The current paper investigates the role of interactions based on geographic proximity for the development of firm’s innovation activities. Many authors such as Porter (1998) argued that the formation of interactive linkages based on geographic proximity seem to facilitate the search for new knowledge, information and technologies able to impact the development of innovation activities inside the organization generating competitive advantages. To perform this research, the authors decided to investigate the interaction behavior of micro and small firms in the information, communication and technology (ICT) sector located inside and outside the technological park in the city of Salvador, State of Bahia, Brazil. The findings showed in general that firms which had innovation activities, also had some kind of interactions with other agents, confirming that innovation is not a solitaire phenomenon. However, the empirical evidences did not confirm that interactions based on geographic proximity were relevant for the development of firms’ innovative activities. The study showed that, nowadays, firms use to interact with others regardless of whether they are geographically close or not. This may happen due to the fact that with the facilitation and the intensive use of new communication technologies have helped firms to reach partners wherever they are located at. Also, the study may suggest that arguments such as the role of geographic proximity and business agglomerations based on spatial proximity may need to be revised

The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

The article is aimed at substantiating the major directions of development of the national economy in the context of reforms on the basis of ensuring effective public administration in Ukraine, which will allow achieving high social development in the country. The article explains the importance of increasing the effectiveness of innovation activities in government bodies to ensure the efficiency of the public administration and administration system in Ukraine in the context of reforms. The connection between the process of achieving the development of the national economy and the process of ensuring effective innovative activities by the authorities based on the implementation of effective public administration and management is established. The main obstacles to conduct an effective innovation policy in the country are defined. A further development of an integrated approach to ensuring effective innovation activities in the authorities is specified, which, unlike the existing approach, focuses on improving the regulatory, institutional, personnel, motivational, scientific-methodological, information-communication and financial provision for innovative activities in the authorities. The use of the proposed approach to ensuring effective innovation activities in the authorities will allow achieving sustainable development of the national economy in the country. The directions of development of the national economy of the country are proposed, which are based on ensuring effective public management of innovative activities of authorities in Ukraine in the context of reforms: implementation of innovative personnel policy that will allow to form the necessary professional competencies in officials and reduce resistance to innovations on the basis of accelerating their readiness for these innovations; use of modern information-communication technologies to increase the level of professional mobility of officials during innovation activities; introduction of managerial innovations by the authorities to increase the capacity of communities and reduce the deficit of local budgets; activation of project activities on the part of the authorities; strengthening institutional provision for innovation activities in government bodies to increase the efficiency of the process of coordination and support of this activity, thus creating a favorable innovation environment in the country.

Scientific study on adat law starts from empirical research, which finds that adat law does not stand alone but works together with other legal orders. This paper is written based on normative legal research by collecting secondary data to answer (1) how legal pluralism explains adat law and adat law community; and (2) how the application of legal pluralism approach in adat law study. The legal pluralism approach explains adat law not as an isolated/marginalized legal order but as a dynamic legal order which interacts with national and international law. From the perspective of legal pluralism, the adat law community is a semi-autonomous social field that produces rules from the interplay between the adat law community and other legal communities/institutions. Categorization of legal pluralism approach application are as follow: first, weak legal pluralism where state law recognizes adat law either by law and regulation or court decision; second, strong legal pluralism which describes through the semi-autonomous social field, shopping forum, and forum shopping concept; third, legal pluralism multi-sited which explain the relationship between legal phenomena in local, national, and international level; and elaborate the role of information, communication, and technology which bridges legal phenomenon from one to another. Abstrak Kajian ilmiah terhadap hukum adat berangkat dari penelitian lapangan yang menemukan bahwa hukum adat tidak pernah berdiri sendiri dan selalu berinteraksi dengan tertib hukum yang lain. Artikel ini ditulis berdasarkan penelitian hukum normatif dengan mengumpulkan data sekunder berupa laporan-laporan penelitian dan artikel jurnal untuk untuk menjawab (1) bagaimana pendekatan pluralisme hukum menjelaskan hukum adat dan masyarakat hukum adat; dan (2) bagaiamana pendekatan pluralisme hukum digunakan dalam studi hukum adat hari ini. Pendekatan pluralisme hukum memahami hukum adat tidak sebagai suatu ketertiban hukum yang terpisah atau termarginalisasi dari ketertiban hukum yang lain, tetapi secara dinamis terus berinteraksi dengan hukum nasional maupun internasional. Dari perspektif pluralisme hukum, masyarakat hukum adat merupakan suatu wilayah sosial semi otonom yang melahirkan hukum berdasarkan hubungan saling memengaruhi dengan masyarakat hukum lain. Penerapan pendekatan pluralisme hukum dalam studi hukum adat dapat dikelompokkan dalam tiga kategori. Pertama, pluralisme hukum lemah di mana negara mengakui hukum adat baik melalui peraturan perundang-undangan maupun putusan pengadilan. Kedua, pluralisme hukum kuat yang dideskripsikan melalui konsep wilayah sosial semi-otonom, forum shopping, dan shopping forum. Terakhir, pluralisme hukum multi-sited yang digunakan untuk menjelaskan hubungan berbagai fenomena hukum antara hukum adat (lokal), nasional, dan internasional serta peran teknologi informasi dan komunikasi dalam menjembatani hubungan tersebut.

Today, like never before, we are witnessing a pervasive diffusion of ultra-broadband fixed-mobile connectivity, the deployment of Cloud-native 5G network and service platforms, and the wide adoption of Artificial Intelligence. It has the so-called Digital Transformation of our Society: as a matter of fact, the transformative role of Telecommunications and Information Communication Technologies (ICT) has long been witnessed as a precursor of scientific progress and economic growth in the modern world. Nevertheless, this transformation is still laying its foundations on Electronics and the impending end of Moore’s Law: therefore, a rethinking of the long-term ways of doing computation and communications has been already started. Among these different ways, quantum technologies might trigger the next innovation breakthrough in the medium long-term. In this direction, the paper provides an overview of the state of the art, challenges, and opportunities posed by an expected second wave of quantum technologies and services.

Historically, all societies may have a constant supply of entrepreneurial activity, but that activity is distributed unevenly. Urban areas are favourable for innovative entrepreneurship, as a result of economies of density and the opportunities created by the city as a nucleus of a broader network. Thus, a modem entrepreneur tends to become increasingly a network operator and manager. The purpose of this chapter is to contribute to our understanding on entrepreneurship in networked economy of India; thereto the literature is summarized from the perspective of geographical seedbed conditions and network constellations. It focuses on the role played by small firms and entrepreneurship. The constraints are identified, and the areas that need action are highlighted. It is also suggested that in the age of liberalization and globalization, any attempt at creation of a competitive environment in the country would need to explicitly note the emerging global production and knowledge networks.

This chapter discusses fortification of policing in Nigeria leveraging information communication and technology (ICT) backbone for strategic competitive advantage. The need to embrace ICT-enhanced policing in Nigeria becomes imperative because insecurity, robbery, kidnapping, terrorism, and insurgency have taken a new dimension and have gone sophisticated as criminal elements have deployed high-tech approach such as mobile technology and internet technology for exploiting and unleashing criminal activities on the society. To reduce incessant and unpleasant proliferation of modern crime, the situation calls for the fortification of existing policing approach in Nigeria using information communication technologies. This exploratory study is an attempt at strengthening the traditional policing approach to be able to meet the insecurity challenges currently being faced and facing the society. The implication of the study is that the incidences of insecurity, terrorism, and insurgency can effectively be rendered prostrate and managed in effectively through the use and application of ICT. Notably among the proposal for an ICT-enhanced policing is the concept of virtual community policing that explores the availability of mobile devices for easy and effective crime reporting and crime control in Nigeria.

This chapter introduces the reader to the idea of city marketing. This idea has developed over time, globally, as cities continue to grow rapidly. The chapter assesses how city marketing as a concept and a practice has generally developed with particular reference to Botswana, Southern Africa. Using evidence from documented material this chapter critically reviews city marketing as perceived and applied by planners and policy makers. The chapter looks at how Information Communication Technologies (ICTs) can be used to market cities such as Gaborone, the capital city of Botswana. Literature and experiences from other parts of the world are used to underscore city growth as a serious development issue. City dwellers are identified as key stakeholders in city marketing because they have a more permanent association with the city in contrast to those who come into the city to visit or for business, tourism, and other purposes.

Local governments around the world are becoming aware of the importance of identifying and marketing their local assets to promote economic competitiveness. Information and Communication Technologies (ICT) have proven useful in supporting marketing activities in the private sector, but there is still little exploration on their use in the public sector. However, ICT effectiveness is constrained by institutional arrangements and the coordination of the marketing efforts with other government processes such as urban planning and strategy development. The purpose of this chapter is to discuss the strategic scaffolding for ICT as a key component of a city’s marketing strategy using as an example the city of Puebla in Mexico. Although city marketing efforts and ICT use are still at its initial stages in the city, lessons from current efforts in Puebla are related to the key role of stakeholder networks, ICT interoperability, Geographic Information Systems, and government program continuity.

The purpose of this chapter is to show how information communication technologies (ICT) facilitated communication between primary pre-service teachers that enabled a ‘community of learners’ to develop children’s scientific literacy. Cultural-historical theory was used to frame a study that sought to explicitly go beyond thinking as being individualistic, and to show how thinking can also be considered as a collective endeavour. In particular the study identifies how thinking forms part of a ‘community of learners’ both virtually and in reality within classrooms. The study was able to make visible child and pre-service teacher interactional sequences that brought together everyday concepts and scientific concepts to support concept formation in science. The study revealed the dialectical relations between everyday concepts and scientific concepts for moving from an interpsychological level to an intrapsychological level. The collective, rather than the individual orientation, made such a perspective possible. Importantly, the use of ICTs facilitated communication between members of the collective.
