Leviathan Writ Small: Thomas Hobbes on the Family

Though not above an occasional appeal to the “experience of fathers,” Hobbes was not a patriarchalist in his view of the family. Rather, he quite deliberately represented the family as a small Leviathan, and he used it to illustrate the principles of Hobbesian political science. In the family, as in the state, there is a mutual relationship between protection and obedience; sovereignty is undivided, based on necessity, and justified by performance; authority is absolute and derives from consent. In the state of nature, Hobbes views the family in structure and function as a small state. In commonwealth, the family sovereign relinquishes his absolute power over wife, servant, and child, but he is still entitled to obedience and honor for having raised and educated his children. The content of family education consists of the principles of Hobbesian political science, and the children thereby are properly receptive to sovereign power as they leave the family, whether for the university or for independence.Hobbes's conception of the family is derived from the patria potestas of republican Rome, and not from common law. His use of the family is fully integrated with his political theory, and it is designed to reinforce both the theory and practice of Leviathan.

The term “social sciences” (‘ulūm-i-ijtimā’ī) has gained currency in Iran only during the last fifteen years or so, but some of the disciplines falling within its purview have been in existence for a longer period. Thus the first institution for teaching political science was established in 1899, and the first chair of sociology was created in 19 35 in the University of Tehran. Besides, iike Molière’s bourgeois gentillhomme who belatedly realized that he had been making prose all his life without being aware of it, some Iranian scholars too have long been engaged in writing, translating and conducting research on social problems or using sociological concepts without being conscious of themselves as social scientists.Since from a chronological viewpoint, political science appeared in Iran prior to other disciplines of social sciences and its studies involve problems of a distinct nature, the present paper is divided into two parts: the first dealing with political science, and the second with sociology and related disciplines.

Unsuccessful as plaintiffs and appellees in a prayer for relief under the Federal Declaratory Judgment Act of 1934, as amended, from the effects of the inequitable and outmoded act of Illinois of 1901 creating the present Congressional districts, Kenneth W. Colegrove (who in other capacities is chairman of the department of political science at Northwestern University and secretary-treasurer of the American Political Science Association), Peter J. Chamales, attorney, and Kenneth C. Sears, professor of law at the University of Chicago, have nevertheless received from the District Court and from the Supreme Court encouraging dicta and dissent which foreshadow new developments in election law.The legislature of Illinois has repeatedly refused to redistrict the state for Congressional representation, despite grave and increasing population shifts. A new but inequitable Congressional redistricting act, passed by the General Assembly in 1931, was declared unconstitutional by the state supreme court because it violated federal law and the provision of the Illinois constitution requiring that “all elections shall be free and equal.” Ten years later, when a similar attack was made on the long-standing and much more discriminatory act of 1901, the Illinois supreme court took an opposite view, declaring that the constitutional section is addressed primarily to the legislature and that to argue for a requirement, in all cases, that districts be equal in population “is to assert a millennium which cannot be reached.”

Experts from politics, the media and science have stated for years that the number of suitable candidates for the position of mayor in the state of Baden-Württemberg has been declining steadily. This volume examines whether this is really the case and what the reasons for the seemingly dwindling attractiveness of this position are. Based on empirical data, an up-to-date stocktaking survey is conducted among mayors and possible mayoral candidates. The study provides a comprehensive overview of the job, revealing mechanisms of selective recruitment and its conditional factors. Its concentration on the aspects mentioned gives this investigation a high degree of relevance for public and academic discussions beyond the debates on the office of mayor in Baden-Württemberg. Vinzenz Huzel studied political science at the University of Augsburg, public management at the HVF in Ludwigsburg and did his doctorate at the TU in Darmstadt. He works for the Friedrich-Ebert-Foundation and is a lecturer at the Universities of Applied Sciences for Administration in Ludwigsburg and Kehl.

We analyze normative documents of the Russian Federation, regulating the protection of the rights and interests of a minor, allowed to form some problems of his proper legal protection. In particular, we are talking about the presence of shortcomings inherent in the domestic criminal legislation, which, of course, generates further problems of law enforcement. Attention is focused on some, in our opinion, significant shortcomings, indicating the inconsistency of the essence and content of the normative provisions of modern directions of criminal law policy in terms of protection of minors from the most common socially dangerous attacks at the present time. Special attention is paid to the effectiveness of national mechanisms to ensure and protect the rights and interests of children through the implementation of national programs and projects. The plan of the main activities up to 2020, carried out within the framework of the Decade of childhood, presented for analysis, focuses on the neutralization of social and domestic problems. The complex of diverse measures has been developed and approved taking into account modern requirements to the process of full socialization of a teenager in the family, society and the state. However, against the background of the progressing unfavorable trends in the state program, the need to focus on the mechanism of prevention and combating criminal threats, the victims of which are children, is completely ignored. In this connection, it is concluded that it is necessary to improve the legislation acting as the basis of social and criminal policy for the protection of children.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.

This communication is centered on the opinions that the students of the second year of the degree of Educación Social of the University of Huelva have of the influence of television on the family education. In the second part of the piece of work, we deal with the opinions of the relatives of the students that are the object of the research. Some of them are their elders, people that lived when television didn’t exist or its use was a privilege for some sectors of society. This part of the research is directed towards the comparative analysis between the opinions of both the students of Educación Social and their relatives. La presente comunicación se centra en las opiniones que sobre la influencia televisiva en la educación familiar, tienen los alumnos de segundo curso de la titulación de Educación Social de la Universidad de Huelva. También se aborda en una segunda parte del trabajo, las opiniones de los miembros familiares del alumnado objeto de esta investigación, poniendo mayor énfasis en aquellas personas que por su avanzada edad, llegaron a no conocer la existencia de la televisión o su uso restringido a sectores privilegiados de la población. Esta segunda parte del estudio, está orientada a la realización de un análisis comparativo entre las opiniones resultantes de ambas generaciones: el alumnado de Educación Social y sus familiares. Como instrumento de recogida de información, se ha utilizado un cuestionario de preguntas abiertas que los destinatarios del estudio han respondido. Dichas preguntas han sido las mismas que con posterioridad han realizado a sus familiares. Los aspectos tenidos en cuenta en el cuestionario de preguntas abiertas y sobre los que interesa obtener información versan principalmente sobre: aquello que enseña la televisión, la contribución al proceso educativo de los miembros familiares, la incidencia en el tiempo de estudio y la influencia sobre la comunicación familiar. Los datos analizados resultan ser significativos en cuanto a las coincidencias producidas por la mayor parte de los destinatarios del estudio. No obstante, existen algunas diferencias claramente acentuadas en cuanto a las finalidades de la televisión, pues un sector se pronuncia a favor de su carácter educativo y otro se muestra contrario al mismo. En cuanto a los datos analizados en la segunda parte de la investigación, es decir, aquellos derivados de los familiares mayores del alumnado de Educación Social, podemos encontrar también algunas diferencias, al comparar las opiniones de ambas generaciones. Pero en contra de lo que inicialmente se llegara a aventurar, las diferencias no son tan significativas. En este estudio, se obvia cualquier interpretación de los investigadores sobre las causas que han podido conducir a una cierta similitud en las opiniones de ambas generaciones. Se ofrecen únicamente los datos y se deja abierto el terreno de la especulación.

In modern conditions of development of mankind, when, for various reasons endangered is the institution of the family, especially actual is a problem of formation of the growing person in the period of schooling parental position as an essential part not only of development but also the survival of humanity as a species. The solution to this problem in terms of the organization of Russian society goes along with the family on a school teacher. Hence the need to prepare future teachers for performing this task. In the present monograph presents one approach to solving this problem through the formation of future teachers of "the way I parent," a deep awareness and understanding of the essence and structure of process of formation of own "image of the parent", the content of this phenomenon relevant content, development of representations about itself as about the parent, about other people and the world in General. Intended for University students, primary school teachers, specialists in educational work, as well as for lecturers reading a course of lectures on subjects connected with pedagogy, psychology and ethic of family education.
