ABSTRACT Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Research results The role of Camat in the sub-district that was used as the focus of research in several aspects studied had not all had very good categories, especially related to quality and quality public services. ABSTRAKJudul dari penelitian ini adalah Peran Satuan Lalu Lintas Polres Rembang Dalam Menekan Angka Kecelakaan Lalu Lintas Dengan Mengedepankan Standar Kompetensi Khusus Penyidik Kecelakaan Lalu Lintas. Tujuan penelitian ini bermaksud mengetahui peran Satuan Lalu Lintas Polres Rembang yang bertindak selaku pejabat publik harus mampu membuat suatu kebijakan publik dalam memberikan pelayanannya kepada masyarakat, penelitian ini menggunakan metode penelitian empiris yuridis. Dengan kesimpulan adanya permasalahan tingginya angka kecelakaan lalu lintas serta tingginya angka fatalitas dari tiap kecelakaan yang terjadi, Satlantas Polres Rembang mengambil suatu kebijakan dalam menjalankan tugas, fungsi dan perananannya sebagai representasi atau perpanjangan tangan dari pemerintah untuk mengatasi permasalahan tersebut.Kata Kunci: Peran Satlantas, Kecelakaan lalu lintas, Penyidik laka lantas.ABSTRACTThe title of this research is the role of Satuan Lalu Polres Rembang traffic accidents rate by prioritizing the special competence standard of traffic accident investigator. Unit of Rembang Polres that act as public official must be able to make a public policy in giving its service to society, this study uses juridical empirical research method. With the conclusion of the problem of the high number of traffic accidents and the high number of fatality of each accident happened, Satlantas Rembang Police take a policy in carrying out its duties, functions and role as a representation or extension of the hand of the government to overcome the problem.Keywords: the role of the traffic unit, traffic accident, ������� traffic accident infestigator.

AbstractThis paper briefly outlines a topology of small farms and then considers the role of the government versus the market in key public policies such as commodity income support, environment, stability, research, and rural development. A number of options are explored for public policy to better serve small farms, including drastic alternatives such as graduated property taxes on farmland, with exemptions or lower rates for small farms. These and other alternatives are not necessarily recommended. Improved extension education and human resource development offer some of the most promising public policy opportunities to help small farmers.

AbstractScholars of political parties frequently note that a party's candidates are aided by the presence of a consistent and favourable party brand name. We argue that partisan success in maintaining a consistent position on important policy issues hinges on how their role in the government motivates their strategies about public policy formation. Specifically, when parties share control of government institutions, parties need to balance their electoral interest in promoting a consistent brand name with the need to generate public policy that leads to effective governance. When control is held by one party, the costs and benefits of effective governance are born entirely by the majority, absolving both parties of the need to compromise on the substance of policy. By employing item response theory methods to assess patterns of party voting on deficit issues, we find strong support for these hypotheses.

This article examines the role of British exchange and import controls in stimulating the dramatic increase in overseas (particularly American) multinationals in Britain from the end of the Second World War to the late 1950s, together with the ways in which the government used controls to regulate the foreign direct investment (FDI) inflow. Exchange controls were both an important stimulus to inward investment and a powerful and flexible means of regulating its volume and character. Government was relatively successful in using these powers to maximize the dollar balance and industrial benefits of FDI to Britain, given initially severe dollar and capacity constraints, and in liberalizing policy once these constraints receded and competition from other FDI hosts intensified.

O meio ambiente não é só palco, mas, ao mesmo tempo, reflexo da (in) ação humana ao logo do tempo, compreendido, portanto, a partir da dialética das questões de ordem físico-natural, sociocultural, econômica e político-institucional, sob uma perspectiva transescalar e transdisciplinar. O papel das políticas públicas de turismo deveria ser o de propiciar o desenvolvimento, garantindo a distribuição equitativa dos benefícios gerados com o turismo para todos os atores socioambientais presentes na destinação turística. Acontece, porém, que, na maioria das vezes, tem-se uma visão reducionista sobre os elementos e relações que o compõem, não se tendo muita clareza sobre o que é efetivamente uma política pública de turismo, inclusive dentro dos próprios órgãos governamentais responsáveis pelo planejamento e gestão do turismo. O objetivo deste trabalho consiste na apresentação de conceitos desenvolvidos na nossa pesquisa, buscando elucidar algumas questões relevantes referentes ao tema ora identificado no contexto da pós-modernidade e propondo um novo conceito de meio ambiente e de política pública de turismo. Para a realização deste objetivo foram feitas leituras convergentes dos principais autores que tratam da temática e chegou-se à conclusão de que o meio ambiente e políticas públicas de turismo exigem um tratamento complexo, ultrapassando as visões fragmentadas e limitadas. A B S T R A C TEnvironment is not just a stage, but at the same time a reflection of the human (in) action during the time, understood based on the dialectic of physical-natural, socio-cultural, economic and political-institutional issues, under a trans-transverse and transdisciplinary perspective. The role of tourism’s public policies should promote development, ensuring the equitable distribution of the benefits generated by tourism among all socio-environmental actors in the tourist destinations. However, it occurs, frequently, a reductionist view of the environment as well as there is not a holistic view of tourism’s public policy, including the government agencies responsible for the management of tourism. The objective of this work is to point out some concepts of development, seeking to elucidate some relevant issues related to the subject in the context of postmodernity and propose a new concept of environment and tourism’s public policy. Searching for carrying out this objective, we consulted the main authors who dealt with the theme, and we concluded that the environment and tourism’s public policies require a complex treatment, going beyond fragmented and limited point of view.Keywords: Environment; Tourism; Public Policy

ABSTRACTIt is widely believed by political scientists that the Thatcher Governments transformed British industrial relations and ‘curbed union power’. In contrast, most industrial relations scholars have argued that despite the legislative onslaught relatively little has changed on the shopfloor. This paper examines both claims. Much has changed in Britain since 1979. In particular, the political role of unions has altered substantially. Unions in 1991 are infrequently consulted and have very little influence. In addition, the legislative framework within which unions operate is very different; their activities are much more circumscribed by the law than previously. But much less has changed on the shopfloor; for example, there is limited evidence of a major move to derecognise unions or restrict collective bargaining. Governments can only set the legislative framework within which shopfloor industrial relations operate; it cannot determine outcomes.
