The aim of the study is to analyse the effectiveness of personnel social development management tools. The essence of social policy, social guarantees, social programs has been considered in the article. The importance of managing social development of personnel for large companies has been substantiated, the functions and tasks of social management have been highlighted. The implementation of the functions considered will help to attract and retain more qualified and talented employees, improve the effectiveness of professional interaction in the team and, accordingly, increase the efficiency of the staff and the enterprise as a whole.The influence of the level of planning social programs on increasing the level of employee loyalty to the organization, the growth of labor productivity, social activity, creativity, rationalization of activities have been noted. The role of management of the personnel social development, the social working conditions and social infrastructure has been argued. The most important tools for managing social development of enterprise personnel have been highlighted.

The aim of the study is to analyze the mechanism for managing the social development of Russian organizations. The article discusses the historical aspects of social processes, priority areas of the concept of the formation of a new social policy, the goals of modern social programs. A visual mechanism for managing social development is given, recommendations are formulated to ensure its eff ective operation. The domestic methodology for calculating social indicators based on compiling social passports in the context of humanization of labor and social infrastructure is considered. The typical organizational structures of the personnel management system of Western and Russian organizations are analyzed, distinguishing characteristics are noted. In practice, the traditional tool for implementing the mechanism of managing social development is a set of social benefi ts, in connection with which the article provides an analysis of the components of the social package. The characteristic of social, moral, creative incentives, options for intangible incentives in modern Russian companies, methods and specifi c measures of intangible incentives are given.

The purpose of the study was to identify and characterize the factors that affect the efficiency of innovations implementation in the social development. Methodology. It was possible to characterize the essence and content of innovations in the social development, to identify factors that affect the efficiency of innovations implementation in the social development through the use of the methods of analysis, systematization, comparison, confronting, generalization of scientific literature and legal and regulatory framework. Results. It was found that in a broad meaning, scientists considered the social development as a change in society, resulting in new social relations, institutions, norms and values. In a narrow meaning, the social development could be seen as a change in the social structure, individual institutions of the society, as a result of which they appeared themselves in a new state. At the same time, the characteristic features of the innovative social development were: novelty for the social environment in which it was implemented; focus on meeting current social needs, solving social problems; had a practical nature of the development, involved the implementation of ideas; transformation of social relations. It was established that innovations in today's conditions were a basic condition of the social development which provided both innovative ideas and innovative methods, ways, technologies of their application. The key factors of the innovative social development were identified: legal support and financial assistance, favorable social-and-economic conditions, innovative resources, critical mass. It was found that efficiency in the implementation of the innovative social development could be achieved through the accumulation of human potential and economic support; formation of the corresponding legislative, financial, economic base; increasing the social activity of young people; modernization of social infrastructure; introduction of innovative technologies, etc. Practical importance. We hope that the results of the study, our observations and comments will contribute to the effective implementation of innovations in the social development, will help to create the necessary conditions, to develop appropriate measures to regulate the activity. Prospects for further study. In our opinion, the issues of factors influencing the quality of human potential, mechanisms of implementing social innovations, etc. can be further developed.

the subject of our work is the social policy of the United Russia party. The purpose of the research is to study the role of the leading United Russia party in solving social policy issues in the Russian Federation. The research methods used were institutional and system methods, methods of political and legal analysis, analysis of statistical materials, and study of documents. The result of the work is an analysis of the directions of social policy of the United Russia party and the results of its implementation in certain areas (“United country – accessible environment”, “Strong family”, “Older generation”). The scope of application of the research results extends to the possibility of their use in the development of conceptual documents of the party, the formation of reports on its activities, the creation of an election program for the next elections to the State Duma of the Russian Federation. The novelty of the research is determined by the fact that until now, the analysis of the social policy of the United Russia party has not been carried out over the past few years. As a result of the research, conclusions were made about the role of the party in the implementation of social programs of the government of the Russian Federation.

The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue application.The modern state takes on social functions that seek to regulate imbalances, to protect weak social positions and prevent the disintegration of the social system. It regulates the processes in society by harmonizing interests and opposing marginalization. Every modern country develops social activities that reflect the specifics of a particular society, correspond to its economic, political and cultural status. They are the result of political decisions aimed at directing and regulating the process of adaptation of the national society to the transformations of the market environment. Social policy is at the heart of the development and governance of each country. Despite the fact that too many factors and problems affect it, it largely determines the physical and mental state of the population as well as the relationships and interrelationships between people. On the other hand, social policy allows for a more global study and solving of vital social problems of civil society. On the basis of the programs and actions of political parties and state bodies, the guidelines for the development of society are outlined. Social policy should be seen as an activity to regulate the relationship of equality or inequality between different individuals and social groups in society. Its importance is determined by the possibility of establishing on the basis of the complex approach: the economic positions of the different social groups and individuals, by determining the differences between them in terms of income, consumption, working conditions, health, etc .; to explain the causes of inequality; to look for concrete and specific measures to overcome the emerging social disparities.

Abstract The article examines the nature and importance of using aesthetic and therapeutic concept and educational logotherapy, in particular, for creating a special emotionally comfortable socioeducational environment for primary education The author has represented inteipretation of foreign scholars' views (J. Bugental, V. Frankl, A. Maslow, R. May, J. Moreno, C. Rogers et al) on such terms as “communication ”, “aesthetotherapy ”, “educational logotherapy” etc. An attempt has been made to analyze the social coTitent of pedagogical activity in the context of using logotherapy in primary school based on an agogical paradigm. In the scope of the article, the specific of using the therapeutic metaphor in the educational environment of primary' school has been represented as well as the basic stages of its implementation have been determined. These stages are the following: description of the storyline, persuasion and binding. The author has defined the role of the “living metaphors” in organization of the therapeutic interaction between the teacher and primary' schoolchildren. Particular attention has been paid to formation of the humanistic competency among primary schoolchildren; this competency is to be based on their understanding of the following philosophical and pedagogical categories: a norm (as a means and a results of pupils' social activity), freedom (as a mean and a result of individual self-expression among primary schoolchildren) and happiness (as an individual self-expression among primaryr schoolchildren). The author has assessed the role of deflection method and paradoxical intention for the social development of the pupil and further formation of the individual. Additional attention has been paid to determination of the socioeducational and psychological and pedagogical potential of such leading method in logotherapy as “The Socratic dialogue” (or “The Socratic circle”): as well have been highlighted the main stages of its implementation: consent (search for what pupil may agree), doubt (an expression of doubts towards weak arguments of interlocutor) and arguments (the teacher must convey' one’s opinion, without any resistance from the child): have been represented different various algorithms of its realization: the method of “aquarium”, “panel method” and “questioning technique”.

The global cities of the world are witnessing a visible disconnection of everyday life. In India the Smart City guidelines acknowledge the need to counter the growing social detachment and intolerance by encouraging interactions. They go further in identifying that preserving and creating of open spaces must be a key feature of comprehensive urban development. Most social relations are cemented within open spaces at the neighbourhood level. Previous studies examine the association between the attributes of neighbourhood open spaces and social activity but neglect to view the issue comprehensively. The present study turns to Lefebvre’s Unitary Theory which states that open space is a result of three forces; 1) perceived space which is the physical dimension and material quality identifiable by the senses; 2) conceived space created by planners and other agents as plans and documents; and 3) lived space which is shaped by the values attached and images generated through user experience. For open space conducive to social interactions these three aspects must work in tandem. With this consideration a framework of criteria and indicators is developed and used to measure and compare the open spaces in select neighbourhoods in Europe and India. The investigation thus reveals differences in all three aspects of neighbourhood spaces. It also reveals a discrepancy between the planning standards formulated and employed by the city authorities in providing the spaces and the actual needs of the community. The research aims to address this gap. The study of the Indian cases lays foundation for the use of the framework to measure open spaces in association with social cohesion and thereby contribute to the enhancement of the social infrastructure of the City.

Social policy toward old people in Poland — conditions, development and directions of changesSocial policy shapes people’s living conditions. In the era of dynamic demographic changes, especially the aging of the population observed in Poland and across the world, the activity of the state focused on improving the quality of life of the elderly is particularly important. Population aging is a demographic process of increasing the proportion of older people while reducing the proportion of children in the society of a given country. Elderly people will continue to be a part of society, mainly due to the progress of civilization, advances in modern medicine and the popularization of so-called healthy living.Social policy toward the elderly should not be limited to managing the social security system and social welfare. Eff ective use of human and social capital of the elderly will be a growing challenge for this policy, and for senior citizens — spending satisfactorily the last years of one’s life. However, for some senior citizens, old age means or will mean poverty and living on the margins of civil society. The Ministry of Family, Labor and Social Polic y is responsible for the social policy of people in Poland, off ering for example in the years 2014–2020 to senior citizens such programs as “Senior +”, the Government Program for Social Activity of the Elderly ASOS or “Care 75+.” Each of the above programs have appropriate criteria that must be met to be able to use them. Are older people eager to use them, or are the eff ects of these programs already visible? This study will attempt to answer the above questions. The main purpose of the article is to diagnose and analyze selected government programs targeted at older people. In addition, perspectives for changes in social policy toward older people in Poland will be determined.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The world is facing multiple changes and challenges; the environment shows inequalities, poverty, and corruption. Ecuador is not the exception. The man is declared the primary focus of the Ecuadorian Constitution to meet such changes. The objective of decreasing poverty, improving wealth distribution, and contributing to sustainable human development is unavoidable. In that context, the university has the pivotal role in generating interaction with society and its reality, to train professionals social and humanly responsible towards such facts, to promote the social management of knowledge from different action fields. The goal of this chapter is to specify the role of higher education institutions (HEIs) in a society where they take part, to draw up social responsibility of universities in Guayaquil and the challenges they face, as well as actions that contribute to the eradication of corruption and greater wellbeing of the society.
