Indonesia is a country that consumes and produces rice, so rice is a primary need in Indonesia. The government stipulates the highest retail price (HET) of rice policy to maintain the stability of rice price. The purposes of this study are to fin out the effectiveness of rice HET policy in Lampung Province, to analyze the impacts of thepolicy stipulation, and to find out the difference between medium rice supply chains before and after the HET Policy. This research uses quantitative and qualitative descriptive method. Data collection techniques used were interviews using questionnaires and also observation. The results of this study were the policy of medium rice HET has not been effectively implemented Lampung Province with price difference of Rp1.663,00. This caused no impact on the farmers, distributors, retail traders, and consumers. In the previous study, the medium rice supply chain flow in Lampung Province was infour marketing channels while in the current study was in six marketing channels.Keywords: effectiviness, HET, rice, supply

The government has implemented the tax amnesty volume I in July 2016 and ended in March 2017. In early 2022, the government will plan to implement the tax amnesty volume II, which was introduced as the Voluntary Disclosure Program (PPS). This program refers to the Tax Harmonization Law Number 7 of 2021. Although the results obtained during the tax amnesty volume, I did not meet the target, in 2022 the government still plans to implement the tax amnesty volume II. For this reason, it is necessary to analyze the difference between the tax amnesty volume I and the tax amnesty volume II (PPS), as well as predict its effectiveness if this tax amnesty will be implemented later. This study method focuses on a comparative qualitative descriptive method in which data collection is carried out by taking from the library, website, law and articles discussing this tax amnesty. The results obtained are that there are fundamental differences between tax amnesty I and tax amnesty II. The differences are found in the data, rates, and tax subjects. For taxpayers who have participated in the 2016 tax amnesty volume I, the tariff charged is cheaper than those who do not participate in the first volume I tax amnesty and there are restrictions on subjects who may participate in the second tax amnesty. The effectiveness of this second volume of tax amnesty is predicted to be successful with a record that socialization must be maximal, there is no perception that the tax amnesty endangers honest taxpayers, and the view of taxpayers that this tax amnesty is the last tax amnesty so that there is a fear of not paying taxes and being subject to fines.

The purpose of this paper is to examine and identify the problems that are the source of conflict over local elections in Talaga Raya District. This research focuses on conflicts that occur before and after local elections. By using a descriptive method and a case study approach, the results of the study showed that the conflict over the regional head election in Talaga Raya District originated from the Difference in Choice, Misunderstanding, Some Parties were disadvantaged and feeling sensitive. In addition, the conflict of local election which took place before and after the election had implications for the conflict over the control of fresh water sources which resulted in horizontal and vertical conflicts. Besides this conflict has also brought its own wisdom with the increase in the source of clean water which had only been one to three sources. Based on these results it can be said that besides bringing down the negative impacts of the conflict it can also bring down positive impacts in the Talaga Raya sub-district community. Therefore, in terms of conflict resolution, the government should be able to minimize the conflict as early as possible so it does not drag on so that it does not lead to physical conflict.

Abstract             The main fuction of the Bank as an funding and lending activities by offering various types of financial transaction services an attractive choice for people who do money laundering to hide money proceeds of crime. Because of that the government and Indonesian Banks make regulations related prevent money laundering that contains Customer Due Dilligence and Enhanced Due Dilligence. Bank Mandiri Syariah has implementation Customer Due Dilligence and Enhanced Due Dilligence as an effort to prevent money laundering. This analyze aims for knowing implementation Customer Due Dilligence and Enhanced Due Dilligence that has been applied by Bank Syariah Mandiri. In this study using a qualitative descriptive method. Data retrieval is done by observation, interviews and documentation to three sources of informants Bank Syariah Mandiri KCP Bekasi Timur and one sources of informants that specifically handles money laundering prevention program that is SKAP( Satuan Kerja APU PPT) Bank Mandiri Syariah. Data analysis will be done by doing three steps, they are; data reductions, data display, and verification.The observation result shows that implementation Customer Due Dilligence done at the time prospective customer open the account and the Bank doubt information customer by doing identification and verification. implementation Enhanced Due Dilligence is done to customers Politically Exposed Person/ High Risk open the account, but in practiceat Bank Syariah Mandiri KCP Bekasi Timur done when there is suspicious transaction or there is a case. Reporting process suspicious transaction through the system SIAP (System Aplikasi APU PPT) to Satuan Kerja APU PPT (SKAP) Bank Syariah Mandiri then SKAP reports to PPATK (Pusat Pelaporan Analisis Transaksi Keuangan). From implementation Customer Due Dilligence and Enhanced Due Dilligence Bank Mandiri Syariah has been prevent money laundering enter the financial system at Mandiri Sharia Bank.

Globalization has resulted in a shift in human morals, marked by the many cases of moral deviations that are rife in various parts of Indonesia so that the application of spiritual attitudes has not been maximized. The attitude of dishonesty is shown by the number of students who cheat on the test, and the attitude of indiscipline is shown by the number of students who are late so that the application of social attitudes does not seem to be visible. The role of PAI teachers is considered quite important for the development of these two attitudes. At SMPN 1 Darussalam, PAI teachers have played a role in fostering spiritual and social attitudes. Big. This research was conducted with a field study using a qualitative descriptive method. Data collection techniques were carried out through interviews and documentation. The results showed the role of PAI teachers in fostering spiritual attitudes by praying before and after lessons, praying in congregation, doing charity activities every Friday, and religious activities. The role of PAI teachers in fostering social attitudes is carried out through social service activities, visiting the Disabled Foundation and nursing homes, getting used to the 3S (smile, greeting, greeting), reporting to the teacher what items are found, punishing students who are late. Factors supporting the role of Islamic Education teachers in fostering spiritual and social attitudes are seen from adequate school facilities in the form of female/male prayer rooms, learning media such as LCD, the use of active methods. While the inhibiting factors include the lack of adequate facilities, especially LCDs, the lack of interest in teachers and knowledge, and the lack of interest in students to improve themselves.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

Farmers Perception Of Options To Sell Rice Penebas Or Perpadi(especially in Subak Benel, Kaliakah Village, Negara districts,Jembrana Regency) Various efforts have been implemented by the Provincial Food Crops Agency of Balito stabilize the price of grain, this is done by giving Funds of Rural EconomicEmpowerment Capital to the government for the purchase of rice. Although it hasbeen done from 2003, farmers are still selling it to Penebas with a bondage system.The purpose of this study to determine the perception of farmers to the choice ofselling rice to Perpadi or Penebas seen and differences in farmers' perceptions of thechoice of selling rice to Penebas or Perpadi. The research location is located in SubakBenel, Kaliakah Village, State District, Jembrana District. The analytical methodused is qualitative descriptive that aided with score, to answer the purpose ofresearch by using questionnaire. The results of this study indicate that the perceptionof farmers to the choice of selling rice to Perpadi better than to Penebas. This is seenin the achievement of the farmers' choice of selling paddy to Perpadi is very goodand to Penebas is good. The difference of Perpadi with Penebas is measured throughDifferent Test with SPSS Independent Sample T test program which the result of Sigvalue. Or p value of 0.004 where <0.05 then there is a statistically significantdifference in probability 0.05, the mean difference or mean of both groups is shownin Mean Difference ie .29559.

Abstract : On the implementation of the construction project, financing is the main consideration due to the number of large and vulnerable to various risks. Cost control is the beginning of the estimates. An inaccurate estimation could have a negative impact on the whole process of construction. Because of estimation is reference in preparing the budget and used as control of the cost of projects, then required to major risk analysis that can be used as a basis in the mitigation. This research was conducted with qualitative descriptive method by interviews and survey. Data was collected by distributing questionnaires to the respondents using purposive sampling method, which simply selecting respondents who were competent and expert about the possible risks. The number of respondents was 25 who represent 8 construction project belonging to the government which is located in Denpasar. The results showed that there were 40 risks identified, from literature identified 16 risks and from brainstorming identified 24 risks. Than from 40 risks there are 34 major risks which was 9 risks classified as unacceptable and 25 risks classified as undesirable. Most dominant risks were the risks of estimator team and project. There were 16 mitigation measures at an unacceptable risk and 41 mitigitation measures at an undesirable risk. Most dominant risks were the risks of contractors and owner.

To understand the characteristics of the acoustic emission (AE) and electrical resistivity of cemented coal gangue backfill (CGB) under uniaxial compression, the variations in these characteristics at 1 day, 3 days, and 7 days are analyzed by means of a stress-strain-resistivity-AE test, and the microperformances are investigated. The research results indicate that the AE can reflect the initiation and propagation of cracks and later explain the variation of the resistivity of the specimens under the uniaxial loading. The cumulative energy curve of AE is approximately two straight lines corresponding to the peak stress, and the difference in the linear slope gradually decreased with the increasing curing time due to the lower pore solution content and the compact pore structure. The relationships between the stress and resistivity and the loading condition before and after the peak stress at different curing times were established. Therefore, it is of great significance to predict the stability of the filling body by monitoring the AE and resistivity variations of the filling body. In addition, it is possible to calculate the roof stress using the relation equation between the resistivity and stress.

One of the mandates of SUCs is to extend assistance to its communities. This is achieved by conducting training programs & skills training when requested by LGUs. This study was conducted to evaluate the skills training provided by SUCs in the province of Tarlac to their respective communities to help the government in its attempt to alleviate poverty. This study used the input-output model in evaluating the skills trainings rendered by the SUCs in Tarlac Province from 2009 to 2011. The inputs to the programs were the skills trainings, the materials used for trainings, & the personnel involved, while the output evaluation looked into the benefits derived from the training. All school administrators and training personnel of the SUCs were included in the study along with 140 out of 602 training recipients who were randomly sampled. Results show that skills trainings were requested by the marginalized sectors of the province of Tarlac thru their Local Government Units. Among the in-demand training courses requested by the community recipients were Shielded Metal Arc Welding (SMAW), Basic Culinary Arts, Small Engine Repair, Building wiring food processing and computer Literacy. The trainees were provided adequate tools and equipment while the trainers were highly qualified workforce certified by TESDA. Training recipients were personally and psychologically uplifted with self-fulfillment and improved self-esteem. There was a significant increase on the number of recipients who acquired jobs after they attended the trainings. The Wilcoxon signed ranks test between the difference on number of jobs before and after the trainings was significant at 0.27. This shows that the SUCs in Tarlac Province are providing the community with relevant trainings that give the community people necessary skills that can improve their chances of landing a job.Keywords: Social Sciences, poverty alleviation, input-output model, Evaluation, Extension,Services of the SUCs, Philippines

Public Relations of Headquarters of the Indonesian Armed Forces (TNI Headquarters) must work with the Government Public Relations strategy to maintain a reputation by maintaining credibility, trustworthiness, reliability, and responsibility in delivering positive news to the internal and external public. This study aims to see how the government public relations strategy of the Indonesian National Armed Forces Information Center (Puspen TNI) maintained the reputation of the TNI institution. The method used in this study is a qualitative descriptive method by interviewing the Head of Puspen TNI, non-participant observation, and documentation. The results showed that Puspen TNI in maintaining the reputation of the TNI, first, maintained credibility by measuring the objectivity and quality of the news. Second, it proclaimed information about TNI and the contribution of the TNI to the nation-state to the public through mass media and social media. Third, it disseminated the news according to the facts. Forth, it reported the performance of the TNI to the external and internal public regarding responsibility to the state and nation professionally and proportionally by providing information delivered directly through the TNI website, Facebook, Twitter, Instagram, YouTube and TV public relations TNI Streaming produced by Puspen TNI. It also maintained good relations between external media and editor in chief and journalists of print, electronic and online media.
