The article is devoted to the study of the problem of forming a positive psychological climate in the pedagogical staff of a modern education institution in the context of educational reforms. On the basis of the analysis of the basic theoretical approaches to the content of the concept of “psychological climate”, a general characteristic of the concept of the psychological climate of the teaching staff is generalized; the structure and factors of favorable psychological climate in the pedagogical staff of the modern comprehensive education institution are considered; the ways of increasing the process of forming a favorable psychological climate of the pedagogical team in terms of educational innovations are outlined. The authors emphasize that development of a new system of education and upbringing in primary schools in accordance with the requirements of New Ukrainian school puts forward new, increased requirements for society, education managers, parents, students and teachers, who must care for the continuous growth of their professional, pedagogical skills, creating a new educational environment. The positive psychological climate in the teaching staff is determined by the features of a particular stage of development of society, economic factors, management style, the specifics of interaction between teachers in the school team, the relationship between teachers and students. The driving force that can effectively implement an educational reform is the professional and mobile personality of the teacher. His/her ability to adapt to the changes taking place in the educational sphere is of great importance; to modernize his/her activity according to the requirements of the New Ukrainian school: to introduce innovative teaching technologies, active methods of pedagogical interaction, to build the educational process on humanistic principles. Therefore, the modern educational environment should be as psychologically comfortable as possible. After all, self-realization and improving one’s professional level is possible under the condition of a favorable, positive, healthy psychological microclimate in the team.

One of the difficult problems at the present stage of development of education is the creation of conditions for the full realization of the student's personality. As one of the ways to solve it, the creation of an adaptive educational process is considered, which is built taking into account the capabilities of students, focuses on meeting their diverse needs and interests, provides conditions for their life self-determination and self-realization, creates a favorable psychological climate for the pedagogical interaction of all subjects of the educational environment. Thus, the paper is based upon adaptive education technologies used to reflect the cooperation of subjects, dialogue, the solution of personally significant tasks, free testing of experience.

Today, Ukraine is on the verge of implementing reform changes aimed at improving the functioning of educational institutions, educational environment, working and learning conditions, etc. To this end, public authorities have adopted a number of legal documents that provide for the content and basic conceptual framework for the implementation of European integration standards. Every higher education institution must implicitly respond to these changes, as its mission should be to improve conditions within and outside the educational environment in relation to all participants of the educational process. In fulfilling its unique mission, each institution of higher education should have its own strategic vision for the development of the entire institution and individual specialties, which takes into account the individual peculiarities and needs of students and research-teaching staff. In order to form the current competences of the graduate of the relevant specialty, the higher education institution must constantly review the objectives and program learning outcomes, which will further affect the competitiveness of the student in the labour market. Each specialty must be in constant motion, development, systemic improvement. Particular attention in this process should be paid to the specialty 011 Educational, Pedagogical Sciences, as their graduates are future teachers of higher education institutions, which in the near future will influence the development processes of the future professionals in various fields. Therefore, the objective of the article is to highlight the optimal conditions that should be created by a higher education institution in the system of training of master’s degree students. To achieve it, theoretical (analysis, synthesis, comparison, generalisation) and practical (questionnaire, observation, conversation) methods have been used. In order to make the research objective and determine the needs of students, we conducted a survey, which showed not only the interest of students in the processes of development of the educational institution, but also allowed us to identify those factors that are the most appropriate for students in improving the quality of educational services. Taking into account the needs of students, we have proposed organisational and pedagogical conditions, the introduction of which will improve the quality of training of master’s degree students majoring in 011 Educational, Pedagogical Sciences.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

Very few papers have been written about the development of education in the wider area of Bosanska Krupa during the Austro-Hungarian administration (1878-1918). No comprehensive historical study is known that treats exclusively the development of education in this area during the occupation period. An exception is the book by Elvira Islamović entitled „Schooling and education in the Bihać district during the Austro-Hungarian administration“, published in Bihać in 2008, which in one part deals with the development of schooling in the Bosnian Krupa area. The starting point for the study of the past of Bosanska Krupa and its surroundings is the work of a group of authors entitled „Bosnian-Krupska municipality in the war and revolution“ published in Bosanska Krupa in 1969, which presents a rough overview of Bosnian Krupa's history until the first years after World War II. war and partly the development of education during the Ottoman, Austro-Hungarian and the period between the two world wars, and more recently the following works: Mithad Kozličić, „Population and settlements of the Una-Sana area 1879-1921. godine“, Bihać 1999; Mirza Ahmetbašić, Adnan Hafizović, Osnovna škola “Otoka“ od osnivanja do danas, Bihać 2008; Emin Mesić, Fikret Midžić, “Mali Pset 1272. Tvrđava Krupa, Prilozi za monografiju Bosanska Krupa“, Bosanska Krupa 2012; Asmir Crnkić, Mirza Ahmetbašić, „Bosanska Krupa during the Austro-Hungarian administration”, Bihać 2020 and others. The development of school opportunities during the Ottoman and Austro-Hungarian administrations was partially addressed by bringing them into context when dealing with other topics. In this paper, the author talks about school opportunities in the area of Bosanska Krupa and its surroundings at the turn of the 19th and 20th centuries. Attention is paid to the establishment and operation of confessional primary and secondary schools that operated during the Ottoman period, and whose work continued after 1878, and the establishment and operation of the first state primary schools in the wider Bosnian Krupa area. The development of school conditions in the area of Bosanska Krupa during the Ottoman rule did not differ from other parts of Bosnia and Herzegovina. For the needs of the Muslim population, sibjan mektebs were opened, somewhat later ruždija and madrasas, and for the needs of Orthodox children of the Orthodox primary school. Orthodox primary schools in the Bosnian Krupa area were first opened in Jasenica, Bosanska Krupa and Velika Rujiška. The Austro-Hungarian government also encountered an extremely high level of illiteracy in the area of Bosanska Krupa and its surroundings. At the end of the Ottoman rule, the illiteracy of the population was more than 95%. In addition, the regular educational process was very often interrupted by various infectious diseases that affected this area, as evidenced by numerous historical sources. There was also a great lack of professional teaching staff. A large number of students who are old enough to start school, the need for education of children of immigrant foreigners, etc. it was a sufficient signal to the competent authorities that a state primary school be established in Bosanska Krupa as well. In the villages around Bosanska Krupa, state primary schools opened relatively late. In the period from 1887 to 1913, public primary schools began operating in Otoka, Veliki Radić, Hasanbegova Jasenica, Ivanjska, Vranjska, Hasani and Bužim. However, in the year of establishment of certain schools, e.g. Otoka, Veliki Radić and Hasanbegova Jasenica there are differences between researchers. The Orthodox population was far more in favor of opening interfaith primary schools in their communities than the Muslim population, despite the fact that the Austro-Hungarian authorities, where possible, regulated the formation of special women's classes in public primary schools. The year 1880 marked a turning point in the development of education in the wider Bosnian Krupa area. That year, the People's Primary School in Bosanska Krupa started operating, which operated throughout the Austro-Hungarian period. However, certain researchers claim that this educational institution began operating in 1884 and 1885, respectively. It was one of the main educational centers and a nursery for numerous cultural and educational activities in this area.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article considers theoretical approaches to the use of psychological games in preschool education. The existing scientific approaches to the classification of games are studied. The need to take into account the classification of psychological games in the organization of play activities, because the classification includes consideration and understanding of common features, which will develop and implement common approaches to the organization of play activities in preschool education. The interrelation of didactic games and games of psychological orientation is proved. The concept of "psychological games", which originate from psychotechnical exercises and are widely used during psychological training, has been clarified. A complex model of psychological games has been developed, which takes into account various areas of mental development of the personality of a preschool child: cognitive, social, emotional and volitional. One of the types of such games are canine exercises that provide a balance of emotional and physical components. The reasons that complicate the process of communication between parents, teachers and children are listed. It is emphasized that the experience of psychological games allows the child to find solutions faster and easier in difficult life situations. The range of psychological and pedagogical possibilities of games of psychological orientation is outlined. The expediency of using such games in the educational process and their ability to influence the emotional connections between children and parents, children and teachers, between children and peers are determined. The types of influence of psychological games on the development of certain mental processes of personality are structured. Emphasis is placed on the need to develop methods of pedagogical guidance of psychological games and their separation from psychotechnical exercises. The effectiveness of the introduction of various psychological games in the educational process depends on the professionalism of teachers and will ensure the solution of specific problems of a practical nature, which will improve the educational process and communication of all its participants.

The problem of the emergence of bullying in the educational area among school-age children is investigated, since in recent years in Ukraine the bullying (baiting) has often been referred to as a negative phenomenon. A brief analysis of modern scientific investigations on the problems of bullying in the educational environment is done, which shows the necessity of a detailed and systematic study on this problem. Bulling is seen as a conflict and widespread phenomenon in children's groups, which can cause a negative impact on formation of personality, difficulties in socio-psychological adaptation, complexity and uncertainty of a young person in choice of next career. It has been noted that numerous facts of child abuse have caused attention to this phenomenon and implementation of specific steps at the state level to counteract and prevent this problem. It is emphasized that the presence of bullying in the educational environment has a negative impact not only on the victim of persecution, but also on the perpetrators (abusers, observers) as well as on parents and teachers. Emphasis is placed on the necessity of coordinated work of educational institutions, school psychologists, social educators, lawyers, parents to overcome bullying, which, respectively can reduce the manifestation of this negative phenomenon and greatly improve the resolution of conflict situations. Finding peaceful ways to resolve conflict situations, upbringing of friendly relationships between children and assimilate moral values leads to a healthy psychological climate in the children's groups, educate the respect and mutual assistance among coevals. There are a number of methodological recommendations for organizing the educational process, conducting cultural events, leisure, extracurricular work, outdoor activities, which help to prevent such a negative phenomenon of our reality. It is concluded that the joint work of relevant state institutions, educators, lawyers, psychologists, parents, media representatives, using different methods of influence on the individuals, may provide conditions for resolution of conflicts and overcoming bullying among children and school youth.

Current trends in the development of the education sector require significant changes in approaches, methods, techniques and tasks of training. The challenges that arise need to be addressed, which will make it possible to increase the competitiveness of higher education seekers after their graduation, and, as a consequence, to improve the competitiveness of the higher education institution itself. The tasks that arise are: a change in the approach to the educational process of research and teaching staff, which must consist in the interest of teachers themselves to improve the quality of educational services they provide; a change in the approach to the educational process of learners – students, listeners, cadets, etc. – that is, it is necessary to transform those who are taught into those who learn; definition of criteria for the effectiveness of education, which is obviously not only in achieving program learning outcomes. The main criteria of efficiency of educational activity are formulated in the article. These criteria are obviously not only the amount and strength of knowledge and skills, competencies and program learning outcomes. Using only such criteria, it is impossible to fully assess the current requirements for the effectiveness of education. In the conditions of market relations, economic crisis, global mental restructuring, the main criterion for the effectiveness of training of the specialist is the ability to employ him in various positions after graduation, and possibly during training. What is more important is the ability of the job seeker to self-improve and master various competencies when changing functional responsibilities. That is, a higher education student must have a wide range of competencies, not only deep ones, which will enable him to develop under certain conditions in the performance of functional duties. Such tasks make it possible to solve the use of elements of dual education, distance technology using modern technological solutions and motivation of participants in the educational process to self-development. The article concludes that the mutual combination of dual education with distance learning technologies should ultimately solve the urgent problem of training an experienced specialist with a high level of competence who will be able to perform production tasks without additional internship or training after graduation.

The article concerns the history of creation and activities of the Odessa Higher International Institute (1916-1920) as the first private special diplomatic educational institution in the world. The author briefly describes the history of the first such universities in the world, presents a comparative analysis of the Institute’s statutes in 1916 and 1918, considers the process of organization of the Institute and the main components of its activity (teaching staff, formation of educational process). The paper examines the students composition, the process of their rights evolution in the system of the Russian Empire / Ukrainian State higher education, the transformation of a higher education institution against a backdrop of reorganization of the Odessa Higher School in 1919–1920.

The formation of state policy in the field of foreign primary education in the second half of the XIX - early XX centuries on the example of the Yakutsk region is considered in the article. It is noted that until the middle of the 19th century the state took its time to develop the education system on foreign outskirts, then during the liberal reforms of the 1860-1870s the government paid special attention to foreign education. It is reported that in total for the period under review four legislative documents were adopted on the education of non-Russian peoples with the aim of unifying the multinational school system and their integration into the common imperial social space. Based on archival documents, the formation and development of primary schools in the region is shown. Information on the number of schools and the number of students, the characteristics of the types of educational institutions, the conditions of their maintenance and activities are given. It was determined that the variety of types of schools, the inconsistency of provisions and charters made it difficult to guide them. Particular attention is paid to the territorial, climatic factors, lack of teaching staff, which had a great influence on the formation and development of the educational system in the region. It is concluded that, despite a number of specific problems, primary public education in the Yakutsk region developed as an integral part of the all-Russian educational process.
