Studi Kebijakan Pengikutsertaan Orang Tua Terhadap Peningkatan Mutu Pendidikan Di SDN Songgokerto 3 Kota Batu

Abstract: Improving the quality of education is not only the responsibility of the government and schools. In this modern era in improving the quality of education is also the responsibility of parents. This study aims to determine 1) the form of parent participation in Elementary School Songgokerto 3 in Batu City in improving the quality of education, 2) the school's strategy in developing parent participation in Elementary School Songgokerto 3 in Batu City in improving the quality of education. This research uses a qualitative approach. This research is a qualitative study, with the type of descriptive qualitative research. The results showed that: 1) The strategy applied was to always participate in every activity carried out by the community in the school environment or parents to establish friendship and the formation of good communication with the community and parents. 2). The form of participation from parents in elementary school Songgokerto 3 Batu is in the form of thoughts such as providing input in program activities at school, skills such as providing training to students on how to make chips, personnel such as in repairing infrastructure for teaching and learning support processes such as repairing chairs or desks, money, and things.Keywords: Policy, Parental Participation, Quality of Education Abstrak: Meningkatkan kualitas pendidikan tidak hanya menjadi tanggung jawab oleh pemerintah dan sekolah. Pada era modern sekarang ini dalam meningkatkan mutu pendidikan juga menjadi tanggung jawab orang tua. Penelitian ini bertujuan untuk mengetahui 1) bentuk partisipasi orang tua di Sekolah Dasar Negeri Songgokerto 3 Kota Batu dalam meningkatkan mutu pendidikan, 2) strategi sekolah dalam menumbuh kembangkan partisipasi orang tua di Sekolah Dasar Negeri Songgokerto 3 Kota Batu dalam meningkatkan mutu pendidikan. Penelitian ini menggunakan pendekatan kualitatif. Penelitian ini merupakan penelitian yang bersifat kualitatif, dengan jenis penelitian kualitatif deskripstif. Hasil penelitian menunjukan bahwa: 1) Strategi yang diterapkan adalah dengan selalu ikut dalam setiap kegiatan yang diadakan oleh masyarakat di lingkungan sekolah atau orang tua dengan tujuan untuk menjalin silaturahmi dan terbentuknya komunikasi yang baik dengan masyarakat dan orangtua. 2). Bentuk partisipasi dari orang tua di SDN Songgokerto 3 Kota Batu berupa pemikiran seperti memberikan masukan-masukan dalam program kegiatan di sekolah, keterampilan seperti memberikan pelatihan pada siswa bagaimana cara membuat keripik, tenaga seperti dalam memperbaiki sarana prasarana pendukung proses belajar mengajar seperti memperbaiki kursi ataupun meja, uang, dan benda.Kata kunci: Kebijakan, Keikutsertaan Orang Tua, Mutu Pendidikan

Professional needs of teachers in the Elementary School is a very huge necessity, moreover government assigned National Standards of Education and teacher certification. However, the various efforts made by the government has been not significant results yet although the government's efforts can’t be considered pity. The one reason is because it still seems unclear concept of professional teachers in Elementary School. From the results of this literature study, it was found that the required professional teachers especially in Elementary School must have a capacity of four, namely intellectual and research, spiritual, moral and ethic capacity, and last is emotional capacity. Building the quality of education continues to be done, both by the government and the school as education providers. In an effort to meet the needs and demands of society on the quality of education and simultaneously as a response to the changes of life very quickly in the era of globalization. For that reason researchers need research on improving the quality of teaching and learning process through supervisory function in the integrated quality management in the District Kepengawasan Cluster 05 District Magersari Mojokerto City. This research uses action research for three cycles. Each cycle consists of one meeting each of which consists of four stages: design, activity and observation of reflection and revision. The target of this research is Master of Kepengawasan District School Cluster 05 Magersari Subdistrict Mojokerto City 15 people. The data obtained in the form of the results of supervision assessment of teaching and learning process. The success of the learning process in cycle III shows that the cycle can be stopped because it has met the target of> 70%. This is evident from the average increase in teacher performance per cycle. The conclusions of this research are: The quality of teaching and learning process through supervisory function in integrated quality management in Kepengawasan Area School Cluster 05 Magersari Sub-district Mojokerto City has increased, it can be seen from the average of teacher performance improvement from 65,87 percent in cycle I, to 76.67 in Cycle II and increased to 82.86 percent in Cycle III.

Professional teachers hold the main key to improving the quality of education in the future. As for the formulation problem in this study, how is the professionalism of teachers in Elementary school State of West Perak VI?. This study aims to determine the professionalism of teachers in Elementary school State of West Perak VI . The approach used in this research is Qualitative with the interview method. The research data dan comes from the headmaster and teachers. The subjects of this study were four informants, namely one headmaster, one Christian religion subject teacher and two class teachers. The reason the researcher took the subject was based on the consideration of the headmaster that due to limited time and energy it was better to take the four informats. Data collection was done by interviewing techniques. atlas. ti and drawing conclusions were used to process the interview data. The result showed that the teachers at SDN Perak Barat VI had carried out their duties professionally. It is recommended for teacher profesionalism in the teaching and learning process.

The development of science and technology rapidly growth in use right now, learning device which used inadequate so that the knowledge of students about the technology lagged and limited learning devices used in school. Devices learning of mathematics are effective and in accordance with the subject matter has not developed as expected, and development in the field of education is very important to improve the quality and the quality of resources man. The drive to improve basic education delivery in Nigeria has been given tremendous impetus in recent years. The goal of basic education can only be realised through provision of inclusive, equitable and quality education; several indicators have shown that authorities jettison quality to focus in increasing access. This paper, therefore, reviews the provision and delivery of basic education in Kano state. Specifically, the paper revealed how increasing enrolment in affects the efforts to improve the quality of education in the state. While the government initiatives made significant differences by increasing access to education of children who would have been denied schooling, quality indicators which include teachers-pupil ratio, students’ academic achievement, attrition and completion rates have stagnated at best or dropped. Efforts to ensure and maintain quality education in the state are reported to face serious challenges, including mainly inadequate funding that will ensure provision of essential teaching and learning facilities and insufficient trained and competent teachers. Finally, the paper recommends among others that, adequate funding and ensuring judicious management of the funds, competent teachers should be engaged and their welfare be adequately improved, as well as the supply and maintenances of teaching and learning facilities. Sincerity in the implementations of these and other recommendations would positively affect the over 3.5 million children in basic education, encouraging further enrolment and improving the quality of education they receive. The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

This paper discusses the importance of the students ‘character building in the level of primary school/Islamic elementary school to face the globalization and information era. Education is the process of determining the nation’s character. Good or bad character of the nation in the future will be determined by the present quality of education. Building the character through Tahfidzul Quran learning approach is expected to be the main foundation to improve the degree and prestige of learners as the asset of the nation. This study aimed to describe the process of Tahfidzul Quran learning which included planning, organizing, doing action and monitoring the important role of learning itself to build the learners’ character, especially in Madrasah Ibtidaiyah Istiqomah Sambas Purbalingga.

The problem in this research is the head of the school can manage all the components or resources that exist in the school environment with good so thatstudent achievement continues to rise in academic and non academic. The purpose of this study is: (1) Describe and analyze so that the head of school in implementing managerial competencies in SMP Islam Al Azhar 15 Cilacap. (2) Describe and analyze the response of the teachers and education personnel of the competence of the managerial head of school in SMP Islam Al Azhar 15 Cilacap. (3) Describe and analyze the contraints of the head of school in implementing mangerial competencies in SMP Islam Al Azhar 15 Cilacap. The results of this study are: (1) The head of the SMP Islam Al Azhar 15 Cilacap has been making efforts to utilize existing resources in the school environment both from human resources, school facilities and infrastructure, financial resources of the school, and the advancement of technology in the field of information and communication, which includes 16 type of competence; (2) support of personal is realized by setting up the school adminstration well in order to improve the quality of education, as for the support of educators is realized with: create lesson plans, implement learning process and assesment and evaluation; The head of SMP Islam Al Azhar 15 Cilacap get the constrains in implementing managerial competencies, namely limitations in manging the school’s finances.
