The article discusses issues related to the implemented system of monitoring the road transport of sensitive goods. The Act of March 9, 2017, on the road freight transport monitoring system, came into force on April 18, 2017 and introduced procedures to fight dishonest entities involved in illicit trade in goods without paying taxes to the state budget. The Act specifies the rules of the goods tracking system covered by this legal act, as well as liability for the breach of duties, at every stage of the supply chain of road freight transport, i.e. at the level of the sending and receiving entity, the carrier and the driver of the means of transport. The goods covered by the obligatory declaration, both in the wording of the Act and in the justification to the draft act, are referred to as "sensitive goods". The registration tool used for monitoring the transport of the indicated goods is a register of notifications, which is kept in the ICT system by the head of the National Tax Administration. The transport of sensitive goods is subject to the obligation to report to this register.

Road freight transport is a key function of modern societies. At the same time, road freight transport accounts for significant emissions. Digitalization, including automation, digitized information, and artificial intelligence, provide opportunities to improve efficiency, reduce costs, and increase service levels in road freight transport. Digitalization may also radically change the business ecosystem in the sector. In this paper, the question, “How will digitalization change the road freight transport landscape?” is addressed by developing four exploratory future scenarios, using Sweden as a case study. The results are based on input from 52 experts. For each of the four scenarios, the impacts on the road freight transport sector are investigated, and opportunities and barriers to achieving a sustainable transportation system in each of the scenarios are discussed. In all scenarios, an increase in vehicle kilometers traveled is predicted, and in three of the four scenarios, significant increases in recycling and urban freight flows are predicted. The scenario development process highlighted how there are important uncertainties in the development of the society that will be highly important for the development of the digitized freight transport landscape. One example is the sustainability paradigm, which was identified as a strategic uncertainty.

The purpose of the research is as follows: analysis of the current state of functioning of the road transport sector in Eastern Europe and identification of key problems and trends in its development. Research methods: Methods of grouping, comparison and generalization, сorrelation analysis have been used to identify the dynamics of the main indicators of road transport in Eastern Europe. The method of correlation-regression analysis has been applied to determine the impact of increasing the length of roads on the turnover of the road freight transport and the number of employed population in this area. Results. It has been found that the increase in the employed population by 96% and increase in revenues from transportation and storage of goods, postal and courier services (turnover of the road freight transport - in the original language) in the field of road transport by 82% is explained by the change in transport infrastructure capacity by increasing length of highways.

AbstractThe last decades have seen a tremendous amount of research being devoted to effectively managing vehicle fleets and minimizing empty mileage. However, in contrast to, e.g., the air transport sector, the question of how to best assign crews to vehicles, has received very little attention in the road transport sector. The vast majority of road freight transport in Europe is conducted by single drivers and team driving is often only conducted if there are special circumstances, e.g., security concerns. While it is clear that transport companies want to avoid the costs related to additional drivers, vehicles manned by a single driver sit unused whenever the driver takes a mandatory break or rest. Team drivers, on the other hand, can travel a much greater distance in the same amount of time, because mandatory breaks and rests are required less frequently. This paper investigates under which conditions trucking companies should use single or team driving to maximize their profitability. We present a novel optimization approach for simultaneously optimizing routes and crewing decisions and provide experimental evidence that, for a wide range of cost factors, operating a fleet with a mix of team and single drivers can significantly reduce operational costs when compared to typical profit margins in the sector.

In the article "The new manners and methods of supervision over taxpayers, withholding agents and importers by the National Tax Administration" I have presented the new methods following in order: JPK file, JPK_VAT file, STIR - IT system of clearing house, on-line cash register, split payment, road freight transport monitoring system, tax scheme. In further part, I meticulously analysed effectiveness of supervision of the National Tax Administration over taxpayers. Will new regulations ensure supervision of taxpayers in a correct manner. During the analysis of the new manners and methods of supervision over taxpayers, withholding agents and importers by tax, customs and tax investigation authorities, a number of irregularities have been uncovered. The said authorities have been improperly prepared as far as the efficient implementation of their statutory objectives is concerned. The mistakes which had been recognised in the operations of the National Tax Administration needs another changes.

The paper considers the transport and logistics sector of the Kyrgyz Republic in the light of integration into the EAEU. The development of the markets for road transport services in the EAEU member states differ significantly. The level of development of the road transport industry in Kyrgyzstan is low, the maximum level of development in the union is in Russia. The paper also discusses the restrictions on the road freight market in the EAEU countries.

Abstract In this article, an analysis of modular truck application in the road transport in Poland has been made. Terminology has been unified. Classification and law regulations applicable in different European countries and all over the world have been discussed. An analysis of existing solutions has been made and an optimal variant for road freight transport, including the condition and parameters of the road infrastructure in Poland, has been proposed. The study presents initial conceptual assumptions of this project as well as advisability of using these modular trucks, on the basis of a selected research object – the analyzed transport company. On this example, an analysis of costs and potential profits to be generated from transport services performed using the proposed modular trucks and with reference to costs borne by the investigated company with the use of currently operated transport means, has been made.

The dimensions and weight of machines, structures, and components that need to be transported safely by road are growing constantly. One of the safest and most widely used transport systems on the road today due to their versatility and configuration are modular trailers. These trailers have hydraulic pendulum axles that are that are attached in pairs to the rigid platform above. In turn, these modular trailers are subject to limitations on the load that each axle carries, the tipping angle, and the oil pressure of the suspension system in order to guarantee safe transport by road. Optimizing the configuration of these modular trailers accurately and safely is a complex task. Factors to be considered include the load’s characteristics, the trailer’s mechanical properties, and road route conditions including the road’s slope and camber, precipitation and direction, and force of the wind. This paper presents a theoretical model that can be used for the optimal configuration of hydraulic cylinder suspension of special transport by road using modular trailers. It considers the previously mentioned factors and guarantees the safe stability of road transport. The proposed model was validated experimentally by placing a nacelle wind turbine at different points within a modular trailer. The weight of the wind turbine was 42,500 kg and its dimensions were 5133 × 2650 × 2975 mm. Once the proposed model was validated, an optimization algorithm was employed to find the optimal center of gravity for load, number of trailers, number of axles, oil pressures, and hydraulic configuration. The optimization algorithm was based on the iterative and automatic testing of the proposed model for different positions on the trailer and different hydraulic configurations. The optimization algorithm was tested with a cylindrical tank that weighed 108,500 kg and had dimensions of 19,500 × 3200 × 2500 mm. The results showed that the proposed model and optimization algorithm could safely optimize the configuration of the hydraulic suspension of modular trailers in special road transport, increase the accuracy and reliability of the calculation of the load configuration, save time, simplify the calculation process, and be easily implemented.

Introduction. One of the most pressing socio-economic problems is the state of the environment, which affects the living conditions of many people. The article deals with the problem areas of the intersection of 20-ya Liniya street – Sholokhov Avenue in Rostov-on-Don. Problem Statement. The purpose of this paper is to improve environmental safety at the intersection of 20-ya Liniya street – Sholokhov Avenue in Rostov-on-Don by reducing emissions from road transport through the proposed measures to reorganize traffic on this section of the road network. Theoretical Part. The article provides an assessment of environmental and road safety on the road network section before applying the proposed measures. The measures are listed and justified that would help improve the conditions for road transport at the selected intersection and reduce emissions from road transport, which would improve environmental safety. The calculation of environmental indicators was made after the proposed measures to reduce NOx emissions by cars. Conclusion. The article analyzes the environmental indicators before and after the events, and then compares them. Based on the analysis and calculations, it is determined how much the proposed measures to optimize traffic will help reduce NOx emissions by cars.

In 1956 there was a significant step in international road freight transport – conclusion of Convention on the contract of carriage in international road freight transport (CMR Convention), the basic purpose of which was to unify the rules in the international transport of goods and thus promote the development of international trade. From a practical point of view, this was very important for both carriers and transporters. The Convention describes the most important document in the carriage of goods – the CMR consignment note.Recently, the term «neutralization» has been used in connection with the CMR consignment note, which is considered as an interference with the system of functioning of transport documents, which aims to obscure the actual movement of the consignment during transport. At the same time, neutralization of the consignment note is not so much contrary to legal norms as it can lead to undesirable consequences for carriers. For this reason, the question of whether it is possible to neutralize the CMR consignment note in accordance with the current rules and whether the neutralization of the CMR consignment note does not violate the functionality of the existing system is relevant. Therefore, the objective of this work is to study the reasons and methods for neutralizing CMR consignment notes, as well as options for handling neutralized consignment notes.Considering that neutralization of the consignment note has become a relatively common practice and means the exchange of original consignment notes or transport documents with other consignment notes or transport documents, canceling the actions of the first consignment note, in the article the authors, based on their own research, identified the possibilities of using the neutralization of the CMR consignment note in practice for certain types of goods, routes of the most frequent use, as well as the risks of these procedures in road transport.

Accidents of involving motorcycles in Surabaya tend to increase. Recorded from 2014 to 2016 were reached 721, 929 and 1,325 accidents. This phenomenon is certainly not beneficial for the community and road transport policy makers. This study was conducted to determine the characteristics of motorcycle riders and accidents of involving motorcycles. This research further develops estimation of accident prediction involving motorcycle in Surabaya City. Accident data compiled from AIS-IRSMS to know the characteristics of users and accidents using the accidents approach. The research location was conducted in accident prone areas during January 2014 to February 2017 also using AIS-IRSMS. With the Generalized Linear Models (GLMs), the result of estimation of accident estimation involving motorcycle that is McA = 0.00225 Q1.030 e(0.034 S). Accidents of involving motorcycles are heavily influenced by the number of vehicles on the road and the speed of the vehicle. Kecelakaan melibatkan sepeda motor di Kota Surabaya cenderung mengalami peningkatan. Tercatat tahun 2014 hingga 2016 mencapai 721, 929 dan 1.325 kejadian kecelakaan. Fenomena ini tentunya tidak menguntungkan bagi masyarakat dan pengambil kebijakan terkait transportasi jalan raya. Penelitian ini dilakukan untuk mengetahui karakteristik pengendara sepeda motor terlibat kecelakaan dan kecelakaan melibatkan sepeda motor. Lebih lanjut penelitian ini melakukan pengembangan estimasi prediksi kecelakaan melibatkan sepeda motor di Kota Surabaya. Data kecelakaan dikompulir dari AIS-IRSMS untuk mengetahui karakteristik penguna dan kecelakaan menggunakan pendekatan frekwensi kejadian. Lokasi penelitian dilakukan pada daerah rawan kecelakaan sepanjang Januari 2014 hingga Februari 2017 juga menggunakan bantuan AIS-IRSMS. Menggunakan metode Generalized Linear Models (GLMs), hasil penelitian diperoleh estimasi prediksi kecelakaan melibatkan sepeda motor yaitu McA= 0,00225 Q1,030 e(0,034 S). Kecelakaan melibatkan sepeda motor sangat dipengaruhi oleh banyaknya kendaraan di jalan dan kecepatan kendaraan.
