Introduction. Cities play a key role in the development of countries and regions. The authors of the article emphasize the importance of the largest cities’ development, which is based on an industrial model that has not exhausted its potential. The authors show possibilities of urban development on the basis of the industrial sector effective functioning in order to improve the citizens’ welfare, meet their needs and improve the life quality. In this regard, the authors formulate a hypothesis that the largest Russian cities developing according to the industrial model have and are able to realize their potential in order to improve the life quality, preserve and increase the population on their territory. The authors set a goal: to identify the possibilities for developing industrial-type megalopolises to improve the population’s life quality of the (PLQ). Methods. The authors use the following information base: strategic documents of different levels, statistical data, scientific literature, analytical documents, and expert assessments of the megalopolises’ development. The authors also use an industrial model for developing the largest cities; they determine conditions under which the potential of megacities can be realized to improve the citizens’ life quality and carry out an analysis of the demographic and social situation in the largest Russian industrial cities. The authors evaluate some approaches and theses of the study as exemplified by the following cities with a million-plus population: Yekaterinburg, Krasnoyarsk, Chelyabinsk, and Omsk and they group the cities according to the signs of growth and decline, which is illustrated by favorable or unfavorable demographic trends. To confirm the identified trends and problems of the largest cities, the authors provide the results of expert assessments on the population’s life quality and the state of the urban environment and emphasize the need for a systemic integrated development of the largest cities of industrial type to improve the life quality of the population of megalopolises. The scientific novelty of the study consists in substantiating the prospects for the socio-economic development of the largest industrial cities of Russia on the basis of an industrial model that provides for the technological transformation of the economy, the use of agglomeration effects, the formation of a friendly urban environment for residents and the achievement of socialization of urban space. Results and conclusions. As a result of the analysis and typology of the largest cities by functional specialization, two groups of cities were identified: one group with signs of demographic growth, the second with signs of decline. The cities of the first group have a greater economic potential, opportunities for agglomeration, provide more comfortable living and consolidation of the population on their territory. On the contrary, cities with signs of decreasing have fewer opportunities (resources), are less diversified, the urban environment in them is less comfortable, which is reflected in the citizens’ life quality and is accompanied by the population’s outflow. At the same time, it was revealed that all analyzed cities actively use digital technologies, realizing, in particular, the concept of a «smart city». At the same time, cities with signs of decreasing show high IQ indicators of cities. Taking into account the identified problems, the authors propose promising directions for the development of industrial megalopolises with signs of decline.

Urban studies examine the development of industrial cities regarding the well-being of citizens, their needs and quality of life. Due to a new understanding of industrial cities as towns for people, the role and place of man in the urban space should be reconsidered. We developed a model for structuring the industrial city space based on a retrospective analysis of urban development. Further, we revealed the characteristics of shrinking cities and determined how the harmonisation of the urban environment influences the society. The interaction between physical and social spaces was analysed from the perspective of object- subject relations, enriching the understanding of the categories of place and entity (residential area, public space, etc.), as well as allowing citizens to deliberately transform their environment. Using content analysis, we confirmed that the harmonisation of the urban environment (physical space) stabilises social relations, since the population, government and business should reach a consensus to achieve the city’s goal and satisfy their own needs and interests. The results of the urban space analysis reveal the disparities between historical and modern buildings, natural and urbanised areas, industrial and residential city areas, etc., that should be eliminated. The directions of harmonisation of the urban space (revitalisation of industrial facilities and marginal areas, housing renovation) are proposed. We tested different approaches on the example of cities in the Chelyabinsk region by analysing their development stages, signs of decline, and urban characteristics. We are continuing to study the development of industrial cities. Public authorities and local governments can use the obtained results to elaborate urban development strategies, as well as implement the national projects «Housing and Urban Environment» and «Demography» at the regional and municipal levels.

The change in the pace of urbanization that Egypt is currently witnessing due to the massive population growth and the trend towards migration to some urban polarization centers has responded in a large and unbalanced urban transformation. The absence of a clear long-term strategy for urban development has affected the accumulation of investments in major cities. Alongside the challenge facing the development of new urban communities, is the result of interaction between the social situation, economic and urban and the environment that affects the human being to form a society characterized by the quality of life, which is the goal of development. If all these challenges did not achieve the results of quality of life, development has become deficient and unable to achieve its objectives and therefore the investments directed to this development is a waste of resources in a country that needs to deal with Resources efficiently and effectively, so as to achieve the maximum possible return of national income. Therefore The need to design an appropriate strategy aimed at Integration of parts of the State's urban space, as well as alleviating the regional disparities in the levels of urban development between different regions of the country, and achieving the greatest justice in the distribution of services and facilities and economic opportunities between citizens and regions, and Attracting residents from densely populated areas and territories to new urban centers with growing development and investment potential.

Introduction. The article is devoted to analysis of the indicators’ dynamic that characterizes the quality of working life level in the Russian industrial sector. The aim of research is to identify and assess the influence of working life quality on economic efficiency of labor.Methods. The system of indicators for the period from 2005 to 2015 is determined on the basis of the analysis of existing assessment methods of working life quality and on official statistics data, which reflects the main elements of working life quality. Therefore, the most significant indicators of working life elements in terms of labor efficiency are determined by means of correlation analysis.Results. It is revealed that social guarantees, decent wages and safe working conditions, i.e. objective characteristics of working life quality, have the greatest impact on labor efficiency. As a result, the subjective characteristics such as job satisfaction and opportunities for self-expression and selfrealization, despite the long period of the market economy development, continue to play a secondary role. The demonstrated problem confirms the fact that the main block of working life quality for industrial workers is not fully ensured and is deterrent to the growth of labor efficiency as a socio-economic category.Discussion and conclusions. The results of this research indicate the availability of reserves to improve labor efficiency through the usage of modern methods of production organization to ensure economic conditions of decent work of industrial workers.

The article considers the issues of social infrastructure planning. The purpose of the study is to draw up the list of social infrastructure facilities that provide favorable and secure conditions of living, differentiation of placement of these facilities in the territory and interpretation of priorities in planning sustainable development of the city. The authors have analyzed the researches of global cities development problems, the characteristics of life quality of population and the characteristics of the most demanded facilities of social infrastructure. On the base of a general methodological approach, random decomposition and induction methods, taxonomic analysis and expert evaluation, the authors constructed models for planning the placement of social infrastructure facilities. Comparative analysis of the models allowed describing three levels of social facilities placement that provide favorable living conditions and life quality for population. The authors have systemized the indicators of social infrastructure that is significant for the sustainable urban development, largely ensuring the good quality of the urban environment, secure and favorable living conditions. The results of the research can be used as a methodological basis for studying problems of sustainable development of global cities, good quality of urban environment. The authorities can use the results of the research to develop standards for urban planning.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

The article deals with an actual problem of fi nding techniques and methods to create a comfortable urban environment. The author emphasizes that in the existing conditions of intensive urban development greater att ention should be given to spatial concentration based on and more compact distribution of population in urban space. It is stressed that including mixed-use facilities into urban realm results in a signifi cant improvement of living environment qualitative characteristics. The author explores the world’s experience of designing tall mixed-use buildings and reveals modern trends in their construction.

Measuring the quality of the urban environment has been a matter of research rooted in different fields of knowledge. Several methods and indicators have been deployed through the years, as have horizontal approaches from mixed perspectives. However, currently established indexes to measure urban performance depend on the actual definition of quality and on the weighted relevance of the different features influencing it. This contribution compares the level of emphasis paired by established indexes to measure urban quality, in contrast to what people mention the most when asked about what they like or dislike about the urban environment. The underlying idea is to obtain first-hand information about the way people make decisions about their movements in urban space. As a result, we observe a lack of correlation between the two groups of indicators, and between the key urban elements driving positive and negative emotions. In conclusion, we observe a tendency of people to perceive and report individual physical elements, rather than intangible concepts like safety or comfort.

Recently, housing construction in cities has been carried out at a high rate. Increasingly, urban abandoned and flooded depressive spaces near water bodies (often rivers), which were previously used as industrial facilities or temporarily used, are becoming the sphere of architectural and landscape transformations. The restoration of such territories helps to improve the quality of urban space and improve its ecological properties. Correct development of territories near rivers and various water bodies has a great health-improving effect on the urban environment, improves its natural and climatic conditions. In addition, social and economic factors play an important role in this process, since such transformed territories and territories adjacent to them significantly increase investment attractiveness. This paper examines modern approaches to the development of urban public spaces, based on the formation of architectural environments that ensure the relationship of urban development with water bodies and adjacent territories. The paper notes that water bodies are not only an important component of the natural-ecological framework, but are also the basis for the framework of urban-planning natural-technogenic systems as a whole. And the creation of a continuous urban fabric is impossible without the organization of a ‘water’ line of development, provision of compositional, functional and communication interconnection of open urban and water spaces, which is actively being introduced today in architectural and urban planning practice. The paper examines the role of water bodies in the ecological system of the city, as well as in its structure as a whole. The aim of the study is to identify the features of the formation of a public urban space, to determine the patterns of its development, to identify criteria that reflect the nature, scale and features of the impact of urbanization on a water body. Some principles of revitalization of coastal areas, as well as the creation of a system of publicly accessible, compositionally expressive spaces are considered. The principles of space transformation aimed at the formation of a holistic image of the city, as well as the impact of such a spatial arrangement of urban and water bodies on the safety and quality of the urban environment are considered.
