Leadership through Speeches. The Manifestations of Strong Leadership in Kekkonen’s Radio Speeches of the Years 1937–1967Presidential radio speeches, as they were broadcast in Finland from the 1930s to the 1960s, were an integral part of Urho Kekkonen's political leadership and his position as the head of the state. In this article, Kekkonen’s speeches are divided into three genres: memorial speeches, New Year’s speeches, and foreign policy speeches. Each speech genre can be interpreted to avail various political ambitions and the political objectives strengthened during the time. In his first national radio speeches, Kekkonen was moderate and restraint, but during the 1950s the speeches became persuasive and eloquent. In Kekkonen’s most famous speeches of the 1960s, he applied diverse techniques of classic rhetoric aiming at strong rhetorical leadership. The 34 speeches, discussed in this article, are analyzed from the perspectives of neo-classical and generic rhetorical criticism.Puhumalla hallitseminen. Radiopuheet olivat kiinteä osa Kekkosen poliittista johtajuutta ja hänen asemaansa valtionpäämiehenä. Puheet jaetaan artikkelissa kolmeen lajityyppiin: muistopuheisiin, uudenvuodenpuheisiin ja turvallisuuspuheisiin. Jokaisella lajityypillä voi tulkita olleen omat poliittiset tavoitteensa. Lajityyppien sisällä on paljon vaihtelua: Kekkosen radioretoriikkaa leimaa etenkin tarkastelujakson alkupuolella maltillisuus ja pidättyväisyys, mutta joissain 1960-luvun ulko- ja turvallisuuspoliittisissa puheissa voidaan havaita lähinnä uskonnolliselle retoriikalle ominaista hurmoshenkisyyttä. Kekkosta voidaan pitää monellakin tapaa klassisena poliittisena reettorina. Hän tunsi ja hallitsi monipuolisesti retoriikan tekniikoita eikä kavahtanut – kuten retorinen analyysi etenkin niin kutsuttujen yöpakkas- ja noottikriisipuheiden yhteydessä osoittaa – kovien tekniikoiden käyttämistä poliittisissa ristiriitatilanteissa.

The mid-1960s saw the beginnings of the construction of a Palestinian political field after it collapsed in 1948, when, with the British government’s support of the Zionist movement, which succeeded in establishing the state of Israel, the Palestinian national movement was crushed. This article focuses mainly on the Palestinian political field as it developed in the 1960s and 1970s, the beginnings of its fragmentation in the 1990s, and its almost complete collapse in the first decade of this century. It was developed on a structure characterized by the dominance of a center where the political leadership functioned. The center, however, was established outside historic Palestine. This paper examines the components and dynamics of the relationship between the center and the peripheries, and the causes of the decline of this center and its eventual disappearance, leaving the constituents of the Palestinian people under local political leadership following the collapse of the national representation institutions, that is, the political, organizational, military, cultural institutions and sectorial organizations (women, workers, students, etc.) that made up the PLO and its frameworks. The paper suggests that the decline of the political field as a national field does not mean the disintegration of the cultural field. There are, in fact, indications that the cultural field has a new vitality that deserves much more attention than it is currently assigned.

This paper considers the effect of violence on the emotions of IS fighters and the resultant consequences of those emotions as a factor in their choice to use violence. By interrogating the human aspect of the fighters, I am focusing not on religion but on human agency as a factor in the violence. In this regard, this paper is about reorienting the question about the violence of IS not as “religious” violence but as a response to how these fighters perceive what is happening to them and their homeland. It is about politicising the political, about the violence of the state and its coalition of killing as opposed to a consistent effort to frame the violence into an explanation of “extremist religious ideology.” This shift in analysis is significant because of the increasing harm that is caused by the rise in Islamophobia where all Muslims are considered “radical” and are dehumanised. This is by no means a new project; rather it reflects the ongoing project of distortion of and animosity toward Islam, the suspension of ethics and the naturalisation of war. It is about an advocacy for war by hegemonic powers and (puppet regimes) states against racialised groups in the name of defending liberal values. Furthermore, the myth of religious violence has served to advance the goals of power which have been used in domestic and foreign policy to marginalise and dehumanise Muslims and to portray the violence of the secular state as a justified intervention in order to protect Western civilisation and the secular subject.

Deepening globalisation and worldwide availability of free information and ideas raise concerns of the communist China’s political leadership about the stability of the regime and the sustainability of the state ideological orthodoxy. Therefore, the state’s tightening control of the public communication to curtail the domestic criticism and occasional public discontent is becoming framed and legitimised in terms of cultural security as a non-traditional security concern. This study argues that the restrictive impacts of the politicisation of culture in the centralised agenda of President Xi Jinping reinvigorate China’s anti-Western narratives and attitudes. The research focuses on the state’s cultural security-related and applicable strategy in the political and institutional agenda and media. Moreover, the study also traces the state cultural security policy in the field of the civic and non-governmental sector, religious and ethnic minorities policy, literature, film and audiovisual sectors. The findings assess the concern that the intellectually anachronistic, self-restraining and internationally hostile policy devaluates China’s cultural potential and complexity.

An activity of the Ukrainian Workers and Peasants Union (UWPU) headed by Levko Lukyanenko in West Ukraine at the end of the 1950s to the beginning of the 1960s was a manifestation of the struggle for independence of Ukraine. Contemporary historiography studies the UWPU’s activity in the context of looking for new forms and methods of the political resistance to the Soviet system in West Ukraine without using the ideology of the Organization of Ukrainian Nationalists. The result of the struggle depended on the ability to consolidate a whole society by the leaders of the national liberation movement. In the article we shall study the ideas about unity of the Ukrainian society and potential factors of its consolidation in the program documents of the UWPU. A task in hand of the UWPU was “to unmask before workers and peasants an irreconcilable opposite of their interests and the interests of the bureaucratic officialdom as well to compel the direction to comply in the sphere of increasing freedoms of people. Nevertheless an addition complication in the UWPU’s propaganda in West Ukraine was Lykyanenko’s and Kandyba’s, the leading members’ belonging to the system of the Soviet justice which was a part of the party and state structure and estranged deeply from people. The UWPU proclaimed a start of a new stage of struggle for the independence of Ukraine by the most conscientious workers and peasants which are united all over Ukraine and do not communicate with each other. The struggle of the UWPU for Ukraine’s secession from the USSR should be peaceful and according to the Soviet constitution on the tactic and ideological grounds. The UWPU has thought that the idea of the independent Ukraine is only one possible idea which could unite the whole Ukrainian people, exploited by the Russian Soviet colonialist polotics workers and peasants deprived of their rights. The programme of the Union opposed the whole Ukrainian people to the Ukrainian Communists, the representatives of the party and state officialdom, as obedient representatives of the colonial administration. The members of the UWPU, high-principled Marxists, proclaimed their unstinting support the struggle of the Ukrainian Uprising Army for the independence of Ukraine and blamed an armed repression by the Soviet state the Ukrainian underground in West Ukraine. Taking into account the Ukrainian people changed during centuries of slavery and a social oppression the UWPU’s programme does not only presume to challenge the presence of the protest potential of the Ukrainian people but also affirms that in time the Ukrainian people’s aspiration to independence develops widely and its struggle for the independence becomes fiercer. The UWPU suggests to campaign among workers and peasants for the uniting the whole Ukrainian people for the struggle for Ukrainian state independency, as well to win representatives of other nationalities which live in Ukraine, and fight for general democratization of the state structure in the USSR

ABSTRACTIn 2002 Christian Wolff was a guest composer at the Huddersfield Contemporary Music Festival and during the course of the festival he was interviewed by Christopher Fox and by James Gardner. Fox's interview took place before an audience in the Lawrence Batley Theatre on 25 November; Gardner's interview was recorded in private in the George Hotel, Huddersfield on 27 November, and edited excerpts from that recording were subsequently used in a programme produced by Radio New Zealand. The conversation presented here has been compiled by James Gardner from his transcriptions of the two interviews and presents a wide-ranging discussion of Wolff's musical preoccupations across every phase of his compositional career, from the early piano pieces of the 1950s, to his involvement with indeterminacy in the 1960s, to the political concerns evident in his music after 1970, to the works of the last three decades in which indeterminate and determinate methods of composition are combined.

India played an active role in the liberation war of Bangladesh in 1971. The relation between the two countries remained cordial in the initial years but it soon soured with the coup d’etat of 1975. This also marked the rise of the anti-Indian elements in the Bangladeshi politics. This article makes a brief survey of anti- Indian elements that has remained a part and parcel of the political fabric of Bangladesh since 1971. It also looks into the ways in which the anti-India stance has been instrumental in garnering popular support to hold on to political power. The article begins with the background of the creation of Bangladesh and India’s active role in it which was followed by the friendship treaty signed between the two countries. Then it moves to the changing scenario following the coup d’état of 1975 which marked the visible changes within the polity of Bangladesh. The nature of nationalism underwent change moving from secularism to a religious character which found expression in the policies of the state. The military rule most often found it convenient to use the anti-Indian stance in order to please the fundamentalist elements of the country in its bid to garner popular support. The issues of water sharing, refugees and issues of fomenting possible insurgency with active support of India were highlighted. Even after the restoration of democracy, the anti-Indian factions remained active in opposing the government of Sheikh Hasina’s foreign policy with regard to India. Radical religious factions, who had throughout opposed the liberation war, still play a major role in fanning the anti-Indian sentiments in Bangladeshi politics.

This chapter traces the post-apartheid transformation of the Department of Foreign Affairs (DFA) in South Africa. It argues that in the first decade of transition, the Department remained preoccupied with the process of internal restructuring, which was successfully achieved. This caused structural pains as many of the old white diplomats left the service, robbing the Department of crucial expertise. In these years, the political leadership played a stronger role in the South African foreign policymaking. While Mandela’s foreign policy formulation was ad-hocist, Mbeki relied on institutional structures. However, rather than emphasizing on strengthening the DFA, he created new institutional structures under his integrated governance scheme which, ironically, further centralised foreign policymaking. Consequently, the DFA was further marginalized.

AbstractThis article examines how Roberto Leydi and Giovanna Marini, two important figures of the Italian ‘folk revival’, negotiated diverse American cultural influences and adapted them to the political context of Italy in the 1950s and 1960s. I argue that American musical traditions offered them valuable models even as many Italian intellectuals and artists grew more critical of US society and foreign policy. To explore this phenomenon in greater depth, I take as examples two particular moments of exchange. I first discuss American folklorist Alan Lomax's research in Italy and its impact on Leydi's career. I then examine how Marini employed American talking blues in order to reject US society in her first ballad, Vi parlo dell'America (I Speak to You of America) (1966). These two cases provide specific examples of how American influence worked in postwar Italy and the role of folk music in this process.

The Soviet War Scare of 1927 is usually treated solely within the bounds of Soviet political machinations. This study explores the connection between Bolshevik domestic and foreign policy in the War Scare of 1927 with a focus on the peasants. The peasants in the early years of the NEP were seeking a compromise with the regime, seeing the relations of power following the war, the civil war, and horrendous famine of 1921-1922, not in their favor. The War Scare of 1927 altered how both the peasants and the regime saw one another and the possibility of compromise. The rumors of war were soon coupled with threats of peasants uprising against the communists. By fall 1927, both the local police in their svodki and the central OGPU in its summary reports to the political leadership were describing a mounting confrontational atmosphere among the peasants. Given the heightened anxieties within the leadership regarding the Soviet Union’s ability to defend itself, concern over the reliability of the peasantry and a demand to know more fully about the “political situation in the countryside” had reached a fever pitch. Surveiling the countryside, both the central OGPU and the party leadership concluded, not without some evidence, that a growing number of peasants desired a showdown. The War Scare of 1927 added significantly to the factors that helped set the process of collectivization in motion.

South Korea cannot be seen as an example of the bureaucratic-authoritarian state type. Neither its position in the world system nor its industrialization strategy can be used to give a sufficient explanation of its political and social character. Although these factors have played a part, particular historical, political, and cultural circumstances have permitted the state to enjoy a degree of autonomy during the period of rapid social and economic transformation from the 1960s to the 1980s. The determinants and character of the transition to democratization generally support this analysis, but also indicate that limits exist to the degree of liberalization to be expected in the political system.
