ABSTRAK General Provisions for Zoning Regulations are a tool for controlling space utilization. This tool contains general requirements for spatial use and for managng in all regency. This tool contains at least the rules of activity and the intensity of utilization of space, minimum standards of facilities and utilities, provisions on the use of space that were through by network system and special provisions. These minimum prerequisites sometimes cannot fulfill, consequently this making it difficult to implement control of spatial use. The purpose of this study is to evaluate the quality of the land use control instruments of Kendal regency. This research uses quantitative rationalistic deductive method, with descriptive empirical technical analysis. The results of this study indicate that the completeness of zoning regulations for  spatial plan  in the Kendal Regency didnt not in accordance with the minimum standards (the provisions of the activities, the provisions of building intensity and the minimum standard provisions for utilities and facilities were incomplete and these dint not according to standard). Some of the influencing factors include lack of understanding in compiling regional regulations and plurality of interests in spatial planning. Keywords: Control, Utilization, Land, Zoning Ketentuan Umum Peraturan Zonasi  merupakan satu alat pengendalian pemanfaatan Ruang. Alat ini berisi persyaratan pemanfaatan ruang secara umum dan ketentuan pengendaliannya di seluruh wilayah kabupaten. alat ini minimal berisi aturan kegiatan dan intensitas pemanfaatan ruang, standart minimum sarana-prasarana,  ketentuan pemanfaatan ruang yang dilewati sistem jaringan dan ketentuan khusus. Prasyarat minimal ini kadang tidak bisa dipenuhi, akibatnya menyulitkan dalam implementasi pengendalian pemanfaatan ruang. Tujuan penelitian ini untuk mengevaluasi kualitas instrumen pengendalian (Ketentuan Umum Peraturan Zonasi) kabupaten Kendal. Penelitian ini menggunakan metode deduktif kuantitatif rasionalistik, dengan teknis analisis desktriptif empiris. Hasil penelitian ini menunjukkan bahwa kelengkapan peraturan zonasi dalam rencana tata ruang wilayah Kabupaten Kendal belum sesuai dengan standart minimum(ketentuan kegiatan, ketentuan intensitas bangunan dan ketentuan standart minimal prasarana dan sarana tidak lengkap dan tidak sesuai standart). Beberapa faktor yang mempengaruhi diantaranya adalah kekurang pahaman penyususun peraturan daerah dan kemajemukan kepentingan dalam penyusunan tata ruang. Kata Kunci: Pengendalian, Pemanfaatan, Lahan, Zonasi

ABSTRACTZoning regulations for spatial planning in Indonesia are an integral part of the Spatial Detail Plan. The zoning regulation serves as a technical reference for the utilization and control of spatial utilization. This is done to maintain the use of space that develops in accordance with the characteristics of the zone and to minimize negative impacts. Traditional Chinatown settlements have certain characteristics that develop according to historical and spiritual factors of the community. Behind this characteristic is a meaning that is considered very important for this community, so that it cannot be arbitrarily arranged. This paper examines zoning regulations implemented in the Semarang Chinatown area and how far the local characteristics of the zone are used as a consideration of planning zoning regulations for spatial use in the region. This paper uses a rationalistic qualitative deductive approach with empirical description techniques. Some important findings identified from this paper are: first zoning regulations applied in the Spatial Detail Plan are still minimal and limited to the determination of spatial functions, the network system that serves related to the basic coefficient of build, height of the building. Both unique characteristics that must be considered in zoning arrangements in Chinatown such as activity grouping, spatial use rules, especially in skewers zones, and rules of space use around places of worship or sanctified spaces, building height and coefficient of existing buildings have not been considered at all. Recommendations that can be given from this paper are that the minimum zoning regulation components that apply in Indonesia according to the applicable standards are applied with special consideration of the unique characteristics of the region in the spatial arrangement.Keywords:  Zoning, Conservation, Traditional, Chinatown  ABSTRAKPeraturan zonasi dalam penataan ruang di Indonesia merupakan bagian yang tidak terpisahkan dari Rencana Detail Tata Ruang. Peraturan zonasi tersebut berfungsi sebagai rujukan teknis untuk pemanfaatan dan mengendalikan pemanfaatan ruang. Hal ini dilakukan untuk mejaga agar pemanfaatan ruang yang berkembang tetap sesuai dengan karakteristik zona serta untuk meminimalkan dampak negatif. Permukiman tradisional Pecinan memiliki karakteristik tertentu yang berkembang sesuai faktor kesejarahan dan spiritual dari masyarakatnya. Dibalik karakteristik yang ada ini terselip makna yang dianggap sangat penting bagi komunitas ini, sehingga tidak bisa sembarangan untuk diatur. Tulisan ini mengkaji peraturan zonasi yang dilakukan di kawasan Pecinan Semarang dan seberapa jauh karakteristik lokal zona digunakan sebagai pertimbangan perencanaan peraturan zonasi pemanfaatan ruang di kawasan tersebut. Tulisan ini menggunakan pendekatan deduktif kualitatif rasionalistik dengan teknik deskripsi empiris. Beberapa temuan penting yang terindentifikasi dari tulisan ini adalah: pertama peraturan zonasi yang diterapkan dalam Rencana Detail Tata Ruang  masih minim  dan terbatas pada penentuan fungsi ruang, sisten jaringan yang melayani terkait koefisien dasar bangun, ketinggian bangunan. Kedua karakteritik unik  yang harus dipertimbangkan dalam pengaturan zonasi di Pecinan seperti  pengelompokan kegiatan, aturan pemanfaatan ruang khususnya di zona tusuk sate, dan aturan pemanfaatan ruang disekitar tempat peribadatan atau ruang-ruang yang disucikan, keinggian bangunan dan koefisien bangunan eksisting belum di pertimbangkan sama sekali.  Rekomendasi yang bisa diberikan dari tulisan ini adalah minimal komponen peraturan zonasi yang berlaku di Indonesia sesuai standarat yang berlaku diterapkan dengan pertimbangan khusus karakteristik unik kawasan dalam pengaturan ruang.Kata kunci:  Zonasi, Konservasi, Tradisional, Pecinan

The declining quality and quantity of green open space in urban areas has caused a decrease in the quality of the environment. Therefore, it is necessary to conduct a research on the Green Open Spatial Planning, especially in Denpasar City the legal provisions of which has been regulated in Regional Regulation No. 27 of 2011. This research analyzes the planning for the use of Green Open Spatial and the mechanism for changing the Green Open Spatial to change its function to become Spatial Settlement. The method used in this research was a normative research method, in which legal data collection was carried out by recording library studies, document studies, information and explanations obtained both from the Laws, Government Regulations and other Regulations that can be further examined which related to this problem. Data analysis in this research was carried out systematically by classification of legal materials to facilitate the analysis work, then Legal materials obtained are then subjected to discussion and grouping into certain sections. The results found that the Green Open Space is an area dominated by plants that are built for protection functions. The pattern of spatial use as a basis for the Denpasar City Government sets Green Open Spaces namely Settlements and Public Facilities. Changes in the pattern of utilization of green open spaces have changed the function resulting in the realization of optimal urban spatial planning. This happened because of the weak awareness of the people of Denpasar City.

Spatial planning as a guidance in spatial use, arrange various permitted activities in a space by considering various implications including natural disasters which may not be predictable. Semarang City with diverse topographic conditions has the potential for natural disasters, including flood. One of the flood disaster mitigation efforts is based on the existence of green space and blue-space as water catchment areas. But in fact, the substance of spatial planning has not clearly regulated the urban blue space. This study aims to integrate the blue space in the substance of regional spatial planning as a disaster mitigation instrument in the Semarang City. The research was conducted through a review of the substance of the spatial planning and flood disaster mitigation efforts that have been carried out in Semarang City. Based on the results of the studies that have been conducted, the integration of the blue space plan can be integrated in several contents of the regional spatial plan, starting from the formulation of objectives, policies, and spatial planning strategies to the direction of controlling spatial use.

ABSTRACT Tri Hita Karana, Tri Mandala, and Sanga Mandala are the Balinese spatial planning philosophies. Core values in Tri Hita Karana are balanced and harmony among parahyangan, palemahan, and pawongan. Denpasar city plan was stated formally based on Tri Hita Karana. Application of this concept was revealed into Tri Mandala and Sanga Mandala which producing nine zones. If these philosophy implemented fully then the land allotment in the spatial plan follow the rules and there is no problem of disharmony between the elements of Tri Hita Karana. The purpose of this study is to identify deviations in the application of traditional Balinese spatial concepts in the Denpasar city plan and proposed prevention of the emergence of problems in its implementation. To find deviations between the Tri Hita Karana concept and the city spatial plan, an overlapping analysis was conducted between the Sanga Mandala zoning and the Denpasar city spatial plan. The results show that there have been deviations in various zones. To prevent the emergence of problems due to deviations, implementation needs to be supported by zoning regulations and other supporting regulations. Keywords: tri hita karana, city spatial plan

Tackling the negative impact on the environment and in order to create a good spatial layout of the Regency of Gianyar, it is necessary to control the use of space. Control of spatial use can be done through spatial zoning, licensing, intensive and disintensive spatial planning. Problem Formulation (1) What is the arrangement for the construction of river border tourism facilities? (2) How is the Implementation of Regional Regulation Number 16 of 2012 Concerning Spatial Planning in Gianyar Regency in the construction of tourism facilities? The method of writing scientific papers uses Empirical law. This research chooses the location in Banjar Kedewatan Anyar, Kedewatan Village, Ubud District, Gianyar Regency which is one of the areas traversed by the Ayung River, the development of tourism supporting facilities in the form of hotels, villas, home stays and many others in its implementation refer to the Act Law Number 26 of 2007 Concerning Spatial Planning Article 6 Paragraph 1 and for the distance regulated in Regional Regulation Number 16 of 2012 concerning Spatial Planning for the Gianyar Regency in Article 37 paragraph 2 which states that the distance of the river border, the Spatial Planning Rules can be it has been calculated that 89% has been running well and 11% of the existing spatial plan deviations are due to the lack of preparation and even tend not to seriously consider the reality of traditional land use patterns that develop traditionally in the community.

This study aims to obtain information on plans and spatial use patterns and spatial structures in Muara Siran and Liang Buaya villages and compile information on land cover and socio-economic conditions of the community. Muara Siran Village Spatial Plan and Liang Buaya Village Spatial Plan are divided into 2 areas, namely the Cultivation Zone and the Protected Area. The preparation of the RTRW of Muara Siran Village and Liang Buaya Village is the first example for the Regency Government in the preparation of a participatory Village RTRW in the Kutai Kartanegara District environment. The people of Muara Siran Village and Liang Buaya Village are dominated by the Kutai tribe, most of whose livelihoods are fishing, farming and cage cultivation. So that village spatial planning becomes very important in the utilization and control of natural resources. With the implementation of the participatory village spatial planning concept, it needs to be replicated by other villages in Kutai Kartanegara Regency to support development as well as to protect the area through spatial planning so that in future development planning is in accordance with the potential of each village.

<p>One of the important issues emergences in the context of spatial planning is about community participation. In Indonesia, this issue widely spread in line with development of decentralization system and low level of trust to government. In Bali, problem in land management became crucial issue in regard with rocket development of tourism sector. Triangle conflicts among Indigenous Village, State Government and investor became a common things today. Social capital as an instrument of control is absolutely necessary to monitor the implementation of spatial planning. In regard with endogenous concept in contemporary urban planning, and considering the weakness and limitations of current land use control tools this paper discus and propose an idea to enforce the uses of social capital to support and affirm land use control. This paper began with elaboration of the challenges and conflict of land management in Bali, followed by analysis weakness and limitations of existing regulations and finally ends up with an idea to enforce the function of social capital through institutional reform. Based on the discussion, integrating social capital can be done through accommodating the value into concept of spatial planning and involving indigenous village as institution control for the implementation of spatial plan.</p>

The earthquake, tsunami, and liquefaction that hit Palu in 2018 damaged infrastructure and settlements and resulted in 2,101 fatalities. In this context, understanding the level of vulnerability and disaster mitigation is very important, especially in providing directions for spatial use. This study aimed to map the affected areas, map the suitability of land use against spatial planning, and map settlement development in Palu City. Data analysis was carried out spatially through an overlay of spatial pattern maps with disaster-affected areas to map the disaster-affected areas. Next, an overlay was carried out on the land use with the Regional Spatial Plan (RTRW) to map the suitability of land use. Finally, an overlay of disaster-prone space zones was carried out on spatial patterns to map the classification of settlement zones. The results of the analysis show that in Palu City there are locations that are suitable for settlement and development covering an area of 5233.978 Ha or 13%; an area that can be used but conditional for settlement is 26860.36 Ha or 68%; the area that can be used but with certain conditions is 3106,714 Ha or 8%; while the land area of 4057,112 ha or 10% is a forbidden zone. This study is expected to become a consideration for the community in building settlements as well as a consideration in preparing spatial plans to suit disaster mitigation efforts. This effort is made so that the construction of post-disaster settlements is carried out in disaster-safe areas.

Abstract:  This research aim to understand the implementation of the regulation of licensed cadaster surveyor in The Regional Office of National Land Agency of the North Sumatera Province on the acceleration of land registration. The research using qualitative method by describing the results of observation, interview and data of the implementation of accelerated land registration, specifically on the collectors of physical data (PULDASIK – Pengumpul Data Fisik) of the licensed cadastral surveyor, referring to the Regulation of The Minister of Agrarian Affairs and Spatial Planning/Head of National Land Agency Republic of Indonesia Nr. 33 year 2016 and the Regulation of The Minister of Agrarian Affairs and Spatial Planning/Head of National Land Agency Nr. 11 year 2017. The results show that: the implementation of the regulation of Licensed Cadastral Surveyor has not been fully implemented, caused by the limitation of:  the number of KJSKB and SKB;  ASK graduated from D1 PPK-STPN prefer to do apprenticeship so they did not interested in joining KJSKB, and the limitation of financial capability of the KJSKB/SKB. The implementation of the regulation of Licensed Cadastral Surveyor also inhibited by the requirements mentioned on the regulation itself. Moreover, the competency and quality of the SKB is noticed as above the standard, and have unprofessional work ethic. It is recommended to increase the acceptance of Licensed Cadastral Surveyor, and those who already passed the test should forming KJSKB and improve their professionalism by acquiring certificate of competence when they follow the examination to obtain the license. Intisari: Penelitian ini bertujuan untuk mengetahui implementasi regulasi tentang Surveyor Kadaster Berlisensi di Kantor Wilayah Badan Pertanahan Nasional Provinsi Sumatera Utara dalam percepatan pendaftaran tanah. Metode penelitian menggunakan metode kualitatif dengan dideskriptifkan berdasarkan pengamatan, interview, dan data pelaksanaan percepatan pendaftaran tanah khusus pengumpul data fisik (PULDASIK) Surveyor Kadaster Berlisensi dengan berpedoman pada Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Republik Indonesia  Nomor 33 Tahun 2016 dan Peraturan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Republik Indonesia Nomor 11 Tahun 2017. Diperoleh hasil bahwa implementasi regulasi tentang Surveyor Kadaster Berlisensi belum dijalankan sepenuhnya. Hal ini disebabkan oleh keterbatasan jumlah KJSKB dan SKB, ASK lulusan D1 PPK-STPN lebih menyukai magang sehingga tidak mau bergabung dengan KJSKB dan keterbatasan modal keuangan yang dimiliki KJSKB/SKB. Pelaksanakan regulasi Surveyor Kadaster Berlisensi juga terhambat oleh persyaratan yang ada di dalam regulasi Surveyor Kadaster Berlisensi, kualitas kompetensi SKB rendah, serta sikap kerja tidak profesional. Maka untuk itu direkomendasikan meningkatkan jumlah penerimaan Surveyor Kadaster Berlisensi dan yang telah lulus ujian lisensi untuk segera membentuk KJSKB dan meningkatkan profesionalisme Surveyor Kadaster Berlisensi dengan melengkapi sertipikat kompetensi saat ujian memperoleh lisensi.

This study aims to identify the expansion and spatial patterns of shopping and tourism services facilities and evaluate whether the locations are aligned with the spatial plan map of the North Bandung region. The research was conducted by taking inventory of shopping and tourism services facilities in 2010, 2012, 2014, 2016, and 2018. The locations were plotted into maps to calculate each point's spatial pattern for each period using the nearest neighbor analysis method. The 2018 map was overlaid with a spatial plan map to identify whether the existing location aligns with the regional plan. The first results were the expansion and spatial pattern maps of shopping North Bandung area for 2010, 2012, 2014, 2016, and 2018; that show the broadest expansion of shopping facility in 2018 with a clustered pattern. The second results were expansion, and spatial pattern maps of tourism service facilities in the same period show that since 2014 the expansion started with clustered patterns. The evaluation results show that only convenience stores were located in protected areas, but all tourist service facilities were located in these locations. This finding is essential for local governments in monitoring spatial use.
