The article describes the main provisions of the Government Decrees of the Russian Federation No. 450 dated on April 15, 2017 and No. 1356 dated on November 2017 regarding lighting products. The necessity to introduce the Technical Regulation of the EEU on energy efficiency requirements to power-consuming products in the territory of the EEU is considered in the article. It is shown that introduction of new requirements to energy efficiency and operational characteristics of general use lamps and luminaires, as well as informing consumers on the energy efficiency of the products, are aimed at lowering of power consumption for lighting and negative environmental impact.

Авторами предлагается алгоритм прогнозирования электропотребления объектов социально-экономических систем на основе значений ранговых норм. В его основу положено понятие ранговой нормы, представляющей собой неотрицательный функционал, заданный в векторном ранговом пространстве и обобщающий понятие длины вектора или абсолютного значения параметра. Основными этапами алгоритма являются: импорт данных по электропотреблению, расчёт ранговых норм, прогнозирование значений ранговых норм и исходных значений электропотребления, восстановление прогнозных значений ранговых норм, сравнение результатов прогнозирования и выбор наилучшего прогноза. Эксперементальная проверка алгоритма была реализована на данных по электропотреблению регионов Российской Федерации. Анализ результатов прогнозов позволил определить, что средние относительные и абсолютные ошибки метода прогнозирования на основе значений ранговых норм, меньше. Данный факт позволяет сделать вывод о том, что для среднесрочного прогнозирования целесообразнее использовать метод на основе значений ранговых норм. The authors propose an algorithm for predicting the power consumption of objects of socio-economic systems based on the values of rank norms. It is based on the concept of a rank norm, which is a non-negative functional specified in a vector rank space and generalizing the concept of the length of a vector or the absolute value of a parameter. The main stages of the algorithm are: importing data on power consumption, calculating rank norms, predicting the values of rank norms and initial values of power consumption, restoring the predicted values of rank norms, comparing forecast results and choosing the best forecast. Experimental verification of the algorithm was carried out on data on power consumption of the regions of the Russian Federation. Analysis of the forecast results allowed us to determine that the average relative and absolute errors of the forecasting method based on the values of rank norms are less. This fact allows us to conclude that it is more expedient to use the method based on the values of rank norms for medium-term forecasting.

This article discusses the issues of dependence of power engineering in the Russian Federation on imported equipment in general and in the field of gas turbine technologies. The paper describes the features of foreign-made equipment that is operated at the power facilities of the Russian Federation, identifies the countries that produce the installed foreign equipment in the power industry. Possible economic consequences for the energy-intensive industry from the implementation of the program for the modernization of generating equipment within the framework of the import substitution program are estimated. The forecast scenario of the impact of the coronavirus pandemic on power consumption in the UNEG and the program for the modernization of generating equipment is also presented.

Most of the Russian Federation territory is located in the zone of long-term exposure to negative ambient temperatures. In this regard, a significant proportion of power consumption in the suburban traffic on the railways of the Russian Federation accounts for the operation of heating and air conditioning systems. Currently, Russian and foreign scientists are developing energy-saving methods and tools to reduce the power consumption for auxiliary needs of electric-multiple units. In this paper, the authors used the method of constructing simulation models in the MATLAB Simulink program in order to create an energy-saving heating and air conditioning system since this method allows you to explore various options for constructing the studied systems with lower financial and labour costs in comparison with the experimental method. In order to verify its adequacy the simulation model includes standard values of electric energy consumption for heating and air conditioning for various sections and operating conditions obtained by the authors earlier during the correlation and regression analysis of data from parameter recorders installed in electric-multiple units. The results of the study showed the adequacy of application of the developed simulation model for organizing the control of power consumption for heating and air conditioning of direct current electric-multiple units.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.
