For empowering economic of the people (small enterprises), the government has enacted some regulations to provide facilities including credit for enterpreneur even resolving the marketing problem such as Law No. 20 of 2008 on Micro, Small, and Medium Enterprises. This is a legal research of normative with the empirical approach based on the phenomenon in social field, then all of data is displayed systematically to be analyzed deductively. The population consists of 32 regency/city located in the North Sumatra Province, but sample is selected purposively namely five regency/city of them. Duration of the research is 2 years which is oriented on: to improve the policy of government considering small enterprises empowerment in Indonesia spesifically in North Sumatra, scientific publication in a local journal having international serial number (ISSN) or national acredited journal and textbook or handbook. Financial limitedness for developing micro, small and medium enterprises (UMKM) is the clasical problem found frequently in the developing countries. This effects to level of production and its development. The public grants provided by government for developing UMKM is distributed through the special financial agencies such as the bank for industrial development and agribusiness. The commercial banks are hoped to be able to participate in the sector by quota of credit, subsidy, tax income, and guarantee for failure.

n this study, it is focused on analyzing the political economy policy of the North Sumatra Provincial Government in the Asean Economic Community (AEC) towards Micro, Small and Medium Enterprises (MSMEs). This research was conducted with the aim to see the validity of the ideology of liberalism on the political economy policy of the North Sumatra Provincial Government in the AEC for MSMEs in North Sumatra. The method used in this research is descriptive qualitative which emphasizes the policy of the Government of North Sumatra Province in the AEC, opportunities and obstacles that arise for MSMEs. The results of this study are expected to be a reference and solution for the Government of the Province of North Sumatra in making policy for Micro Small and Medium Enterprises in running the Asean Economic Community. The resulting political policy is a policy that can take advantage of opportunities and answer the challenges that exist in the AEC. With government political policies that are right on target, they will realize shared development goals.

This paper aims to promote a national and international occupational health and safety (OHS) intervention for small and medium enterprises (SMEs) within internal and external resources. Based on the characteristics of small SME management, the work environment and occupational health may be positively affected by the dual-effects of employees and government. Evolutionary game theory is utilized to identify relevant interactions among the government, small enterprises, and employees. Furthermore, dynamic simulations of the evolutionary game model are used to explore stability strategies and to identify modes of equilibrium.

<div><p><em>Micro Small and Medium Enterprises include Khadi, Village and Rural Enterprise. Today Millions of people depending upon MSMEs sector. Indian MSMEs are contributing regarding 45% manufacturing output and 40% exports. Every year 8-9% of GDP contributing to developing the nation.This sector is providing employment second largest after agriculture. The main advantage of this sector is employment potential low capital. MSMEs sector contributing develop the country but every day facing a number of challenges like the High cost of Raw materials, collateral requirements, Competition from domestic and foreign markets, Increased fuel prices, lack of credit facilities from financial institutions, etc. Due to the financing problems, every day 79 MSMEs are falling in sickness. The government took many initiatives for this sector but still problems persist. There are many opportunities in this sector for budding entrepreneurship but due to the many challenges the MSMEs sector is still unable to survive.The study is based on secondary data only. Every year this sector is worldwide generating 3, 000 employment opportunities for the people. The MSMEs sector is playing important role in poverty reduction and regional imbalances.Still today the Government of India took there are many initiatives to develop this sector but still the problems are encountering this sector.</em></p></div>

    The problems of SME development and high tax rates have always been one of the most important social problems in any state. In recent years the taxation issue has gained a very big importance from the government policymakers. Politicians suggest further decrease of tax rates for small and medium enterprises and also improvement of single tax policy. This paper is dedicated to the analysis of influence of tax reforms on small enterprises in Uzbekistan.. Particularly it analysis how single tax effects the development and functioning of the SMEs. The base hypothesis used in this research paper is Laffer’ hypothesis, which states that decrease of tax rates will encourage the development of the enterprises and will raise more government revenues. This effect will be achieved through better business conditions, which ensures the financial sustainability of the business. Another point is the lower avoidance rate, where enterprises will not be more needed to hide their revenues and avoid taxes.The research results showed that implementation of lower tax rates and single tax policy, positively effect the development of the SME sector. Despite the policies and actions taken by government authorities, there is still space for improvements.

A case study which comprehensively elaborated the role of Porsea people movement and its surrounding to urge the present of government policy and decision series, considering with the establishment of PT. Inti Indorayon Utama in Porsea, Toba Samosir, North Sumatra. Data collecting was through literary works, institutional publishing, research documents, chronology, contact report and investigation, news clipping, letters, press release and statement, and last but not least was the participative observation and deep interview. Afterwards, the data was analyzed and interpreted with reference to social movement theories and their relationship with the public policy change. The finding of this research reveals that there has been no single factor or certain theoretical approach monopoly in explaining social movement comprehensively. The movement also has shown up two contributions all at once: trigging and influencing the government newly released policies and stimulating the company's new management to be more active in serving and developing the surrounding people. Both of these were possible to happen because of the people movement, without great expectancy to the complex and distortive state actors parliament and bureaucracy.

The use of information and communication technology( ICTs) in the public sector is one of the most important effects were caused by IT .Nowadays, with the development of e-government, set of information are available about the public sector in electronic databases Significantly, that may be agree with each other . Public sector information is considered the most important thing in e-government environment   ,it has a great value. (Shao & Wang, 2010). Moreover, The government environment become is using the Internet and information technology, mainly on their interactions with businesses and citizens, and among themselves. One of the e-Government initiatives is the development of the government-to-business (G2B) system, which is an agenda sets to promote a higher service quality between government entities and the business sector (Dong, Xiong & Han, 2010).This paper aims to discover the importance of the government's small and medium enterprises under the umbrella of e-services G2B. G2B transactions include various services exchanged between the government and the business community, including the deployment of policies and memos, rules and regulations. It includes commercial services provided access to current business information, application forms are loaded, renewal of licenses, registration of companies, to obtain permits, pay taxes, e-Procurement service ERAs (slaves and Abu Shanab, 2010).

This paper is motivated by the policy of the Financial Services Authority, in which Shariah Banking is able to compete and perform the intermediation function equally and felt by the people of Indonesia. The policy of the Financial Services Authority has a synergy between sharia banking and the Community in the form of easily accessible financing. This paper aims to determine the impact and strategy of development policy of Financing and financial inclusiveness in increasing the financing of Bank Syariah in Indonesia. The method used is qualitative approach, descriptive type. The result of this paper is the policy of development of financing and financial inclusions have a significant impact for the improvement of financing. The strategies for the policy to produce maximum financing; first the need for support from the government as regulatory publishers, universities, state enterprises to support the financing climate; secondly, the shift of regulatory thinking from the achievement of the quantity of funds alone, but also must be based on the number of people who can be served. Third Improvement of Sharia Banking Human Resources with the training policy, providing sufficient incentives and minimum standards for recruitment of sharia banking managers. Thirdly, sharia banking always considers Third Party Funds Management, Fourth; consider the profit-sharing rate used in the financing contract. Fifth, Sharia Banks have the opportunity to cooperate (chanelling) with Non-Governmental Groups that have been free from poverty, and maximize financing for the allocation of Micro Small and Medium Enterprises.

The circulation of screen printing Ulos and the Covid 19 pandemic caused a negative impact on Ulos SMEs in Tarutung District which could threaten the sustainability of small industrial businesses. The strategic importance is right in accordance with Ulos and its ancestral values by the Small and Medium Enterprises Cooperative Trade Office and the North Tapanuli Dekranasda. The purpose of this research is to see how the Ulos development strategy through SMEs is carried out by the Small and Medium Enterprises Cooperative Trade Office of North Tapanuli Regency and what factors influence the Ulos development strategy. The research method used is a qualitative approach with descriptive data, followed by a strategy formulation using the SWOT analysis method. Based on research and discussion, it was found that the Ulos Development Strategy through SMEs in Tarutung District, North Tapanuli Regency had not been implemented optimally, this was influenced by limited capital and the less than optimal role of the government.

Batak is one of the tribes that are in the North sumatra province which has its own regional languages. Batak region has many languages spoken that have their own special meanings commonly used batak on each process festivities batak. In General, any person who has a marga batak in particular, will be required to perform its role in accordance with the roles have in attending ceremonies or else speak sapa with other families. Many said the word in the language area of the batak batak descent are sometimes obliged to remember it and sometimes there are that have yet to find out its meaning. It is an obvious problem for the people of batak especially for living in urban areas because of the technological developments that erode customs. The solution of these problems is by way of designing a media information in the form of the application is the meaning of the said in the batak are easily accessible and easily understood by the public. Word search techniques used in this research is the turbo algorithm boyer moore. The Turbo Boyer-Moore algorithm is an algorithm that was developed originally is Boyer-Moore Algorithm. This study aims to analyze various issues related to the distribution of revolving funds for Small and Medium Enterprises and Cooperatives in South Sumatra. The analysis was carried out by describing the absorption of revolving funds in MSMEs and the potential absorption of labor in the MSME sector quantitatively. The results of the analysis show that MSMEs in South Sumatra generally face some fundamental problems, pillars are self-sufficient. First, the problem of capital, both marketing, "For capital issues may still be overcome. Because the government through the banking and the Ministry of Cooperatives can provide sufficient access to provide loan capital. However, on the marketing side is still very lack of knowledge." Marketing is a problem. To overcome these problems, SMEs in South Sumatra were addressed, by improving product quality and standardizing their products. Besides helping increase human resources and access to financing sources, collaboration between government and e-commerce will continue and be able to realize a shared vision to make MSMEs in South Sumatra able to participate in the era of Digital Energy of Asia in 2020. In an effort to encourage this growth, the provincial government of South Sumatra has facilitated new business actors and existing SMEs to expand their business by holding socialization and training in various district / city areas. Business actors can also get training, which cooperates with the Cooperative Education and Training Agency (UPTD Balatkop) in regencies / cities in South Sumatra. The trainings are funded with deconcentration funds. The Ministry of Cooperatives and SMEs will support and will provide training, capital by providing cooperative loan facilities for SMEs through the Revolving Fund Management Agency (LPDB). Through LPDB, facilitated SMEs for cooperatives can be capital loans with 7 percent interest. For business actors already legal entities can borrow 4.5 percent
