Over the last years, relations between Russia and the West have undergone a continuous deterioration in all major international scenarios, with Moscow playing a leading role from Eastern Europe to the Middle East. Western prejudices and lack of confindence toward Russia are not new and sink their roots well before the Revolution of 1917. They have been a constant of international relations for at least six centuries and still prevent true cooperation and understanding of the deepest motivations of Kremlin policies. In particular, western observers and policy makers seem to be unable to understand the peculiarities of the Russian identity and its eurasian dimension. This article proposes a brief analysis of the system of Russian-Western relations in the light of the so-called rusofobija, the Russian position in the Eurasian region with the geopolitical consequences of the USSR’s disintegration and the return to the role of great power under Vladimir Putin.

The article aims to show the role of Western Belarus in the Soviet-Polish relations in 1939–1941. It is revealed that for both the USSR and Poland the Belarusian question had no independent value, and was part of the policy of each of these states, aimed at achieving broader foreign policy goals. For the Soviet leadership, it was a struggle to revise the order of things that was established in Eastern Europe within the framework of the Versailles-Riga system of international relations. This policy assumed the inclusion of Western Belarus in the Soviet state. For Poland, the possession of Western Belarus was one of the most important conditions for achieving great power status, without which it was difficult to resist the Russian-German «geopolitical grip». The outcome of the struggle between the USSR and Poland for the territory of Western Belarus was inextricably connected with the collapse of the Versailles system, which made it possible to reunite Western Belarus with the BSSR.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

The article notes that the theme of culture and cultural policy for modern Iran is not a marginal issue. Culture is seen by the country’s leadership as an important component of its state political and ideological doctrine. There is analyzed the role of the Islamic factor and cultural heritage in the cultural policy of the Islamic Republic of Iran over four decades of its existence. Particular attention is paid to the role of the theory of the dialogue of civilizations proposed by M. Khatami as well as to the changing attitude towards it in the public consciousness of Iranian society. It is emphasized that the theme of “Iran and the West” is becoming particularly acute in the country today, contributing to its politicization. An attempt is being made to show that Iranian culture is increasingly becoming an important factor in the foreign policy activities of the leadership of the Islamic Republic of Iran, contributing to the strengthening of the country’s position in the world arena as a whole and the country’s leading role in the region, the realization of the idea of exporting the Islamic Revolution and implementing Iranian cultural expansion outside the country.

Abstrakt: Polityka Rosji i jej obecnego prezydenta – Władimira Putina – wzbudza na świecie wiele kontrowersji, jednak z drugiej strony grupy wspierające działania państwa rosyjskiego, którego głównym celem jest odbudowa swojej silnej pozycji na arenie międzynarodowej nie są zjawiskiem rzadkim. Swoje poparcie dla działań Moskwy wyrażają poprzez środki masowego przekazu, m.in. przez internet. Niniejszy artykuł poświęcony będzie internetowym portalom, sprzyjającym polityce Moskwy, istniejącym w krajach Europy Środkowej – państw pogranicza Wschodu i Zachodu, przez długi czas będących częścią radzieckiej strefy wpływów, zaś obecnie integrujących się ze strukturami europejskimi. Praca postara się przedstawić najważniejsze treści prezentowane na tych stronach, stosunek do wzrastającego znaczenia Rosji w stosunkach międzynarodowych oraz prób odzyskania pozycji mocarstwa (m.in. odniesienie do konfliktu ukraińskiego) a także w jaki sposób te portale i ich aktywność wpływają na procesy społeczno-polityczne, istniejące w tych państwach i czy witryny te mogą być aktywnym instrumentem wykorzystywanym przez Rosję w procesie kształtowania i prowadzenia działań określanych mianem wojny informacyjnej. Abstract: The current politics of Russia and its leader Vladimir Putin is considered as very controversial, but from the other hand many groups support the actions, which are concerned on increasing the strong position of Russia at the international area. Their advocacy for its policy is showed by many means of transitions like Internet. The main focus of this article will be interested in internet portals, which promote the Russian politics which exist in Central European countries like Poland, Czech Republic, Hungary and Slovakia. Mentioned countries exist on sui generis borderland of East and West. They were for many years parts of Soviet sphere of influence and now try to arrange their position in West European structures. Article will try to answer which type of contents can be found on this websites, their attitude to expanding role of Russia in international relations and Moscow's attempts for recupering the superpower status (like opinion about Ukrainian conflict) and in which way these portals and their activities can influence social and political processes, which are conducted in these states. At least article will mention how described websites can be used as active instrument in the process of shaping and carrying on movements which can be called as information war.

Abstract Over the past two decades the cities in Central and Eastern Europe have witnessed a wide-ranging transformation in many aspects. The introduction of a market-oriented economy after half a century of socialism has brought about deep social, economic, cultural and political changes. The first stage of the changes, the 1990s, involved the patching up of structural holes left by the previous system. The post-socialist city had to face challenges of the future while carrying the ballast of the past. Rapid progress in catching up with the West transformed the city a great deal. Later on, the advent of the 21st century brought a new wave of development processes based, among other things, on creativity and innovation. Hence our contribution aims to explore the role of creativity and creative industries in the post-socialist urban transformation. The article consists of three basic parts. In the first we present the concept of a ‘creative post-socialist city’ and define the position of creative industries in it. We also indicate some similarities to and differences from the West European approaches to this issue. In the second part, examples from Central and Eastern Europe are used in an attempt to elucidate the concept of a ‘creative post-socialist city’ by identifying some basic features of creative actions /processes as well as a creative environment, both exogenous and endogenous. The former is embedded in different local networks, both formal (institutionalised) and informal, whereas the structure of the latter is strongly path-dependent. In the third part we critically discuss the role of local policies on the development of creative industries, pointing out some of their shortcomings and drawing up recommendations for future policy measures.

AbstractAs Andrew Linklater has shown, Europeans have decreased their tolerance for, or endorsement of, violence over the centuries. Various international and domestic conventions demonstrate the point. This accomplishment rightfully deserves celebration. But herein lies the rub. While Linklater recognises the role of imperialism and colonialism in perpetrating global violence, he does not grant equal opportunity to the Rest in contributing to the world’s new moral heights. Linklater assumes, for instance, that Las Casas never talked with indigenes to realise that they, too, warrant recognition as human beings; Catholic piety alone sufficed. The West thus towers in singular triumph, embedding International Relations (IR) in what I call Hypermasculine Eurocentric Whiteness (HEW). Still, the Other retains a sense of its Self. An effervescent spirit of play enables resilience and creativity toco-produceour world-of-worlds. Come out and play!, I urge. It’s time to shed IR’s ‘tragedy’ for the sparkle within.

The extraordinary success of transnational anti-apartheid activists in generating great power sanctions against South Africa offers ample evidence that norms, independent of strategic and economic considerations, are an important factor in determining states' policies. The crucial role of a strengthened global norm of racial equality in motivating U.S. anti-apartheid sanctions illustrates the limitations of conventional international relations theories, which rely primarily on structural and material interest explanations, and supports theoretically derived constructivist claims. In particular, this case suggests that analysts should examine the role of global norms in defining states' interests, rather than viewing norms solely as external constraints on state behavior.

The aim of the work is to develop an understanding of the role of Oliver Tambo as the actual head of the foreign policy department of South Africa during the period of implementation of the policy of apartheid and the process of decolonization of the African continent. The author’s thesis is that the African National Congress (ANC) foreign policy during the period of South Africa’s activities as a state supporting racial segregation was of the nature of external representation. The development of foreign policy was identical to the formation of a new state. The uniqueness of the analyzed situation is expressed in the fact that for the first time in history, international relations were established not only by a party that does not politically agree with state ideology, but also does not show its loyalty to any political blocs. The theses presented by Oliver Tambo in the conditions of the Cold War were democratic, consistent with the principles of civil choice and were not identified as the need for armed confrontation. It is these aspects that enabled the transition of power to the radical majority to avoid prolonged civil wars or conflicts involving international armed groups. The basis of the methodology is the understanding of the international process during the liberation of Africa and the choice of allies for this process by representatives of the leading world powers. The author uses the historical method and the method of direct oppositions of the position of Oliver Tambo and a significant number of ideological proposals from the leading world powers of the time under investigation. The article shows that the activities of Oliver Tambo fully comply with the regulations and traditions in the performance of their functions by the foreign affairs ministries. The author argues that the leading role of the ANC and O. Tambo in particular is to ensure the preservation of stability in the socioeconomic development of South Africa with the transit of power in the 1990s and the preservation of the pace of development of South Africa in the 2000s. The work examines the period from the appointment of O. Tambo to the post of Secretary General of the ANC to his death. It is noted that, in addition to the revealed features of O. Tambo’s activities for South Africa for the general theory of international relations, the above facts showed how to build cooperation with non-institutional actors in world politics.

AbstractThis article draws on a Kleinian psychoanalytic reading of Hegel’s theory of the struggle for recognition to explore the role of international misrecognition in the creation of state subjectivity. It focuses on Ghana’s early years, when international relations were powerfully conceptualised and used by Kwame Nkrumah in his bid to bring coherence to a fragile infant state. Nkrumah attempted to create separation and independence from the West on the one hand, and intimacy with a unified Africa on the other. By creating juxtapositions between Ghana and these idealised international others, he was able to create a fantasy of a coherent state, built on a fundamental misrecognition of the wider world. As the fantasy bumped up against the realities of Ghana’s failing economy, fractured social structures, and complex international relationships, it foundered, causing alienation and despair. I argue that the failure of this early fantasy was the start of Ghana’s quest to begin processes of individuation and subjectivity, and that its undoing was an inevitable part of the early stages of misrecognition, laying the way for more grounded struggles for recognition and the development of a more complex state-subjectivity.

The construction of New Belgrade as the new capital of socialist Yugoslavia was the most symbolic modernizing act initiated by the country's communist government. Yet, its precise meanings were suspended between the complicated and permanently transitory concepts of socialist Yugoslavia's federalism and its international aspirations. Focusing on three characteristic “snapshots” of the city's physical development, this paper analyzes how New Belgrade and its most important buildings represented the shifting concepts of socialist Yugoslavia as a multiethnic community and its even more changeable place in the world. The first snapshot deals with the years immediately following World War II, during which New Belgrade was conceived as the seat of a centralized Stalinist state in close alliance with the USSR. The second deals with the effects of Yugoslavia's break from the Soviet bloc in 1948, especially its rapprochement with the West and the start of the decentralization of the federal state. Finally, the third explores the late socialist period: the dwindling of New Belgrade's role as the political heart of the federation, and at the same time its emergence as a locus of Yugoslavia's ambition to play a leading role in international relations, especially through its activity in the Non-Aligned Movement.
