The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

Quality Of Public Service in Fulfilling Community Satisfaction in Class Of Immigration Class I Special Surabaya. Public services in accordance with Act No. 25 of 2009 on the public service is a form of services either in the form of public goods, one form of public service held by the government is meeting the needs of society in the manufacture of passports by the Immigration Office. However, in the provision of services performed, there are problems that often occur like, there is always a long queue, inadequate parking space. Special Class I Immigration Office Surabaya is one of the facilities that serve service traveling abroad. The focus of research at the Immigration Service Quality Class I Special Surabaya measured using the five dimensions of service quality (SERVQUAL) According to Parasuraman, namely Tangible, Realibility, Responsiveness, Assurance, Empathy. This study used a qualitative descriptive approach. Results from the study show that: 1) The services in Class I Special Immigration Office of Surabaya in society already said enough good can be seen from the Tangible, Realibility, Responsiveness, Assurance, Empathy. 2) Conditions of service given Class I Special Immigration Office Surabaya to communities based on Tangible, Realibility, Responsiveness, Assurance, Empathy has been said to be quite good. 3) community satisfaction with the services in Class I Special Immigration Office Surabaya already be quite good, which includes Realibility, Assurance, Empathy. But the satisfaction of the people are still not satisfied because there are said to be found lacking from the dimension Tangible, Responsiveness. 1) The services in Class I Special Immigration Office of Surabaya in society already said enough good can be seen from the Tangible, Realibility, Responsiveness, Assurance, Empathy. 2) Conditions of service given Class I Special Immigration Office Surabaya to communities based on Tangible, Realibility, Responsiveness, Assurance, Empathy has been said to be quite good. 3) community satisfaction with the services in Class I Special Immigration Office Surabaya already be quite good, which includes Realibility, Assurance, Empathy. This study aims to determine the performance of the apparatus, the strategy of improving public services in Kandangan Subdistrict, Kediri Regency, as well as obstacles faced to strengthen public service capacity in the Kandangan District Office, Kediri Regency. This research is a descriptive study using a qualitative approach. Data collection techniques are carried out with observation, interview, and documentation techniques. Data analysis techniques used are interactive models. The validity of the data is done by triangulating the source and method. Utilizing the information from the informants, this study produced findings: 1). The public service strategy in the Kandangan District Office is seen from various indicators, namely the provision of physical facilities and equipment, reliability, simplification of processes, pure responsiveness of the apparatus, providing waiting rooms and places. Secure parking/assurance (Assurance), and empathy (empathy) apparatus in Kandangan Subdistrict, the average community considers it to be relatively good. 2). Sensitivity to the community, enhancing the professionalism of apartments and supplementing infrastructure - the strategy of the government of Kediri Regency in Improving the Quality of the Implementation of Public Services in Kandangan sub-district.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

This research aimed to identify and analyze the principles, standards, elements, and quality of public services at the Office of Industry, Trade, and Cooperatives of Yahukimo Regency, Indonesia, located in a remote area. The research method applied was a qualitative descriptive survey with observation and interviews. The interviewees in this study were from 15 informants of different position levels. This study employed an interactive model to analyze the interview data. There were four main findings; firstly, in terms of the principle of public service transparency, the public was increasingly motivated to convey their demands, requests, and aspirations to the government. Meanwhile, accountability services were satisfactory per the provisions of laws and regulations, but public participation in public services was still lacking. Secondly, public service standards and service procedures were implemented following the stipulated provisions and competencies of officials. Those public officers had related-abilities in the form of knowledge, prowess, skill, attitude, and behavior that are required in completing their duties. Thirdly, in terms of public services, the public officers’ work ethic was a driving force for the officials to comply with the prior-set and agreed with rules and work procedures. At the same time, the facilities and infrastructure were adequate. Finally, regarding the quality of public services, the goals and targets of the service were well achieved.

E-Government implementation is the use of technology, information, and communication to realize more efficient and effective government practices in the process of implementing public services in order to facilitate public access to information and create principles of accountability, transparency and good public participation in the Indonesian government. This study aims to explain the implementation of E-Government in Indonesia which encourages the development of information and data systems and is adapted to existing bureaucratic processes. The method used in this research is qualitative research methods. The results showed that public service innovation organized by the government of the Republic of Indonesia was able to create relationships between elements in a country online, not inline, so that efficiency and speed in public services was not only a symbol but a reality.

Partnerships  between  Government  and  the  Private  Sector  in  Public Services. Quality of public services will result in a positive response from the public so it needs a specific strategy in its implementation, one of which is by using Public Private Partnership (PPP). This study aims to describe and analyze the partnership that exists between the government and the private sector, describe and analyze the public response to the quality of service as well as explain the enabling and inhibiting factors in the implementation of public service in Fuel Filling Station of Fishermen (SPBN) Kampung Bahari,  of Bengkulu city. The method used in this study used a qualitative approach. Quality of public services in SPBN Kampung Bahari get an appraisal "Good" of users but in terms of access and tangible gain diverse assessment due to locations that are not easily accessible by all users and the number of facilities SPBN that were in poor condition.

Improved governance at this time is encouraged through the implementation of bureaucratic reforms program that has entered the second stage (2010-2014). One considerable area of change in the bureaucratic reform that needs to be improved is public services, especially in the current era of regional autonomy nowadays where the regions have opportunity to innovate, be creative, and create the best model to achieve improved quality of service to the community. One important effort suggested by the author to improve the quality of public services is to do public service management reform, to fulfill completeness of organizational development, and implementation of zero management in public service activities. If this can be implemented, it is expected that people's satisfaction is achieved, which together will show the better performance of the government, and in the aggregate will show the successful implementation of bureaucratic reforms.Keywords : Bureaucratic reform, public service, regional autonomyPerbaikan tata kelola pemerintahan yang saat ini digalakkan melalui pelaksanaan program reformasi birokrasi sudah memasuki tahapan atau gelombang kedua (2010-2014). Salah satu area perubahan reformasi birokrasi yang cukup penting untuk ditingkatkan adalah pelayanan publik, terutama di era otonomi daerah saat ini yang memberikan kesempatan kepada daerah untuk berinovasi, berkreasi, dan menciptakan model terbaik demi pencapaian peningkatan kualitas pelayanan kepada masyarakat. Upaya penting yang disarankan oleh penulis untuk meningkatkan kualitas pelayanan publik adalah dengan melakukan pembenahan manajemen pelayanan publik, memenuhi kelengkapan pengembangan organisasi, serta penerapan manajemen zero dalam aktivitas pelayanan publik. Jika hal ini mampu dilaksanakan, maka diharapkan kepuasan masyarakat akan tercapai, yang secara bersinergi menunjukkan kinerja pemerintahan yang semakin baik, dan secara agregat menunjukkan keberhasilan pelaksanaan reformasi birokrasi. Public service is a part that cannot be separated from the life of the nation and state. The 1945 Constitution mandates that the state must provide good service to all citizens to fulfill their basic needs. The government is one of the providers of public services must always carry out services that are in accordance with the rules and must know the conditions of those served. In fact, the community is often disappointed with the services provided by the government in terms of licensing arrangements such as long and convoluted service procedures, the issuance of a permit is sometimes not in accordance with the time set. Problem formula What is the quality of public services in the One Stop and Manpower Integrated Services Investment Office (DPMPTSP & TK) in Bone Bolango Regency?                This research uses qualitative methods. Techniques for collecting data through observation, interviews, documentation. The results of the service quality of Bone Bolango District's One-Stop Integrated Service and Labor Service (DPMPTSP & TK) have been good, seen from the dimensions of tangibles, responsiveness dimensions, empathy (empathy) but on assurance (assurance) dimensions and reability dimensions. corrected because there is still a relationship with the relevant office in issuing a letter of recommendation so that the permit issuance is not in accordance with the stipulated time.

The new public service recognizes that those who interact with government are not simply called customers but rather citizens. In government, citizens are not only customers, they are owners of the government, therefore citizens decide what is so important that the government will do. Today, citizens expect public services to meet standards not only such as timeliness and reliability in getting the service but also they should do the services be delivered fairly and with attention to fiscal responsibility as well. More important, citizens contemplate to have the opportunity to influence the services they receive as well as the quality of those services.
