ABSTRACT The first part of this article reviews Canada’s international copyright history and the role Canada has played in international copyright from the nineteenth century to the present day. In part two, the author asks whether we can be optimistic or pessimistic about Canada’s role, and the role of international institutions more generally, in promoting solutions to the social policy and social justice concerns raised by the expansion of intellectual property. The author argues that Canada’s history, while demonstrating Canada’s potential to support progressive change, has not borne out certain middle power ideals.RÉSUMÉ Dans la première partie de cet article, je passe en revue l’histoire du Canada, le droit d’auteur international et le rôle qu’a joué le Canada dans le droit d’auteur international du XIXe siècle à nos jours. Dans la deuxième partie, je me demande si nous pouvons être optimistes ou pessimistes en ce qui concerne le rôle du Canada dans la promotion des solutions face aux préoccupations par rapport aux politiques sociales dans le domaine du droit d’auteur international. Je soutiens que l’histoire du Canada, tout en démontrant le potentiel du Canada pour appuyer le changement progressif, n’a pas démontrée certains des idéaux d’une puissance moyenne.

In this chapter, the importance of having culturally responsive teacher competencies to carry out the education process in accordance with the social justice is discussed within the context of teacher roles and responsibilities. Indeed, education as a social institution is an important institution that provides individuals with an understanding of justice, equality, freedom, and solidarity in a way that enables individuals to live harmoniously within society. In this respect, education system components should be designed with culturally responsive pedagogy on the basis of social justice principles. Besides implementing a culturally responsive teaching in classrooms can be achieved with teachers who have culturally responsive teaching competencies. With these roles and responsibilities, teachers should develop their individual and professional competencies for culturally responsive teaching at teacher education programs.

This study contributes to research on policy practice by enriching our knowledge about the forms that the policy engagement of social work academics takes, the dynamics of this engagement, and the factors associated with it. The study is based on structured interviews with 24 faculty members from schools of social work in Israel, all of whom are actively involved in policy formulation. The findings of the study reveal that participants are motivated by ideology and values to engage in policy and that they do so despite their perception that there is a lack of institutional support for this type of activity. The participants report that they successfully manage to combine their policy-related activities with teaching and research. The study also indicates that the social policy formulation process in Israel offers specific opportunities for the policy engagement of social work faculty.

According to the sociologists Ulrich Beck and Anthony Giddens, modern societies have become increasingly preoccupied with the future and safety and have mobilized themselves in order to manage systematically what they have perceived as “risks” (Beck 1992; Giddens 1991). This special section investigates how conceptions of risk evolved in Europe over the course of the twentieth century by focusing on the creation and evolution of social policy. The language of risk has, in the past twenty years, become a matter of course in conversations about social policy (Kemshall 2002). We seek to trace how “risk” has served as aheuristic toolfor understanding and treating “social problems.” A key aim of this collection is to explore the character of social policy (in the broadest sense) as an instrument (or technology) that both constructs its own objects as the consequences of “risks” and generates new “risks” in the process (Lupton 2004: 33). In this way, social policy typifies the paradox of security: by attempting literally to making one “carefree,” orsē(without)curitās(care), acts of (social) security spur new insecurities about what remains unprotected (Hamilton 2013: 3–5, 25–26). Against this semantic and philological context, we suggest that social policy poses an inherent dilemma: in aiming to stabilize or improve the existing social order, it also acts as an agent of change. This characteristic of social policy is what makes particularly valuable studies that allow for comparisons across time, place, and types of political regime. By examining a range of cases from across Europe over the course of the twentieth century, this collection seeks to pose new questions about the role of the state; ideas about risk and security; and conceptions of the “social” in its various forms.

Social justice’s special relationship with the social work profession has recently been confirmed by new definitions of social good that identify the promotion of social justice as a primary goal of social work research and practice. This contemporary use of the ideas and ideals of social justice creates an opportunity to reexamine it in the context of modern societies and postmodern knowledge. This article presents four steps for reassessing existing definitions of social justice, as reflected by three cases documented by international institutions that define themselves as promoters of social justice. Through this reassessment, this article seeks to contribute to the regeneration and advancement of interdisciplinary debate over the contents and nature of social justice, under the presumption that any effort toward social good aimed at enhancing social justice should first identify or discuss to what sort of social justice it aspires.

In this review of the changing relationship between social policy and social justice I will be concerned with three main areas of debate. Firstly, I wish to attempt a clarification of the moral ideals of social welfare which find expression in those criteria of social justice by which people in similar states of need are treated differently. My second concern is to review and redefine what constitutes the social division of welfare in Britain today. Thirdly, I wish to explore the extent to which these ideals of social welfare complement or conflict with one another.

Urban park designers have long championed the social underpinnings of their work. Of late, however, certain landscape practitioners have articulated a more explicit connection between park design and social objectives, arguing that the fundamental role of urban parks is to foster equity and justice. Drawing on Marxian geographer David Harvey’s notion of the geographical imagination, this paper interrogates the relationship between parks and social processes by exploring the role that social issues have historically played in urban park design and by unpacking the prevailing imaginaries of social justice landscape architects and designers have employed in contemporary urban park projects. In doing so, it juxtaposes the lofty rhetoric of designing for social justice against the material reality of development-driven urban regeneration. In this way, the geographic imaginary provides a framework for understanding the limited capacity of urban park design to address broader social issues, even as it offers a mechanism for conceiving and articulating alternatives that more completely address the conditions through which social injustice occurs.

AbstractCurrent academic debate in the social sciences and humanities is revisiting the role of virtue in civic life. This debate is relevant to social policy. We argue that virtue is already an implicit component of policy debates, but that the virtue of compassion has not received sufficient emphasis. To support our argument we review classical and contemporary arguments regarding virtue and its linkage to the ‘good society’; articulate the necessity of compassion and its application to specific policies areas (e.g., domestic violence, welfare, emergency care); and assess how compassion intersects with other virtues in the policy environment. Policy implications are identified including: recognition of the realities of suffering, the need for sufficient administrative infrastructure and trained professionals and an often long-term commitment to work in community settings. Weighing the risks, and the overall challenges of virtuous action, our analysis suggests compassion remains a compelling, yet under-utilised, basis for constructing and implementing policies.

The aim of the study is to analyse the effectiveness of personnel social development management tools. The essence of social policy, social guarantees, social programs has been considered in the article. The importance of managing social development of personnel for large companies has been substantiated, the functions and tasks of social management have been highlighted. The implementation of the functions considered will help to attract and retain more qualified and talented employees, improve the effectiveness of professional interaction in the team and, accordingly, increase the efficiency of the staff and the enterprise as a whole.The influence of the level of planning social programs on increasing the level of employee loyalty to the organization, the growth of labor productivity, social activity, creativity, rationalization of activities have been noted. The role of management of the personnel social development, the social working conditions and social infrastructure has been argued. The most important tools for managing social development of enterprise personnel have been highlighted.

The article describes the structure and powers of the provincial government in the implementation of the main directions of state social policy. It was noted that on theterritoryofBelarusthey played a major role in solving the social problems of the population due to the lack of zemstvos. The outdated legal framework and the lack of a clear division of functions hampered their effectiveness.In the mid 1880s regulatory committees were established in the structure of the provincial institutions. On the territory of the Belarusian provinces they played an important role in the implementation of social policy, as they controlled the financing of the rural­medical part and partly public charity. However, the experience of the activities of the regulatory committees was unsatisfactory. In this regard, at the end of the XIX century the Interior Ministry proposed to eliminate them, as well as to abolish the provincial food commissions and departments of public charity. It was planned to transfer their functions to the zemstvos. This proposal was implemented partially, as a result of the introduction of the institutions of local economy in theVitebsk,MinskandMogilevprovinces in 1903.At the end of the XIX century in the structure of the provincial administration ofBelaruswere created the offices which were entrusted with the functions of monitoring compliance with the workers’ legislation, and then the insurance of workers. They were formed under the influence of new social demands. These offices corresponded to new social and economic conditions, in contrast to the provincial institutions, which managed public charity, national food and health care.
