Purpose: of the article is a parametric comparison of the features of the development of the regions of China and Russia for the possibility of using the Chinese experience in managing innovative development.Methods: comparison of the innovative potential of Russia and the PRC, as well as the possibilities of using the Chinese experience in the management of scientific, technical and innovative development in Russia was carried out using linear regression analysis and comparison of its indicators. Analysis and comparison were carried out using statistical data on innovative and economic development in statistical collections of Russia and China.Results: the article discusses the possibilities of using Chinese management experience in the development of the spheres of science, technology and higher education for the innovative and economic development of Russian regions. To a large extent, the experience of the PRC is already actively used in Russian state practice, while, in the context of Russia's economic difficulties in recent decades, it does not always work successfully. The work shows that the regions of the PRC are rapidly increasing their innovative activity in recent years, which contributes to the rapid growth of the well-being of their population. The number of regions-innovative and economic leaders is growing. Among all regions of Russia, only Moscow in level of innovational activity and GRP corresponds to the leading regions of China. The paper also shows that changes in the indicators of innovation activity of Russian regions have a relatively weak effect on their economic development.Conclusions and Relevance: it is recommended to carefully study the experience of the Chinese regions-innovation leaders and the Chinese innovation policy in general for application in Russia, as well as the development of Russian-Chinese innovation and scientific and technological cooperation.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The article emphasizes that Ukrainian government must choose the way of widespread innovation and building a competitive state. Increasing the competitiveness of Ukraine is possible only providing the establishing of innovative development mechanisms and technological improvement of the national economy. The main obstacles of Ukraine's transition to an innovative model of development have been identified. Innovation processes in the economy have not gained significant scale, the number of enterprises implementing innovations is decreasing every year and today is 12-14 %, which is 3-4 times less than in innovative economies countries. It is concluded that the intensive development of innovation in modern conditions provides a basis for sustainable economic growth, which provides an opportunity to argue about the innovative type of economic development in contrast to the stagnant, evolutionary, extensive. The course for innovative development in Ukraine determines the transition of the economy to a new qualitative state. It is proved that in the current crisis situation in Ukraine, there is a problem to develop a model of sustainable economic growth, the solution of which will be the basis for a qualitatively new type of economic development. The qualitative characteristic of innovative economy and principles of its full-fledged effective functioning are resulted. The current system and level of financing of innovation activity in Ukraine, which requires both qualitative and quantitative changes, introduction of state and non-state financial methods aimed at intensification of innovation activity are analyzed. The necessity of transition to the innovative economy has been substantiated, which will give an opportunity not only to bring Ukraine's economy out of crisis, but also to accelerate economic growth, which will ensure further stable socio-economic development of society. A conceptual model of innovative economic development is proposed. The role of State innovation policy in Ukraine is defined, which would ensure the creation of socio-economic, organizational and legal conditions for the effective reproduction, development and use of the scientific and technical potential of the country.

The study aims to develop a differentiate d approac h t o th e elaboratio n o f innovativ e developmen t strategie s o f Russian regions, which allows an effective implementation of innovative paradigms, considering the specificity of scientific and technical, innovative, and production and technological potential of regions. The analysis of international experience of innovative development illustrates the need to consider regional features when creating innovative strategies. We examined the dynamics of the innovative potential of Russian regions over the past decade. We hypothesise that an effective targeted innovative strategy of a region should be closely related to its socio-economic strategy, relying on the most relevant scientific, technological, and educational potential. We identified 4 main criteria for differentiating innovative strategies. These criteria application increases the effectiveness of innovation policies. These factors include the relationship of regional innovative strategies with relevant socio- economic strategies, the innovation and technological specialisation of the regions, regional needs for innovative transformations for the future, and forms of innovation activity. A comparative analysis of innovation and production capabilities and needs of Russian regions showed significant differences in the number of people employed in research and development, technological innovation costs, manufacturing output and other indicators. Based on the analysis, we identified top 15 regions, which are the most innovation-ready. The study used comparative analysis methods, economic and statistical methods, and forecasting methods. We proposed an algorithm for using a differentiated approach for strategizing regional innovative development. Finally, we concluded that a differentiated approach to the development and implementation of innovative development strategies allows improving the efficiency and targeting of state innovation policy through more efficient use of available resources and opportunities to strengthen the sustainability of regional communities. The article is intended for experts in the field of theory and practise of managing the innovative development of regions.

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

The article is devoted to the study of the problems of innovative development in the regions of the Russian Federation. The aim of this work was to determine the empirical relationship between the indicators of innovation activity, economic growth and the state of the institutional environment in the regions. For this purpose, the research methodology was formed and the analysis of the subjects of the Russian Federation was carried out with the establishment of current trends in innovative, institutional and economic development. The methodological basis of the study was the grouping method, the decision tree method, as well as economic and mathematical modeling for constructing production functions. In the course of the analysis, it was found that economic growth directly depends on the innovation and institutional factors. High values of these factors allow you to get GRP per capita at the level of 510 thousand rubles and above, with low values, this indicator is 180-200 thousand rubles. The rate of economic growth is also directly proportional to these factors. It is also revealed that, first; the quality of public institutions and business institutions determines the effectiveness of development and the growth of innovation indicators at the regional level. The most significant attribute for the classification of subjects by the level of innovative development is the innovation activity index. It defines the current classification by 36.7 %, the indices of socio-economic conditions and the quality of innovation policy by 26 %. Macroeconomic modeling of economic growth in the regions depending on the level of innovative development is carried out, and the prospects for using the innovative factor as a driver of economic growth are evaluated. It is established that for a significant number of regions of the Russian Federation, the innovative way of development is not relevant in the medium term. Only for 15 territorial subjects of the Russian Federation, economic growth is real, accompanied by the development of innovative activities. Based on the results of the simulation, proposals are formulated for the directions of economic development of the regions. The development of human civilization is characterized by the evolutionary nature of transformations. The driving force behind this process has always been innovation. They are the main tool for coping with crisis phenomena, the emergence of which signals the need for change. Transformational processes of the world economy have an innovative nature: with global innovations the continuity of technological processes is involved, which causes fundamental changes in the system of socio-economic relations. The problem of development of innovation activity is especially relevant for Ukraine in the context of its integration into the world economy and the course of socio-economic transformation processes in the state. The formation of an effective innovative economy is the main means of ensuring balanced socio-economic development and the acquisition of appropriate positions. Research on innovation and innovation is developing dynamically. Foreign and domestic scientists and practitioners believe that one of the main factors of economic development is innovation and innovation. Innovation is recognized as a leading factor in socio-economic growth. Thanks to innovations, science has become a major productive force, and knowledge is a major asset. The development of individual settlements, cities, countries and whole regions of the world is directly related to certain types of activities that are decisive at one or another of its stages. The experience of the developed countries of the world shows that the development and stimulation of innovation activity is a guarantee of economic growth of both the individual enterprise and the economy of the country as a whole. Continuous innovation process is a condition for ensuring high competitiveness of both individual companies and national economies. Increasing the innovation activity of enterprises and intensifying the production of innovative products today is a condition of social and economic well-being in each state. Innovation activity is a key factor in increasing the efficiency of production, one of the components of the successful operation of the enterprise, therefore the intensification of the dynamics of economic growth of Ukraine’s economy implies the innovation of industrial enterprises. Consequently, the article thoroughly explored the peculiarities of development and financing of innovation activity in Ukraine, and suggested ways of activating innovation activity in the regions of Ukraine and directions of improving its financial support. В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

Corruption is one of the key problems facing the Russian state as it seeks to evolve out of its socialist past. Naturally, regional patterns of corruption exist across a country as large and diverse as the Russian Federation. To explain these variations, the authors analyze 2002 data from Transparency International and the Information for Democracy Foundation that provide the first effort to measure differences in the incidence of corruption across forty Russian regions. They find that corruption in Russia is fueled by the size of government and by the level of development. Within each region, the amount of corruption increases as the number of bureaucrats grows and gross regional product per capita decreases. Russian policymakers can therefore work to reduce corruption by effectively reforming or scaling back bureaucracies and by encouraging economic development outside of the key centers of Moscow and St. Petersburg.
