The article discusses the theoretical and applied aspects of a new approach to the management of tourist and recreational systems based on a network-centric model. The model is based on the application of a network structure of information exchanges between tourist enterprises, consumers of tourist services and marketing organizations. In this network structure, clusters or aggregations of objects consisting of homogeneous small and medium-sized tourist enterprises are distinguished. The principle of self-synchronization in the network-centric construction of management in tourist and recreational systems is considered. The concept of "tourist and recreational attractor” is introduced. The strategy of "borrowing" in the application of mechanisms for the diffusion of innovations and advanced tourist and recreational technologies in the tourism industry of Russian regions is justified. A multi-network scheme of innovative development of the tourist and recreational sphere, including the educational segment, is proposed. The tourist and recreational system is considered at the municipal level. Approbation of the research results was carried out within the framework of tourist and recreational design of the Moscow and Tver regions municipalities. It is concluded that the network-centric concept, being innovative, has a high applied value and allows solving existing problems in their interrelation, providing competitive indicators (the volume of tourism, employment of supporting personnel, the size of investments). The results obtained in the study can be successfully replicated at the regional level of tourism and recreation management.

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

The paper analyzes the impact of the federal regulatory burden on poverty dynamics in Russia. The paper provides regional level indices of the federal regulatory burden on the economy in 2008—2018 which take into account sectoral structure of regions’ output and the level of regulatory rigidity of federal regulations governing certain types of economic activity. Estimates of empirical specifications of poverty theoretical model with the inclusion of macroeconomic and institutional factors shows that limiting the scope of the rulemaking activity of government bodies and weakening of new regulations rigidity contributes to a statistically significant reduction in the level of poverty in Russian regions. Cancellation of 10% of accumulated federal level requirements through the “regulatory guillotine” administrative reform may take out of poverty about 1.1—1.4 million people.

A relative uniformity of population distribution on the territory of the country is of importance from socio-economic and strategic perspectives. It is especially important in the case of Russia with its densely populated West and underpopulated East. This paper considers changes in population density in Russian regions, which occurred between 1897 and 2017. It explores whether there was convergence in population density and what factors influenced it. For this purpose, it uses the data both at county and regional levels, which are brought to common borders for comparability purposes. Further, the models of unconditional and conditional β-convergence are estimated, taking into account the spatial dependence. The paper concludes that the population density equalization took place in 1897-2017 at the county level and in 1926—1970 at the regional level. In addition, the population density increase is shown to be influenced not only by spatial effects, but also by political and geographical factors such as climate, number of GULAG camps, and the distance from the capital city.

Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

The late formal tradition of strategic environmental assessment (SEA) European Directive into the Italian planning system has so far induced a variety of behaviour of administrative bodies and planning agencies involved. In Italy and Sardinia, a new approach to landscape planning is characterizing spatial planning practice from the regional to the municipal level. Currently municipalities are adjusting their master plan to the prescriptions of the regional landscape planning instrument (in Italian, Piano Paesaggistico Regionale, PPR), according to processes that have to be integrated with a proper SEA development. With respect to this background, the aim of this paper is to assess the level of SEA implementation on the master plans of Sardinia six years after the approval of the PPR. The first results show that many municipalities are not provided with a master plan (in Italian, Piano Urbanistico Comunale, PUC) and they have in force just an old planning tool. Moreover, just some municipalities have adapted the PUC to the PPR carrying out a SEA process.

The article explores the features of the interpretation of the concept of the competitiveness of enterprises by modern domestic and foreign economists. The directions of increasing the competitiveness of enterprises in modern conditions are justified, namely: innovative development of enterprises based on internal and external growth reserves and investment support for the comprehensive development of enterprises. The relationship between the investment and innovation components of enterprise development and their competitiveness under market conditions is determined. The implementation of these areas will contribute to improving the efficiency of the operation of the enterprise, improving its performance. Simultaneous combination of the use of these areas will increase the competitiveness of enterprises at the regional level and the level of the state as a whole. In the process of studying the competitiveness of modern enterprises, emphasis is placed on the regional aspect of their functioning. It is determined that in order to increase the competitiveness of enterprises, it is necessary to take into account the limitations and type of the market on which the enterprise operates. The main tools of the theory of restrictions are the passage, investment and operating costs of the enterprise. The management of these tools at the enterprise will increase the profitability and productivity of the enterprise and as a result - will increase the level of competitiveness of the enterprise in the conditions of market change.

Исследование направлено на выявление финансово-экономических триггеров инновационного развития российских регионов. Цель исследования заключается в эмпирической оценке влияния финансово-экономических триггеров на инновационное развитие регионов России с использованием эконометрических моделей. Объектом исследования являются финансово-экономические триггеры инновационного развития. На основе эконометрического анализа по 77 российским регионам за период с 2000 по 2018 гг. выделены показатели, способствующие или препятствующие инновационному развитию регионов России: доля населения региона в общей численности населения страны, ожидаемая продолжительность жизни при рождении, коэффициент миграционного прироста, доля выпускников среднего специального образования в общей численности населения. Предложены меры по социально-экономической политике.

The article highlights the issues of methodological tools for evaluating the efficiency of regional investment policy. The article provides international experience of investment policy evaluation and presents the evolution of approaches to evaluating the investment policy of Russian regions and the investment climate. Four approaches are outlined on the basis of domestic methods analyzed: cost-result, rating, integral and complex (qualitative and quantitative). The approach based on evaluation of investment performance and the costs incurred is widely used in Russia. The conclusions are drawn from the research findings: the existing approaches to evaluating the efficiency of investment policy at the regional level have disadvantages and use restrictions. The concluding part contains outlined actions aimed at improving the tools and methods for evaluating the efficiency of investment policy of regional units.
