Air merupakan kebutuhan yang sangat penting dalam kehidupan manusia. Tetapi air juga merupakan sebuah entitas keadilan. Krisis air di Bali memberikan sebuah sinyal kuat bahwa terjadi tindakan ketidakadilan yang dirasakan oleh masyarakat di sekitar wilayah kantong-kantong daerah pariwisata di Bali. Krisis air ini bukan semata bersumber semata pada krisis lingkungan tetapi juga bersumber pada tata kelola yang tidak memberi ruang yang luas bagi proses keadilan distributif dan partisipatif melalui pendekatan environmental justice. Tulisan bersifat studi literatur yang kemudian secara metodologis mendiskusikannya serta menuangkan sebagai catatan reflektif-akademik: “Air adalah bukan hanya sebuah entitas kehidupan tetapi juga mengandung makna keadilan.

Data Dinas Lingkungan Hidup Provinsi Bali, jumlah timbulan atau dengan kata lain volume sampah atau berat sampah yang dihasilkan di Bali terus meningkat setiap tahunnya. Klungkung menempati posisi kedua dengan timbunan sampah mencapai 2.893 meter kubik per hari. Overload kapasitas sampah yang terjadi diberbagai daerah di Bali termasuk diantaranya Kabupaten Klungkung ini dijadikan peluang bagi Bupati Klungkung dalam menghasilkan sebuah inovasi pengelolaan sampah di Kabupaten Klungkung. Inovasi tersebut dinamakan sebagai Program Tempat Olah Sampah Setempat (TOSS). Inovasi yang diinisiasi oleh Bupati Klungkung ini menjadi satu-satunya inovasi pengelolaan sampah pemerintah daerah di Provinsi Bali. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif. Data diperoleh dari data primer dan data sekunder. Data primer diperoleh dengan menyebarkan kuisioner oleh responden sebanyak 98 orang dan wawancara di lapangan terhadap informan. Sedangkan data sekunder diperoleh dari laporan-laporan, artikel ilmiah atau penelitian sejenis yang berhubungan dengan Program Tempat Olah Sampah Setempat (TOSS). Berdasarkan hasil analisis variabel Respon Masyarakat Terhadap Program Tempat Olah Sampah Setempat (Toss) Di Desa Gunaksa, keinginan untuk bertindak/berpartisipasi aktif masyarakat dalam program TOSS masih kurang baik.

The rapid development of digital technology is considered the fourth industrial revolution causing various changes, especially in the science of state administration. By using a qualitative approach, this paper explains how the direction of the development of state administration in Indonesia is currently in the flow of technological change and what challenges it faces. Seeing from the history of the paradigm shift that occurred in the science of state administration, the focus and locus of this science is very important because it can affect the perspective of the development of the science of state administration. The rapid development of technology is feared to be able to shift the central role of humans. For this reason, scientists are required to be able to contextualize the science of state administration and at the same time utilize digital technology to answer the public interest

This article aims to discuss the urgency and implementation of restrictions on tourist accommodation buildings in the Badung Regency. The research data were obtained through observation, literature study, and in-depth interviews with informants, namely officials, actors, and observers of Bali tourism. Data analysis was carried out descriptively-interpretatively from the perspective of tourism studies. The results of the study show that it is very urgent to restrict tourist accommodation buildings in Badung Regency to anticipate the oversupply of the number of available tourist accommodation rooms, as well as to create a healthy tourist accommodation business situation. Implementation of three policies, namely Regional Regulation No. 2 of 2012; Regional Regulation No. 26 of 2013; and Perbud Badung No. 36 of 2014 has been able to hinder the development of new tourist accommodation buildings, and support sustainable tourism development, namely tourism development that supports environmental conservation efforts (Palemahan), increasing the socio-economic welfare of local communities (pawongan), as well as tourism development that is sustainable. support the preservation and development of Balinese traditions and culture

The topography of Karangasem Regency is very varied, in the form of plains, hills, mountains, namely the highest mountain in Bali (Gunung Agung). The location of Karangasem Regency which is close to Mount Agung causes Karangasem Regency to have a wealth of natural resources in the form of class C minerals, namely sand and rocks which are abundant compared to other regencies in Bali. The government of Karangasem Regency collects taxes on group C mining entrepreneurs. Exploitation of land in Karangasem Regency carried out by C mining entrepreneurs has a negative impact, namely environmental damage. The purpose of this study was to determine the implementation of Sustainable environmental management in overcoming the problem of land damage due to excavation c mining in Karangasem Regency. The research method used is the library research method. The results of the study showed that there was critical land due to mining business activities of C excavation which did not carry out land reclamation after post-mining. This is because the C mining entrepreneurs in Karangasem Regency do not carry out the basic principles of Sustainable Environmental Management, namely the principle of Intragenerational equity, the principle of intergenerational equity, the principle of preventive action, the principle of prudence, the precautionary principle and the polluter-pays principle.

We Love Bali is a program created by the Ministry of Tourism and Creative Economy aiming to help tourism businesses in Bali to grow in the midst of new normal era while still paying attention to health protocols. This activity is supported by programs that can make tourists interested with the situation of tourist destinations in Bali. It is hoped that this program will be able to make tourism in Bali recover and the economy will rebound and people are able to return to their normal activities in the midst of the Covid 19 pandemic. This paper employs literature studies and interview to examine the implementation of the program. The descriptive result that emphasizes interviews with tourism actors are supported by data from tourists visiting Bali. The results of this study indicate that We Love Bali program is able to restore the economic condition of the Balinese people to a better condition. And also We Love Bali program is one of the programs implemented to help tourism businesses and the creative economy including hotels, travel businesses, transport businesses, tour guides, restaurants, tourist destinations, MSMEs, and others.

One of the stages of the 2019 election is the implementation of the election campaign in which the General Election Commission has issued PKPU Number 23 concerning the 2019 General Election Campaign as a legal basis for the implementation of the election campaign in Indonesia. The objectives and benefits of the research refer to the formulation of the problem. The research method that the writer uses is descriptive qualitative. Research shows that the implementation of the General Election Commission’s regulations regarding the 2019 General Election Campaign in Gianyar Regency is generally going well, this is evidenced by the implementation of the 2019 election campaign stages have followed provisions and regulations that have been established, and election organizers can both facilitating election participants in accordance with what is mandated by the general election commission regulations regarding the 2019 election campaign. There are several factors inhibiting the implementation of the general election commission regulations regarding the 2019 election campaign, including the size factor and policy objectives, the human resource factor possessed by the election organizers. and election participants, the characteristic factors of the executing agent, the attitudes or tendencies of the implementers, the inter-organizational communication factors and the activities of the executors, and finally the economic, social, and political environmental factors that exist in Gianyar District.

The rapid development of tourism in Badung Regency has caused it provision of tourism accommodation has increased particularly in villa accommodation. However, there are villas that are already operating but do not have business legality, therefore it is necessary to carry out strict supervision to prevent violations. The purpose of this study was to determine the performance of the Tourism Office in Supervising of Villa Tourism Accommodation in Badung Regency. The theory used is Mahsun's Theory of Performance which includes Input, Process, Output, Outcome, Benefit, and Impact. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation study. The results showed that the Performance of the Tourism Office in Supervision of Villa Tourism Accommodation has been running well but has not been optimal because there are still obstacles, namely limited human resources, narrow monitoring targets and the absence of strict sanctions given.

Leadership related to developing employees’ competencies is an important part of organization life. However, this has not been carried out properly to ensure all duties and obligations are carried out within the organization, one of which is developing the competence of organizational members. Objectives of this research are to determine the role of leadership in developing the competence of Civil Servants at BPSDM Bali; and to determine the constraints of developing the competence of Civil Servants at BPSDM Bali. This research uses qualitative descriptive method with transformational leadership theory. There were 8 (eight) informants determined using purposive sampling technique. Data collection use interview guidelines, observation and documentation. The methods and data analysis techniques were carried out by reducing, presenting data and drawing conclusions. The final stage of the analysis carried out the presentation of the results of the data presented with narrative text. From the analysis, the results show that the role of leadership in developing the competence of civil servants at BPSDM has not been maximal in mobilizing, directing and evaluating subordinates to fulfill the rights and opportunities for competency development of civil servants for 20 hours of lessons / year according to government regulation Number 11 of 2017 concerning Employee Management Civil Affairs. Furthermore several constraints are found, namely the egoism of subordinates, no leadership commitment, no strategy in accelerating employee competency development, the need for employee competency development get maximum budget support.

The poor quality of public services in Indonesia must be addressed by the government. One of the government's efforts to improve the quality of public services is to take advantage of advances in information technology in the process of governance. This is known as e-government or electronic or internet-based government administration. The process of implementing e-government goes through several stages, namely presence (web presence), interaction (interaction), transactions (transactions), and transformation (transformation). This study aims to determine how the implementation of e-government through the provision and operation of village websites can improve the quality of public services in Bona Village. This research is a qualitative-descriptive type of research that describes and explains the results of research based on relevant data collected through observation and literature study. The analysis of the research data used the Miles and Huberman model which included the initial data collection stage, the data reduction stage, the data presentation stage, and then the conclusion drawing stage. The results of this study are the application of e-government is carried out through the provision and operation of village websites as a means of public services that are easy, practical, and efficient. There are several services related to village administration including writing business letters, complaint reports, writing letters for other purposes, and essential telephone services. These services can be accessed by the village community easily and through a mechanism or procedure that is not complicated, so that the community feels satisfied with the public services they get. Based on the research results, it can be concluded that the application of e-government through the provision and operation of village websites that provide easy and practical public services can improve the quality of public services in Bona Village. Through the application of e-government, the implementation of village government can be carried out effectively, efficiently, transparently and accountably.
