Trends of innovative development of Russia from the standpoint of interaction of economic levels

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

Innovations are essential for international competitiveness. In this research study, we analyze factors that affect the involvement of Russian firms in the innovation process. Our objective is to find out which factors on a regional level are the most important for innovative activity, that would allow for improving the innovation policy. We overview the main groups of factors that were considered to be significantly affecting innovations. We then proceed to analyze the regional-level data, and classify the Russian regions into three groups based on set of their characteristics. Our results suggest that currently the most important external determinants of innovation propensity for the Russian regions are the share of organizations that carried out scientific research, FDI, appropriate infrastructure and the quality of human capital. It implies that the innovation policy should focus mainly on these indicators. We also found substantial differences between regional groups, both in significance of the considered indicators and in their power. Based on the results, we propose several policy recommendations that would facilitate innovation activities of the Russian regions

The study aims to develop a differentiate d approac h t o th e elaboratio n o f innovativ e developmen t strategie s o f Russian regions, which allows an effective implementation of innovative paradigms, considering the specificity of scientific and technical, innovative, and production and technological potential of regions. The analysis of international experience of innovative development illustrates the need to consider regional features when creating innovative strategies. We examined the dynamics of the innovative potential of Russian regions over the past decade. We hypothesise that an effective targeted innovative strategy of a region should be closely related to its socio-economic strategy, relying on the most relevant scientific, technological, and educational potential. We identified 4 main criteria for differentiating innovative strategies. These criteria application increases the effectiveness of innovation policies. These factors include the relationship of regional innovative strategies with relevant socio- economic strategies, the innovation and technological specialisation of the regions, regional needs for innovative transformations for the future, and forms of innovation activity. A comparative analysis of innovation and production capabilities and needs of Russian regions showed significant differences in the number of people employed in research and development, technological innovation costs, manufacturing output and other indicators. Based on the analysis, we identified top 15 regions, which are the most innovation-ready. The study used comparative analysis methods, economic and statistical methods, and forecasting methods. We proposed an algorithm for using a differentiated approach for strategizing regional innovative development. Finally, we concluded that a differentiated approach to the development and implementation of innovative development strategies allows improving the efficiency and targeting of state innovation policy through more efficient use of available resources and opportunities to strengthen the sustainability of regional communities. The article is intended for experts in the field of theory and practise of managing the innovative development of regions.

The article discusses the theoretical and applied aspects of a new approach to the management of tourist and recreational systems based on a network-centric model. The model is based on the application of a network structure of information exchanges between tourist enterprises, consumers of tourist services and marketing organizations. In this network structure, clusters or aggregations of objects consisting of homogeneous small and medium-sized tourist enterprises are distinguished. The principle of self-synchronization in the network-centric construction of management in tourist and recreational systems is considered. The concept of "tourist and recreational attractor” is introduced. The strategy of "borrowing" in the application of mechanisms for the diffusion of innovations and advanced tourist and recreational technologies in the tourism industry of Russian regions is justified. A multi-network scheme of innovative development of the tourist and recreational sphere, including the educational segment, is proposed. The tourist and recreational system is considered at the municipal level. Approbation of the research results was carried out within the framework of tourist and recreational design of the Moscow and Tver regions municipalities. It is concluded that the network-centric concept, being innovative, has a high applied value and allows solving existing problems in their interrelation, providing competitive indicators (the volume of tourism, employment of supporting personnel, the size of investments). The results obtained in the study can be successfully replicated at the regional level of tourism and recreation management.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

Purpose: of the article is a parametric comparison of the features of the development of the regions of China and Russia for the possibility of using the Chinese experience in managing innovative development.Methods: comparison of the innovative potential of Russia and the PRC, as well as the possibilities of using the Chinese experience in the management of scientific, technical and innovative development in Russia was carried out using linear regression analysis and comparison of its indicators. Analysis and comparison were carried out using statistical data on innovative and economic development in statistical collections of Russia and China.Results: the article discusses the possibilities of using Chinese management experience in the development of the spheres of science, technology and higher education for the innovative and economic development of Russian regions. To a large extent, the experience of the PRC is already actively used in Russian state practice, while, in the context of Russia's economic difficulties in recent decades, it does not always work successfully. The work shows that the regions of the PRC are rapidly increasing their innovative activity in recent years, which contributes to the rapid growth of the well-being of their population. The number of regions-innovative and economic leaders is growing. Among all regions of Russia, only Moscow in level of innovational activity and GRP corresponds to the leading regions of China. The paper also shows that changes in the indicators of innovation activity of Russian regions have a relatively weak effect on their economic development.Conclusions and Relevance: it is recommended to carefully study the experience of the Chinese regions-innovation leaders and the Chinese innovation policy in general for application in Russia, as well as the development of Russian-Chinese innovation and scientific and technological cooperation.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

The article analyzes aspects of innovative activity of enterprises and some elements of their investment support in the current conditions of increasing the influence of globalization processes and determining the comparative advantages of the region, since the introduction of innovative products is a basis for effective development of the enterprise, region and country as a whole. The analysis of the main indicators characterizing the level of innovative activity and innovation activity of the enterprises of Lviv region, in particular the volume of performed scientific and technical works; the share of enterprises that introduced innovations; volumes and structure of sources of financing of innovation activity in the Lviv region, volumes of expenses for innovative activity of enterprises and direct foreign investments into the economy of Lviv region. The peculiarities of the innovation process at the regional level are characterized and directions of activation of investment and innovation activity taking into account the comparative advantages of the region on the basis of SWOT-analysis with the definition of strengths and weaknesses and the use of opportunities and the avoidance of threats are proposed; use of foreign economic potential of the region, its borderline location and export-oriented production. The development of innovative potential and expansion of the ways of its investment support are one of the factors that play a crucial role in ensuring a comprehensive balanced development of the region, building strategic prospects for its economic growth, identifying internal problems and obstacles that hinder really assess the potential of existing ones at the local levels of development resources. The implementation of regional innovation policy involves the use of methodological approaches that ensure the coordination of the interests of economic entities in the territory with the objectives of its economic and social development. A key role in ensuring innovation activity is the choice of a particular strategy for innovation development and its implementation, as well as the level of availability of various resources in the innovation sector and the quality of management. The issue of investment and financial provision of innovative development of enterprises of the region and the search for ways of alternative financing, information awareness of enterprise management in the innovation sphere and the possibilities of adjusting the process of their application in practical activities remain relevant.

Topicality. One of the problems of the state innovation policy in Ukraine is the abolition or suspension of financial privileges for the subjects of innovation activity due to the lack of transparency of the mechanisms of their distribution. However, complete rejection of state financial support o innovation, that is one of the most widespread instruments of innovation policy in the world, does not correspond with the interests of innovative development of the state. As a solution of this problem at the regional level could be the mechanism of financial support for innovative projects on a competitive basis. Aim and tasks. The purpose of the article is to develop organizational and economic mechanisms of innovative development at the regional level and to discover the source of formation of their financial support. Research results. The article proposes a mechanism for competitive selection of innovative projects to receive funding from local budgets, which, unlike the existing ones, is as transparent as possible, ensures competitiveness among applicants and takes into account the priorities of innovative development of a particular region through the following procedure: the committee for selection of innovative projects is formed on the principles of participatory involvement of representatives of all stakeholders - authorities, business, science, education, community, determines the terms of competition and announces the competition; the competition is open to anyone who has ideas on the announced theme; the selection procedure occurs with maximum transparency and the announcement of the criteria, the selected projects receive funding from the local budget at the expense of the development budget; audit. It is envisaged that economic support for the competitive selection of innovative projects is carried out on the basis of partnerships and financial support from local budgets. The following mechanisms have been proposed: public-private partnership financing through equity participation; granting tax exemptions for other taxes paid to regional budgets; investment-oriented tax benefits, which provide for the exemption from income tax on the financial results of enterprises that are not withdrawn from business and reinvested in innovative projects. Conclusion. Implementation of the proposed mechanisms will ensure transparency of the project selection process, competitiveness among applicants, financial support from different sources and taking into account the priorities of innovative development of a particular region.
