To consider the main directions and extent of influence of ethical groups on political processes in the Republic of Kalmykia.The authors analyzed scientific research on the ethnic identity of the Kalmyk people, as well as media materials and statistical data on the cause and effect of the influence of ethnic groups on regional policy. Seven key areas of influence of the Kalmyks, as a titular nation, on political processes in the region, including through the formation of an ethnic majority among senior positions in the authorities of the subject of the Russian Federation, were identified. The theoretical significance of the study is due to the complex systematization of facts about the influence of the ethnodominating nation of the Republic of Kalmykia on political processes in the region. The practical significance is expressed in the proposal of specific recommendations for partial stabilization of the situation in the Republic.

Introduction. The phenomenon of the Ural Republic in the context of the Russian Federation federal model of state structure formation in 1993 is studied. The process of the Russian federalism model development at this stage was complicated by a whole complex of problems and contradictions. The movement of the regional authorities in the Sverdlovsk region to create the Ural Republic in the context of the Russian post-Soviet model of the Federal structure is considered. Methods and materials. The archival materials of the Presidential Executive Office of Russia and state authorities of the Sverdlovsk region are the key sources of the research. The main group of materials for the article preparation consists of analytical notes reflecting the views of the current authorities on the nature of the state-territorial structure and fixing the expert and analytical view of the higher state authorities on the developing processes dynamics and the risks associated with them. Analysis. The process of the Ural Republic creation consisting of several stages is analyzed: forming an idea and holding a regional survey on equalizing the powers of the region with the republics; an attempt to offer its views on the federal structure at the Constitutional Assembly and to implement its achievements into the draft Constitution of the Russian Federation; the announcement of the Ural Republic creation by the leadership of the Sverdlovsk region, the establishment and protection of its position; abolition of the Ural Republic. Results. The Ural Republic phenomenon had some influence on the constitutional project development, but its elimination prevented not only the risks of so-called regional separatism, but also a potentially large state transformation, which consisted in the emergence of more independent regions, the formation of a new regional policy.

Research background: Sustainable development, social and economic growth not damaging the natural environment are one of the most acute problems in the modern world. The issues of the regional sustainable development in the Russian Federation as the purpose of regional policy and aspects of correlation between socio-economic development and state of regional environment were discussed in scientific papers of D.V. Davankova, L.K., Kazantseva, T.O. Tagaeva, M.F. Zamyatina, P.V. Druzhinin, G.T. Shkiperova, O.V. Potasheva, A.A. Bashirova and others. Purpose of the article: The purpose of this article is to develop measures to improve socio-economic growth in regions on the base of theoretical and methodological substantiation of greening regional policy. Methods: Systematic approach, methods of analysis and synthesis, logical and econometric modelling were used in this research. Findings & Value added: The necessity of including the environmental component in the regional policy structure was approved; the process of regional policy greening was determined; the author’s methodical approach to evaluate the performance of regional policy greening was elaborated; positive changes in social and economic growth were identified with the intensification of regional policy greening; by the example of Perm Krai measures to promote the regional policy greening performance were developed.

The article reveals the current problems of developing strategic documents – concepts and strategies for the development of regions, macro-regions, describes the authors' approaches to determining development targets, forming a criterion system for evaluating the implementation of strategies, gives scientific and methodological recommendations for the formation of macro-regions in the Russian Federation, suggests approaches to improving the system for evaluating the effectiveness of state regional policy. The results of the study can be used to develop strategic documents of a national, macro-regional and regional level.

The article provides a comparative analysis of the national strategy to improve the status of women in the Russian Federation and alternative legislation on gender equality, as well as the heated debate that has developed in the media on the implementation of equal rights and equal opportunities for women and men. The clash of opinions is considered from the point of view of correspondence of the discussion of the issue of gender equality to the specific actions of the actors involved in it. Shown are the changes in Russian gender policy, often quite formal, and, as a result, the deterioration of international indicators of Russia's place in the ranking of gender equality. Various approaches to the definition of the term “gender” in the public are shown.
