Introduction. The phenomenon of the Ural Republic in the context of the Russian Federation federal model of state structure formation in 1993 is studied. The process of the Russian federalism model development at this stage was complicated by a whole complex of problems and contradictions. The movement of the regional authorities in the Sverdlovsk region to create the Ural Republic in the context of the Russian post-Soviet model of the Federal structure is considered. Methods and materials. The archival materials of the Presidential Executive Office of Russia and state authorities of the Sverdlovsk region are the key sources of the research. The main group of materials for the article preparation consists of analytical notes reflecting the views of the current authorities on the nature of the state-territorial structure and fixing the expert and analytical view of the higher state authorities on the developing processes dynamics and the risks associated with them. Analysis. The process of the Ural Republic creation consisting of several stages is analyzed: forming an idea and holding a regional survey on equalizing the powers of the region with the republics; an attempt to offer its views on the federal structure at the Constitutional Assembly and to implement its achievements into the draft Constitution of the Russian Federation; the announcement of the Ural Republic creation by the leadership of the Sverdlovsk region, the establishment and protection of its position; abolition of the Ural Republic. Results. The Ural Republic phenomenon had some influence on the constitutional project development, but its elimination prevented not only the risks of so-called regional separatism, but also a potentially large state transformation, which consisted in the emergence of more independent regions, the formation of a new regional policy.

The article reveals the current problems of developing strategic documents – concepts and strategies for the development of regions, macro-regions, describes the authors' approaches to determining development targets, forming a criterion system for evaluating the implementation of strategies, gives scientific and methodological recommendations for the formation of macro-regions in the Russian Federation, suggests approaches to improving the system for evaluating the effectiveness of state regional policy. The results of the study can be used to develop strategic documents of a national, macro-regional and regional level.

The article analyzes the causes and predicts the consequences of the recent (in February 2019). the adoption of the «Strategy of spatial development of the Russian Federation» — a natural, according to the author, evidence of the continuation of the former regional policy of the state, including the consolidation in the future of the initiated contraction in large-city agglomerations of material, financial, human and other resources, focus on point pockets of preferential stimulated economic activity. In this regard, it is shown on what conceptual and ideological Foundation the development of the «Strategy» was based and what mechanisms of implementation are proposed in it. As a concrete example, the government of the Russian Federation adopted a «comprehensive plan for the modernization and expansion of the main infrastructure for the period up to 2024» in the development of the «Strategy», planning another «road that we do not choose».

This study is based on the conceptual position that selective regional policy is an independent direction of the state's regional policy and its mechanism depends on the model of regional policy implemented in the country: «efficiency» or «equality». The theoretical and methodological foundations of the selective regional policy of the state have been supplemented, including: concept and types. Depending on the goals, two types of stimulating selective policies can be established: health-improving and geo-selective. A new direction of selective regional policy is revealed – geo-selective regional policy, which is a selective state influence by stimulating economic activity and improving the quality of life in geostrategic territories in order to ensure national security and territorial integrity of the state. It has been established that a special type of selective regional policy is being implemented in the Russian Federation, since geostrategic regions are the objects of incentives. The uniqueness of the Far-Eastern federal district lies in the fact that all the Far-Eastern constituent entities of the Russian Federation are classified as the priority geostrategic territories. On the example of the regions of the Far-Eastern federal district as the geostrategic territories, the mechanism of implementation of the geo-selective regional policy in the Russian Federation is shown.

The paper examines the actions taking place in the Ural region in the early 1990s, aimed at increasing independence of the constituent entities of the Russian Federation and the creation of a large political and economic association of several regions of the Urals. In a difficult political situation, new solutions of administrative and territorial structure, regional governance and power decentralization issues were needed. The idea of enlarging Russian regions was seen by various political forces as one of the options for reforming the administrative-territorial structure of the country. The idea was discussed at the Politburo meetings, reflected in the proposals of the democratic opposition representatives, such as Andrey Sakharov, Gavriil Popov and even Boris Yeltsin, and was also discussed in the drafting of the Russian Federation Constitution in 1990–1993. The creation of joint management structures and the formation of public opinion on the issue had begun in the Ural region since 1989, when the regional authorities started to strengthen inter-regional connection of the Urals and launched the process of merging the region into one political entity to solve the economic and social problems. The idea of creating large regions have passed from a discussion format to real political practice and, as a result, was banned. Despite the Ural Republic creation and the political unification of the Ural region into one political entity were prohibited, the processes of inter-regional consolidation to solve common problems and implement joint development programs continued after 1993.

In this article the questions of motivation are considered through the prism of motivation management on the basis of understanding the specifics of the state of motivational and need sphere of civil servants. The results of the analysis of the features of labor motivation during the personnel audit in the regional authorities of one of the subjects of the Russian Federation, which confirms the thesis of the need to distinguish motivation from satisfaction. The paper presents an analysis of studies of domestic and foreign authors on the specifics of the motivation of civil servants. It is concluded that most of the studies contain recommendations aimed at improving the satisfaction of employees, rather than improving the efficiency and effectiveness of their activities. Based on the analysis, the main elements of the system of incentives for civil servants were developed.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
