Проблема формирования и развития Телеутской инородной волости (управы) Томского уезда, на территории которой проживали калмаки, до сих пор мало изучена. Следствием чего стали неоднократные ошибки и неточности в трактовке территориальных, демографических и религиозных процессов, имевших отношение к данному субэтносу. В ряде работ современных сибирских этнографов и историков присутствуют неточности, которые порой искажают историческую картину формирования поселений Телеутской волости, их связь с демографическими и религиозными процессами. Источниковой базой исследования стали архивные документы, статистические материалы, предметы личных коллекций юргинских краеведов, а также результаты генетического исследования калмаков разных конфессий. Методологической основой работы является цивилизационный подход и дуалистическая теория этноса Ю. Бромлея, которые опираются на теоретические и эмпирические методы исследования. Данная статья вносит существенную корректировку в определение границ проживания «выезжих телеутов» (калмаков) и их потомков, времени основания и локализации населенных пунктов, Первым населенным пунктом калмаков были Константиновские (Телеутские) Юрты на правом берегу Томи. В статье проведен анализ демографических и религиозных изменений. Процесс перехода калмаков в ислам и православие происходил в середине XVIII века. Показано, что образование Телеутской волости в 60-х гг. XVIII века связано с общим процессом создания новых инородных волостей из групп служилых татар. Сделан вывод, что несмотря на серьёзную религиозную дифференциацию и частичную ассимиляцию калмаков, их численность возрастала. В статье делается вывод о том, что время существования Телеутской инородной волости (управы) Томского уезда — это период завершения этногенеза калмаков. Конец XIX — начало XX вв. характеризуется еще большим сближением калмаков-мусульман с томскими татарами и началом этапа формирования культурной однородности татар-мусульман Томского Приобья. С момента прекращения существования собственной административно-территориальной единицы обострился вопрос о сохранении калмаков как отдельного субэтноса. The problem of the formation and development of the Teleut foreign volost (government) of the Tomsk district, where Kalmaks lived, is still poorly understood. The consequence of which were repeated errors and inaccuracies in the interpretation of the territorial, demographic and religious processes related to this sub-ethnic group. In a number of works by modern Siberian ethnographers and historians, there are inaccuracies that sometimes distort the historical picture of the formation of settlements of the Teleut volost, their connection with demographic and religious processes. The source base of the study was archival documents, statistical materials, items from the personal collection of Yurga local historians, as well as the results of a genetic study of Kalmaks of various faiths. The methodological basis of the work is the civilizational approach and the dualistic theory of the ethnos of Y. Bromley, which are based on theoretical and empirical research methods. This article makes a significant adjustment to the definition of the boundaries of the first settlements of “outgoing Teleuts” (Kalmaks) and their descendants, the time of foundation and localization of settlements. The first settlement of Kalmaks was Konstantinovskie (Teleutskie) Yurts on the right bank of the Tom. The article analyzes demographic and religious changes. The process of conversion to Islam and Orthodoxy of Kalmaks took place in the middle of the 18th century. It is shown that the formation of the Teleut volost in the 60s of the 18th century is associated with the general process of creating new allogeneous volosts from groups of Service Tatars. The conclusion is made that despite serious religious differentiation and partial assimilation of Kalmaks, their number increased. The article concludes that the time of existence of the Teleut allogeneous volost (uprava) of the Tomsk district is the period of completion of the ethnogenesis of Kalmaks. Late 19th — early 20th centuries characterized by an even greater rapprochement between the Muslim-Kalmaks and the Tomsk Tatars and the beginning of the stage of the formation of the cultural homogeneity of the community of Muslim Tatars in the Tomsk Ob region. Since the end of the existence of its own administrative-territorial unit, the question of preserving the Kalmaks as a separate subethnos has become aggravated.

Pētījumā aplūkots privātdocenta statuss, kas pasaulē tika ieviests 18. gadsimtā un, sākot no 19. gadsimta otrās puses līdz Otrā pasaules kara beigām, pastāvēja arī Latvijā. Privātdocenta statuss salīdzināts ar citu pasaules valstu, galvenokārt vācu tipa universitātēm. Jēdzienu «venia legendi» un «privātdocents» skaidrojumi ar piemēriem no Rīgas Politehnikuma (RP) mācībspēku darbības atspoguļo šos jēdzienus no dažādiem aspektiem, lai 21. gadsimtā būtu saprotams to lietojums iepriekšējos gadsimtos. Autors pētījumam izmantojis arhīvu dokumentus un bibliotēku krājumus, balstoties ne tikai Latvijas, bet arī Krievijas, Vācijas un citu valstu zinātnieku atziņās. The creative work of Dr. Myron Korduba (1876 - 1947) is revealed in his fundamental geographical research "Territory and population of Ukraine" (1918). The article covers the well-grounded and clearly defined by scientists the boundaries of the ethnographic territory of Ukraine as a whole, as a foundation for establishing the political boundaries of the future Ukrainian state.  Only those counties (which are the primary territorial unit of assessment) where the proportion of Ukrainians exceeds 50% of the total population, or when the Ukryayans in these counties are quantitatively dominant, are the first among other nationalities, are referred to the "continuous Ukrainian ethnographic territory" by Dr. Myron Korduba. The basis for determining the boundaries of "ethnographic Ukraine" by Dr. Myron Korduba was the materials of the all-Russian 1897 population census and a similar population census in Austria-Hungary in 1900. In the ethnographic borders of Ukraine defined by scholars, almost 9/10 of the total territory accounted for "Russian Ukraine", about 8% - for "Austrian", less than 2% - for "Hungarian Ukraine". The population of Ukraine within its ethnographic borders, according to Myron Korduba, in January 1914 amounted to more than 46 million souls, of which 86% lived within Tsarist Russia, about 13% - in "Austrian Ukraine", more than 1% - in "Hungarian Ukraine. ". The ethnic composition of the population of "ethnographic Ukraine": 71.0% - Ukrainians, 11.7% - Great Russians, 8.2% - Jews, 4.5% - Poles, 1.9% - Germans, 0.9% - Volokhs, 1.8% - other nationalities. The most important result of Dr. Myron Korduba's geographical study is the definition of the northern, eastern, southern and western borders of the "continuous Ukrainian territory", the so-called "ethnographic borders of Ukraine". In the north-west, scientists outline them as follows: Brest, Kobrin, Bielsk counties of Grodno province; in the north - Pinsk and the southern part of Mozyr district of Minsk province, then - northeast of Ovruch - the northern border of Kiev province to the Dnieper - then along the Dnieper to the north of its tributary Sozh and the basin of the river Snov. The Great Russian-Ukrainian border stretched: from the upper Snov to the mouth of the Sudota River, which flows into the Desna, then - east along the administrative border between Chernihiv and Orel provinces, then - Ukrainian were Grayvoronsky, Novo-Oskolsky, Putivelsky and the southern part of Sudzhansky district of Kursk. province. In the southern part of the Voronezh province - in Biryuchensky, Bogucharsky, Valuysky, Ostrogodsky and in the south of Pavlovsky counties Ukrainians "live in continuous masses…". Then the border ran along the watershed of the Potudan and Saena rivers to the Don, and in the Don Army Region Ukrainians predominated only in Rostov and Taganrog counties. Myron Korduba referred to the Kuban region, Blagodarensky and Svyatokhrestovsky districts of Stavropol as "continuous Ukrainian territory". "Ethnographic Ukraine" in the south included Berdyansk, Melitopol and Dnieper counties of the Tavriya province, all counties of the Kherson province (except Odessa). In Austria-Hungary, the Ukrainian-Wallachian border ran west from Novoselytsia near Chernivtsi to the Suceava-Zolota Bystritsa River. In Hungary, the Ukrainian ethnographic territory included separate parts of the Maramarosky, Ugotsky, Berezky, Uzhsky, Zemplinsky, Sharyshsky, and Spysky counties. The south-western and western wedges of the Ukrainian ethnic territory were located on the right bank of the Poprad - Hrybiv - Horlytsia - Zhmyhorod - Yasolky - Ivanych - Rymaniv - north of Sanok - upper Xiang - Dinov - stream Rokytnytsia - Sinyava - mouth of Zolota - north to the Russian-Galician . Finally, in the northwest, in the newly formed Kholm province, Ukrainians constituted an absolute majority in Bielsko, Volodavsk, Hrubieszów, and Konstantinów, with an overwhelming majority in Kholm and Zamość counties. The study examines the status of a private docent, the academic position which was introduced across the world in the 18th century and which also existed in Latvia from the second half of the 19th century until the end of World War II. The status of the private docent as it used to be understood in Latvia is compared with other countries, mainly considering German-type universities. Definition of the terms «venia legendi» and «private docent» providing examples of academic activity of the lecturers of Riga Polytechnicum (RP) allow considering these concepts from various perspectives in order to make their meaning and usage in the previous centuries transparent for the users in the 21st century. The relevance of the interpretation of constitutional and legal guarantees of the right to vote is mediated by isolated scientific research in this area, as well as the lack of a universal approach to legal guarantees. In this regard, the purpose of the article is to argue and disclose the author’s definitive aspect of the claimed guarantees. In the work, the author named and characterized the normative (based exclusively on legal means) with the perspective of a branch of legal and technical; regulatory and institutional (combines the formal aspect with the activities of authorized entities) and associated legal (including a set of legal and other aspects) approaches to the definition of legal guarantees. Based on the second approach, as well as combining the guarantees of the right to vote directly guarantees of the subjective right itself and guarantees of its implementation, the author offers a definition of constitutional and legal guarantees of the right to vote.

The article has as its object the elucidation of the history of the Vyshnivetsky Castle Library, definition of the content of its fund, its historical and cultural significance, correlation of the founder of the Library Mychailo Servaty Vyshnivetsky with the Book.The Vyshnivetsky Castle Library was formed in the Ukrainian historical region of Volyn’, in the Vyshnivets town – “family nest” of the old Ukrainian noble family of the Vyshnivetskies under the “Korybut” coat of arm. The founder of the Library was Prince Mychailo Servaty Vyshnivetsky (1680–1744) – Grand Hetman and Grand Chancellor of the Grand Duchy of Lithuania, Vilno Voievoda. He was a politician, an erudite and great bibliophile. In the 30th–40th of the 18th century the main Prince’s residence Vyshnivets became an important centre of magnate’s culture in Rich Pospolyta. M. S. Vyshnivetsky’s contemporaries from the noble class and clergy knew quite well about his library and really appreciated it. According to historical documents 5 periods are defined in the Library’s history. In the historical sources the first place is occupied by old-printed books of Library collection and 7 Library manuscript catalogues dating from 1745 up to the 1835 which give information about quantity and topical structures of Library collection.The Library is a historical and cultural symbol of the Enlightenment epoch. The Enlightenment and those particular concepts and cultural images pertaining to that epoch had their effect on the formation of Library’s fund. Its main features are as follow: comprehensive nature of the stock, predominance of French eighteenth century editions, presence of academic books and editions on orientalistics as well as works of the ideologues of the Enlightenment and new kinds of literature, which generated as a result of this movement – encyclopaedias, encyclopaedian dictionaries, almanacs, etc. Besides the universal nature of its stock books on history, social and political thought, fiction were dominating.The reconstruction of the history of Vyshnivetsky’s Library, the historical analysis of the provenances in its editions give us better understanding of the personality of its owners and in some cases their philanthropic activities, and a better ability to identify the role of this Library in the culture life of society in a certain epoch.

Administration is as an activity to determine everything that happens in the organization, to be used as material for information by the leadership, which includes all activities ranging from manufacturing, managing, structuring to all the preparation of information needed by the organization.

This research is a qualitative study aimed to determine the students' understanding of the concept of matter limit. The subjects were students of class XI IPA 1 SMA Negeri 1 Watampone. The concept includes the definition of the limit. Data obtained using a research instrument in the form of self-assessment and then proceed with the interview subjects were selected based on the results of self-assessment has been done before. Analysis using qualitative analysis of students' understanding of the concept of the limit concept. The results of this study indicate that students' understanding of concepts some of which are not / do not understand especially regarding definitions limit. In addition students are also wrong about the resolution limit. Students who understand the concept of limit dinyakatakan them restate concepts, including examples and classify the sample to non-completion of function and limit the right results.

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.

Статья подготовлена на основе использования нормативных правовых актов и архивных документов различных исправительно-трудовых лагерей, указанных в сносках, что позволяет судить о территориальных рамках источников. Исследуется генезис становления и развития практики стимулирования правопослушного поведения осужденных посредством норм, не изменяющих их правовое положение в период отбывания уголовного наказания в виде лишения свободы на различных этапах функционирования исправительно-трудовой (уголовно-исполнительной) системы. На основе изученных документов можно сделать вывод, что в основу дифференциации поощрительных норм, распространявшихся на осужденных, положены следующие критерии: 1) поощрения, не изменяющие условия отбывания уголовного наказания в виде лишения свободы; 2) поощрения, изменяющие условия содержания осужденных. Из ранее применявшихся мер поощрений в современном уголовно-исполнительном законодательстве используются следующие: объявление благодарности с занесением в личное дело, материальное поощрение, право на дополнительную посылку, передачу и др. Среди других мер поощрения можно выделить увеличение времени ежедневной прогулки до двух часов для осужденных, содержащихся в строгих условиях отбывания наказания в колониях и тюрьмах. Также законодатель предусмотрел возможность проводить праздничные и выходные дни за пределами учреждения для осужденных, содержащихся в колониях-поселениях.The article is prepared on the basis of the use of normative legal acts and archival documents of various correctional labor camps mentioned in the footnotes, which allows to judge the territorial scope of the sources. The Genesis of formation and development of practice of stimulation of law-abiding behavior of condemned by means of the norms which are not changing their legal position during serving of criminal punishment in the form of imprisonment at various stages of functioning of correctional labor (criminal Executive) system is investigated. On the basis of the studied documents, it can be concluded that the basis for the differentiation of incentive norms that apply to convicts are the following criteria: 1) incentives that do not change the conditions of serving a criminal sentence in the form of imprisonment; 2) incentives that change the conditions of detention of convicts. Of the previously applied measures of incentives in the modern penal legislation the following are used: the announcement of gratitude with entering in personal time, material encouragement, the right to an additional parcel, transfer, etc. Among other measures of encouragement it is possible to allocate increase in time of daily walk to two hours for condemned detainees in strict conditions of serving of punishment in colonies and prisons. Also, the legislator provided the opportunity to spend holidays and weekends outside the institution for convicts held in colonies-settlements.
