The peculiarities of the development of the regions belonging to the Arctic zone of the Russian Federation (AZRF) are determined by geopolitical, climatic and other factors. Currently, the issues of digital transformation of national economies are paramount for all countries. However, the existing crisis phenomena caused by the economic crisis of 2008 and the COVID-19 pandemic have made their own adjustments to this process. The current conditions require both the creation of an appropriate digital infrastructure at the federal and regional levels, and the adjustment of existing development strategies at the enterprise level. However, the benefits of the digital economy will only benefit those enterprises that can adapt their development strategy in accordance with external conditions. The purpose of the study is to assess the impact of digitalization of the economy on the development of enterprises in the Arctic, as well as to form a list of the main problems in this area and search for possible ways to solve them. As a result of the study, the authors obtained the following results: (1) identified both positive and negative factors affecting the digitalization of the Russian Arctic; (2) a profile of the directions of digitalization of the Russian Arctic was created and the priority areas of digitalization were determined; (3) it was concluded that the digitalization of national economies opens up great opportunities for the further development of enterprises. However, to achieve this goal, it is necessary to timely adjust the development strategies of enterprises, taking into account the national and regional characteristics of digitalization.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

AbstractThe current situation in the German apprenticeship market is characterized by two contradictory developments. On the one hand, establishments are experiencing increasing problems filling the training positions they offer, and the number of vacant training positions is climbing. On the other hand, the transition into training is still difficult for many young people, and the number of unsuccessful vocational training applicants is rising. Hence, matching supply with demand is becoming increasingly difficult in the German job market for training positions. Using the Linked Employer-Employee dataset (LIAB) from the Institute for Employment Research (IAB), our paper provides a closer examination of the phenomenon of unfilled training positions. It presents an overview of the evolution of vacant training positions in eastern and western Germany and attempts to explain the number of vacancies by investigating the factors responsible for the establishments’ inability to fill their training positions. We assume that training position vacancies are due not only to internal company reasons such as firm size or the wage offer for apprentices but also to external conditions such as general regional factors. Therefore, our analysis also considers the situation on the demand side of the labor market within a region. The results of our multilevel mixed-effects estimations show that in addition to characteristics on the enterprise level, regional determinants also affect the share of vacant apprenticeships. With respect to establishment-related factors, mainly characteristics that describe the attractiveness of the firm prove to be important. With regard to regional-specific factors, we find that the availability of school leavers in a region in addition to the level of regional-sectoral competition impacts the recruiting success of establishments. Our analysis also shows that there are remarkable differences between eastern and western Germany concerning both the quantitative importance of unfilled training positions and the factors affecting them.

Considering that the SME entrepreneurs of Gresik Regency are mostly young, educated and experienced, however their businesses are not yet in legal entities. This research situates the SME business development strategy model through SWOT and EFE-EFI analysis, aiming to identify the conditions and models of SME business development strategies to improve their performances. This research has interviewed 40 respondents who were selected in multi stage, and analyzed through SWOT and EFE-IFE analysis. The result of this research explains that the ability of SME entrepreneurs in managing business and the achievement level of marketing performance is good, except the ability to manage finances. This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

This paper examines how the latest mega plan and the Belt and Road Initiative (BRI) will impact the geopolitics of energy and infrastructural development. With a massive change in the supply and demand of global energy and its infrastructure, the transition of international energy order is in the making. While the US is going towards a more isolationist path from its traditional superpower role, there are rising economies such as China, India, Japan, and Russia which are undoubtedly playing a vital role in the geopolitical stage and the other development endeavors. Several regions such as Central Asia, the Arctic, Eastern Mediterranean, and the South China Sea are offering substantial natural gas and oil reserves and drawing global attention to develop energy cooperation. This situation is profoundly influencing the transition of energy order. In this transition, BRI is supposed to play an important role. As a mega development strategy with a robust geostrategic dimension, it purposes to advocate interconnectivity collaboration in framework, exchange, and advancement among the partaking nations. This super arrangement offers a lot of ventures, foundation developments, and modern reconciliation in the energy sector. The country is trying to establish a multilateral platform for endorsing and shielding energy cooperation under BRI. This paper, therefore, attempts to observe how this mega plan will contribute to reshaping the existing energy order as well as the geopolitics of energy with motivation on multifaceted energy collaboration.

The purpose of this study is to understand the tourism development strategies in the Indigenous Village of Asak Karangasem, which analyzes the impact of tourism development through cultural traditions on the economy of the community and describes the tourism development strategies that will be carried out and can find out aspects that need to be considered in tourism development so that it can affect the economy of the village community. This study uses the SWOT analysis method where by using this analysis we can find out the strengths, weaknesses, opportunities and threats that exist around the Asak Karangasem Indigenous Village. From the results of this study it can be proven that the tourism development strategy is able to have an impact on the economy of the surrounding community.

In the era of digital technologies, the issues of providing highly qualified personnel, the effective use of the intellectual potential of the territory and the creation of conditions for its reproduction are of particular importance. These problems are more acute in remote areas of the Russian Arctic. This is due, firstly, to the ultradispersity of the settlement system in the Arctic of the Russian Federation, and, secondly, to the imbalance between the demand and supply of labor resources in territorial and professional terms. Digitalization has become an integral component of education all over the world; therefore, the purpose of this article is to assess the availability of education in the regions of the Russian Arctic and to search for new targets for quality education in the context of digital transformation. The existing educational environment in the Arctic regions is analyzed in the article. The impact of urbanization degree on affordable education in remote Arctic regions is assessed. The financial capabilities of the population are investigated. Based on the analysis, a number of problems associated with the active dissemination of new technologies are identified. Recommendations for improving the educational process are given, taking into account the digitalization of society. The main stages of modernization of the educational process in remote regions of the Arctic are identified.

The article presents an analysis of the impacts of climate change on the natural and economic systems of theArcticand the existing methods for assessing climatic risks. Based on the analysis of the impact of climate change on natural and economic systems and the Arctic population, a register of risks due to climate change has been formed. A conceptual model for assessing the impact of climate change on various systems is proposed. The main problems in the identification of climatic risks in theArcticare identified. Indicators of climate change were selected: the surface air temperature; sea ice extent and the frequency of dangerous hydrometeorological phenomena that affect economic activity in the Arctic sea zone and its individual regions. The assessment methodology of natural and economic systems vulnerabilities in the Russian Arctic sea zone, including susceptibility to impacts, sensitivity and adaptive potential, is considered. These are the key factors on the basis of which the systems vulnerability to climate change is determined, as well as the information support of the processes of assessment and reduction of the consequences of climate threats. The algorithm of the developed methodology for vulnerability determining includes a sequence of 7 steps.

The Arctic zone of the Russian Federation (AZRF) is characterized by the fragility of the ecosystem, the slightest violation of which can lead to catastrophic negative consequences on a global scale. Due to the availability of production facilities of various scales and environmental safety classes within the territorial and aquatic Arctic, the risk of negative impact on the environment is very significant. In order to prevent possible environmental damage within the AZRF, it is advisable to carry out activities related to the implementation of continuous monitoring of the environment aimed at detecting sources that pose a potential threat to the ecosystem. Taking into account the harsh Arctic climate, the lack of the possibility of year-round land access to industrial facilities located in the Russian Arctic, the scale and peculiarities of the implementation of Arctic offshore projects for the extraction and processing of hydrocarbons, the length and congestion of the used logistic artery - the Northern Sea Route, the choice of means, which are used for monitoring the ecological situation is justified by their mobility and efficiency. In particular, such means include technologies that allow remote monitoring of the environmental situation of industrial facilities. The article outlines the role of remote methods of environmental monitoring and control in the system of environmental protection measures of the Russian Arctic, presents methods for assessing the impact of industrial facilities of the oil and gas complex (OGC) on the environment of the Russian Arctic, presents the results of assessing the effectiveness of using remote methods of environmental monitoring of industrial facilities for the production and processing of hydrocarbons (HC) in the AZRF. The scientific novelty of the study lies in the substantiation of the ecological and economic feasibility of using the methods of remote monitoring of the ecological situation in the Arctic.

<p>This research aims at the solution of environmental problems related to sustainable and economically efficient development of the North, which could enhance the quality of life and health of the population in the changing Russian Arctic. The medical geographic modeling of spatiotemporal patterns of naturally determined diseases is based on the detailed database covering the Arctic zone of Russia. The role of factors affecting the spread of diseases is unequal, with the climatic factor regarded as the most significant at all levels of territorial differentiation. At the highest (national) level, this factor determines the latitudinal zoning, which, in turn, determines the existence conditions of disease hosts and vectors and, ultimately, the foci of diseases. At regional level, the effect of climate is traced in monthly mean temperatures, temperature extremes, precipitation, snow depth, length of no-frost period, etc. Changes of these characteristics influence the poikilothermic (cold-blooded) arthropods, as well as the pathogens spending a part of their life cycles in the arthropods’ organisms. Another important factor is related to water resources, particularly, water-table height and ecological state of water bodies. Comparative analysis of hydrological and hydrochemical data, and their total impact on morbidity rates in terms of pathogenicity eco-indices, can serve as an additional tool for detecting the critical infection areas and population early warning. The original methodology is applied to evaluate the actual medical environmental situation, to forecast possible spatiotemporal changes in morbidity, including due to the most virulent infections, and to elaborate recommendations to public health authorities on planning the preventive and health-improving activities in the Arctic.</p>
