The government has issued several policies to improve the performance of State Owned-Enterprises (SOEs), namely by establishing ABC SOEs or BUMN Holding, providing additional capital, guaranteeing the purchase of ABC SOEs products such as bio ethanol and bio diesel to be purchased by PT Pertamina, excess electricity supply from the sugar mills to be purchased by PT PLN. Meanwhile, ABC SOEs Holding has also implemented a strategy to improve the performance of ABC SOEs Holding and its subsidiaries. Unfortunately, the implementation of those policies and strategies have not been able to improve ABC SOEs Holding performance as expected. We use Soft System Methodology (SSM) as frame work, which is combined with the strategic assumption surfacing and testing (SAST) and interpretive structural modeling (ISM). This study concludes that actions must be taken to improve the performance of ABC SOEs Holding: 1) strengthening of definite legal rules related to SOEs, 2) handling negative issues of plantation products, 3) synergy of holding and subsidiary decision making, 4) independent assessment of holding’s performance, 5) strengthening subsidiary governance, 6) increasing capability and integrity of human resources, 7) strengthening technological development for production and distribution efficiency, and 8) developing talent pool for innovation improvement.

A state government can implement a knowledge portal-based e-government system to properly accommodate knowledge management activities. This is also useful to minimize knowledge gaps, loss of knowledge, and waste of knowledge in the operational process of government when providing services to the community. This is intended so that the government can be massive, effective and efficient in providing public public services. The research hypothesis is that the existence of a knowledge portal-based e-Government system can assist the government in carrying out knowledge management activities in every operational activity with the aim of helping to run public service activities more effectively and efficiently. Referring to this explanation, the focus of the research carried out is to discuss and find a formal, structured scientific definition of the knowledge portal system in government based on a modified soft system methodology and hermeneutics approach. The object of research will be carried out at government agencies of the State of Indonesia with the hope of fulfilling the research objectives, namely finding a structured formal scientific definition of a knowledge portal system within a government.

The Indonesian tourism sector has become one of government’s focus points because of its significant contribution to economic development on all levels, district/city, province, or national. As an Indonesian city, Bandung has a lot of tourism potential with its local cultural diversity. The purpose of this research is to develop a conceptual model design of tourism, especially in Bandung city as one of the cultural identity cities in West Java. A system thinking approach with qualitative analysis, known as the Soft System Methodology (SSM), is used in this research. Qualitative data collection techniques were carried out by a purposive sampling technique which was obtained from the results of in-depth interviews with stakeholders that included academics, representatives of the government, communities, and businesspeople in the tourism sector. The result of this research is a conceptual model design for Bandung city tourism as the identity of a cultural city, called as Sunda Culture Center (Sunda Centrum).

These study aims are to design a management model of integrated tanker shipping operations to create the best coordination of the parties involved in tanker shipping operations. The implementation of this model is expected to improve efficiency, effectiveness, and optimization of tanker shipping operations management in decision making appropriate and timely. The method used is the Soft System Methodology (SSM). Data was collected through Focus Group Discussion (FGD), In-Depth Interview (IDI) from experts. Human Activity System (HAS) mapping is done with analysis techniques using CATWOE analysis (Customer, Actor, Transformation, World view, Owner, Environment constraint), the model is designed through the SSM Learning Model which aims to design a Conceptual Model (CM). The management concept model of integrated tanker shipping operations has the implication of minimizing and eliminating cost losses due to claims so that it can reduce the cost of transporting fuel oil significantly so as to provide added value to the Government in carrying out the obligation to supply fuel at affordable economic prices throughout the Indonesian Unitary Territory.

Today, each country has interest in digital economy and has established and implemented policies aimed at digital technology development and digital transformation for the transition to the digital economy. In particular, interest in digital technologies such as big data, 5G, and artificial intelligence, which are recognized as important factors in the digital economy, has been increasing recently, and it is a time when the role of the government for technological development and international cooperation becomes important. In addition to the overall digital economic policy, the Russian and Korean governments are also trying to improve their international competitiveness and take a leading position in the new economic order by establishing related technical and industrial policies. Moreover, Republic of Korea often refers to data, network and artificial intelligence as D∙N∙A, and has established policies in each of these areas in 2019. Russia is also establishing and implementing policies in the same field in 2019. Therefore, it is timely to find ways to expand cooperation between Russia and Republic of Korea. In particular, the years of 2020and 2021marks the 30th anniversary of diplomatic relations between the two countries, and not only large-scale events and exchange programs have prepared, but the relationship is deepening as part of the continued foreign policy of both countries – Russia’s Eastern Policy and New Northern Policy of Republic of Korea. Therefore, this paper compares and analyzes the policies of the two countries in big data, 5G, and artificial intelligence to seek long-term sustainable cooperation in the digital economy.

Introduction: The imbalance between technological development and ideological strengthening has resulted in the fading of the Pancasila ideological values of millennials. Technology that accompanies everyday life seems to be the main character in human life. Yet if humans themselves do not use technology wisely, technology can be a threat to both individuals and the life of the nation and state. If technology is increasingly out of control, threats to the Pancasila ideology are very likely to occur, such as in the G 30S PKI incident. Therefore, it is necessary to take action both from the government and the community as individuals to safeguard the development of technology to be used wisely. That way, we can prevent the threat to the Pancasila ideology together. Writing this article aims to analyze how the role and influence of the Pancasila ideology on the millennial generation in the 4.0 industrial revolution and to find solutions so that the values of Pancasila remain attached to the next generation of the Indonesian nation. Method: Writing This article uses a qualitative method by using literature reviews from the results of related research journals that have been published online through websites and other online media. Results: Thirteen journals and one book have met the criteria for the inclusion of a predetermined review. Research is based on the stigma of society regarding technological developments in the Industrial revolution 4.0. Therefore, the government is expected to be more severe in implementing human capital management. Conclusion: By procuring human capital management, it will be possible that Human Resources (HR) in Indonesia will be able to carry out the ideals of a golden Indonesian generation with Pancasila values inherent in the hearts of the people and the nation's future generations.
