Tackling the negative impact on the environment and in order to create a good spatial layout of the Regency of Gianyar, it is necessary to control the use of space. Control of spatial use can be done through spatial zoning, licensing, intensive and disintensive spatial planning. Problem Formulation (1) What is the arrangement for the construction of river border tourism facilities? (2) How is the Implementation of Regional Regulation Number 16 of 2012 Concerning Spatial Planning in Gianyar Regency in the construction of tourism facilities? The method of writing scientific papers uses Empirical law. This research chooses the location in Banjar Kedewatan Anyar, Kedewatan Village, Ubud District, Gianyar Regency which is one of the areas traversed by the Ayung River, the development of tourism supporting facilities in the form of hotels, villas, home stays and many others in its implementation refer to the Act Law Number 26 of 2007 Concerning Spatial Planning Article 6 Paragraph 1 and for the distance regulated in Regional Regulation Number 16 of 2012 concerning Spatial Planning for the Gianyar Regency in Article 37 paragraph 2 which states that the distance of the river border, the Spatial Planning Rules can be it has been calculated that 89% has been running well and 11% of the existing spatial plan deviations are due to the lack of preparation and even tend not to seriously consider the reality of traditional land use patterns that develop traditionally in the community.

This study aims to obtain information on plans and spatial use patterns and spatial structures in Muara Siran and Liang Buaya villages and compile information on land cover and socio-economic conditions of the community. Muara Siran Village Spatial Plan and Liang Buaya Village Spatial Plan are divided into 2 areas, namely the Cultivation Zone and the Protected Area. The preparation of the RTRW of Muara Siran Village and Liang Buaya Village is the first example for the Regency Government in the preparation of a participatory Village RTRW in the Kutai Kartanegara District environment. The people of Muara Siran Village and Liang Buaya Village are dominated by the Kutai tribe, most of whose livelihoods are fishing, farming and cage cultivation. So that village spatial planning becomes very important in the utilization and control of natural resources. With the implementation of the participatory village spatial planning concept, it needs to be replicated by other villages in Kutai Kartanegara Regency to support development as well as to protect the area through spatial planning so that in future development planning is in accordance with the potential of each village.

Governance dynamics and spatial planning regulations are significant factors in the occurrence (or containment) of urban sprawl. However, qualitative investigations of the planning regulatory systems and practices, and governance arrangements that cumulatively stimulate suburbanisation, typically remain detached from land-change analyses. Based on the concept of institutional frames of spatial planning systems, this article elucidates how governance dynamics and spatial planning practices, at different scales, can partially explain suburban land-use patterns. The territorial transformations of two Southern European metropolitan regions, Barcelona and Milan, are examined through land-use data (1990–2012) at different territorial scales. Demographic (1991–2011) and administrative (2011) data are also analysed. In-depth interviews about individual and collective land management practices have been carried out, as well as document analysis concerning spatial planning laws and regulations. This research shows that the metropolitan character of urban sprawl originates from local planning practices mainly performed by municipal authorities through land-use micro-transformations. Further, it highlights the decisive role that higher-level institutions can play in land containment. Urban sprawl is hence not necessarily an unplanned phenomenon, but rather a ‘differently planned’ local and regional land-use strategy.

Proses penerbitannya dipaksakan oleh segelintir elit dan pengusaha, lebih mementingkan aspek ekonomi untuk segelintir elit dan pengusaha dibanding perlindungan ruang ekologis dan ruang kelola masyarakat adat dan tempatan. Untuk mengetahui urgensi Kajian Lingkungan Hidup Strategis peneliti menuangkan dalam bentuk penulisan tesis dengan rumusan masalah pertama, bagaimanakah urgensi Kajian Lingkungan Hidup Strategis Dalam Pembentukan Rencana Tata Ruang Wilayah (Kajian Terhadap Pembentukan Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038)?. Kedua, Apakah akibat hukum ketiadaan Kajian Lingkungan Hidup Strategis Dalam Pembentukan Rencana Tata Ruang Wilayah (Kajian Terhadap Pembentukan Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038)?Metode penelitian yang digunakan oleh penulis adalah penelitian hukum normative kajian tentang sistematika hukum, karena membahas dan mengkaji mengenai Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038 yang penetapannya tidak sesuai dengan peraturan perundang-undangan yang lebih tinggi. Di dalam penelitian ini peneliti akan mengumpulkan data yang terdiri dari data primer dan data sekunder. Teknik pengumpulan data yaitu wawancara dan kajian kepustakaan. Analisis data dilakukan secara kualitatif serta menarik kesimpulan penulis menggunakan metode berfikir deduktif.Kesimpulan dari hasil penelitian ini adaah pertama, urgensi kajian lingkungan hidup strategis dalam pembentukan rencana tata ruang wilayah adalah memastikan bahwa prinsip-prinsip pembangunan berkelanjutan telah dipertimbangkan dalam muatan RTRW Provinsi 2017-2037, mengkaji pengaruh KRP yang tertuang di dalam Ranperda RTRW Provinsi 2017-2037, merumuskan pilihan mitigasi dampak dan/atau alternatif KRP Ranperda RTRW Provinsi 2017-2037 dan memastikan partisipasi masyarakat dan pemangku kepentingan yang lain dalam hal pengambilan keputusan kebijakan tata ruang. Kedua, akibat hukum ketiadaan Kajian Lingkungan Hidup Strategis dalam Pembentukan Rencana Tata Ruang Wilayah adalah menyebabkan Peraturan Daerah tersebut cacat secara formil dan cacat secara materil. Secara formil artinya ketidaksempurnaan substansi dari Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038 dan secara materil artinya ketidaksempurnaan isi atau muatan dari Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038.Kata kunci: ketiadaan; KLHS; peraturan daerah RTRW.ABSTRACTRegional Regulation Number 10 of 2018 concerning Spatial Planning for Riau Province 2018-2038 is formally and materially flawed. The publishing process is imposed by a handful of elites and entrepreneurs, placing more importance on the economic aspects of the elite and entrepreneurs than on protecting the ecological space and the management of indigenous and local communities. To find out the urgency of the Strategic Environmental Study the researcher poured in the form of a thesis writing with the first problem formulation, how was the urgency of the Strategic Environmental Study in the Formation of a Regional Spatial Plan (Study of the Establishment of Regional Regulation Number 10 of 2018 concerning the Spatial Planning of Riau Province 2018-2038)?. Second, what is the legal consequence of the absence of a Strategic Environmental Assessment in the Formation of a Regional Spatial Plan (Study of the Establishment of Regional Regulation Number 10 of 2018 concerning the Spatial Planning of Riau Province 2018-2038)?The research method used by the author is a normative legal research study of legal systematics, because it discusses and examines Regional Regulation Number 10 of 2018 concerning Spatial Planning for Riau Province 2018-2038 whose stipulations are not in accordance with higher laws and regulations. In this study, researchers will collect data consisting of primary data and secondary data. Data collection techniques, namely interviews and literature review. Data analysis was carried out qualitatively and drawing conclusions from the author using deductive thinking methods.The conclusion from the results of this study is that the urgency of a strategic environmental study in the formation of a regional spatial plan is to ensure that the principles of sustainable development have been considered in the contents of the 2017-2037 Provincial RTRW, assessing the influence of the PPP as stipulated in the 2017-2037 Provincial RTRW Draft Regulation , formulating options for mitigating impacts and / or alternatives for the 2017-2037 Provincial RTRW Regional Regulation draft Regional Regulation and ensuring the participation of the community and other stakeholders in spatial policy decision making. Secondly, due to the absence of a Strategic Environmental Assessment in the Formation of a Regional Spatial Plan is to cause the Regional Regulation to be formally flawed and materially flawed. Formally means imperfection of substance from Regional Regulation Number 10 of 2018 concerning Spatial Planning for Riau Province 2018-2038 and materially means imperfection of content or content of Regional Regulation Number 10 of 2018 concerning Spatial Planning of Riau Province 2018-2038.Keywords: absence; KLHS; regional regulation RTRW.

This study aims to analyze students' perceptions of violations of spatial use in tourist areas. Types of sociolegal research. This study uses a qualitative approach. This study took place in the Traditional Village of Kuta, Kuta District, Badung Regency, Bali Province, Indonesia. By taking samples in 2 villages. Data collection techniques include observation, interviews and document studies. Checking the data with the Triangulation method. Qualitative descriptive analysis technique. The results of this study indicate that violations of the spatial planning of tourist areas are unethical in terms of religious law and state law. The moral indicators of stakeholders affect the violation of the spatial planning of tourism areas in Bali Province. The universal concept of Tri Hita Karana has a significant effect on efforts to minimize violations of the spatial layout of tourist areas in the Kuta Traditional Village, Kuta District, Badung Regency, Bali Province.

Spatial planning as a guidance in spatial use, arrange various permitted activities in a space by considering various implications including natural disasters which may not be predictable. Semarang City with diverse topographic conditions has the potential for natural disasters, including flood. One of the flood disaster mitigation efforts is based on the existence of green space and blue-space as water catchment areas. But in fact, the substance of spatial planning has not clearly regulated the urban blue space. This study aims to integrate the blue space in the substance of regional spatial planning as a disaster mitigation instrument in the Semarang City. The research was conducted through a review of the substance of the spatial planning and flood disaster mitigation efforts that have been carried out in Semarang City. Based on the results of the studies that have been conducted, the integration of the blue space plan can be integrated in several contents of the regional spatial plan, starting from the formulation of objectives, policies, and spatial planning strategies to the direction of controlling spatial use.

Abstract Aquaculture, particularly shrimp farming in the Kandaleru creek area, has shown spectacular growth within the last two decades. However, economic prosperity which was the driving force for shrimp farming expansion, has also had a significant negative impact on land use changes and creek water quality causing shrimp health hazards. Using a hypothesis that the discharge of shrimp farming effluents may have exceeded the carrying capacity (CC) of the creek water, the environmental CC of Kandaleru creek was assessed based on total nitrogen (TN) input. Remote sensing (RS) and image enhancement techniques integrated with geographical information systems (GIS) were applied to quantify and determine the changes in land use patterns in the creek area. GIS and a numeric model were used to compute the TN load in three different salinity zones to determine the CC status. The study revealed that exceeding the CC of the creek along with increasing shrimp farms, decreasing natural resources and changes in land use patterns.

AbstractThe purpose of this study was to identify compatibilities of land-use patterns resulting from adjacent functions within the rural commune of Oleśnica. The analysis was made based on the relevant studies of conditions and directions of spatial planning, as well as a field inventory. The results of the studies show that the applicable planning document became a potential source of spatial conflicts. On these grounds, a negative assessment was given to the functioning spatial planning system, which, according to the premises of spatial order and sustainable development, should prevent them. The existing incompatibilities are the result of issues with coordination of the local spatial policies. As a consequence, they cause an urban development chaos, lack of proper space shaping, environmental damage and lower the residents‘ quality of life.

ABSTRAK General Provisions for Zoning Regulations are a tool for controlling space utilization. This tool contains general requirements for spatial use and for managng in all regency. This tool contains at least the rules of activity and the intensity of utilization of space, minimum standards of facilities and utilities, provisions on the use of space that were through by network system and special provisions. These minimum prerequisites sometimes cannot fulfill, consequently this making it difficult to implement control of spatial use. The purpose of this study is to evaluate the quality of the land use control instruments of Kendal regency. This research uses quantitative rationalistic deductive method, with descriptive empirical technical analysis. The results of this study indicate that the completeness of zoning regulations for  spatial plan  in the Kendal Regency didnt not in accordance with the minimum standards (the provisions of the activities, the provisions of building intensity and the minimum standard provisions for utilities and facilities were incomplete and these dint not according to standard). Some of the influencing factors include lack of understanding in compiling regional regulations and plurality of interests in spatial planning. Keywords: Control, Utilization, Land, Zoning Ketentuan Umum Peraturan Zonasi  merupakan satu alat pengendalian pemanfaatan Ruang. Alat ini berisi persyaratan pemanfaatan ruang secara umum dan ketentuan pengendaliannya di seluruh wilayah kabupaten. alat ini minimal berisi aturan kegiatan dan intensitas pemanfaatan ruang, standart minimum sarana-prasarana,  ketentuan pemanfaatan ruang yang dilewati sistem jaringan dan ketentuan khusus. Prasyarat minimal ini kadang tidak bisa dipenuhi, akibatnya menyulitkan dalam implementasi pengendalian pemanfaatan ruang. Tujuan penelitian ini untuk mengevaluasi kualitas instrumen pengendalian (Ketentuan Umum Peraturan Zonasi) kabupaten Kendal. Penelitian ini menggunakan metode deduktif kuantitatif rasionalistik, dengan teknis analisis desktriptif empiris. Hasil penelitian ini menunjukkan bahwa kelengkapan peraturan zonasi dalam rencana tata ruang wilayah Kabupaten Kendal belum sesuai dengan standart minimum(ketentuan kegiatan, ketentuan intensitas bangunan dan ketentuan standart minimal prasarana dan sarana tidak lengkap dan tidak sesuai standart). Beberapa faktor yang mempengaruhi diantaranya adalah kekurang pahaman penyususun peraturan daerah dan kemajemukan kepentingan dalam penyusunan tata ruang. Kata Kunci: Pengendalian, Pemanfaatan, Lahan, Zonasi

Tangerang Regency has an economic structure dominated by the industrial sector. Population distribution, settlement location and industrial influenced land use patterns and regional development levels in Tangerang Regency. The objectives of this research are: to analyze the level of regional development and regional development inequality and factors that influence regional development; to analyze regional typology; to evaluate the consistency of land use with the Spatial Planning; and to formulate direction of the Tangerang Regency regional development plan. The method used are scalogram analysis, theil entrophy index analysis, cluster analysis, overlay and descriptive analysis. The results showed that the regional development level of the southern part of the region was higher than the northern part and the level of regional development inequality in the northern part of the region was higher than the southern part. Factors that influence the level of regional development are the percentage of settlement and industry areas, and the value of economic index, education index, and health index. Concerning typology of the area, in the northern part land use is dominated by agriculture, while in the southern region dominated by settlements and industries. The inconsistency of land use with spatial plan found mostly in the northern region. Thus, the first priority of regional development direction is to be located in the northern part that has a low level of regional development, high inequality value, high percentage of inconsistency of land use with spatial plan, and land use that is dominated by agriculture.
