At the same time, national higher education systems face certain challenges associated with the spread of distance and mobile learning technologies. This paper shows the role of distance learning and mobile learning technologies in the transformational changes of higher education systems, analyzes the possibilities and prospects for the development of these tech-nologies, taking into account the growing trends of digitalization of modern society. The empirical mate-rial for writing this work was the data of the Google search engine, which made it possible to analyze the frequency of search queries for the phrase “distance learning” and its equivalent in Russian, which made it possible to draw conclusions about the dynamics of user interest in the problem under consideration.

The higher education system around the world is being rapidly developed towards digitalization – from computers to laptops, from laptops to tablets and smartphones. Accordingly, traditional delivery of instruction is being shifted towards blended learning that is being gradually replaced with distance learning, i.e. higher education is moving forward with mobile learning (m-learning) technologies. The introduction of mobile learning became the most topical event in 2020 in the context of the COVID-19 pandemic, due to which many countries had to completely move to distance learning in higher education. The purpose of the study is to analyze the prospects for the widespread use of mobile applications in teaching English as a foreign language (EFL) in Russia to Russian and Arab learners. In the course of the study, an online survey based on a questionnaire consisting of four open and closed questions was conducted. An empirical method was applied to collect the research data. The survey was conducted at the Department of Foreign Languages of the Engineering Academy of the Peoples' Friendship University of Russia (EA PFUR). The total research sample included 200 participants and consisted of: 50 potential employers, 50 Russian and Arab students of the Peoples' Friendship University of Russia studying Linguistics (training program code 035700), 50 faculty members, namely teachers of the Peoples' Friendship University of Russia, the Institute of Foreign Languages of the Moscow State Pedagogical University and the Moscow Institute of Physics and Technology, as well as 50 administrative staff of the Peoples' Friendship University of Russia. The purpose of the survey was to collect information about the use of mobile applications (Smartphone Apps) and the introduction of mobile learning technology (m-learning) in the process of teaching EFL to students. According to the results of the survey, instructors are actively using mobile technologies in their professional activities and all participants in the learning process are receptive to their introduction in education. At the same time, respondents believe that technical challenges are the major obstacle to the adoption of mobile applications; these problems must be overcome in order to enable more productive use of mobile applications. In this regard, the study of mobile applications that are suitable for specific aspects of learning a foreign language, such as spoken language, reading comprehension, listening or writing, can be considered a promising research area.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

AbstractThis chapter takes up the now infamous case of the so-called Macchariani Scandal in light of the Karolinska Institute’s tactics for maintaining and enhancing its position as a WCU. It pays special attention to research funding policies in general, and, in particular, the role of the chairman of the Institute’s Board of Trustees, the Liberal politician Lars Leijonborg, as an example of how the dream of becoming a world-class country in the increasingly fierce global competition can have far-reaching negative consequences for national higher education systems as well as for individuals.

The paper considers the growing diversity of higher education systems and institutions by exploring three main trends of expansion, differentiation and globalisation together with linked features concerning new forms of governance and more responsive relationships with other social institutions. At the heart of this expansion and differentiation are a number of tensions concerning the role of modern higher education systems: to do with balancing autonomy and responsiveness, reproductive and transformative functions, public and private benefits, economic and broader socio-political agendas. The paper goes on to ask whether future knowledge societies will continue to need separate institutions of ‘higher’ education and, if the answer is yes, what form these will take.

The worldwide pandemic situation created by the COVID-19 disease confronted the education systems of all countries with the most unpredictable challenge ever, a pedagogical revolution that required the transition from traditional and conservative education of auditors to distance education formats. The new front was clear, in a few days the entire education community had to adapt to the new environment, developing and creating new plans to provide teaching through different electronic platforms and software.
