The paper is devoted to the problems of developing scientific and methodological approaches to as-sessing the level of innovative activity of enterprises of the timber industry complex. The author uses materials that characterize the innovative potential and innovative development of woodworking enter-prises, pulp and paper industry enterprises, furniture enterprises, and enterprises for growing forest crops. The study highlights the features of the de-velopment of innovative processes, consisting in the priority of the use of technological and environ-mental innovations in production, as one of the conditions for ensuring competitiveness. The basis of the research methodology is the formation of an integral indicator of the degree of influence of fac-tors on the innovative development of enterprises. The developed methodological approach is based on the study of the innovative potential of forestry enterprises, as a combination of four components (scientific and innovative, technical and production, environmental, information and communication), and on the assessment of five groups of factors (financial and economic, material and technical, in-formation, environmental natural, digital).

The purpose of the paper is to form a scientific and methodological approach to determining the vectors of innovative development of industrial enterprises as a tool for establishing the trajectory of innovation in terms of development of innovation potential and environmental impact. Correlation analysis of these factors as indicators of external (external environment of the enterprise) and internal (innovative potential) environment based on the nature and direction of influences allows to establish the vector of development, and the construction of a forecast model of economic results confirms its correctness. Methodology. The research used its own methodological developments, correlation analysis, formed the parameters of the external environment, innovation potential, the results of enterprises. The approach was tested at the enterprises of the pulp and paper industry of Ukraine, which proved its effectiveness and efficiency. Results. The ideology of the proposed approach on the combination of organizational and managerial aspects of innovative development with economic indicators is formed and substantiated. The types of target innovation orientation of the enterprise, which is formed into a bipolar matrix, are determined. Based on the corresponding trajectory of the transition between the components of the matrix, three key vectors of development are formed: innovation-adaptive, innovation-balanced, innovation-concentrated. Practical implications. On the example of enterprises of the pulp and paper industry their vectors of development, forecast indicators of profit and sales revenues as an economic effect of following the vector direction and the trajectory of innovation are designed. Value/originality. The developed scientific and methodological approach involves the establishment of the vector of innovative development of the enterprise on the interdependence of innovation potential and the nature of the impact of the external environment, which provides an opportunity to predict the results of its operation.

The authors show the need and some existing opportunities for analysis of non-traditional data sources to obtain a complete and more relevant picture of industries spatial development. The research methodology includes the use of text mining for economic and geographical studies. The relevance of the research is determined by insufficient completeness of official statistical data, cheapening of relevant information processing technologies and abundance of large text data sources in open access. The article discusses the role of the pulp and paper industry (as a key part of the timber industry) in economic and spatial development of modern Russia. The authors identify main trends in the economic and spatial development of the pulp and paper industry of European Russia, draw the conclusions on the expected industry trends and give recommendations for strategic management decisions to respond to industry challenges. The authors claim that the industry needs liberalization and stabilization, primarily through moratoriums on policy changes. The role of the use of big data, and in particular of text mining in economic and geographical research for reasonable and objective conclusions formation that can be used to make timely and balanced management decisions in the timber industry and the pulp and paper industry, is emphasized.

On the basis of the conducted analysis of literature determination of innovative potential of enterpriseis improved in the article. The innovative potential of enterprise is totality of productive, scientific, financial, skilled, organizational and other resources and possibilities that provide readiness and ability ofenterprise to carry out innovative activity, and factors), that create necessary terms for the optimal use ofthese resources and possibilities with the aim of achievement of corresponding reference-points of innovative activity and increase of competitiveness of enterprise on the whole. In the article also the determination of innovative potential of enterprise is improved. The innovative potential of locomotive depot is totality of all necessary for innovative development resources andpossibilities that provide readiness and ability of depot to carry out innovative activity, and factors, that create necessary terms for the optimal use of these resources and possibilities with the purpose of increase of efficiency of innovative activity of both depot and railway transport on the whole.

The theoretical aspects of the formation of innovative potential of companies are summarized. The purpose of the article is to substantiate theoretical and methodological approaches to the formation of innovative potential of companies based on systematization and generalization of fundamental scientific works. The study of literature indicates the need to ensure a systematic vision of the specified scientific problem at a qualitatively new level. The relevance of the article is determined by the need to develop scientifically based approaches to the formation of the innovative potential of companies. The essence of categorical concepts and characteristics of innovative potential is investigated. The economic essence of the innovative potential of companies and the features of its formation are determined. The conceptual apparatus characterizing the conceptual approach to innovation has been developed and supplemented. A systematic approach to the formation of the innovative potential of the company based on determining the structure of innovative resources of the company is considered. The resource aspects of the formation of the innovative potential of companies based on integrated, industry, factor, effective and combined approaches are considered. It is proved that the quality of innovative potential is determined not only by the size of certain resources, but also by their balance, the presence of optimal proportions between them. A review of the conditions for the formation of innovative potential and the features of its implementation are made. Improved methodological approaches to the formation of the innovative potential of the company based on the mechanism of rational decomposition of the elements of innovative potential. The stages of the formation of innovative potential of companies are considered. The factors stimulating the innovative activity of companies and the factors that limit them are identified and analysed. The terminological apparatus of scientific research has been expanded, which allows to optimize the complex of existing approaches to the formation of innovative potential of companies. The practical value of the research results is due to the need to improve innovative processes in companies by improving the mechanisms and methods of forming their innovative potential. Theoretical provisions and conclusions can be used to address issues related to the innovative development of business processes in companies and the management of their production activities. Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. Formation of a competitive economy in the age of information technologies is based on the economy digitalization. Activation of Ukraine's European integration progress and the use of the world's leading technologies require economic development acceleration, which is based on the innovations application in all national economy sectors. The telecommunications industry has strategic importance for ensuring sustainable development, stable industrial and social spheres functioning in Ukraine. Progressive development of science, engineering and technologies, innovation and high knowledge intensity of modern production make special demands as for the ways of telecommunication enterprises development. With deepening of globalization and competition constant intensification, the foundation of telecommunication enterprises functioning are innovations which are enabling their innovative development. Formation of innovative development paradigm of telecommunication enterprises development involves: regulatory and legal support of innovative ideas; state support and stimulation of innovative activity (protection and support of domestic companies, financial support of industrial samples patenting, utility models, inventions abroad); giving priority to innovative factors in order to increase competitiveness and to ensure positive financial performance of enterprises; information interaction and coherence of innovation activity; creativity of approaches to ensure the conditions of the enterprise's innovative activity. Research relevance. Today, the main prerequisite for the improvement of mining enterprises performance and competitiveness is their transition to innovation-based development. The enterprises are directed towards the novelties, innovations, and changes, which largely depend on human activity revitalization. As a result, human capital becomes more valuable than metal, oil, etc. Human capital becomes exactly the value that determines the economic development. Innovation-based development of a mining enterprise is the influence exerted by the managing entity on the managed enterprise with the purpose of transferring it to the required state. The effectiveness of mining enterprise innovative development management requires appraising the level of innovativeness and taking necessary remedial actions in order to achieve the goals. Research aim is to develop the methodological apparatus of estimating the innovativeness of a mining enterprise based on the development of human capital. Results. In the course of the research the need to switch to the innovation-based development has been justified, the special role in its realization is played by the effective use of the innovative potential. In its turn, human capital is the fundamental component of the innovative potential; human capital development conditions the enterprise’s assignment to an innovative type. Methodological apparatus of estimating the innovativeness has been worked out, which provides for the estimation of the innovative character of technical and process transformations, innovative product and innovative human capital. End appraisal ratio is an integral indicator formed based on four indices with the account of the weighting factors. It is recommended to establish the threshold values of the integral indicator which will make it possible to differentiate mining enterprises according to the level of innovative development. In order to estimate the human capital, the author’s recommendations published later should be referred to. Summary. The use of the methodological apparatus of estimating innovative mining enterprises will make it possible to increase the effectiveness of managing the process of switching to the innovation-based development. Control over the variation of innovativeness level makes it possible to take necessary remedial actions and achieve the desired condition.

Innovation potential is the main category that reflects the state of the innovation component in the development of any enterprise. The author's approach to defining the components of the innovative potential of an enterprise is presented. The review of the factors influencing the formation and development of innovative potential is carried out. Assessment of innovative potential is a complex task that requires an integrated approach. The purpose of assessing the innovative potential is to obtain complete and objective information about the state of internal subsystems, which is necessary for the successful innovative development of all enterprise subsystems. A review of modern methods for assessing the innovative potential of an enterprise is carried out. There is no consensus on the issues of assessing and predicting the level of innovation potential and the effectiveness of innovation activities of enterprises. When considering the techniques, the general disadvantages inherent in most theories were highlighted. The conclusion is made: when assessing the innovative potential, it is necessary to take into account the innovative capabilities and the current level of innovative activity of the enterprise. The information processing process is the final stage of the analytical work to assess the innovative potential. Information processing techniques and techniques are important elements in conducting an assessment.
