ABSTRACTInformation as support for decision making by public health managersTo exercise health management, managers need to align decision making with management skills. The use of Health Information Systems (HIS) is essential in this process. This study aimed to analyze, based on the support of information advisory services, the demands of public health managers for decision making. This is a descriptive documentary research supported by the multiple case study method, through the database of a software development and advisory company that serves municipal health secretariats in Brazil. The data were extracted from the company's information system considering the calls made by health managers. The data were analyzed using thematic analysis with the Nvivo software. In relation to the managers' demands, there was a predominance of requests for information related to the Family Health Strategy Units (ESF) and to the Emergency Room (UPA), especially those related to user assistance. Among the requests, the most important were those related to the production of services and monitoring of care, from the health care and health surveillance coordinations. The company issued reports as a form of response to the demands. It is noteworthy that the analysis of the demands provides an opportunity to understand the use of data for decision making and the possibility to reflect the technical difficulties of managers in using the HIS. This analysis helped the consulting firm to identify the need to develop a training plan for managers. Keywords: Health Management; Information Technology; Medical Informatics Applications; Municipal Management; Local Health Systems

INTRODUCTION: The Brazilian National Health System may reduce inequalities in access to health services through strategies that can reach those most in need with no access to care services. OBJECTIVE: To identify factors associated with the use of health service by children aged 5 to 9 years in the city of Sobral, Ceará, northeastern Brazil. RESULTS: Only 558 (17.0%) children used health care services in the 30 days preceding this survey. Children with any health condition (OR = 3.90) who were frequent attenders of primary care strategy of organization (the Family Health Strategy, FHS) (OR = 1.81) and living in the city's urban area (OR = 1.51) were more likely to use health services. Almost 80% of children used FHS as their referral care service. Children from poorer families and with easier access to services were more likely to be FHS users. CONCLUSION: The study showed that access to health services has been relatively equitable through the FHS, a point of entry to the local health system.

ABSTRACT Objective: to understand the meanings attributed by the Family Health Strategy (FHS) nurses to the management competencies essential to the performance of their actions. Method: explanatory, qualitative study, whose methodological framework was based on Grounded Theory. A total of 12 Family Health Strategy nurses from a municipality in southern Brazil participated through semi-structured interviews, between December 2018 and February 2019. Results: the experience was understood by the phenomenon “Lapidating management competencies daily to play the role of a nurse in the context of the Family Health Strategy”. As action/interaction strategies, the following categories emerged: “Evidencing the management skills of Family Health Strategy nurses” and “Recognizing the need for strategies to work on specificities in the context of the Family Health Strategy”. Final considerations: according to the meanings attributed by nurses, there are several essential management skills for the work in the Family Health Strategy, but they are still little worked and developed in this context, mainly because it is a complex health care scenario.

ABSTRACT This study aimed to analyze the use of health indicators from the Primary Care Information System by Family Health Strategy nurses in the planning of local health action. It is a multiple case study, whose data were collected by documentary research, nonparticipant observation and semistructured interviews held with eight nurses from the teams selected, analyzed using the technique of combined thematic summary. The results evidenced the health indicators used, the health information, and criticisms made of the computerized information system. The nurses use the health indicators in planning activities related to the Family Health Strategy, but use other sources of data in order to complement the information. For them, the instrument is restricted and limited, as it is necessary to broaden the information referent to the health indicators and regionalize the instrument in order to better attend the community.

ABSTRACT Objective: To identify work aspects that generate satisfaction for the professionals who work in the Family Health Strategy. Method: This was a qualitative, descriptive study that involved five geographical regions of Brazil, and 27 Family Health Teams from six municipalities. The data were collected from 76 health professionals using semi-structured interviews, and were analyzed articulating the three phases of content analysis using Atlas.ti software resources. Results: The findings showed 129 statement excerpts, with 14 codes, grouped into three categories related to satisfaction. The category, Job Identification and Family Health Strategy Principles, represented 40.3%, with the codes: team work, job affinity, health model, completeness of care, and longitudinality of care. The category, Relationship with Family Health Strategy patients, represented 32.6%, with the following codes: bonding with patient, resoluteness of care, patient satisfaction, and patient care. Finally, the category, Professional and Working Aspects related to the Family Health Strategy, represented 27.1%, with the following codes: relationship with professionals, work recognition, enjoying the profession, team organization, and employment relationship. Conclusion: Professional satisfaction is associated with the work principles of the Family Health Strategy, and with the relationships that are established between patients, professionals and health management. It also has a subjective dimension, with a strong relationship with characteristics of the work process, how it is organized, and under what conditions and relationships this work occurs.

The Newcastle Institute of Public Health (NIPH) is a collaboration of health service and public health research groups in the Hunter Region of New South Wales, Australia which aims to promote the use of evidence in decision making. However, use of research evidence in decision making is a complex process, with many barriers and enablers described in the literature. Informed by strategies described in the literature around developing priority-driven research, NIPH researchers undertook to determine whether asking local health decision-makers about their needs for research information might lead to greater use of the resulting research evidence to inform health service management decisions. This paper describes a process used by NIPH to determine the research needs of 11 local senior health managers, our response to specific research questions, the communication of this research information, and the outcome.
