The article considers the directions of ensuring the safety of construction objects in the economic, ecological and managerial context. The authors noted that the lack of safety during construction work is a serious problem in this industry. The implementation of the safety program has always been one of the most successful measures to reduce the number of accidents in construction. However, it should be borne in mind that ensuring safety in construction should be based both on competent management of the construction project implementation and on the corresponding economic component, since labor protection management will be effective only if its system is based on coordinated actions of specialists in this field and is supported by appropriate financial costs aimed at financing measures to reduce the impact of negative factors affecting the process of ensuring labor safety on the construction site.

The peculiarities of the development of the regions belonging to the Arctic zone of the Russian Federation (AZRF) are determined by geopolitical, climatic and other factors. Currently, the issues of digital transformation of national economies are paramount for all countries. However, the existing crisis phenomena caused by the economic crisis of 2008 and the COVID-19 pandemic have made their own adjustments to this process. The current conditions require both the creation of an appropriate digital infrastructure at the federal and regional levels, and the adjustment of existing development strategies at the enterprise level. However, the benefits of the digital economy will only benefit those enterprises that can adapt their development strategy in accordance with external conditions. The purpose of the study is to assess the impact of digitalization of the economy on the development of enterprises in the Arctic, as well as to form a list of the main problems in this area and search for possible ways to solve them. As a result of the study, the authors obtained the following results: (1) identified both positive and negative factors affecting the digitalization of the Russian Arctic; (2) a profile of the directions of digitalization of the Russian Arctic was created and the priority areas of digitalization were determined; (3) it was concluded that the digitalization of national economies opens up great opportunities for the further development of enterprises. However, to achieve this goal, it is necessary to timely adjust the development strategies of enterprises, taking into account the national and regional characteristics of digitalization.

In recent years, there has been much research in the rapidly expanding field of bilingualism. The purpose of this study is to examine the nature of the relationship which exists between bilingualism and cultural identity development in adolescents. In an ever-shrinking world, it is becoming increasingly common for individuals from distinctly different ethnic, cultural and linguistic backgrounds to coexist in a single mixed society. As adolescence is a period of drastic formation and transformation, it is critical to understand the impact of existence as a member of multiple linguistic groups on the development of the understanding of one’s own position within a culture. Based upon an integrative analysis of case studies conducted in a variety of distinct cultural environments throughout the world, conclusions are drawn as to the interplay between language and identity, and potential positive and negative factors affecting the development of a healthy, stable bicultural/bilingual identity are identified and examined.

The structure of problems of high-rise construction us suggested, which includes the impact on environment, design solutions, transportation problems, financial costs for construction and operation, and others. Positive and negative aspects of high-rise construction are considered. One of the basic problems of high-rise construction is the problem of increased transport load. Construction of the subway on the basis of the concession mechanism, with the use of unmanned control of rolling stock is proposed as the most expedient solution. An evaluation of the effectiveness of this project is presented, it shows quite high performance indicators for a private investor. Main problems that the project implementation may face in conditions of lack of scientific and methodological support are outlined.

Since 2003, the territory of Iraq there were many military conflicts and conducted a large number of terrorist operations, especially in the capital Baghdad.As a result, construction work in Baghdad began to increase after 2003, which led to an increase in construction risks. The most dangerous risks were military conflicts that occurred near the construction site and affected the workforce, equipment and the construction site itself. The purpose of the study is to identify the most important factors causing risks during construction in Baghdad due to military operations and terrorist threats, to assess the degree of impact of these factors on the duration, cost and quality of construction work, as well as on the safety of workers and the economic situation of construction enterprises. The object of the study is the Al-Radwaniyah residential complex under construction in Baghdad, which is located near the US military base. In the course of the study, the most important military factors causing risks were identified, and then a questionnaire survey was conducted to determine the degree of impact of these factors among employees of enterprises involved in the construction of the specified residential complex (contractors, engineers, consultants, etc.). After processing the results of the questionnaire, the risk factors were analysed using a statistical method. This made it possible to establish the degree of impact of each factor. The study showed the degree of influence of military factors that cause risks, in particular, on the safety and life of workers, the impact on the psychological and social state of the working staff in general. It was also found that sudden military clashes and terrorist operations in the study region have a negative impact on the economic and financial situation of the construction project, lead to a delay in the project and increase its cost. Therefore, it is necessary to look for solutions to avoid or reduce these factors in areas where there is a possibility of their sudden occurrence.

Construction sector has always been dependent on manpower. Most of the activities carried out on any construction site are labour intensive. Since productivity of any project depends directly on productivity of labour, it is a prime responsibility of the employer to enhance labour productivity. Measures to improve the same depend on analysis of positive and negative factors affecting productivity. Major attention should be given to factors that decrease the productivity of labour. Factor analysis thus is an integral part of any study aiming to improve productivity.  Interpretive structural modeling is a methodology for identifying and summarizing relationships among factors which define an issue or problem. It provides a means to arrange the factors in an order as per their complexity. This study attempts to use the latest version of interpretive structural modeling i.e. total interpretive structural modeling to analyze factors negatively affecting construction labour productivity. It establishes interpretive relationship among these factors facilitating improvement in the overall productivity of construction site.

Purpose The purpose of this paper is to identify the impact of human resource development (HRD) on engineering, procurement and construction (EPC) project success (PS), human resource competency (HRC), job performance (JP), and the interrelationship among them. This paper also investigates the impact of EPC project factors (PF) on PS, the factors affecting HRD, including internal factors (IF) and external factors (EF) during EPC project implementation. Design/methodology/approach Structural equation modeling (SEM), SPSS, and AMOS software were used to test nine proposed hypotheses. The respondents comprised 800 participants involved in EPC projects throughout Vietnam. Findings The results show that HRD positively affects HRC, JP, and PS. HRD is influenced by IF but not influenced by EF. HRC positively impacts on JP and PS, while PF directly impacts on PS. Originality/value The study indicates that the development of competent human resources for EPC project implementation plays a considerable role in EPC PS. The findings also give project professionals a tool for improving HRD, and HRC to increase the likelihood of PS.

This study aims to: (1) Knowing the dynamics of fiscal policy and the performance of the agricultural sector, (2) Analyze the factors that influence fiscal policy and the performance                   of the agricultural sector, and (3) Analyzing the impact of fiscal policy on the performance of the agricultural sector. The data used in this study were pooled 2005-2013 data in the aggregate. Econometric model the impact of fiscal policy on the performance of the agricultural sector is built in the form of simultaneous equations, consisting of 7 equations with 25 total variables in the model, 7 endogenous variables, 12 exogenous variables, and 6 variables lag. The model is estimated by 2SLS method SYSLIN procedures and historical simulation with SIMNLIN procedure.The results showed that: (1) The development of fiscal policy in Southeast Sulawesi from year to year tends to increase, (2) The performance of the agricultural sector from the aspect of GDP has decreased, from the aspect of labor is still consistent, in terms of investment to grow positively, and assign roles which means to decrease the number of poor people, (3) factors affecting fiscal policy is local revenues, equalization funds, other revenues, as well as the lag fiscal policy, (4) the factors that affect the performance of the agricultural sector from the aspect GDP is labor, direct expenditure and GDP lag; from the aspect of labor is the total labor force, investment, land area, direct expenditure, as well as the lag of labor; from the aspect of investment is influenced by GDP per capita, land area, interest rates and investment lag; as well as from the aspect of poor people, are affected by population, investments, direct expenditure and poverty lag, (5). Fiscal policy impact on the agricultural sector GDP increase, a decrease in the number of poor, declining agricultural laborers, and a decrease in the amount of investment in the agricultural sector.Keywords: Fiscal policy, the performance of the agricultural sector, the simultaneous equations

A project always has risks that can lead to project failure. In the project, a risk analysis is required to provide an evaluation for the project to proceed as planned. In the event of inadequate planning and ineffective control, it will result in irregularities identified as a risk to the project. This study aims to analyze the qualitative risk on Fiber Optic Installaion project in Sukabumi, West Java, Indonesia. In addition, risk assessment is undertaken on project implementation. Assessment of risk using the impact and probability to measure the impact of risk occurrence. The impacts are more detailed by classified by time impact, cost impact, quality impact, safety and security impact, proximity. The result is there are 36 risk that may occur and mostly risks are associaated by quality and safety&security impact.

For continuous performance, enterprises should not only take into account potential risks and existing negative factors, but also develop methods and principles that allow timely and flexible response to crisis occurrences, as well as determine the recovery stages in an already deteriorated financial condition. Given tasks are solved by anti-crisis financial management, designed to increase the efficiency of enterprise management and facilitate the equalization or improvement of an economic entity’s financial stability, therefore, the directions of its development are a rather relevant topic in a market economy. The article examines the theoretical foundations of anti-crisis financial management, the main factors affecting the emergence of a crisis state at an enterprise, discusses the need for its development, and provides factors that determine the effectiveness of the implemented anti-crisis policy. Identifying the need to improve anti-crisis financial management and decision-making on its implementation are accompanied by an analysis that takes into consideration possible risks and costs, which determines the expected effect. The author generalizes and indicates the main principles and stages of anti- crisis management.
