Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. The article is devoted to topical issues of research of innovative activity at domestic industrial enterprises, its importance for the domestic economy is substantiated. The purpose of the study is to analyze the current state of innovation activity of industrial enterprises and to formulated irections for its improvement. The methodological basis of the study is the current abstraction, analogies and theoretical generalizations - generalization of existing approaches to ensuring the innovative activities of industrial enterprises, justification of the need and highlighting the main problems of introducing innovation processes in domestic enterprises; methods of system, comparative and economic-statistical analysis - to study the state of innovative activity of industrial enterprises of Ukraine; graphic - for visual representation and schematic and graphic construction of theoretical and practical provisions of the study; abstract-logical - for the logical generalization of theoretical principles and formulation of research conclusions. The object of research is innovation. The subject of the research is the current state and directions of increasing the innovative activity of industrial enterprises. Dynamics of innovation activity and process of introduction of innovations in the domestic industryare analyzed. Data on implementation of innovations at domestic enterprises are presented. The structure of sources of financing of innovative activity of industrial enterprises of Ukraine is formed. The factors that impede the activation of innovative activity in modern industrial enterprises are considered. The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.

To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation.The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.

The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

The article notes that in modern conditions of the transitivity of the economy, the basic component of the mechanism for forming the foundations of sustainable development is to ensure the competitiveness of domestic goods and services in the national and international markets. For the purpose of analyzing the state, pressing problems and prospects of innovative development in Ukraine, quantitative and qualitative indicators of innovative activity have been investigated. It was revealed that during 2010-2019 there was a decrease in the number of organizations engaged in research activities and the number of employees engaged in research and development. It was found that, according to the State Statistics Committee of Ukraine, there is a tendency to an increase in expenditures (in million UAH) on research activities, but this was due to the depreciation of the hryvnia, because in dollar terms, there has been a decrease in the level of funding since 2014. It was revealed that in accordance with the ratings of the European Innovation Scoreboard 2020, Ukraine loses its positions every year – 34th place in 2014, 35th place during 2015-2018, 36th place in 2019 year and the penultimate 38th in 2020, ahead of only Romania. Taking into account the fact that the financial support of innovative activity in Ukraine is still very limited, in order to form the prerequisites for its increase, it is necessary to introduce a set of measures to mobilize existing and potential financial resources, including by attracting investments.

The Russia’s innovative development is the most important indicator of the competitiveness of the national economy. By implementing an innovation policy, the state stimulates the innovative activity of industrial enterprises. The study analyzes the impact of changes in the regulatory framework in the Russian Federation on the level of innovation development and the country’s position in the world ranking of innovative activity. The article reviews the tendencies of foreign government stimulation of business innovation activity on the example of the USA, India and Sweden and draws a conclusion about the significant role of the state and the need for targeted financing of enterprises’ innovative activities. Comparative analysis and diagnostics of innovation policy problems, analysis of the rating of innovation activity, forecasting the costs of technological innovation, determination of criteria for innovative activity of industrial enterprises were used as research methods. As a result, the proposed approaches to stimulate the innovative activity of industrial enterprises, taking into account the differentiation of enterprises by the addressee, channels, frequency and method of implementation of incentives. The introduction of the proposed approaches will increase the innovative activity of industrial enterprises, which will lead to an increase in the competitiveness of the national economy.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

The Impact

Innovative development of domestic enterprises and growth of their competitiveness is the most important task at the present stage of development of the country's economy. The purpose of this study is to develop methodological tools that assess the impact of strategic plans for innovative development of an enterprise on the level of its competitiveness. The hypothesis of the study is that the plans for innovative development of the enterprise have a positive impact on the level of competitiveness of the enterprise. The article shows that in modern conditions one of the main directions of increasing the competitiveness of any company is inextricably linked with the formation and use of innovative development systems at enterprises. An analytical review of the existing methods for evaluating the competitiveness of the enterprise is carried out; their advantages and disadvantages are determined. It is shown that there is currently no single universal approach to such evaluation. As a result, a reasonable choice was made in favor of a methodological approach that evaluates competitiveness in dynamics; the main indicators and algorithms used in this approach are presented. The method of assessing the stability of the competitive position of industrial enterprises based on their innovative activity using a number of innovative indicators and taking into account their possible growth in the financing and implementation of innovative projects is proposed. The competitiveness of the largest Russian Pipe Metallurgical Company in comparison with its leading domestic competitors in the period 2017-2019 was evaluated; the main problems and weaknesses in the company's activities that have a negative impact on its competitiveness are identified. An assessment of the innovative activity of the Pipe Metallurgical Company is performed, which shows that the company currently adheres to a strategy based on the introduction of improving innovations. Modeling of the dependence of the level of the competitiveness of the company on the indicators of its innovation activity is performed; the indicators that have the strongest impact are identified, namely: the coefficient of intellectual property security, the coefficient of innovative growth, and the coefficient of development of new products. An example of the implementation of an event aimed at increasing the company's innovation activity indicators and related to the commissioning of unique research equipment for the development of new threaded connections for pipes is given. Based on the projected outcomes of the event, the forecast level of competitiveness of the Pipe Metallurgical Company for the period up to the end of 2020 was determined.

At the present stage of the development of innovative activity of industrial enterprises, it is necessary to implement measures, the implementation of which is, first of all, the creation of an innovative reserve characterized by innovative potential. The approaches presented by the author to the structure of the elements of the innovation potential, firstly, allow us to identify the missing elements in its composition, secondly, to determine the level of development of these elements, and thirdly, to formulate proposals to eliminate the shortcomings. Currently, the state has initiated a number of federal programs that are aimed at forming and supporting the development of innovative potential both at the level of enterprises, regions, and the state as a whole. The key direction that determines the possibility of achieving the goals in these sectors is the development of personnel component of the innovative potential of domestic enterprises. The analysis of the conditions for the formation of the innovative potential of domestic industrial enterprises allows us to judge the unsatisfactory form of its innovative development, in which there is a significant gap between the requirements of innovative activity, as well as the requirements of the external and internal environment, the ability to adequately respond to the factors of influence. In this regard, in order to develop the innovation potential, the author proposes the structure of its elements and the analysis of the factors influencing the innovation activity of industrial enterprises, as well as bringing it into a balanced state of its external and internal environment. As the main tool for the development of innovative potential and bringing it into a balanced state, organizational and managerial factors are used to increase the efficiency of innovation activities and ensure the activation of the innovative potential of industrial enterprises.
