At the present stage of the development of innovative activity of industrial enterprises, it is necessary to implement measures, the implementation of which is, first of all, the creation of an innovative reserve characterized by innovative potential. The approaches presented by the author to the structure of the elements of the innovation potential, firstly, allow us to identify the missing elements in its composition, secondly, to determine the level of development of these elements, and thirdly, to formulate proposals to eliminate the shortcomings. Currently, the state has initiated a number of federal programs that are aimed at forming and supporting the development of innovative potential both at the level of enterprises, regions, and the state as a whole. The key direction that determines the possibility of achieving the goals in these sectors is the development of personnel component of the innovative potential of domestic enterprises. The analysis of the conditions for the formation of the innovative potential of domestic industrial enterprises allows us to judge the unsatisfactory form of its innovative development, in which there is a significant gap between the requirements of innovative activity, as well as the requirements of the external and internal environment, the ability to adequately respond to the factors of influence. In this regard, in order to develop the innovation potential, the author proposes the structure of its elements and the analysis of the factors influencing the innovation activity of industrial enterprises, as well as bringing it into a balanced state of its external and internal environment. As the main tool for the development of innovative potential and bringing it into a balanced state, organizational and managerial factors are used to increase the efficiency of innovation activities and ensure the activation of the innovative potential of industrial enterprises.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

The systems of partial, integrated, and general indicators of innovativeness of the company’s personnel and criteria for assessing its level were proposed. A system of indicators of innovative activity of personnel based on qualimetric assessment of their innovative potential was offered. The procedure for assessing the level of innovative activity of employees was improved by introducing a partial indicator of personnel’s desire to carry out innovative activities. A system of indicators for assessing the effectiveness of innovative activities of personnel, including two groups, was proposed. The first group of partial indicators characterizes the effectiveness of innovative activity of the company’s personnel, the second group focuses on the effectiveness of commercialization of innovative products. To determine the level of innovativeness of the company’s personnel, a matrix that combines assessment of the levels of innovative activity and effectiveness of innovative activities of employees was proposed. The results of the study make it possible to determine the level of innovativeness of personnel, to develop an effective strategy for the creation and commercialization of innovative products of an enterprise.

Also, a systematic presentation of the features of management of the innovative activity of an enterprise in modern economic conditions was formed. The authors believe that for successful management of innovative development of the enterprise there should be a "smart" management system of innovative development of the enterprise. The purpose of the IDE management is to increase the competitiveness of the enterprise - the stable market position for continuous development in a constantly changing external and internal environment. Features of managing the development of innovative entrepreneurship at the present stage are the following: the ability and readiness of the economic entity to positive change, progress; the sequence of management actions that realize the innovation potential; quantitative changes in the relevant "growth points"; qualitative changes based on cooperation and rivalry between market participants for better conditions of production, purchase and sale of goods. It should be noted that management of innovation entrepreneurship development should have the support of the state in the context of Ukraine's innovation policy. The prospects for further research are related to the improvement of the innovation entrepreneurship management system as a key element for increasing the competitiveness of modern enterprises in a constantly changing external and internal environment.

The problem of targeted financing of economic sectors is considered. The method of targeted financing of sectors of the economy through investment in innovative development is proposed. On the basis of statistical data on the performance indicators of the sectors of the economy, the calculation of indicators of their innovative potential was carried out, based on the volume of sold innovative products (goods, services) by type of economic activity. In order to stimulate sectors of the economy by investing in innovative development, it is proposed to introduce targeted financing of the latter. The problem of quantitative assessment of targeted financing of economic sectors by means of investment in innovative development based on an integrated approach has been solved. According to the results obtained, sectors of the economy that are identified as the most risky and have the potential for innovative development fall under targeted financing. The proposed technique was tested by an experimental method. On the basis of an integrated approach for the indicators of the riskiness of the economic sector and the indicator of the innovative potential of the economic sector, targeted financing for 3 sectors of the economy (namely: P, N, M, L and J) was determined. Sector P will receive more targeted funding, while sectors N, M, L and J will receive less targeted funding, respectively. The size of these parts will be 47.30 %, 22.31 %, 13.48 %, 9.56 % and 7.34 %, respectively, of 100 % S. The results of the study are of practical interest for government bodies (local, territorial, etc.) in the distribution of funds according to the vector of targeted financing of sectors of the economy through investment in innovative development. Practically valuable for researchers who deal with issues of financial security, targeted financing and public administration

To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation. The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.
