It has been a decade since Tim Berners-Lee coined Linked Data in 2006. More and more Linked Data datasets have been made available for information retrieval on the Web.  It is essential for librarians, especially academic librarians, to keep up with the state of Linked Data.  There is so much information about Linked Data that one may wonder where to begin when they want to join the Linked Data community. With this in mind, the author compiled this annotated bibliography as a starter kit.  Due to the many resources available, this list focuses on literature in English only and of specific projects, case studies, research studies, and tools that may be helpful to academic librarians, in addition to the overview of Linked Data concept and the current state of Linked Data evolution and adoption.

The standardization and adoption of Semantic Web technologies has resulted in an unprecedented volume of data being published as Linked Data (LD). However, the “publish first, refine later” philosophy leads to various quality problems arising in the underlying data such as incompleteness, inconsistency and semantic ambiguities. In this article, we describe the current state of Data Quality in the Web of Data along with details of the three papers accepted for the International Journal on Semantic Web and Information Systems' (IJSWIS) Special Issue on Web Data Quality. Additionally, we identify new challenges that are specific to the Web of Data and provide insights into the current progress and future directions for each of those challenges.

We present a survey of the first 21 years of web-based artificial life (WebAL) research and applications, broadly construed to include the many different ways in which artificial life and web technologies might intersect. Our survey covers the period from 1994—when the first WebAL work appeared—up to the present day, together with a brief discussion of relevant precursors. We examine recent projects, from 2010–2015, in greater detail in order to highlight the current state of the art. We follow the survey with a discussion of common themes and methodologies that can be observed in recent work and identify a number of likely directions for future work in this exciting area.

This paper addresses the problem of accessibility in geographical web maps. A person with disability cannot use, nowadays, a web map with the same functionality as other users do. This problem creates a huge gap in universal usability, since a wide range of people are left out. This contravenes clearly the principles of the Web, which was created to benefit everyone in any circumstances. In addition, this kind of map would be very useful for people with disabilities, but they cannot take advantage of them due to accessibility problems. In this paper, some of the latest technologies (e.g. PostGIS or SVG) are used in order to provide a geographical web map with accessible features. Since no standard way of doing so exists, our objective is to research, design and implement a system which consists on the essential components to provide accessibility. What we propose is one of the many possible solutions, with some advantages and limitations, for the problem of accessibility on geographical web maps. This proposed solution leads to a discussion about the obtained result and some comments on the current state of the technologies involved in web accessibility.

Purpose This study aims to identify the challenges in current government organizations while providing services that require a collaborative effort. It also identifies the ways through which government organizations can address the collaboration challenges in ways such as those adopted by leading information technology organizations. Finally, this research also aims to identify the obstacles in government organizations, which could prevent them from successfully adopting new technologies. Design/methodology/approach The research was conducted in three phases. In the first phase, a case study was conducted on a government organization identifying the challenges in delivering services that require collaboration among different stake holders. In the second phase, multiple case studies were performed on three leading organizations who have successfully implemented the Web 2.0 technologies to address collaboration challenges while providing efficient service deliveries. In the third phase of the research, a case study was conducted on a government organization to identify the obstacles faced while implementing the identified solution(s). Findings Identification of existing problems while providing efficient service deliveries was possible using a case study approach. This research also finds that Web 2.0-based knowledge management tools can be very effective in addressing the existing challenges in the current state of e-Government. Finally, the research also finds that realization by the upper management, technology adoption cost, adoption of new work paradigm and time to create an effective repository are some of the major obstacles faced by the government organization while trying to adopt the proposed solution. Originality/value To the best of the authors’ knowledge, this research is the first to conduct rigorous case studies on three different leading information technology organizations simultaneously to address a challenge in the current state of e-Government. This research also provides implications for practitioners as, based on the findings, they can implement the Web 2.0 technologies to address challenges in government organizations while providing efficient service deliveries. Furthermore, the research provides implications for further research to analyze the performance of the government organizations after they adopt these technologies.

AbstractFor Read-Write Linked Data, an environment of reasoning and RESTful interaction, we investigate the use of the Guard-Stage-Milestone approach for specifying and executing user agents. We present an ontology to specify user agents. Moreover, we give operational semantics to the ontology in a rule language that allows for executing user agents on Read-Write Linked Data. We evaluate our approach formally and regarding performance. Our work shows that despite different assumptions of this environment in contrast to the traditional environment of workflow management systems, the Guard-Stage-Milestone approach can be transferred and successfully applied on the web of Read-Write Linked Data.

This paper presents a new software framework, Sampo-UI, for developing user interfaces for semantic portals. The goal is to provide the end-user with multiple application perspectives to Linked Data knowledge graphs, and a two-step usage cycle based on faceted search combined with ready-to-use tooling for data analysis. For the software developer, the Sampo-UI framework makes it possible to create highly customizable, user-friendly, and responsive user interfaces using current state-of-the-art JavaScript libraries and data from SPARQL endpoints, while saving substantial coding effort. Sampo-UI is published on GitHub under the open MIT License and has been utilized in several internal and external projects. The framework has been used thus far in creating six published and five forth-coming portals, mostly related to the Cultural Heritage domain, that have had tens of thousands of end-users on the Web.

In recent years, disinformation and “fake news” have been spreading throughout the internet at rates never seen before. This has created the need for fact-checking organizations, groups that seek out claims and comment on their veracity, to spawn worldwide to stem the tide of misinformation. However, even with the many human-powered fact-checking organizations that are currently in operation, disinformation continues to run rampant throughout the Web, and the existing organizations are unable to keep up. This paper discusses in detail recent advances in computer science to use natural language processing to automate fact checking. It follows the entire process of automated fact checking using natural language processing, from detecting claims to fact checking to outputting results. In summary, automated fact checking works well in some cases, though generalized fact checking still needs improvement prior to widespread use.

With the development of the web 2.0 communities, information retrieval has been widely applied based on the collaborative tagging system. However, a user issues a query that is often a brief query with only one or two keywords, which leads to a series of problems like inaccurate query words, information overload and information disorientation. The query expansion addresses this issue by reformulating each search query with additional words. By analyzing the limitation of existing query expansion methods in folksonomy, this paper proposes a novel query expansion method, based on user profile and topic model, for search in folksonomy. In detail, topic model is constructed by variational antoencoder with Word2Vec firstly. Then, query expansion is conducted by user profile and topic model. Finally, the proposed method is evaluated by a real dataset. Evaluation results show that the proposed method outperforms the baseline methods.
