The purpose of this article is to elaborate means of intellectualizing management of changes in higher educational institutions, analysis of monitoring components as one of the tools for managing system of higher education, identifying problems of its organization and implementation. In the course of the research, we used the following methods: the method of expert assessments; document analysis; analysis of structural divisions work experience; sociological methods: observation, questioning. Every higher educational institution depending to their self-organization creates the internal monitoring model, that is, in any case, an integral system, which, in our opinion, should comprise the following components: purpose; task; requirements; object and subjects, monitoring criteria. Priority in this research is given to "consumer monitoring".

The high level of development of culture and art in modern Russia requires appropriate training of employees for the theater and concert complex. Well-trained specialists will be able to find a job and employment. In the labor market in the field of art and culture, there is creative competition. Therefore, the training of bachelors at the higher educational institutions should be guided by the requirements of the labor market in this area, and the higher educational institutions should produce competitive specialists in creative professions. In the higher education system of modern Russia, the issue of improving the quality of teaching of special (major) disciplines, as well as all subjects included in the training program, is on the agenda of the department collectives. The program trajectory, which is set through the Federal State Educational Standards, is associated with a certain experiment in modeling competencies based on accepted professional standards. An important component is the position of the higher educational institution and the right to develop competencies based on the experience, profile of the university and the composition of the teaching staff. Higher educational institutions have certain academic freedoms and use their opportunities to achieve a higher quality of bachelor's and master's degree training. The article deals with various aspects of vocal pedagogy, the formation of the necessary professional and general cultural competencies, and individual work with students. Such problems are raised by teachers of creative higher educational institutions. We considered it possible to enter into the discussion and conduct a friendly polemic.

An Information system for the analyzing the methodical work of higher educational institution department has been developed. It is established that the methodical work of the department is of great importance in ensuring the quality of educational activities of higher educational institutions, which provides in particular the availability educational and methodological support of the educational process and information systems for effective management. Given the important role assigned to the formation and development of the system of methodical work in the educational institution, the modern requirements and conditions of reforming and diversifying the system of higher professional education has been analyzed. Based on the general review of the methodical work of higher educational institutions department, has been revealed that the development of an applied software product for accounting and analysis of the methodical work of both an individual teacher and the department as a whole is relevant. The developed information system of analysis of methodical work of department allows analyzing the methodical work of both individual teachers and the department in general, to asses the quality of educational activities, documentation, and also provides diagnostics and monitoring of methodical work of department for different periods of time, comparison of teachers’ activities and preparation of recommendations for subsequent periods of work. The proposed information system allows to effectively manage the methodical work and to provide recommendations for planning, implementing and controlling the effectiveness of the strategy for improving the educational process and its methodical support. In particular, it is envisaged that the program includes such activities as: accounting for the methodical developments available in the department methodical cabinet with their reference to the name of the discipline; names and codes of the specialty; course; teachers-authors; lectures; study groups; the number of students in the group and general in the stream; the number of copies of educational and methodical literature; time of publication; taking into account the existing methodical developments within the virtual learning environment with their binding to the above parameters, as well as the time of the last editing; the number of lectures and students registered for the educational complex, student activity; accounting for existing methodical developments within the section “Electronic Library” of the department’s website with a separate link to the number of copies by users. The developed information system is being tested at the Department of Applied Mathematics of Lviv Polytechnic National University.

It is maintained that organizational learning empowers teachers of higher educational institutions  to pursue common aims, develop their competencies at individual and collective levels, adapt to the constantly changing environment and accumulate new knowledge, reflecting on their activities. These processes and their implementation are determined by modern management of the higher educational institution, promoting every member of the academic community (teacher) to become a member of the learning organisation individually and in a team. Collective knowledge created in such manner undoubtedly makes impact on quality of higher education.</em></p><p> </p><p> </p>

The purpose of the article is to develop a model for interaction between industry higher educational institutions and the customer of educational services in order to increase the human potential in the industry. The article deals with the specifics of relations between the transport higher educational institutions and the company. To assess the quality of relations, the resource exchange model is suggested for use. The article formulates principles of interaction between the parties and indicators that can be used to assess the quality of the resources exchange. A model for interaction between the company’s bus iness units and higher educational institutions was proposed. The relations between the horizontal-structured corporation and educational institutions were modeled; the mathematical apparatus was selected to describe the contacts, indicators of satisfaction with the resources and the resultant indicator (satisfaction with the interaction) were proposed. The model will help to determine quantitative characteristics of the achieved contacts. Their introduction will make it possible to assess the original state of the contacts and proceed to functional design. Introduction of the concept of satisfaction with the resources and interaction in its individual lines will allow identifying the reserves to build on in order to optimize the contacts. The purpose of the modeling is to expand contacts between the higher educational institution and enterprises in the industry, to involve employees in innovation activities, to improve skills of the higher educational institution graduates in response to the needs of the industry. This article only looks at the interaction between industry higher educational institutions and business units of RZD OJSC, whereas recent years brought contacts between the university and many transport organizations that have specifics of market interactions described in the stakeholder theory.

Purpose This paper aims to identify and model the key barriers to implementation of project-based learning (PjBL) in higher educational institution. Design/methodology/approach Using the interpretive structural modelling (ISM) technique, the study has developed a hierarchical-based model, depicting the mutual relationships amongst the key barriers to implementation of PjBL. Additionally, the paper has performed Matrice d’ Impacts Croises Multiplication Appliqué an Classement (MICMAC) analysis to categorize the barriers in terms of their driving and dependence power. Findings The study has identified the key barriers to implementation of PjBL and presented an integrated model using ISM. Higher educational institutions need to pay attention to diagnose and overcome these hindrances for effective implementation of PjBL in their programmes. Research limitations/implications The study adopts a systematic way to model the relevant barriers to implementation of PjBL. The ISM-based model would help higher education institutions to prioritize the issues as the barriers are hierarchically structured. As the input to model development is based on the experts’ opinions, it may be biased, influencing the final output of the structural model. Originality/value The presentation of PjBL implementation barriers in the form of an ISM-based model is a new effort. The model would be useful to understand the barriers and overcome these for the successful implementation of PjBL in higher educational institutions.

The article analyzes the problem of forming patriotism and citizenship during the period of students ’ education in higher educational institutions. Educational work is considered as an integral part of the educational activity of a higher educational institution. The goals and objectives of legal and civil patriotic education, its role in the formation of a fullfledged citizen and patriot of their country are formulated. The article reveals the successful experience of individual educational institutions in organizing mass events of a civil-patriotic orientation among students, as well as the difficulties and problems in conducting them. Special attention is paid to the experience of the Kazan National Research Technological University.

To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Abstract The prospects for the cultivation of special needs students’ citizenship as a prerequisite for the entry of Ukraine into the European Community have been described. The priority of compliance of European democratic sociocultural standards and humanistic values, among which the most important are the changes of attitude towards the disabled people, providing the establishment of equal rights for all Ukrainian citizens, has been specified. It has been confirmed that equal rights for all citizens are a guarantee of the disabled person’s civil self-affirmation and preservation of his honor and dignity. An analysis of domestic and foreign scholars’ works on the issue of citizenship education of young people with special needs has been represented. The pecularities of the special needs students’ citizenship education in the integrated environment of higher educational institutions have been characterised. On the basis of the analyzed literature it has been determined that a special needs’ student has got an opportunity to gain greater understanding of himself and his role in the society, improve his adaptive skills, expand the range of interests and social circle, ensure his own potentialities as a social unit and assert himself in his own value to the society under the conditions of higher educational institution of integrated type. The factors underlying the formation of special needs students’ citizenship in the integrated environment of higher educational institution and characterizing the individual’s citizenship in the democratic society have been thoroughly described.
