Studier, der analyserer det sociale med inspiration fra Foucaults tanker om governmentality, kritiseres i stigende omfang for at afskære sig fra at analysere de praktiske relationer, som politisk styring konkret indlejres i. I artiklen tager vi afsæt i denne kritik og viser, med et studie af forholdet mellem et kommunalt jobcenter og et lokalt beskæftigelsesråd, hvordan governmental magtanalyse kan indfange styringens uforudsigelige, mangefacetterede og immanente karakter ved at fokusere på styringsintentionernes møde med den praktiske virkelighed, der søges styret. Formelt er rådet nedsat til at overvåge og kontrollere jobcentret, men i den praktiske relation er det snarere jobcentret, som overvåger og kontrollerer rådet. Artiklen viser, hvordan dette er muligt ved at analysere jobcentrets arbejde med rådet ved hjælp af en række centrale begreber fra Foucaults forfatterskab. Empirisk trækker studiet foruden formelle myndighedsdokumenter, der beskriver rådets tiltænkte rolle, på praksisinformerende empiri i form af kvalitative interviews og mødereferater over en fire-årig periode. ENGELSK ABSTRACT: Mathias Herup Nielsen and Niklas Andreas Andersen: When Praxis Challenges the Ambitions of Governing. Analyzing the Space between the Intentions of Governing and Situational Praxis Studies working with the Foucauldian concept of ”governmentality” are frequently criticized for their apparent disregard of empirical reality. This article takes this critique as its point of departure and demonstrates the application of the concept of governmentality in a concrete empirical case study in order to grasp the unpredictable and multifaceted nature of modern day power. The case investigated here is the relationship between a Danish Jobcentre and a so-called local employment council (LBR). The latter was created to ”control” and ”monitor” the former organization. However, in practice, it is rather the other way around – the Jobcentre is controlling and monitoring the members of the LBR. This article draws on a number of well-known Foucauldian concepts to show how this relation of power is practically structured. Empirically the article draws on documents from central authorities as well as on a number of qualitative interviews with the actors involved – hence, the article attempts to meet with the dominant overall critique of the governmentality perspective for disregarding empirical reality. McDowell holds that our thinking, in order to have intentional content, must stand in a normative relation to empirical reality. He thinks that this condition can be satisfied only if we adopt “minimal empiricism”: the view that beliefs and judgements stand in rational relations to perceptual experiences, conceived as passive. I raise two complementary difficulties for minimal empiricism, one challenging McDowell’s view that experiences, conceived as passive, can be reasons for belief, the other challenging his view of experience as presupposing conceptual capacities. I go on to argue that minimal empiricism is not necessary for satisfying the condition that thinking be normatively related to the empirical world. There is another way of understanding the relation between thought and reality which construes it as normative without being rational: we can understand it as the world’s normative constraint on the activity through which empirical concepts, and hence empirical thinking, become possible.

This special issue approaches information and communication technologies (ICT) visions and their realisation/implementation at various levels, among different actors and from various perspectives. Conceptually, we distinguish three different dimensions, even though those overlap in the individual contributions as well as in empirical reality – namely ideational, instrumental, and relational. The different contributions address both visions formulated by the Chinese state and by individual actors such as entrepreneurs. Even though the conditions for the use of ICT in China are deeply affected by state governance, this governance is in no way tantamount to one single government. As this issue’s contributions show, state attempts at building a stable cyber-governance are in need of allies and, depending on the allies’ visions and other, competitive visions, the outcomes of these dynamics are seldom truthful realisations of one original grand masterplan.

This article summarizes the essential theoretical and empirical findings of a large-scale doctoral dissertation study on content and language integrated learning (CLIL) streams at German secondary schools (Gymnasium) with up to three content subjects taught in English (Rumlich, 2016). A theoretical account rooted in teaching English as a foreign language (EFL), language acquisition and educational psychology provides the basis for the development of a comprehensive longitudinal model of general EFL proficiency, which incorporates cognitive, affective-motivational, and further individual variables. In a second step, the model is used to estimate the effects of CLIL on general EFL proficiency, EFL self-concept and interest over a span of two school years (Year 6 to Year 8). The statistical evaluation of the quasi-experimental data from 1,000 learners finds large initial differences prior to CLIL due to selection, preparation, and class composition effects brought about by the implementation of CLIL within streams. After two years, the analyses found no CLIL-related benefits for general EFL proficiency or interest in EFL classes and solely a minor increase in EFL self-concept that might be attributable to CLIL. The results make a strong claim for comprehensive longitudinal model-based evaluations and the inclusion of selection, preparation, and class composition effects when conducting research on CLIL programmes in similar settings. The findings also suggest that not all language competences and affective-motivational dispositions might benefit from CLIL (the way it is currently taught in Germany) to the same extent.

While the Viennese origins of key neoliberal intellectuals is well known, the formative influence of the Habsburg Empire on their thought is surprisingly understudied. This article argues that the empire was a silent and open partner in the writings of Austrian economist Ludwig von Mises on international order, especially on questions of migration and the management of a polyglot population. After 1918 Mises conceived of robust forms of multinational governance capable of protecting a world of what he called ‘perfect capitalism’ with total global mobility of labour, capital and commodities. Yet, by 1945 he had scaled back his proposals to the effective recreation of the Habsburg Empire. I show that Mises’s international theory was cleft by a faultline between a normative theory of an open borders world and the empirical reality of a closed borders world, underwritten by what he saw as the stubborn obstacles of human ignorance and racial animus.

ABSTRACTEstimating animal home ranges is a primary purpose of collecting tracking data. All conventional home range estimators in widespread usage, including minimum convex polygons and kernel density estimators, assume independently sampled data. In stark contrast, modern GPS animal tracking datasets are almost always strongly autocorrelated. This incongruence between estimator assumptions and empirical reality leads to systematically underestimated home ranges. Autocorrelated kernel density estimation (AKDE) resolves this conflict by modeling the observed autocorrelation structure of tracking data during home range estimation, and has been shown to perform accurately across a broad range of tracking datasets. However, compared to conventional estimators, AKDE requires additional modeling steps and has heretofore only been accessible via the command-line ctmm R package. Here, we introduce ctmmweb, which provides a point-and-click graphical interface to ctmm, and streamlines AKDE, its prerequisite autocorrelation modeling steps, and a number of additional movement analyses. We demonstrate ctmmweb’s capabilities, including AKDE home range estimation and subsequent home range overlap analysis, on a dataset of four jaguars from the Brazilian Pantanal. We intend ctmmweb to open AKDE and related autocorrelation-explicit analyses to a wider audience of wildlife and conservation professionals.

One of the crucial issues in family law in Indonesia that needs attention today is the issue of gender justice in family law, including post-divorce custody of children. This is due to the historical-empirical reality of family law that still places unequal status and roles between men and women. This article discusses how the provisions of child custody disputes in Islamic family law and how the legal provisions for post-divorce child custody have a gender perspective. Based on the above study it can be concluded; First, the legal provisions regarding child custody regulated in articles 105 and 156 are not gender responsive, this is because in determining that a person is given custody based on sex, not based on the aspects of morality, health, educating and caring for children, which in the end is for the realization of interests. the best boy. Second, aspects of morality, health, the ability to educate and care for children cannot be mastered and only owned by a certain gender, but all aspects can be owned by both men (fathers) and women (mothers).Kata Kunci: Hak Asuh Anak, Hukum Keluarga, Keadilan Gender

In studying Japanese, interference is so highlighted because language interference is the most conspicuous source of error among Japanese language learners in the Department of Tourism of the State Polytechnic of Bali. This study aims to describe the type of active interference that arises in students of the Department of Tourism, State Polytechnic of Bali who study Japanese and mentions the factors of active interference. The method used is a qualitative approach to the type of research is descriptive research. The data collected in this study is not in the form of numbers but comes from percentages, field notes, personal documents, notes, memos, and other official documents so that the purpose of this qualitative research is to describe the empirical reality behind the phenomenon in-depth, detailed, and complete. Called descriptive because this study seeks to describe the type of active interference that arises in students of the tourism department, State Polytechnic of Bali. The population in this study were all students majoring in Tourism who came from three study programs who were studying Japanese. While the sample in this study was second-semester students of Hospitality study class D totaling 33 people and class E totaling 34 people, and second-semester students of programs Study of Tourism Business Management class B amounted to 34 people who were taken intentionally (purposive) from 12 classes in three study programs in Tourism department. Based on research, students of the Tourism Department, State Polytechnic of Bali showed a tendency to make an active interference in the lexical field, such as active interference of nouns, verbs, and adjectives. They namely deliberately and consciously incorporating elements of mother language and Indonesian when learning Japanese because of limited dictions, Use of Japanese vocabulary without knowing the function, and the mother tongue / Indonesian language which has taken root.
