According to the WHO “World Report on Disability 2011”, there are more than a billion people with disabilities worldwide. At the current stage of development of the social state in the Russian Federation, one of the most priority issues is to ensure socialisation, integration into society and comfortable living for people with disabilities. A disabled person, according to the legislation of the Russian Federation, is a person who has health disorders that cause the need for social protection due to life restrictions associated with injuries, diseases and/or defects. At the same time, the limitations of vital activity mean the loss of several functions possessed by a healthy person: self-service, independent movement, the ability to communicate, orientation in space, control of their behaviour, learning, employment and other activities. This article is aimed at studying the measures taken by the regional authorities to support the integration of persons with disabilities into society.

The article discusses the features of the transportation of timber by various types of transport currently used in the Russian Federation. The conditions for their application are given, taking into account the availability of the used transport routes, as well as the capabilities of the region. The main design features of these types of transport are described. The most important advantages of using road transport for hauling timber in comparison with land, water, pipeline and air transport are presented.

The 1993 Constitution of the Russian Federation enshrined the principle of social state, a number of social rights of citizens and other provisions of a social nature. However, according to many researchers, the actual situation, including mass poverty and extreme property differentiation of the population, and the dominant vector of social policy, which is reflected in commercialization and "optimization" of the social sphere, raising the retirement age, strengthening the selective character of social assistance, etc. speak of the dismantling of the welfare state. At the same time, the Constitutional Court of the Russian Federation does not adequately fulfill its function of protecting the Constitution and, in particular, ensuring the constitutional principle of social state and social rights of citizens, does not recognize the legislative norms that normatively formalize such reforms as unconstitutional, sometimes — as in the case of considering the constitutionality of increasing retirement age in 2018 — actually avoiding consideration of the case on the merits. The draft Law on Amendment to the Constitution of the Russian Federation "On Improving Regulation of Certain Issues of Organizing Public Authority", proposed by the President of Russia in the winter of2020, was substantiated, inter alia, by considerations of the development of social state, ensuring the social rights of citizens and the corresponding social obligations of the State. The article shows which of the key social problems could be solved within the framework of the previous version of the Constitution; the question is examined whether their solution requires its changing. It is shown that the Law on Amendment to the Constitution of the Russian Federation adopted in the spring of 2020 does not solve a number of the key social problems in modern Russia, and does not make enough use of foreign experience in constitutional regulation of the social sphere. Based on the experience of other countries, the article proposes a number of norms, the constitutional enshrining of which could to a greater extent ensure implementation of the principle of social state.

The article provides a criminal-legal description of the abuse of official powers, identifies the problems of proving a selfish motive, collecting, checking and evaluating evidence in the investigation of crimes provided for in Article 285 of the Criminal Code of the Russian Federation. We pay special attention to the intelligence-gathering support to the investigation of abuse of official powers, its role in the fight against official crime, taking into account the current stage of development of social and economic relations.

The subject of this research is the organizational-legal aspects of digitalization of state administration in the Russian Federation. The goal is to detect the key risks associated with digitalization of state administration at the current stage, as well as seeking the ways for their elimination. Research methodology is employs systemic and complex approaches, set of general and private scientific research methods, including analysis, synthesis, induction, deduction, system-structural, logical, formal-legal, etc. For achieving the set goal, the author explores the main vectors, determines advantages, and systematizes risks associated with digitalization processes in the system of state administration at the present stage of development of the Russian society. Based on the acquired results, the author draws the following conclusions that contain the elements of scientific novelty: the risks associated with digitalization processes in the system of state administration include organizational-administrative, economic, informational, and legal groups; description is given to the essence of each risk group; special attention is given to the legal aspects. Recommendations are made for mitigating the legal risks through improving the normative legal framework of digitalization of state administration in the Russian Federation. The presented materials can be implemented in the activity of public administration bodies, as well as further research in the area of digitalization of state administration.

The article analyzes the features of the current stage of development of volunteerism in the Russian Federation. As the information base of the research data from online communities of the social network vkontakte are used. The total number of analyzed groups is 2894, the number of participants is 1446008 people. To extract data about online communities and participants, a script was written in the programming language Python3, which allowed to gather relevant information using the vkontakte API.Based on the analysis, the author’s typology of volunteer communities is proposed in the article, including franchise groups, online service communities and direct action groups. The author analyzes the distribution of communities on the subject of their activities. The dominant positions in terms of the number of participants and the number of groups are occupied by communities based on the search for missing people. The least represented in the space of the social network vkontakte community of volunteers — animal advocates.Based on the socio-demographic analysis of community members, the author draws conclusions about the features of their distribution in terms of age and sex. In particular, young people between the ages of 14 and 30 take the dominant position among group members. This is largely due to the underdevelopment of the mechanisms for including middle-aged and older people in volunteer activities. As for the gender of the participants, the main contingent of the communities are women, while their relationship with men changes with age.The article presents an analysis of the participants’ value orientations. Conclusions are drawn about the domination of individual values and interests, which are based on the desire for self-development and personal growth. On the basis of this, a conclusion is drawn on the need to develop new social technologies for involving Russian citizens in the volunteer activity.The article explores some dysfunctions in the development of volunteerism in the Russian Federation: the lack of mechanisms for involving middle-aged and older citizens, the imitative nature of many volunteer projects. Based on this, conclusions are drawn about the need to adjust the social, educational, youth policy in the field of volunteer development in Russia.

The authors determined the digital track algorithm in the management of modern passenger services, the trends in the digital freight transportation segment. The conclusion describes the cybersecurity factor as the main risk of digitalization.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.
