The article analyzes both existing and proposed legal acts in the field of promoting and generating energy from renewable sources. The model of energy management based on renewable sources is implemented differently in individual countries. With the increasing share of renewable energy and the level of objectives for the coming years, it is essential that they are achieved with the lowest possible cost of support from public funds. For this reason, many countries have decided to gradually move to the auction system, giving control over the costs, structure and capacity increase of new RES installations. The research problem is the evaluation of the effectiveness of the auction system against the background of the instruments used so far, both in terms of the increase in new generation capacities and the costs of achieving the intended objectives. These issues, due to the short period of functioning of the new system, have not been properly identified yet. The study uses data from the years 2010-2018. The spatial range was mainly in Poland, but examples from other countries around the world were also used. The research and analysis used a comparative method and a list of individual renewable energy production technologies according to the analyzed values. It has been hypothesized that an auction system based on competitive principles, more effectively and with lower support of public funds will allow for achieving goals related to the promotion of renewable energy sources. The aim of the article is to present the current and new RES support system, prices obtained in auctions and the first experience in its implementation. The research material were Eurostat and GUS statistical materials, documents from the European Commission, the Ministry of Energy, the Energy Regulatory Office, reports on support systems from European countries and Poland. Research methods used in the work include analysis of documents, normative acts, subsequent amendments to the Act on renewable energy sources and regulations issued on their basis. The assessment and recognition of the level of support in the auction system in countries that have been using this instrument for many years was also made. These analyses allowed the assessment of the effects of the auctions carried out, their advantages and disadvantages, and helped formulate conclusions in the field of organizational changes ensuring efficient functioning of the auction system.

Energy poverty is a problem that affects all member states of the European Union to a varying degree, including Poland, where about 9% of the population is at risk of energy poverty. The article aims to show the changes in energy poverty in Poland in 2010–2018. The specific goal, however, is to evaluate government measures aimed at reducing energy poverty through investments based on renewable energy sources. To present changes in the level of energy poverty in 2010–2018, the authors proposed a new synthetic measure that unifies several different measures used by researchers and allows for a comprehensive assessment of this phenomenon. The conducted research showed that in 2010–2018 there was a slow but visible decrease in the level of energy poverty in Poland. In addition, the article indicates investments in renewable energy sources that may have a positive impact on reducing the scale of energy poverty in Poland. The programs implemented with national and EU public funds, which finance investments in renewable energy sources in Poland, are also presented.

Different power generation technologies have different advantages and disadvantages. However, if compared to traditional energy sources, renewable energy sources provide a possibility to solve the climate change and economic decarbonization issues that are so relevant today. Therefore, the analysis and evaluation of renewable energy technologies has been receiving increasing attention in the politics of different countries and the scientific literature. The household sector consumes almost one third of all energy produced, thus studies on the evaluation of renewable energy production technologies in households are very important. This article reviews the scientific literature that have used multiple-criteria decision-making (MCDM) methods as a key tool to evaluate renewable energy technologies in households. The findings of the conducted research are categorized according to the objectives pursued and the criteria on which the evaluation was based are discussed. The article also provides an overview and in-depth analysis of MCDM methods and distinguishes the main advantages and disadvantages of using them to evaluate technologies in households.

The aim of the manuscript was to present the collective results of research on the profitability of using various renewable sources in Poland with the greatest development potential. In the paper, the economic parameters of various investment projects were determined and calculated, i.e., Net Capital Value (NPV), Internal Rate of Return (IRR) and the Period of Return on Invested Capital (PBT). The economic assessment of the use of RES technologies was supplemented with the assessment of environmental benefits. The ecological criterion adopted in the study was the assessment of the potential and costs of reducing greenhouse gas emissions as a result of replacing fossil fuels with renewable energy technologies. On the basis of the constructed economic model to assess the profitability of investments, it has been shown that the analyzed projects will start to bring, depending on their type and technical specification, measurable economic benefits in the form of a reduction in the amount of energy purchased on an annual basis and environmental benefits in the form of reduction of carbon dioxide emissions to the atmosphere. Moreover, the calculations show a high potential for the use of certain renewable sources in Poland, which contributes to the fulfillment of energy and emission obligations towards the EU. The analyzes and research of the Polish energy market with the use of the presented models have shown that the project is fully economically justified and will allow investors to make a rational decision on the appropriate selection of a specific renewable energy source for their investment. The presented economic models to assess the profitability of investments in renewable energy sources can be successfully used in other countries and can also be a starting point for a discussion about the direction of energy development. Due to the lack of collective, original and up-to-date research on the domestic market, the manuscript provides the reader with the necessary knowledge regarding the legitimacy of using renewable energy sources, investment and environmental profitability.

The article aims to study current trends in the use of solar energy in Ukraine and the world as one of the main directions of decarbonization of the national economy. The authors systematize the prospects, advantages and disadvantages of the development of renewable energy sources. They conducted a comparative analysis of the "efficiency" of solar energy in some countries and Ukraine. The authors determined that the leading position in terms of the share of energy consumed from renewable sources is occupied by countries with developed economies due to the availability of effective motivational mechanisms. From the experience of EU countries, the authors concluded that renewable energy sources form a prerequisite for obtaining additional socio-economic and environmental effects. In the presence of favorable market conditions, renewable energy sources can increase the level of energy security in the country and its energy independence. The article analyzes the legislation of Ukraine on stimulating the development of alternative energy. The authors proposed two opposed ways of further developing solar energy in Ukraine. In particular, the country can implement methods of using alternative energy, which developed countries have successfully implemented. Another area involves increasing research and innovation in implementing, using, maintaining, and utilizing energy-generating devices from alternative energy sources. Despite the polarity of the proposed directions for further development of renewable energy, in both cases, the state policy on attracting investment and promoting the use of energy from alternative energy sources is crucial. In addition, the authors noted the benefits for society from the development and implementation of alternative energy sources. The scaling up and promotion of energy production technologies from alternative sources can reduce carbon emissions, which has been an urgent problem globally.

This critical review report highlights the enormous potentiality and availability of renewable energy sources in the Gulf region. The earth suffers from extreme air pollution, climate changes, and extreme problems due to the enormous usage of underground carbon resources applications materialized in industrial, transport, and domestic sectors. The countries under Gulf Cooperation Council, i.e., Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates, mainly explore those underground carbon resources for crude oil extraction and natural gas production. As a nonrenewable resource, these are bound to be exhausted in the near future. Hence, this review discusses the importance and feasibility of renewable sources in the Gulf region to persuade the scientific community to launch and explore renewable sources to obtain the maximum benefit in electric power generation. In most parts of the Gulf region, solar and wind energy sources are abundantly available. However, attempts to harness those resources are very limited. Furthermore, in this review report, innovative areas of advanced research (such as bioenergy, biomass) were proposed for the Gulf region to extract those resources at a higher magnitude to generate surplus power generation. Overall, this report clearly depicts the current scenario, current power demand, currently installed capacities, and the future strategies of power production from renewable power sources (viz., solar, wind, tidal, biomass, and bioenergy) in each and every part of the Gulf region.

Abstract When talking about the future of Europe we also think about alternative energy sources. It is up to national governments to decide how to encourage investments in this field in order to contribute to the 20-20-20 EU-objective. Until the network delivery cost for electricity produced from renewable sources will be comparable to the cost for energy from traditional sources ("grid parity"), the development of businesses and markets for electricity from renewable sources is going to be driven by support schemes. The state of the grids and the facility of grid-access constitute another two key factors influencing the development of this sector. Last but not least, the question of policy consistency is raised within the business community. Over the past years some support schemes have proved to be more effective than others, and grid conditions have also evolved. Policies supporting the development of renewables also changed at EU-level and at national levels. Based on statistics, scientific literature and the feedback of the business community, this study aims to analyse the development of renewable energy sectors in the European Union by comparing Germany’s and Romania’s experience. Also this study describes the current and expected future market situation in these countries relying on data gained from questionnaires and interviews with specialists in the renewable field.
