Educating Citizen-Soldiers in World War II

This chapter moves the story from the New Deal to the U.S. Army. As the state's main wartime hub for psychological research, the Army Research Branch, headed by University of Chicago sociologist Samuel A. Stouffer, presented evidence to military commanders that better-educated soldiers were more efficient, exhibited higher morale, and were less likely to desert or suffer a psychoneurotic breakdown than their educationally deprived peers. Military and educational policymakers were galvanized by this finding and joined forces to create the Army Information and Education Division—the education clearinghouse for the common soldier. With the steady support of General George C. Marshall, the chief of staff of the army, who believed wholeheartedly in the transformative power of education, millions of G.I.s made use of the educational services provided to them.

This chapter demonstrates the deep importance of Wallace’s collegiate study of U.S. economic policy, especially in the Great Depression, to his early short stories. What if, I ask, we locate Wallace’s “origins” not in the post-World War II moment or 1960s ironic postmodernism, but instead in the crash of 1929, a less predictable moment of cultural crisis in which he took a quieter but subsuming interest? Key elements that emerge in this chapter are the U.S. Treasury (surreally portrayed as the issuer of a post-gold-standard currency – and post-metaphysical meaning – in the uncollected gem “Crash of 69”) and, in “Westward,” the governmental remedies of social insurance and economic reconstruction in the New Deal. While attending more briefly to other stories in Girl With Curious Hair, this chapter also provides sustained readings of Dust-Bowl metaphysics in “John Billy” and Johnson’s Great Society in “Lyndon.”

Less than two years after Justice Harlan Fiske Stone reportedly advised Franklin Roosevelt's secretary of labor that “You can do anything under the taxing power,” the U.S. Supreme Court ruled in U.S. v. Butler that Congress had no authority to create a system whereby farmers would receive subsidies for limiting production, with the funds coming from a tax on basic commodities. While Stone, along with Brandeis and Cardozo, voted to uphold this feature of the Agricultural Adjustment Act, a majority led by Justice Owen J. Roberts declared that this particular scheme of taxing and spending interfered with the reserve powers of the states to control local manufacturing and agriculture. Roberts cited the great nationalist Joseph Story for the proposition that “the Constitution was, from its very origin, contemplated to be a frame of a national government, of special and enumerated powers, and not of general and unlimited powers.… A power to lay taxes for the common defence and general welfare of the United States is not in common sense a general power. It is limited to those objects. It cannot constitutionally transcend them.” The AAA was “a scheme for purchasing with federal funds submission to federal regulation of a subject reserved to the states. … If the Act before us is a proper exercise of the federal taxing power, evidently the regulation of all industry throughout the United States may be accomplished by similar exercise of the same power.”

This chapter looks at the progressive forces in the U.S. In the U.S., Franklin Roosevelt's presidency became the prime force for progressive gains. In the New Deal's ascendant phase from 1932 to 1936, the agricultural and industrial recovery strategies of the “Hundred Days” came first and foundered. Later, Roosevelt's administration enacted social security, inventive new programs for work relief, and the Wagner labor relations act that changed the rules of the game for trade unions. Once the European war began in 1939, the U.S. gradually became “the arsenal of democracy.” However, only on a fraught and twisting path did Roosevelt finally lead America into the crucible of World War II. Meanwhile, a new social movement reinforced the progressive thrust of Roosevelt's presidency—the rise of new trade unions in the mass production industries impelled by the CIO (Congress of Industrial Organizations), a new labor federation.

De forma un tanto paradójica, a finales de los años treinta, las relaciones entre México y Estados Unidos sufrieron uno de los momentos de máxima tensión, para pasar, a continuación, a experimentar una notable mejoría, alcanzando el cénit en la alianza política y militar sellada durante la Segunda Guerra Mundial. El episodio catalizador de la tensión y posterior reconciliación fue, sin duda, el conflicto diplomático planteado tras la nacionalización petrolera de 1938. De entre los factores que propiciaron la solución pacífica y negociada al conflicto petrolero, el presente artículo se centra en analizar dos fenómenos del momento. En primer lugar, siguiendo un orden de relevancia, se examina el papel que tuvo la Guerra Civil Española. Aunque las posturas de ambos gobiernos ante el conflicto español fueron sustancialmente distintas, las interpretaciones y las lecciones sobre sus posibles consecuencias permitieron un mayor entendimiento entre los dos países vecinos. En segundo lugar, también se analizarán las afinidades ideológicas entre el New Deal y el cardenismo en el contexto de la crisis mundial económica y política de los años treinta, con el fin de entender su papel lubricante en las relaciones bilaterales de la época. Somewhat paradoxically, at the end of the 1930s, the relationship between Mexico and the United States experienced one of its tensest moments, after which it dramatically improved, reaching its zenith in the political and military alliance cemented during World War II. The catalyst for this tension and subsequent reconciliation was, without doubt, the diplomatic conflict that arose after the oil nationalization of 1938. Of the various factors that led to a peaceful negotiated solution to the oil conflict, this article focuses on analyzing two phenomena. Firstly—in order of importance—this article examines the role that the Spanish Civil War played. Although the positions of both governments in relation to the Spanish war were significantly different, the interpretations and lessons concerning potential consequences enabled a greater understanding between the two neighboring countries. Secondly, this article also analyzes the ideological affinities between the New Deal and Cardenismo in the context of the global economic and political crisis of the thirties, seeking to understand their role in facilitating bilateral relations during that period.

Due to the COVID-19 pandemic, the domestic and foreign policy agendas of all countries have been turned upside down. The pandemic has brought new problems and competition areas to states and to the international system. While the pandemic politically calls to mind the post-World War II era, it can also be compared with the 2008 crisis due to its economic effects such as unemployment and the disruption of global supply chains. A debate immediately began for a new international system; however, it seems that the current international system will be affected, but will not experience a radical change. That is, a new international order is not expected, while disorder is most likely in the post-pandemic period. In an atmosphere of global instability where debates on the U.S.-led international system have been worn for a while, in the post-pandemic period states will invest in self-sufficiency and redefine their strategic areas, especially in health security. The decline of U.S. leadership, the challenging policies of China, the effects of Chinese policies on the U.S.-China relations and the EU’s deepening crisis are going to be the main discussion topics that will determine the future of the international system.

This article highlights the role of Charles de Gaulle in the history of united post-war Europe, his approaches to the internal and foreign French policies, also vetoing the membership of the United Kingdom in the European Community. The authors describe the emergence of De Gaulle as a politician, his uneasy relationship with Roosevelt and Churchill during World War II, also the roots of developing a “nationalistic” approach to regional policy after the end of the war. The article also considers the emergence of the Common Agricultural Policy (hereinafter - CAP), one of Charles de Gaulle’s biggest achievements in foreign policy, and the reasons for the Fouchet Plan defeat.

The impact of World War II on cost accountancy in the U.S. may be viewed as a double-edged sword. Its most positive effect was engendering greater cost awareness, particularly among companies that served as military contractors and, thus, had to make full representation to contracting agencies for reimbursement. On the negative side, the dislocations of war, especially shortages in the factors of production and capacity constraints, meant that such “scientific management” techniques as existed (standard costing, time-study, specific detailing of task routines) fell by the wayside. This paper utilizes the archive of the Sperry Corporation, a leading governmental contractor, to chart the firm's accounting during World War II. It is concluded that any techniques that had developed from Taylorite principles were suspended, while methods similar to contemporary performance management, such as subcontracting, emphasis on the design phase of products, and substantial expenditure on research and development, flourished.

What is the opinion held by the European press on the U.S. election campaign and the candidates running for president? What are the predominant issues that attract the attention of European print media? Does Europe detest Donald Trump? The objective of the present study is to analyze the perception European commentators had of the 2020 race for the White House. The media, the audience, and European governments were captivated more than ever before by how the U.S. election campaign unfolded, fixing their gaze on the contest between Donald Trump and Joe Biden. Through a combined quantitative and qualitative methodology, a combination of content analysis and the application of framing theory (hitherto scarcely applied to opinion pieces), our research centers on exploring the views, opinions, and analyses published in eight leading newspapers from four European countries (France, Germany, Spain, and the United Kingdom) as expressed in their editorials and opinion articles. This study observes how the televised presidential debates were commented on, interpreted, and assessed by commentators from the eight newspapers we selected. The goal was to identify the common issues and frames that affected European public opinion on the U.S. presidential campaign and the aspirants to the White House.

Abstract Competition is building block of any successful economy, while a cartelized economy is against the common good of society. Nowadays, developing artificial intelligence (AI) and its plausibility to foster cartels persuade governments to revitalize their interference in the market and implement new regulations to tackle AI implications. In this sense, as pooling of technologies might enable cartels to impose high prices and violate consumers’ rights, it should be restricted. By contrast, in the libertarian approach, cartels’ impacts are defined by government interference in the market. Accordingly, it is irrational to rely on a monopolized power called government to equilibrate a cartelized market. This article discusses that AI is a part of the market process that should be respected, and a restrictive or protective approach such as the U.S. government Executive Order 13859 is not in line with libertarian thought and can be a ladder to escalate the cartelistic behaviors.
