The subject of the article is the review of methods for obtaining data on the amount of losses generated and food wastage in the agricultural production sector. The topic are also recommended methods for collecting this data in the agri-food chain at the EU level. Agriculture is the first link in this chain and the most food losses occur in it. The article presents the determinants of measuring losses and food waste in agriculture, the importance of defining and monitoring the intended use of the product and qualifying losses as food waste. The methods used to quantify the level of food losses in agriculture were also used in the PROM research project implemented under the GOSPOSTRATEG Program.

Background: Food losses and food waste represent an emerging problem with enormous economic, environmental, and social implications. Therefore, the reduction of food wastage is considered a promising strategy, not only to achieve food security but also to improve the food system sustainability. Food wastage is a serious issue also in North Africa region. Aims: This paper provides an overview on research dealing with food losses and waste (FLW) in North Africa (Algeria, Egypt, Libya, Mauritania, Morocco and Tunisia). Methods and Material: A systematic review was carried out in January 2018 using Scopus database. Issues addressed in the systematic review include geography of research on FLW in North Africa (i.e. countries considered or underserved), bibliometric parameters (e.g. journals, institutions) as well as thematic focus (agricultural loss, food waste). Selected records were also interrogated to see if they address the extent of FLW, the relation between food wastage and food security, economic implications of FLW, and environmental footprints of FLW. Results: The results show that research on FLW is still marginal in North Africa in general and in Libya and Mauritania in particular. Moreover, while there are some interesting pieces of research on the amount of FLW, environmental and economic impacts of FLW as well as their implications in terms of food security are largely overlooked. Conclusions: Therefore, North African researchers should pay more attention to food wastage issue. Such an endeavor should be supported by research policy in North Africa. The problem of food waste and food loss covers the entire food chain, and its scale varies depending on the part of the chain. The aim of the study was to identify a problem and indicate places where goods redistribution is possible at the food transportation stage. The article provides a detailed breakdown of the causes of losses at the transportation stage. The research material was a large dairy cooperative in Poland. It was found that it was possible to recover 25.08 tons of dairy products. Taking into account the total weight of the cargo carried by all transport units during the analyzed period, this amount is approximately 0.5% of the full load capacity of all transport units in a two-year period. The research conducted shows that losses during the transportation of finished goods are generated, therefore it is possible to recover part of the food during the loading, transportation and unloading stages. The present practice involves an unconditional disposal of all products, which for various reasons are not delivered to the customer at the appropriate time and in proper commercial quality (accidents, collisions). The disposal of ready, often packed, completely safe products is a highly undesirable phenomenon, especially in the context of the poverty experienced by part of society.

Globally, it is estimated that approximately a third of the food produced is lost or wasted. Reducing half of these losses would make it possible to increase the availability of food for another 1 billion people. Specifically, in Brazil, the amount of lost and wasted food, if used, would be enough to achieve food security, considering as a restriction for this security, the availability of food for purchase. In this context, the objective is to identify methodologies that measure losses and food waste in Brazil. For this, a systematic review of the subject was made. It can be observed that there are a few studies that quantify food losses and wastage in the country. The largest concentration of these studies is in the distribution and consumption stages of the food supply chain. Information is available from food lost and waste, mainly in the consumption and distribution phases. Otherwise, in the other phases of the supply chain, food loss and waste values in Brazil are still incipient or non-existent. Studies that identify these values can contribute to the generation of more accurate information on the subject, being able to raise the values referring to food loss and waste of the country.Keywords: supply chain; food secutity; sustainability; hungry.Perdas e desperdícios alimentares no Brasil: uma revisão sistemáticaRESUMOEstima-se que, globalmente, aproximadamente um terço dos alimentos produzidos sejam perdidos ou desperdiçados. No entanto, a redução de metade dessas perdas tornaria possível aumentar a disponibilidade de alimentos para mais 1 bilhão de pessoas. Especificamente, no Brasil, a quantidade de alimentos perdidos e desperdiçados, se utilizados, seria suficiente para alcançar a segurança alimentar, considerando como uma restrição para essa segurança, a disponibilidade de alimentos para compra. Nesse contexto, o objetivo é identificar metodologias que mensurem perdas e desperdício de alimentos no Brasil. Para isso, foi realizada uma revisão sistemática do assunto. Pode-se observar que existem poucos estudos que quantificam perdas e desperdícios de alimentos no país. A maior concentração desses estudos está nos estágios de distribuição e consumo da cadeia de suprimento de alimentos. As informações estão disponíveis a partir de alimentos perdidos e desperdiçados, principalmente nas fases de consumo e distribuição. Nas demais fases da cadeia de suprimentos, os valores de perda e desperdício de alimentos no Brasil ainda são incipientes ou inexistentes. Estudos que identifiquem esses valores podem contribuir para a geração de informações mais precisas sobre o assunto, podendo elevar os valores referentes à perda e desperdício de alimentos no país.Palavras-chave: cadeia de suprimentos; segurança alimentar; sustentabilidade; fome.

Food waste (FW) is seen as an obstacle to achieving food and nutrition security andfood systems sustainability. It is known in literature that households are significantcontributors to the total amount of FW. This paper reports on results of an onlinesurvey that was conducted from February to April 2015 with a random sample of281 Tunisian adults. The aim of the survey is to assess the knowledge and relativeimportance of FW; attitudes towards FW; impacts of behaviors regarding food andfood management; quantity and value of FW; as well as barriers and willingness tobehavioral change. The sample was not gender-balanced (71.2% female and 28.8%male). The majority of the respondents was young (70.8% aged between 18 and 34years) and has high education level (95.4% having university and PhD degrees).Food waste is prevalent in Tunisia as about the half of respondents declare thatthey throw food. The most wasted food products are fruits, vegetables, and cerealsand bakery products. Only 42.7% of respondents declared that the economic valueof food waste generated each month is more than 6US$. Most of Tunisianrespondents have a good understanding of food labels that is probably due to thehigh education level of the sample. About 37% of respondents throw weekly atleast 250 g of still consumable food. To reduce FW in Tunisia it is important to seta strategy at all food chain levels. There is also an urgent need to raise people’s andorganizations awareness towards this problem. This article provides a basis for thedevelopment of other more context specific investigations and interventions for theprevention of household FW in Tunisia.

The directives obligating the use of renewable energy in transport stimulate the biofuels demand. The aim of the paper was to review the impact of EU directives related to biofuel use on the rural area development in Poland. The research scope covered the rapeseed oil methyl ester production in Poland from 2011 through 2017. The study applies the descriptive comparative methods based on the subject literature as well as data from KOWR, GUS, and PSPO. The findings indicate that the biofuel production not only allows for diversification of energy used in transportation, but also constitutes an important element of the development of rural area. In Poland, the increase in the biofuel demand is conducive to the increase in the agricultural production profitability and reduces disparities in agriculture income. Moreover, it significantly contributes to the increase of feed components supply due to the rape cake production resulting from the oil pressing.

Food waste is the world-wide social and economic problem, and also large and unnecessary burden for the environment. In this paper was taken the problem of comparing changes in the level of food wastage in the EU countries in 2000–2011. There were used two techniques: multidimensional comparative analysis (MCA) and grade data analysis (GDA). The second one is used for the first time in this type of issues. Based on these techniques there were built synthetic indicators, which were used as a criterion for classification of EU countries in terms of the pace of reducing the level of food waste. It appears that usage of different techniques to construction of indicators gave a divergent arrangements.

The article deals with the features of the Russian policy of agriculture support in comparison with the EU and the US policies. Comparative analysis is held considering the scales and levels of collective agriculture support, sources of supporting means, levels and mechanisms of support of agricultural production manufacturers, its consumers, agrarian infrastructure establishments, manufacturers and consumers of each of the principal types of agriculture production. The author makes an attempt to estimate the consequences of Russia’s accession to the World Trade Organization based on a hypothesis that this will result in unification of the manufacturers and consumers’ protection levels in Russia with the countries that have long been WTO members.

Objective methods for competence evaluating of scientists in the subject domain pertinent to the specific scientific product – research project, publication, etc. are proposed. These methods are based on the semantic matching of the description of scientific product and documents that confirm the competence of its authors or experts in the domain of this product. In addition, the use of knowledge acquired from the Web open environment – Wiki-resources, scientometric databases, organization official website, domain ontologies is proposed. Specialized ontology of scientific activity which allows to standardize the terminological base for describing the qualifications of researchers is developed.

Since becoming mandatory in the EU in 1992, the patient information leaflet (PIL) has been the subject of an on-going discussion regarding its ability to provide easily understandable information. This study examines whether the lay-friendliness of Danish PILs has improved from 2000 to 2012 according to the Danish consumers. A reproduction of a questionnaire study from 2000 was carried out. The responses of the 2012 survey were compared to those of the 2000 survey and the analysis showed that Danes are less inclined to read the PIL in 2012 compared to 2000 and that the general interest in PILs has decreased. The number of respondents who deem the PIL easy to read has gone down. According to Danish consumers, the lay-friendliness of PILs has not improved from 2000 to 2012 and a very likely explanation could be that the PIL as a genre has become far too regulated and complex to live up to its original intentions. On the basis of the empirical results the article furthermore offers suggestions for practice changes.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.
