The article considers political problems and current angles of views on the state and prospects of security. Human security is highlighted as a global problem. Its importance was confirmed by the COVID-19 pandemic that broke out in the world. The author pointed out the growing world’s complexity and the human lag in its understanding. It has led to the inclusion in the global agenda of the question how to bridge this “human gap”. Attention is drawn to the fact that the current paradigm of safety assurance, is not able to cope with the emerging threats to the existence of the contemporary civilization. It is suggested that the task of ensuring human security should be considered as an integral part of the global development agenda. The author analyzes Eurasian vector of development in the context of the global security problem. It is proposed to direct the efforts of scientists to the scientific discussion of this problem, including the scientific events held in this regard in Russia in cooperation with UNESCO, the World Academy of Art and Science and the Club of Rome.

This paper addresses a number of policy challenges arising from ongoing attempts to negotiate a plurilateral Trade in Services Agreement (TISA), a recently launched plurilateral negotiating initiative coexisting uneasily alongside the World Trade Organisation's General Agreement on Trade in Services (GATS), particularly in the context of the ongoing Doha Development Agenda. While the TISA offers scope for imparting much needed forward movement to a policy area of central economy-wide and trade importance, such progress, even if realized within the narrower confines of a preferential trade agreement made possible under the GATS, poses a number of systemic risks to the multilateral order extending beyond services trade.

Zusammenfassung: War die Welt früher wirklich sicherer, gab es weniger Gewalt, und war die Jugend friedlicher? Die entsprechende Krisenfeststellung mit Blick auf die Gegenwart erfordert eine Entgegnung. Der Aufsatz diskutiert die Konsequenzen aus solchen Bildern und Wahrnehmungen, in denen Jugend als ein Sicherheitsproblem konstruiert wird. Eine solche Rahmung hat Folgen, die sowohl im Umgang mit Jugendlichen als auch in der Kommunikation zwischen gesellschaftlichen Gruppen problematische Auswirkungen haben kann. Es werden die Begriffe Sicherheit und Gewalt als solche kritisch diskutiert und ihre Verwendung im Hinblick auf eine Jugend untersucht, von der, so wird behauptet, eine Gefahr für die gesellschaftliche Sicherheit ausgehen soll.Abstract: Has the world really been safer in the past? Was there less violence and youth more peaceful? Such a crisis oriented diagnosis of the present demands an objection. The article discusses the consequences of such images and perceptions, in which youth is constructed as a security problem. This kind of framing has further implications for both, regarding relations towards young people, as well as concerning the communication between social groups in general. The article critically discusses the concepts of security and violence respectively and takes a look at how these are used to deal with a youth which is said to threaten society’s security.

This chapter addresses the evolution of the responsibility to protect concept from September 1999 to its adoption in the World Summit Outcome Document of September 2005. It covers Kofi Annan’s ‘dilemma of intervention’, some early human security initiatives by Canada including the International Commission on Intervention and State Sovereignty (ICISS) and its report The Responsibility to Protect which first articulated the moniker as well as the concept, the High-Level Panel on Threats, Challenges and Change and the Secretary-General’s report In Larger Freedom, the negotiations and Outcome Document of the World Summit, and the early incorporation of protection of civilians within Security Council resolutions. Throughout this narrative, the importance of sustained advocacy by key individuals—including Kofi Annan, Lloyd Axworthy, and Gareth Evans among others—is presented as vital to the evolution (in theory and in practice) of the responsibility to protect.

The Virtual Solar Observatory (VSO) concept outlines a software environment for searching, obtaining and analyzing data from archives of solar data that are distributed at many different observatories around the world (Hill 2006, in this volume). The VSO, however, not only provides fast and reliable access to the existing data of Solar Active Regions, but also represents a powerful and unique tool to perform numerical simulations of the evolution and present state of solar phenomena. Two centers at UNAM, the Institute of Astronomy (IA) and the Supercomputer Center (DGSCA), along with the Sonora University, are working together to create the Mexican Virtual Solar Observatory (MVSO) that will be part of a wider national effort.

Anti-Muslim emotions are not new for the world. It was present since the rise of Islam. West was furious after facing Muslims in battle ground and constantly defeated by those who were less equipped but obtained high morals. Initially they were frightened due to the novelty and unique approach of faith and its execution, therefore, they try to fabricate the original manuscripts, making false stories and molesting the last prophet’s life history. Islamophobia transformed after 9/11 and become more intensified and dangerous. It effected the common men worldwide without any boundaries. The respective research is based on the fact that hatred is the negative notion whether it related with nobility or wicked perception. It creates harmful effects on human psychology which subsequently created abusive mindset and actions. When any form of ideology identified as phobia means uncontrolled envy combine with the concept and turn it into a form of frenzied connotation. The fight between East and West was ancient which now convert among religions particularly Islam and others. The research is intend to provide the journey of anti-Islamism from past to present as well its significant elements and its present state. It also discusses the future prospects of clash of religions.

The article summarizes the arguments within the scientific discussion about the search of alternative sources of research universities funding in the absence of sufficient support from the government. The main objective of the research is to define the possibility of using the endowment as a fundraising tool to attract alternative sources of funding for research universities in Ukraine. The relevance of solving this scientific issue lies in the fact that modern research universities are independent entities, which according to the Bologna Declaration assume the entire load on the future of the state and have to do it at the highest professional level. This can be ensured through a combination of traditional and modern sources of funding. The world experience of successful implementation of the endowment has been presented. The level of knowledge intensity of GDP, which is one of the key indicators that reflects the level of quality of higher education, has been analyzed. The endowment as one of the most effective fundraising tools is poorly developed in Ukraine. This fact has prompted us to research the main provisions of this phenomenon and to define the conditions for its implementation in Ukrainian research-based institutions of higher education by means of the strategic analysis. The conducted SWOT analysis has made it possible to systematize problem areas of the domestic market of educational services in the direction of creating and using the endowment and predicting possible strategies for its development. Since the Research Universities are considered to be the core of creation of intellectual and innovative products and the crucial mover of scientific and technological progress in the country and in the world, they have been chosen as the research object.  Keywords: fundraising, endowment, Research University, market of educational services, investment, alternative sources of funding
