Declining prestige of legislative bodies has recently prompted inquiries looking to self-appraisal and reform in Congress and in legislatures of a number of the states. Dissatisfaction with the traditional organization and procedure of state legislatures has grown among legislators, who undertake the perplexities of present-day law-making with inadequate assistance and ineffective machinery. Legislation was seldom a simple problem, but it is today more difficult than at any time in our national history. As the responsibilities thrust upon legislatures are increased, so must the tools and processes of legislation be improved if the quality of legislation is to meet the needs which call it forth. To assist in the reappraisal and review of state legislative organization and procedure, twelve general suggestions for strengthening state legislatures have been reported to the Council of State Governments by a committee of state officials. Appointed in November, 1945, by the Board of Managers of the Council, the Committee on Legislative Processes and Procedures developed its report after broadly surveying legislative theory and practice and selecting for recommendation to the states those measures of most general application. Dealing with the problems of state legislatures generally, the committee decided at an early date to direct its attention to the strengthening of state legislatures as presently constituted. Questions of reapportionment, of representation in the legislature, proportional representation, unicameralism, and certain mechanics of procedure such as electrical voting were not treated in the final report.

Cities are exposed to a growing complexity, diversity and rapid socio-technical developments. One of the greatest challenges is as of how to become fully inclusive to fit the needs of all their citizens, including those with disabilities. Inclusive city, both in theory and practice, still lacks attention. Even in the context of ambitious contemporary concepts, such as smart and sustainable city, the question remains: Do smart and sustainable cities consider inclusiveness of all their inhabitants? Among numerous evaluation systems that measure city’s smartness, sustainability or quality of life, those tackling inclusion are very rare. Specifically, disability inclusion is hardly covered. This may be one of the reasons why cities struggle with applying disability inclusion to practice in a holistic and integrative way. This paper proposes a Disability Inclusion Evaluation Tool (DIETool) and Disability Inclusion Performance Index (DIPI), designed to guide cities through a maze of accessibility and disability inclusion related requirements set within the political, legislative and standardization frameworks. The testing in two European cities shows that the tool is beneficial for providing diagnosis as to how disability friendly a city is, and as such offers an opportunity for designing informed corrective measures towards disability inclusive city design.

Purpose The purpose of this study is to explore the hedonic experience and its formation at heritage attractions. Design/methodology/approach A qualitative and exploratory approach was applied, using data from 21 semi-structured interviews and three in-situ focus groups. Findings Findings highlight that senses, imagery and emotions are stimulated by the physical landscape and by triggers of memorable experiences. Research limitations/implications To further explore this topic, a broader range of heritage attractions and perspectives from the diverse stakeholders involved in the management and consumption of these sites is needed. Originality/value Given the scarcity of research dedicated to the hedonic experience at heritage sites, this study provides a contribution by exploring the visitor’s perspective and points out relevant insights. As the hedonic feelings of pleasure, comfort and related affective responses impact the quality of memorable experiences, relevant implications for theory and practice are discussed.

Henry Giroux is concerned that the current debate over the quality of education in the United States is characterized by a "new" public philosophy which is as problematic as the crisis it attempts to resolve. Criticizing the movement to link the outcomes of education solely to the needs of the business community, he argues that this philosophy towards education undermines efforts to equip students with the skills necessary to analyze the sociopolitical processes at work. Giroux advocates an educational policy for federal and state governments that ensures the teaching of critical literacy and civic courage. Such an approach requires a commitment of political and financial resources to creating schools that function as sites of learning of social interaction, and of human emancipation.

The aim of this paper is to point out the importance of knowing and respecting the learning styles in the teaching process through the presentation of Kolb's model of experiential learning. The goal is achieved at the theoretical level, using the method of theoretical analysis and content analysis techniques, starting from the analysis of concepts and classifications of learning styles in the most common learning theories, through different ways of respecting learning styles to Kolb's model of experiential learning. Knowledge of learning styles is of multiple importance for pedagogical theory and practice: the acquired knowledge contributes to better knowledge and understanding of students, their way of learning, the quality of teacher-student interaction, but also to shedding light on the causes of learning difficulties and preventing school failure.

The article substantiates the relevance and features of the formation of health-preserving competence of student youth as a priority area of public policy. Despite the scientists' active interest in the problem of developing the individual's health competence, in theory, and practice, this issue remains insufficiently studied. In particular, there is no common understanding of the essence of health competence, the process of its development. In this regard, the concept of «health competence» requires clarification and specification and analysis of the pedagogical conditions of its formation in student youth. Today, it is vital to introduce a systematic approach to maintaining public health by involving not only health but also education, culture, social work, etc. Statistics show an exacerbation of negative phenomena in Ukraine: the spread of drug addiction among young people, alcohol use, smoking, sexually transmitted diseases, early pregnancy. The problem of health and a healthy lifestyle has been exacerbated in the context of the current global pandemic. In the context of the importance and role of youth in the social structure of society, the study of the essence of youth problems, including health issues, becomes relevant. The author found that one of the most pressing problems of today is the formation of health-preserving competence of student youth, which involves the formation of a healthy lifestyle in the younger generation. Given the diverse scientific approaches to the problem in the study of the formation of health competence of students, youth has been considered as an integrative personality trait that ensures the organization of a healthy lifestyle in the physical, social and mental (spiritual) spheres of student youth as a separate socio-demographic group. Differs in the set of age and psychophysiological features, the level of health of which depends not only on the quality of their own lives but also the quality of the future professional activity.

Abstract. This research is motivated by the fact that graduates of SMK are considered not flexible in adjusting to changes in the workplace, only having a single or specific skill that is quickly obsolete. In addition, there is a gap between schools and industry in terms of curriculum that makes students rigid when involved in the world of work and the industrial world. The general problem formulation in this research is how is the quality of the implementation of the computer and network engineering expertise program at SMKN Bone Regency of South Sulawesi? Specifically, (1) What is the quality of the implementation of the process aspects of the computer and network engineering expertise program? (2) What is the quality of the product aspects of the computer and network engineering expertise program? The purpose of this research is to find out the quality of the implementation of computer and network engineering expertise programs in the Bone Regency of South Sulawesi. The method in this study uses descriptive evaluative with quantitative research approaches. The population is the SMKN majoring in computer and network engineering in the Bone District of South Sulawesi consisting of principals, teachers and students. There were 52 students taken using stratification random sampling technique. The instruments used were questionnaire, interview, documentation study. This research uses descriptive data analysis. The results showed that in general the quality of program implementation was going well. This can be seen from the two aspects that were specifically examined namely the aspects of the process obtained from the questionnaire relating to the perceptions of students and teachers have been going well because it is in accordance with curriculum documents. In the aspect of product / results obtained from the study of documents relating to student learning outcomes data both theory and practice have been going well because it is in accordance with the planned objectives.K
