The questions of the relationship between economy and ecology of industrial production were described in the studies of the ecologization of cement production. The prospects of understanding of the production as a global integrated ecological-economic system were shown, the analysis of which should be applied by means of general principles of synergetics and by means of the ideas of the concept of sustainable development. Russia ranks fifth in terms of cement production in the world today. The cement industry is of great importance for the economic development of our country, because it produces the main type of construction materials for housing and industrial complex, and for the construction of infrastructure objects. Cement production is characterized by high resource and energy consumption. A significant increase in the production and consumption of cement causes the aggravation of the environmental situation and disruption to social and natural systems. For the optimization of the functioning of ecological-economic systems, it is necessary to analyze the socio-natural system from the standpoint of the ideas of synergetics. The main distinctive property of ecological-economic systems, which suggest its consideration using synergy, is its openness. The resources and other materials are coming from outside, after that it’s exposed, transformed and comes outside from the production cycle in the form of the final product and then comes to the users. During all stages of processing and during the use of final products the wastes are thrown away from the system. It causes pollution and harm to the ecological system. We can reduce this harm by means of the ideas of synergetics. One of the aspects of the following of the synergetic principles is the comparison of production and natural potentials. In order to achieve the balance it is necessary to carry out the following directions of ecologization of industrial production: recycling - reusing of raw materials and wastes; upgrading of the production, upgrading of the equipment, as well as the development and implementation of various innovative, resource-saving and low-waste technologies; creation and production of products with a longer work life; the improvement of treatment facilities of the cement plants and the use of different filtration and capture systems. It is necessary to note the fact that in practice each of these separated fields is able to solve only one local problem. To reduce environmental capacity of the cement production, we must unite different ways of the dialectic, following the principles of synergetics and methodological pluralism. Thus, there is a synergistic effect, contributing to the optimization of the functioning of ecological-economic systems and the solution of the problem of ecological production. Synergies should be defined as the interaction of two or more factors in which their combined effect significantly exceeds the effect of each individual component of their amount. Only on the basis of a synergistic, comprehensive, integrated approach to the ecologization of industrial production we can greatly reduce the pollution of nature, optimize the functioning of ecological-economic systems and implement the concept of sustainable development.

In the modern economics of industrial production the fundamental trend is the technological potential connected with the period of transition to innovative high technology industrial production. It is an important factor influencing the perspective indicators of development of economics and the entire industrial complex. Management of industrial enterprises requires establishing new approaches to the use of technological potential and its management. For this purpose, the works of scientists in the subject area of the technological potential of industrial enterprises have been studied. The authors consider theoretical approaches to studying technological potential and sustainable development of industrial enterprises. They systematized methodological approaches to studying the concept of ‘technological potential’ and structured the factors influencing it. The fundamental factors include social, international factors, state of economy, economic policy, market factors, factors of governmental influence and institutional factors. To assess the technological potential of an enterprise, a system of KPI is used, which allows taking into account the limitations and desirable levels for a whole range of particular parameters of indicators, indicators, both quantitative and qualitative.

Purpose. The purpose of the study is to: generalize scientists' interpretation of the concept and essence of innovation; providing their author's definition; assessment of the development level of agro-industrial business in Ukrainian enterprises by technological structures; theoretical and methodological substantiation of the principles and development of practical recommendations aimed at the objective necessity of innovative activation development and increase of competitiveness of the agro-industrial business enterprises in the conditions of economy globalization. Methodology of research. The basic principles of economic theory, scientific works of domestic and foreign scientists, legislative and normative acts of the state authorities of Ukraine on the issues of innovative development of agro-industrial complex became the theoretical and methodical basis. The following research methods have been used: the dialectical method of cognition – in the study of transformational changes in the process of innovative development of agribusiness; historical – in the study of the evolution of innovation and the formation of technological structures for economic development; theoretical generalization and comparison – to study scientists' interpretation of the concept and nature of innovation; monographic – for coverage of indicators by technological structures; abstract and logical – in the theoretical generalization of the essence, the author's interpretation of the concept of innovation in the agro-industrial business, coverage of the content of scientific work and the formation of conclusions and proposals from this study. Findings. The article describes the historical process of innovative development of national economies of the world. It is concluded that innovation is the main functional characteristic of doing business. The goal of the entrepreneur is to use new, resource-saving technologies to produce high quality products, increase their sales, income and profits, achieve economic and social effects. Historically, 7 major technological structures have been identified. Each technological structure is distinguished by the development of a certain set of basic knowledge-intensive industries and technologies, characteristics of the organization of production, and is reflected by the relevant indicators of the latest achievements of scientific and technological progress. In developed countries (USA, Germany, England, France, Japan, China, etc.), technologies of the 5th form (period of its dominance 1970-2010) prevail and technologies of the 6th technological structure (period – 2010-2040) are formed). The industry of Ukraine, so far, is characterized mainly by technologies of the 3rd and 4th technological structures, their share in industrial production occupies about 96% and the share of industrial production of the 5th and 6th technological structures – 4%. In Ukraine, both the volume of production and the investment of capital for technical re-equipment and modernization are mainly at the level of the 3rd technological structure. Therefore, domestic industrial and food products cannot be competitive in the global market. Originality. The author's interpretation of the concept of "innovation in the agro-industrial business" is proposed. It is the accumulation of new knowledge, materialized: in high-efficiency, resource-saving technologies, technological elements; new varieties and hybrids of plants, breeds and breed groups of animals; machines, equipment, working parts and mechanisms; new types of fertilizers, chemical plant and animal protection products; new progressive forms of organization of production and labour, types of services, etc., established in research institutions recognized as expedient for use in practice, ensuring the economic and social efficiency and competitiveness of agro-industrial production. Practical value. Scientific, methodological and practical recommendations have been proposed, which makes it possible to develop the basic organizational, economic and managerial aspects regarding activation of capital investment for technical re-equipment and introduction of innovative, resource-saving technologies in the components of agro-industrial business of Ukraine. The purpose of this work is to research the problem of sustainability of the integrated technogenic system in an innovative economy and “Industry 4.0”. The paper deals with the methods of assessing the level of sustainable development of the integrated technogenic system as a family of models for eco-economic and socio-humanitarian management of technogenic economic objects. The economic approach to modeling a sustainable development is considered, which consists of the optimal use of limited resources and applies natural, energy and resource-saving technologies to generate aggregate income. At the same time, the transition to the information society leads to a change in the structure of aggregate capital in favor of human, increasing intangible flows, flows of information and intellectual property. The problem of sustainable development through 7 main assets (capitals) that support the viability of socioenvironmental and economic systems is considered. The concept of sustainable development, the system of global dimensions of sustainable development and the level of sustainable development are defined. The presented methodology for the formation of humanitarian component of technogenic regional production uses available statistic data. Application of these methods will improve efficiency of managerial decisions in the technogenic regional production management, maximize benefits from the use of innovations and define strategic innovative directions for regional development.

Abstract The article outlines the main problems that the cement industry causes to the environment. Authors propose technological solutions aimed at resource-saving in cement production and environmental protection. The research is devoted to low-energy cement obtained on the basis of waste from processing skarn-magnetite ores. The characteristics of the composition and properties of the technogenic material are given. The authors have justified the feasibility of using skarn-magnetite ore enrichment waste as a part of a cement raw material mixture. The possibility of changing the composition of cement by reducing the energy-intensive alite phase is demonstrated. Technological and heat engineering calculations confirming the reduction of natural mineral raw materials and fuel costs in the production of cement were carried out. The processes of hydration of the developed cements have been investigated. A method for accelerating the hardening of low-base cements due to mechanical activation, the introduction of mineral additives and a modifier is proposed. The research revealed construction and technological advantages of the developed cements, which exhibit increased resistance during operation in an aggressive environment. Physical and mechanical tests of concretes made of low-base cement were carried out. The possibility of reducing the temperature during the heat treatment of concrete is proved. Physical and mechanical tests of concretes made of low-base cement were carried out. The paper presents environmental benefits of the developed cement technology.

The article deals with the problem of sustainable concept development of the regional agro-industrial complex (AGC). A reasonable and objective approach to this problem using the knowledge of regularities of socio-ecological-economic systems development and the study of divergent environmental factors and internal environment enables developing effective management decisions of strategic and tactical nature of the selection tools sustainable agriculture development. The formal presentation of the agro-industrial complex's main stability characteristics allows providing a comprehensive assessment of its condition to justify a particular structural model of the sustainable development strategy of AGC with changes in the level of exposure to environmental parameters.

This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.
