Global aviation activity is poised for a decade of sustained growth. While economic difficulties are a fact of life in the aviation transportation industry, the future demand for aviation transportation services is promising. One factor that may greatly dampen this projected growth may be the lack of qualified aviation maintenance technicians (AMTs) necessary to keep the air transport fleet flying. This investigation examines the future of global aviation activity while presenting factors impacting the corresponding lack of growth in the AMT population that threaten the future of air transportation.

The article outlines some human factors affecting the operation and safety of passenger air transport given the massive increase in the use of the VLA. Decrease of the impact of the CO2 world emissions is one of the key goals for the new aircraft design. The main wave is going to reduce the burned fuel. Therefore, the eco-efficiency engines combined with reasonable economic operation of the aircraft are very important from an aviation perspective. The prediction for the year 2030 says that about 90% of people, which will use long-haul flights to fly between big cities. So, the A380 was designed exactly for this time period, with a focus on the right capacity, right operating cost and right fuel burn per seat. There is no aircraft today with better fuel burn combined with eco-efficiency per seat, than the A380. The very large aircrafts (VLAs) are the future of the commercial passenger aviation. Operating cost versus safety or CO2 emissions versus increasing automation inside the new generation aircraft. Almost 80% of the world aircraft accidents are caused by human error based on wrong action, reaction or final decision of pilots, the catastrophic failures of aircraft systems, or air traffic control errors are not so frequent. So, we are at the beginning of a new age in passenger aviation and the role of the human factor is more important than ever.

The purpose of this paper is to create up-to-date aviation legislations study material focused on the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organisations and personnel involved in these tasks for future students of aircraft maintenance technology at the Air Transport Department, FPEDAS of the University of Žilina. As a relatively new studying programme, it has a lack of study materials in the field of aviation legislation, mainly in the field of aviation maintenance, whether in terms of technical requirements of aircrafts airworthiness or their certification. The first chapter of the paper is focused on a brief acquaintance with the history of aircraft maintenance and procedures applied in aircraft maintenance. We point to the modern history of aircraft maintenance, including EU legislation. In the second chapter, the work focuses on the international legal regulation of this issue as well as on the position of the International Civil Aviation Organization (ICAO) and the European Civil Aviation Safety Agency (EASA) and their activities in this area. In the following chapters, the paper deals with the current regulations of the EU Commission and Parts important not only for aircraft maintenance technicians, but also for training organizations in the field of aviation maintenance. In the end the paper deals with legislation necessary for the certification of an aircraft and requirements that are applied in the operation procedures of any civil aircraft for the purposes of commercial air transport.

The study of the genesis of legal regulation of relations in the provision of airport services allows us to draw the following conclusions. Airport services and their legislative regulation are directly related to air transportation services. With the expansion of the scope of these services, airport services also developed. These types of services began to take shape in the early ХХ century and rapidly developed with the creation of a network of airports around the world, including in Ukraine. At the same time, legislative regulation was formed as a set of rules governing transportation, then legislation on the provision of services joined it. It was established that civil legislation on airport activities historically supplemented the legislation on air transportation, the main purpose of which was to comply with air safety guarantees. A peculiarity of the civil legislation of Ukraine governing the activities of airport services is that its basic norms are not contained in the Civil Code of Ukraine, but in the norms of other legislative and by-laws, primarily in the Air Code and the Aviation Rules of Ukraine, as well as in the administrative, economic, tax, labor, environmental, land and other branches of law. However, the core of this set of norms is precisely the rules of civil law, which allows you to regulate these relationships using the principles and methods of civil law and at the same time take into account the links between the various branches of legislation as elements of the system. It is concluded that the legislation of Ukraine on the provision of airport services should be developed in the process of its unification with EU directives, standards and recommended practices of the International Civil Aviation Organization, due to the global processes of the impact of globalization on these relations and international obligations undertaken by Ukraine. The year 1925 marked the beginning of air transportation as an industry. Since then it has advanced through successive stages of growth and development until to-day, as the author believes, air transport is in the state of transition between the pioneering period and that of mature growth. Airway mileage by scheduled air transports in the United States has increased from a total of 2,000,000 miles flown in 1926 to 90,000,000 in 1939. Air passenger-miles in 1938 aggregated 600,000,000. In this paper the author reviews the technical developments in aircraft and improvements in airway operation which have made possible this phenomenal growth. Every phase of this development which has played a part in the successful and safe operation of the airway systems of the present day is treated comprehensively in order that an understanding may be gained of the future possibilities of air transport and the lines along which it will advance.

The aim of this paper is to analyse and explain the impact of air transportation on the development of tourism in the Croatian littoral. The analysis was made by using the data collected from flight schedules and airport authorities. The data on frequency of lines and number of passengers were analysed in order to correlate the distribution of the number of passengers with the number of tourists during the year. In this case, the correlation between the number of passengers and the number of arrivals/number of overnight stays is observed. Data for the time period from 2008 till 2010 were analysed in more detail by dividing the passengers into four categories: full-service passengers, low-cost passengers, charter passengers and general aviation passengers. Major touristic markets are identified on the basis of the number of connections between European and Croatian littoral airports. The last part of the paper deals with the increasing impact of low-cost services on the development of tourism in the Croatian littoral region. This is due to the fact that low-cost carriers have accounted for a considerable part of air transport in the last few years.

Since the United States deregulated its airline industry with the Airline Deregulation Act of 1978, the international air transport industry has been on a path toward market liberalization. Market changes have included entry, capacity, and pricing freedom as well as increased levels of foreign ownership. The recent terrorist acts of September 11, 2001 have the potential to alter, if not reverse this course. This paper examines the forces fueling the trend toward liberalization and analyzes the impact of recent events on the future prospects of open aviation markets.

This study aims to provide insights into the impact levels of digitalization and intelligentization on air transport system (ATS) in Australia, China, the US, and India. Air transport system is one of the most efficient transport systems which contains three elements: air traffic control, airport, and airlines. In modern society, the importance of digitalization and intelligentization in ATS is attached to by publics. In this study, firstly, comparative analysis is used to analyze the different states of digitalization and intelligentization level and air transport system in sample countries. Then, correlation analysis is used to study the correlation of the different impact factors with the ATS in different countries. The third one is regression analysis, it is used to analyze the relationship between ATS and the development of digitalization and intelligentization in four sample countries. At last, forecasting analysis is used to predict the future trend of digitalization and intelligentization’s impact on ATS in the sample countries in the next few years. Then, the most significant impact factors for ATS will be obtained. Also, the future development trends of ATS under digitalization and intelligentization’s impact could be forecasted by using econometric models.

Liberalisation of air transportation practically is known as open sky policy. In the practice, the liberalisation of air transportation is divided into two group of services, i.e.: air transportation services, for passengers and goods (air service) which is categorized as hard rights and supporting services of the air transportation services (ancillary services) which is categorized as soft rights. The research in this paper focused in air transportation services for passengers and goods, consists of nine freedom of the air. The impact of the policy such as the Agreement regarding ASEAN open sky policy, is the readiness of Indonesian air transportation companies to compete with foreign air transportation companies. The government of Indonesia has to regulate the implementation of ASEAN Open Sky Policy to be projected in order to comply with national development, i.e. the function of air law in national development. The policy has been implemented by enact or amend the existing law as air law that regulate flight lines, the following provisions: To regulate flight line for foreign airlines to open flight lines in Indonesia region which may not or have not land and sea transportation. The regulation is intended to support mobility of humans, goods and services that may fulfil the needs of the people of Indonesia, which materially and spiritually and the development of the region. The regulation of flight lines of foreign air transportation for region of tourism, industrial and trade center. The regulation is intended to support the national economic development of Indonesia.
