Agricultural insurance is an agreement between the farmer and the insurance company to commit to undertake the risks in farming. This study aims to describe the implementation of agricultural insurance programs, to describe the characteristics of farmers involved in the agricultural insurance program,   to know the response of farmers to the program, and to look for the factors that influence the response of farmers to the program. The study is undertake  in the sub-district (Kecamatan) of Matakali, Polewali Mandar district, West Sulawesi Province. There were 35 farmers involved in the program who werw selected purposefully as respondents of this study. The first and second objective of the study were analyzed descriptively, while the third objective was analyzed using a weighted average calculation with a Likert scale,  and the fourth objective was analyzed by using the chi-square test. The results of the study show that 1) the implementation of the program has been successful but socialization is still lacking and the resolution of applications is difficult, 2) the characteristics of farmers are age, education , income and land area, 3) the cognitive response of consenting farmers, the reaction 4) there is a relationship between age and cognitive response, age with affective response, and education with conative answers

The article is devoted to one of the most important areas of economic regulation of the agricultural sector of the economy - the development of an agricultural insurance mechanism with state support. The authors assessed the current state of agricultural insurance. It was revealed that the current model of agricultural insurance with state support does not provide agricultural production with effective insurance protection and does not contribute to the activation of investment activities of agricultural producers. The level of insurance compensation received by agricultural organizations is insignificant, government subsidies do not reach farmers, but remain in the assets of insurance companies. In agricultural insurance, a truncated system of the insurer’s liability to the policyholder is used, which allows the insurer to significantly reduce its liability. The main directions of improving the agricultural insurance mechanism are associated with the formation of equivalent relations between the parties to the insurance process. It is necessary to create a state insurance company specializing only in agricultural insurance. The necessity of amendments to the legislation on agricultural insurance in terms of reducing the size of franchises and developing investment functions of insurance has been substantiated.

In the articles of the considered process of agrarian insurance in foreign countries. The essence of the concept of “agricultural insurance” and “agricultural insurance risk" is revealed. The history of development of agricultural insurance in the international market of insurance services is studied. There are several well-known national agricultural insurance systems and their characteristics. The national systems and participants of agrarian insurance in the countries of the world, namely: the United States of America, Canada, Spain, Portugal, Italy, Austria, France, Germany, Latvia and Poland are singled out. It is proved that in most countries of the world the importance of insurance of risks of agricultural production as an irreplaceable financial and economic lever of development of agriculture and economy of the countries is described. The most important measures that are provided and mandatory for the participants of the above-mentioned foreign national agricultural insurance systems are highlighted. Models of agricultural insurance in different countries are characterized by certain features: the state is an active participant in the agricultural insurance system; insurance is overwhelmingly voluntary; state policy in the field of insurance is characterized by structure and transparency; the state subsidizes both agricultural producers and insurance companies; Appropriate state institutions and appropriate levers of financial influence are created for the development and implementation of state policy in the field of agricultural insurance. Based on the experience of foreign countries, three main operating systems of agricultural insurance protection have been identified: the system of catastrophic coverage, the system of state administration of agricultural insurance programs, the system of cooperation between the state and insurance companies. It is noted that there is also an inefficient system of “state insurance company”, which sells agricultural insurance services. The main normative acts regulating the insurance process in Ukraine are described. It was proposed to introduce a new program of state support for agricultural insurance, which would clearly define: the subjects of the market of insurance of agricultural products with state support, insurance contracts, insurance rules, the mechanism for providing state support to farmers; information support of state support of agricultural insurance.

The current insurance market situation is characterised by a high degree of instability. Many factors influence insurance company premiums, including the number of contracts, the claim repayment ratio, capital structure, underwriting profitability and risk. The insurance sector serves as a protective barrier for the country’s economy, defending it from various risks. At the same time, insurance company premiums are influenced by risks too. The number of research articles testifies to a stable interest in this problem. However, there is no technique for establishing the connection between the insurance premium and the many factors it is sensitive to. The article is devoted to the development of new models and, based on them, some digital technologies for forecasting agricultural insurance risk parameters. Based on a paradoxical theory of regulation and inno-diversification approach, an author’s model was developed for forecasting activity. It was used to do calculations of the main indicators of the agiructural risk insurance system. As a result, it became possible to trace the main patterns and tendencies in the development of the agricultural risk insurance system in Russia. Special attention was paid to the period after 2017 when it started to stabilise and recover after the crises as a consequence of nonoptimal managerial solution as refers to the inclusion of the agricultural risk insurance system in the “single subsidy”.

On Tuesday evening the members of the Association, and attending members of their families, were entertained with a buffet supper at the Queen City Club at 7:30 p.m. at the invitation of Messrs. Joseph S. Graydon, John J. Rowe, and other Cincinnati friends of the Association. Following this supper an entertainment arranged by the Local Committee was presented in the Hall of the Western and Southern Life Insurance Company. Attendance: about 900.
