The article examines the main key technologization of modern society as a fundamental reason for the value and socio-cultural changes in public life. Therefore, for a socio-philosophical analysis of social transformations, it is not enough to study only the processes taking place in the economy or political system. For a systematic analysis of social transformations, it is necessary to take into account exactly what changes are taking place in the culture and social system, the development cycle of which is much longer than in the economy or in the industrial sphere; what changes in culture follow economic and political reforms and how these processes are interconnected. In addition, the problem of technologization of modern society is important, which is considered from the point of view of the value and dangers of technocratism and the identification of technocratic thinking and rationality, as well as problems and prospects for the development of a technogenic society in the modern world.

Modern Spanish is a multi-ethnic, complex structured, hierarchical formation ofnan abstract nature that serves its communicative, cognitive, pragmatic and other needs, diverse peoples, ethnos and social groups in contemporary Spanish -speaking countries located on different continents. This language has gone the difficult way of asserting its identity and has felt the ambiguous effect of collision with other linguistic cultures in the process of socio-political, economic and cultural changes. We consider that the language is the main consolidating force of society, it participates in the complex relationships in the triad society-language-culture, and simultaneously plays a key role in social transformations and preserving national and cultural identity. A culture that relies on the language system and cannot exist without it, is a decisive factor in changes in social practices. Therefore, we regard the language as a kind of a framework for culture, and in its complex, both the language and the culture, form an indivisible phenomenon such as the linguoculture, which is inherent in a particular people, ethnicity, society. Within the limits of the theory of linguistic collision, the causes of the original design of the Iberian-Roman linguistic culture can be considered as the intrinsic processes, which were set in the crisis (in the Vth century) and the fall (in the VIth cenury) of the Roman Empire, in the collapse of the Roman linguistic culture. The effect of the contact with German and Arabic linguistic cultures were manifested in complete abandoning of German linguoculture or partial rejection of Arabic linguoculture and in the Spaniards’ awareness of their own national linguistic and cultural identity.

The article is devoted to a consideration of a migration process as the one that is influencing formation of a modern society. Migration is a factor of modern cultural and social transformations. It is emphasized that migration processes are growing, covering various directions of a society activity. Migration processes are also qualitatively changing society structure and predetermines its directions of development. The necessity to study migration processes from the socio-cultural point of view was substantiated. Emphasis is placed on the motivational factors of migration. The cultural models of migration inherent to migrants on an individual level are presented as a hypothesis guiding sociological cognition in this aspect of scientific knowledge. These include “exodus”, “escape”, “emancipation”, “domination” and “return”. The models reflect sociocultural orientations and subjectively perceived migration objectives. The models consider a number of social attitudes and directions for self-realization of a migrant personality in a new system of social relations.

The purpose of the article is to implement a systematic analysis of the factors of the formation of a stable system of political governance. To clarify the functions and structure of a stable political system, the characteristics of stability are highlighted, according to which the political system: has signs of legitimacy; is able to cope with the threat of illegitimate violence; supports the constitu-tional system; reproduces a model of behavior based on stability. Methodologically, the article is based on the works of classical and modern scientists (P. M. Khomyakov, M.A. Gaydes, I.B . Rodionov, A. A. Khomiakov). Makarycheva), devoted to the systematic analysis of political systems. The paper also uses morphological analysis, analysis of political efficiency, and in the final part — the method of state-management design. The author comes to the conclusion that the functions and structure of the modern political system should be considered from the point of view of the defini-tions of “political stability”, viewed through the prism of the absence of political threats, adaptive irremovability of political subjects and the balance of political forces. Political stability implies that the distribution of resources in society involves not only the institutional subsystem of the political system, but also the functional, regulatory and ideological subsystems. Morphological analysis demonstrates that a stable political system is characterized by a balanced interaction of subsystems, in which at least the institutional, regulatory and functional subsystems jointly determine the process of functioning and development of the political system. Stability is the basis and guarantee of po-litical development in the modern world, and stability is not contrary to innovative development or development in general. Both stability and development are the basic conditions for the development of a modern political system, methods of avoiding negative adaptation in the global environment. Stability is not synonymous with closeness — on the contrary, it implies horizontal and vertical mobility, a constitutional system, and a focus on maintaining the activity of political actors. At the same time, all these processes cannot be allowed to take their course and develop outside the political control of the vertical structures of power. Integrity as a system-wide property is an integral basis for the stability of the political system.

The changes taking place in the modern world under the influence of globalization processes leave a serious imprint on the development of social systems contributing to the of a new era formationбwhich is associated with the temporality dominance. To develop in the desired evolutionary version, the states need implementing various social transformations under rapidly changing conditions. It is well known that both spontaneous and projected transformations are based on certain ideas, which, as a rule, are created by networks of intellectuals, and only then are implemented in practice – most often by powerful actors. Thus, the work objective is identifying the role of intellectuals in ensuring the possibilities of the evolutionary variant of the modern society development. To achieve this goal, the author uses own synthetic methodology, as well as an analytical-descriptive method, pragmatic and sociocultural approaches. The work shows the difference between an intellectual and intelligent man. It determines the essential characteristics of intellectuals. Practical examples show the diverse functions performed by intellectuals who go beyond the traditional understanding of «advisers to the authorities». The paper shows real opportunities that intellectuals can realize in a particular society; presents the risks of brain drain caused by non-attention to intellectuals and their inability to exert any real impact on the processes of social transformations.

This article discusses the modern world as the kind of ethnic explosion, the concrete manifestations of which are the growth of the significance of ethnic identity, increasing people’s interest in their roots, traditions, culture and history. The demand for social balance related to ethnic and cultural specifics has noticeably revived. We can say that ethnic communities are real, stable historical formations, and ethnicity is an important, constantly acting factor of the social development. At different times it manifests in different ways, in the situation of serious social transformations that we are currently experiencing, there is the surge in ethnicity. These contradictions are reflected in the Republic of Kazakhstan due to its multinational composition. On the one hand, there are processes of forming the single identity instead of the national identity, based on the citizenship, and on the other hand, there is growing interest in the national culture and traditions. In the modern society people have the right to choose their ethnic self-determination and freedom of self-identification with the particular ethnic and national community, which is guaranteed by the Constitution of the Republic of Kazakhstan.

Research background: The modern world is situated today in a very difficult and complicated period of existence: the coronavirus pandemic, quarantine, the global lockdown, etcetera. Today we are talking about the transition to a new type of social structure, and this transition to something new always entails complexity in adaptation and some breaking of familiar stereotypes. The mankind has faced again the necessity to develop new norms. Purpose of the article: In this article, from the point of view of philosophy, one of the most complex phenomena of the modern information age, is characterized, namely: the global crisis and its role in the formation and development of human thinking, is studied and analyzed. The author’s position echoing the key philosophical ideas presented by such philosophers as R. Descartes and B. Spinoza, I. Kant and G. Hegel, V. Heisenberg and by the others, however, contains its own authorial position. Methods: As part of the historical-comparative analysis, the crucial cultural and existential problems in modern society are demonstrated. The analysis is presented through the prism of such phenomena as a conflict of values, the subjective experience of a person, and a crisis. Thanks to an extensive historical-philosophical and sociocultural discourse, the main milestones of the transformation of understanding and attitude of a person to the basic existential elements of his being in a crisis situation are shown. Findings & Value added: The main focus of the article is on the study and new reception of some previous views on the phenomenon of crisis and the role of philosophy in its evolution.

In today’s world, political environment is closely linked to the media, which are integrated into a political system’s operation and transform communication processes. The phenomenon of mediatization, which represents interrelation between social spheres and the media, is currently in the focus of researches into the media, communications, and society. The article considers mediatization of politics as a key concept for understanding the importance of the media in the contemporary political communication. In the context of the numerous views on mediatization, the authors attempt to conceptualize the phenomenon. They study the emergence and usage of the term and key approaches to studying mediatization, analyze the weak and the strong theories of mediatization, and examine the contextual levels of social transformations within the process. The general theoretical framework allows for two possible lines of studying mediatization of politics: from media actors’ point of view, and from that of a political system. Basing on features of three models of media systems — liberal, democratic corporatist and polarized pluralist, the authors outline areal models of mediatization of politics and emphasize their importance for related researches. As stated, mediatization of politics, being an interdisciplinary phenomenon, is as a complex ambivalent concept with features of a process. A further research of the concept is necessary due to the development of IT-communications, which provides for media’s penetration into all social spheres.

The problems of reforming modern society are actualized in connection with the transformation processes of the globalization world, the change in the management paradigm, the conceptual foundations of the development of modern public administration. Reform processes are inherent in Ukrainian society, because reform has been ongoing since the day of independence of the country until now. Many reforms have been started, but not completed, so the issue of systematic analysis of reform problems as a process of innovative development of life of Ukrainian society is becoming relevant. Reforming is the process of changing certain mechanisms, processes, elements, tools to improve and streamline certain components. The reform process is a complex process that involves change, modernization, improvement, transformation, and development of certain social life functions in accordance with the requirements of modern world society. The article substantiates that all reforms are implemented under a specific political project, so the basic requirement for reforming the modern life of society should be the concept of reform for a certain period. The following concepts should be defined in the mentioned concept. First, conducting a systematic analysis of previous reforms. Second, the priority areas of society that need to be reformed are identified. Third, the rationale for the main mechanisms for implementing reforms, including: regulatory, organizational, institutional, information, etc. Fourth, the justification of the financial plan for reform, which provides not only the financial cost for the years of implementation of this reform, but also in determining the financial impact of the reform and the possibility of optimizing financial resources. Fifth, determining the need for staffing potential for reforming in certain spheres of society, determining the need to involve foreign specialists, analysts, reform specialists and more. It is the cadres who play an important role in the effective implementation of reforms, which depend on the quality of the reforms and public administration decisions. Therefore, this is a key point in the Concept. Sixth, to determine the effects of the implementation of this Concept, in particular, to identify the positive and negative impacts, as well as to analyze the possibilities and limitations. This will make it possible to amend the elements of the reform package in the future in order to achieve results. Seventh, responsibility for poor or timely implementation of the activities of the Concept.

In society, the concept of public library is traditionally associated with silence, peace and safety. However, modern realities indicate that the library profession is associated with many risks. As the experience of the United States shows, employees of public libraries are increasingly faced with problems that disrupt the normal functioning of library and information services and negatively affect the emotional and psychological state of staff and patrons. Ensuring safety of the library is a common concern, equally affecting both employees and patrons of the library. A threat to the safety of library is a potentially or actually possible event, action, process or phenomenon that can disrupt the stability of its operation or lead to shutdown of its functioning. The article considers the subjective threats, i. e. caused by the actions and behaviour of people. These can be mentally unbalanced, substance abusers or armed visitors, computer hackers, etc. Many of them pose a real danger to life and health of both librarians and library patrons. Based on the analysis of the U.S. periodical press, the author provides facts that clearly demonstrate the vulnerability of public library staff to the threats of the modern world: the risk of being killed, the risk of drug overdose of visitors, the risk of hacker attacks on library computers, the risk of developing post-traumatic stress disorder, etc. Library rules and regulations are created to protect the rights, interests and safety of users and employees. It is necessary to keep them up-to-date taking into account the socio-cultural changes in modern society and transformation of human behaviour. The article shows what measures are taken by U.S. public libraries to ensure the safety of employees and patrons.
