyarakat Desa Ambit terkait dengan pendaftaran peralihan hak atas tanah bekas adat beserta solusi penyelesaiannya. Metode penelitian yang digunakan adalah penelitian lapangan dengan pendekatan yuridis empiris yang didasarkan pada penelitian lapangan dan wawancara serta disesuaikan dengan keadaan hukum. Hasil penelitian dapat disimpulkan bahwa Pelaksanaan pendaftaran peralihan hak atas tanah bekas adat yang belum bersertifikat di Desa Ambit telah dilaksanakan sesuai dengan ketentuan peraturan pemerintah pendaftaran tanah No. 24 Tahun 1997. Terdapat beberapa permasalahan yang timbul dalam proses pendaftaran peralihan hak atas tanah bekas adat yang belum bersertifikat seperti bidang tanah masih dalam keadaan sengketa serta tidak ada bukti pembayaran SPPT PBB dari pemilik sebelumnya. Dapat disimpulkan bahwa masyarakat harus mengikuti prosedur dan mandaftarkan tanahnya dengan dokumen persyaratan lengkap serta membayar pajak tepat waktu.

The regional head as the organizer of the government in the region is also an extension of the central government, has a pretty heavy task, therefore in order for the State's goals to be achieved, regional heads must be chosen that are truly credible, qualified and qualified, so that it can bring success to regional development in carrying out government affairs as mandated by the Act, which will ultimately have a positive impact, in the form of support for national development. This research is intended to examine, criticize and analyze which are expected to provide solutions related to the development of the authority to form laws in the constitutional system of the Republic of Indonesia. The formulation of the problem in this study are the dynamics of regional elections in Indonesia in the reformation era and the implications of the dynamics of regional elections in the Indonesian constitutional system. The method of approach used in this study is normative juridical, which is an approach that uses the positivist concept which states that law is identical with written norms created and enacted by authorized institutions or officials. The dynamics of regional head elections in Indonesia in the Reformation era include the conditions for pairs of candidates for regional head elections and the mechanism for regional head elections. Pairs of regional head candidates must be proposed by political parties or a combination of eligible political parties.

This paper aims to study the Socio-Economic impact of un-systematic mine closure on the community and the neighborhood which is completely dependent on the mining. The sudden closure of the mines will affect the community’s entire livelihood and has counter effect on health, employment, environment, population and economy. India as a developing nation with its rich minerals content contributes sufficient towards the economic growth of the mining industry but the livelihood of the mining workers and their family are always kept in high level of risk. The policies and acts to control un-planned mine closure and counter its effects on the community should be made strong by the government. Kolar Gold fields, Karnataka (KGF) which holds an history of 120 years of mining and second deepest mine in the world has been chosen for the study. It is one among of the mines in the country which experienced the un-systematic closure in 2001 and facing its effects due to mill tailings, land contamination and loss of employment till date. These issues and challenges faced by the people of KGF will be addressed and can be improved if the government, mining company and people shows their support and interest for reviving the town.

Democracy cannot survive from such a closed state. In a basic concept of democracy, there is a fundamental principle, namely the principle of sovereignty of the people who run the government.Political communication is one of the many roles played by political parties in various available arrangements. The political party is required to communicate knowledge, issues and political thoughts.Constitutionally, the Government adopts a Presidential System in which the ministers in the cabinet are responsible to the president. Indonesia is a sovereign country folk. One implementation of the sovereignty of the people is the election that followed by political parties for members of Parliament and members of parliament and individuals for DPD.Political parties are the main pillars of democracy. Establishment of political parties must meet the requirements in accordance with legislation. Terms of founding a political party regulated under Article 2 of Law No. 2 of 2008 on Political Parties.As the main pillar of democracy, political parties should be able to carry out its functions properly. There are some restrictions on political parties, among others, are prohibited from engaging in activities contrary to the Constitution of 1945 NRI and legislation; engage in activities that endanger the integrity and safety Homeland. If the ban is violated, then the government may ask the parties to the freezing of the District Court. If the parties do not accept the decision of freezing the District Court, it can be appealed to the Supreme Court. If the Supreme Court confirmed the decision of the PN, then the Government may propose the dissolution of the parties to the Court.The procedure by which parties to the Court daitur dissolution under Article 68 paragraph (1) and (2) of Law No 24 of 2003 on the Constitutional Court. Constitutional Court's decision regarding the request for the dissolution of political parties must be decided upon within a period of 60 (sixty) days after pemoohonan recorded in the Register of Case Constitution.Keywords: Parati dissolution of political, constitutional systemIndonesia

This study aims at describing and summarizing various conditions, various situations, or various phenomena of social reality that exist in life of society which are objects in this research and try to attract that reality to the surface so that it can be seen how social reality actually exists and is happening in life of society. This research was conducted in the Petisah Tengah Village, Medan Petisah village, Medan, North Sumatra Province. The researcher chose this village as the research location because of the diverse plurality of the people and the high level of socio-political dynamics because in this village there was the Medan Mayor's Office, as well as some government offices and Regional House of Representatives (DPRD) in Medan. This study used descriptive qualitative method. The type of research used by researchers in this study is a qualitative approach with descriptive studies. Qualitative research is a research procedure that produces description data in the form of words (both written and oral). This qualitative research method was chosen because it can present directly the nature of the relationship between researchers and respondents and is more sensitive and can adjust to the patterns of value faced. Data collection is done by observation and interview. The results of the study are more emphasized in giving an objective description of the actual state of the object under investigation, using a qualitative approach, the researcher will obtain more in-depth information or data.

This study aimed to find out the planning, challenges, rational vision and mission offers, and the implementation of the 2020 regional election in Tidore during the new normal period. The applied method in this study was descriptive-qualitative using an interactive model approach. The results of this study can be stated with the following conclusions. (1) In the context of planning and preparation for the 2020 regional election in Tidore, it is necessary to pay attention to the successes and possible failures of the 2019 general election by setting a transparent and integrated planning and preparation concept for all parties who will determine the success of this regional election; (2) The general challenge faced by the government and the people of Tidore, especially for the Regional General Election Commission (in Indonesian: Komisi Pemilihan Umum Daerah (KPUD)) in organizing the 2020 regional elections, is how to carry out the regional elections democratically based on the direct, general, free, secret, honest, and fair principles as a process of maturing public political behavior; (3) The special challenge faced by each pair of candidates is to offer a concept of a realistic, actual, accurate, and precise development vision and mission according to the development, needs, potentials, and problems of the people of Tidore.
