The rapid development of digital technology is considered the fourth industrial revolution causing various changes, especially in the science of state administration. By using a qualitative approach, this paper explains how the direction of the development of state administration in Indonesia is currently in the flow of technological change and what challenges it faces. Seeing from the history of the paradigm shift that occurred in the science of state administration, the focus and locus of this science is very important because it can affect the perspective of the development of the science of state administration. The rapid development of technology is feared to be able to shift the central role of humans. For this reason, scientists are required to be able to contextualize the science of state administration and at the same time utilize digital technology to answer the public interest

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

  The role of Islamic education is a very strong foundation and becomes a reference of developing students’ character to face the Industrial Revolution 4.0 Era, and Islam is a source of truth and strength that can deliver ways on daily lives to achieve human character formation. Therefore, Islamic education is an important part of preparing the quality students. In other words, Islamic Education has a major contribution in the process of building students who have good character, have the ability to compete in the industrial revolution 4.0 era, have the ability to use global technology, and have the ability to adapt to the rapid development of technology. Islamic education is also expected to facilitate students to study hard consistently in order to face this era and students are expected to master sophisticated global technology without limits.    This study aims to describe and analyze the role of Islamic Education in building students’ character in the Industrial Revolution 4.0 era. To achieve the purposes of the study, this study used a qualitative method with a qualitative-naturalistic approach. Various data collection techniques used in this study are observation, in-depth interviews, and documentation. The results shows that the role of Islamic Education in building students' character was carried out through the following activities; 1) Intra-curricular activities: in this activity, the teacher inserts characters in the teaching and learning process of all subjects namely Qu'ran hadith, Fiqh, History of Islamic Culture, Arabic, and Aqeedah Akhlak. The teacher connects directly with material of akhlaq or character 2) Extra-curricular activities include: Tilawatil Qur'an (reading the Qur'an) using digital literacy methods, Tahfidzul Qur'an (memorizing the Qur'an), Qitobha, Hadroh (Islamic Music) and Calligraphy. Through these two types of activities built several characters: religious, honest, fond of reading, responsible, independent, appreciating achievements, caring socially and hard work. By having the character, the students are ready to face the industrial era 4.0.

The article analyzes the legal foundations of modernization in public administration. The issues of modernization of the legal system in the state administration of the Republic of Azerbaijan are widely covered. The author outlines the objective and subjective factors that create conditions for reforms in the public administration system. Special attention is paid to cardinal reforms in the field of modernization of the legal system of modern Azerbaijan, studying the role of the head of state as the initiator of the reforms in the public administration system. The article describes in detail the step-by-step process of building a legal system and outlines it political significance.

For a long time, public sector was trapped in a false belief; a myth  that it did not need to change, that it did not need to be strong, wiser, agile, dynamic, and adaptive to an everchanging environment as it became an inevitable factor for corporations, who had to maintain their competitive advantage in order to always to be more excellent than other corporations. This paper will trace that in the era of Fourth Industrial Revolution, the public sector has to earnestly get out of this trap and need to inject new DNA; not only entrepreneurship DNA, but also disruptive governance DNA that inducts on innovative disruption, agility, and dynamic governance so that it will not only carry out the routinized governance responsibilities, but it can also be present in the middle of the public with strong, wiser, agile, adaptive, and humane presence. This paper concludes with an offer of a model of disruptive governance that is the core of Public Administration 4.0.

ABSTRACT The 19th century and the first decades of the 20th century were particularly important for the development of accounting theory. Various accounting historians have emphasized the key role of Italian scholars during this period (Amaduzzi 2001; Bariola 1897; Ceccherelli 1915; Luchini 1898; Melis 1950). One of the most important of these scholars was Fabio Besta. This paper presents both a biography of Fabio Besta and a discussion of his contributions to accounting thought. There are two primary motivations for this paper; namely (1) to contribute to the biographical strand of accounting history research, and (2) to develop a better understanding of the history of public sector/state accounting. Besta is acknowledged as one of the most important Italian scholars of the accounting discipline. His work, focusing on public administration, is remarkable for its clarity and depth, and it is of particular interest today for researchers of business and management, especially with regard to those aspects that differentiate private sector from public administration. Over a century after his death, Besta's work continues to be of great interest. In fact, the debate concerning accounting methods in the public sector has not yet been completely resolved, with the process of change from cash-based to accrual-based accounting still taking place in many countries.

The role of the public administration in modern states is diverse and extensive. The state administration is traditionally connected with the activity of lordship and decision-making. The municipality and community administration is more user-oriented and supportive in difficult life situations. Both types of public administration execute permanent and daily control of their users. They check how the addressees follow laws, by-laws and orders or instructions of the public administration. Contemporary modern global society born new challenges and for both parties of the relationship. The paper examines the needs of users for a more friendly, supportive approach. The public administration's daily practice must connect particular and general interests regarding, on the one hand, the protection of human rights, on the second-hand goods of a community or the whole society. The paper analyses the thin line between support and control when delivering public service based on the Czech Republic experience. The article focuses on managerial and legal issues and possible tools for transitioning from lordship to procuring and assisting public administration.

The life of the nation and state has  rapidly changes both in terms of ideology, politics, economy, social, culture, defense and security even science and technology. The Impact of the Fourth Industrial Revolution  as part of the changes and technological advancements of which among them  related to the automation has a major impact to  the paradigm shift in the management of the life of the nation and state as well to  the  Administration of Development
