After one hundred years since the Russian October Revolution, it seems appropriate to consider and point out some of the key topics, dilemmas, and theoretical considerations of Marxist theories of International Relations. The cyclical movement of global capitalism in the period from 1990 to 2017 contributed to the revival of the Marxist thesis about capitalism and the search for ways to overcome it. Most of the solutions are connected to the more equal distributions of capital and competition, less in socialist revolutions. That is the reason why in the future we can expect more attention given to the original Marx?s theses. Research questions that Marxist thought in international relations today consider are: Redirection of the focus from the East-West relations to the North-South relations, which are characterized by inequality, injustice, dependency and exploitation of the countries of the South by the developed countries of the North; The changed role of the state - the transformation of state functions to fit the needs of transnational capital (transnational state); The combination of force and consent in the creation of a hegemonic world order; The global economic crisis of 2007-8, the crisis of the Euro?zone in 2011 and the crisis of the developing economies, especially after 2015; Application of austerity measures in response to said crisis, which leads to the impoverishment of the already poor, and a large gap between rich and poor; Strengthening anti-capitalist and ?anti?system? organization, movements and political parties, and their unification at the international level, as well as their links with countries such as Russia and Latin American countries. The study of these questions is addressed through the Neo-Marxist and the Post-Marxist approaches, with additional consideration of the ?New Marxism?, which represents a re-reading of Marx, his texts that have not been analysed by now and attitudes toward the non-European area. A response to the current crisis is such that the policies of states are being nationalized and tend to become the opposite of what was advocated at the end of the Cold War by the leaders of liberalism. By 2016, such a shift is made that the leader of globalization and the spread of international organizations - the United States - have found itself in the opposite position of what it stood for - open markets, democracy and integration. China is trying to bring other countries in the fight against climate change and supports the continued functioning of the global open market and Russia is becoming a major initiator of the creation of new international institutions in the Asian, European and Latin American continent. The struggle between these new contradictions can only be overcome in some new synthesis - the new world order.

The twenty-first century is being touted as the Asian century. With its stable economy, good governance, education system, and above all the abundant natural resources, will Australia to take its place in the global economy by becoming more entrepreneurial and accelerating its rate of growth, or will it get infected with the so-called Dutch disease? It has been successful in managing trade ties with fast-developing economies like China and India as well as developed countries like the United States. It has participated in the growth of China by providing iron ore and coal. Because it is a low-risk country, it has enabled inflow of large foreign capital investments. A lot will depend on its capability and willingness to invest the capital available in entrepreneurial ventures, its ability to capture the full value chain of natural resources, and to export the finished products instead of raw materials, while building a robust manufacturing sector.

To students of international relations it has become almost a commonplace that among the most significant and permanent results of the World War has been the changed international status of the republics of Latin America. As a result of the war and post-war developments in these states, the traditional New World isolation in South America, as well as in North America, is a thing of the past. To our leading sister republics is no longer applicable the half-contemptuous phrase, current in the far-off days before 1914, that Latin America stands on the margin of international life. The new place in the comity of nations won by a number of these states is evidenced—to take one of the most obvious examples—by the raising of the legations of certain non-American powers to the rank of embassies, either during or immediately after the war. In the case of Brazil, for instance, where prior to 1914 only the United States maintained an ambassador, at the present time Great Britain, France, Italy, Belgium, Portugal, and Japan maintain diplomatic representatives of this rank.Yet all things considered one of the most fruitful developments in the domain of international relations has been the share taken by our southern neighbors in the work of the League of Nations. All of the Latin American republics which severed relations with Germany or declared war against that country were entitled to participate in the Peace Conference. As a consequence, eleven of these states affixed their signatures to the Treaty of Versailles, an action subsequently ratified in all cases except Ecuador.

The author puts forward and substantiates a thesis about the transformation of Brazil into an important actor of the international relations. This becomes possible because a number of factors, including the well-designed, multi-tasked and balanced foreign policy strategy. It was founded during the military regime. Then, it was maintained and developed by the civilian Brazilian governments, primarily by such an outstanding figure as the president L. da Silva. His successor D. Rousseff s in a short period of time managed to gain a solid international reputation. She successfully copes with the mission to lead Brazil into the club of world’s great powers. To perform this task Brazilian government constantly makes efforts to strengthen relations with the neighbors on the Latin American continent, to gradually smoothen tensions with the United States. Also, it closely works with the countries of BRICS, contributes to building bridges between the South and the North, as well as actively participates in the activities of international organizations and the settlement of contentious issues in the world.

This essay offers a constitutional perspective on the American encounter with the problem of international order. Its point of departure is the American Founding, a subject often invisible in both the history of international thought and contemporary International Relations theory. Although usually considered as an incident within the domestic politics of the United States, the Founding displays many key ideas that have subsequently played a vital role in both international political thought and IR theory. The purpose of this essay is to explore these ideas and to take account of their passage through time, up to and including the present day. Those ideas shine a light not only on how we organize our scholarly enterprises but also on the contemporary direction of US foreign policy and the larger question of world order.

Since August 1945 atomic weapons have become significant factors in international relations, every state with great ambitions has aspired to get atomic secrets. The primary goal of the North Atlantic Treaty Organization (NATO) created in 1949 was – possessing the United States’, a nuclear power’s, security guarantee – to deter the Soviet agression. The first strategic documents of the Alliance were written with this very purpose. However, in the 1950s there was a shift in the allied nations’ policies, which influenced NATO’s strategic thinking as well, so in 1957 a real different strategic concept was adopted. Gaining technological superiority became the most important goal, which led to development and intense production of nuclear weapons. This article examines the emerging role of nuclear weapons and the changing strategy of the Alliance between 1949 and 1957.

The research is devoted to the study of the origin of the historiography of the topic of the genesis of the US foreign policy. The key thesis of the work challenges the established position in the scientific literature about the fundamental role of the work of T. Lyman, Jr. «The diplomacy of the United States: being an account of the foreign relations of the country, from the first treaty with France, in 1778, to the Treaty of Ghent in 1814, with Great Britain», published in 1826. The article puts forward an alternative hypothesis: the emergence of the historiography of the genesis of the foreign policy of the United States occurred before the beginning of the second quarter of the XIX century – during the colonial period and the first fifty years of the North American state. A study of the works of thirty-five authors who worked during the 1610s and 1820s showed that amater historians expressed a common opinion about North America’s belonging to the Eurocentric system of international relations; they were sure that both the colonists and the founding fathers perceived international processes on the basis of raison d’être. The conceptualization of the intellectual heritage of non-professional historians allowed us to distinguish three interpretations of the origin of the United States foreign policy: «Autochthonous» – focused on purely North American reasons; «Atlantic» – postulated the borrowing of European practice of international relations by means of the system of relations that developed in the Atlantic in the XVII–XVIII centuries; «Imperial» – stated the adaptation of the British experience. The obtained data refute the provisions of scientific thought of the XX–XXI centuries and create new guidelines for further study of the topic.

This chapter looks to the real “New World Order.” Conventionally, international relations as well as international law concentrated on the interactions of nation-states. On this model, the United States, China, Russia, the United Kingdom, Kenya, Mexico, and the Bahamas, for example, are principally the irreducible units. Recent thinking emphasizes that instead, international relations more and more consists of executive, legislative, and judicial officials directly reaching out to their foreign counterparts to share information, forge ongoing networks, coordinate cooperation, and construct new frameworks. The traditional nation-state has today become “disaggregated,” dealing with its peers less as monolithic sovereign states than through these more specialized “global networks.” Notably, the counterparts that officials of one state seek out in others tracks the divisions of separation of powers: executives to executives, judges to judges, legislators to legislators. How such transnational, interdepartmental networking affects each branch of government within a given state is another matter.

The United States looms large in the Latin American literary imagination. From Domingo Sarmiento and José Martí in the nineteenth century to Octavio Paz and Alberto Fuguet in the twentieth and early twenty-first centuries, many Latin American writers have depicted the United States in their writings and pondered the cultural and historical significance of their powerful neighbor to the north. But perhaps no Latin American writer has had as close—and complicated—a relationship with the United States as Carlos Fuentes. Fuentes was a fierce critic of American culture and United States foreign policy; at the same time, there was much that he admired about the United States, and it was clear that he was eager to have his voice heard here.

This chapter examines U.S. foreign policy in Russia. The end of the Cold War lifted the threat of nuclear annihilation and transformed the international security landscape. The United States interpreted the collapse of the Soviet Union as evidence that it had ‘won’ the Cold War, and that its values and interests would prevail in the future world order. The chapter first provides an overview of the collapse of the Soviet Union in 1991 before discussing U.S.–Russian relations under Bill Clinton and Boris Yeltsin, respectively. It then turns to the North Atlantic Treaty Organization (NATO) and its enlargement, the Kosovo crisis, and the ‘Great Game’ in Eurasia. It also analyses the rise of Vladimir Putin as president of Russia and the deterioration of U.S.–Russian relations and concludes with an assessment of the cautious partnership between the two countries.
