AbstractThe aim of this article is to analyse the role of Russia in the transformation of the Georgian-Ossetian conflict and analyse this important period in the history of the Caucasus, where Georgia and its secessionist region of South Ossetia have been trying to find a peaceful solution to their post-war situation. Major milestones of the official peace process are set in the context of Russian-Georgian relations. We then proceed to the analysis of the internal changes within the Russian Federation at the turn of the millennium and try to find a connection between this internal transformation of Russia and the transformation of the conflict in South Ossetia. The most important factors behind the more assertive approach by the Russian Federation towards Georgia in the last decade are considered: internal centralisation of power and economic growth of the Russian Federation, the reinforcement of the importance of the South Caucasus as part of the geopolitical discourse within the Russian Federation, the deterioration in Russian-Georgian relations, and the suppression of the fear of the spill-over effect since the end of Second Chechen War.

The activity of state statistics throughout the revolutionary period of 1917 is uncharted territory in the history of Russian statistics. Using documents from the State Archive of the Russian Federation, the authors examined for the first time the last year of the Central Statistical Committee. Unlike other state structures of the previous government, it was not dissolved after the events of October 1917 and continued to operate after the Soviet government moved to Moscow. The article contains information on the first «Soviet» Head of the Central Statistical Committee of the Commissariat of Internal Affairs V.A. Algasov and outlines the work of Professor M.A. Sirinov, who was offered a position of the Head of the Central Statistical Committee by the People’s Commissar of Internal Affairs G.I. Petrovsky. Archive records helped establish the fact that both the authorities of the Central Statistical Committee and some statisticians came up with an idea of founding a new statistical service based on the Central Statistical Committee and gubernia (provincial) statistics. The authors revealed the role of V.V. Stepanov in relocating the Library of the Central Statistical Committee to Moscow. The article describes the clash of opinions that preceded the establishment of the Soviet state statistics, to be specific the inauguration of the RSFSR Central Statistical Board, which was envisaged to be an independent body, not subordinate to any agency, to ensure the independence of the country’s statistical service.

This article is a political portrait of an extraordinary personality, the President of Nicaragua Daniel Ortega, who has travelled a long and very thorny path of transformation from a frantic fighter against a dictatorial regime to a man who actually became the country’s president for life. The author presents the methods by which Ortega achieved power and thereby ensured his political longevity. The author pays special attention to the role of Rosario Murillo, the politician’s wife, whose importance is growing in the internal political life of the state. The article provides an overview of the political history of the country in recent decades, the author also presents the peculiarities of Ortega’s biography and professional development. The author examines the stages of the party struggle in Nicaragua and the role of Ortega in this process. The author analyzes in detail the opinions of various experts regarding political events that took place in Nicaragua. The author traces and analyzes the main trends in economic development of Nicaragua, including cooperation with the Russian Federation. The author notes the role of Nicaragua in assisting the Russian Federation on the international arena. The author emphasizes the diversity of the spheres in which cooperation and interaction of the two countries is carried out.

The article considers the role of educational concepts as a tool for improving the quality of Russian education. The stages of the development of the Concept of the academic subject „History” are highlighted, starting with the appearance of the Concept of a new educational and methodological complex on Russian history, which includes the Historical and Cultural Standard (2014). The reasons for the separation of two educational courses („History of Russia” and „General History”), which make up a single academic subject „History” at the level of basic documents, are analyzed. The author considers and substantiates the need for a unified concept of school history education in the Russian Federation: general scientific-historical, didactic, methodological approaches; the role of Russia in key events in world history, the importance of Russian culture: through the general historical context; using the educational potential of history, etc. The question is raised about the expediency of developing a holistic concept of school history education, which would include the following structural and thematic units: the course „History of Russia”, the course „General history”, the regional component on history education, the system of additional history education.

The article is devoted to the problems of sovereignty and statehood. Much attention is paid to the teachings of the French lawyer and theologian Jean Bolin, who first introduced the concept of sovereignty. Other versions of the concept of sovereignty that were developed in the late middle ages in European countries, as well as the modern concept of sovereignty and statehood, are also considered. Specific examples of the geopolitical confrontation between the Russian Federation and the United States are given, which, in the author's opinion, contribute to the violation of generally accepted principles of international law and the Charter of the United Nations. The author focuses on the sovereignty of the young States of the South Caucasus, Abkhazia and South Ossetia, comparing their statehood and sovereignty with some UN-recognized States. For example, Bhutan, Burundi, Cameroon, etc. Some modern States, such as the Russian Federation, China, Turkey, and some others, are actually fighting for the full sovereignty of their States and are thus in conflict with the United States.

The article deals with the history of introducing fees for the negative impact on the environment in our country, including the introduction of natural resource payments in the Soviet Union and environmental payments in the Russian Federation. The functions of the institute for payment of nature use are revealed, its positive and negative aspects are shown. A conclusion is made about the significant role of payments for the use of natural resources and pollution of the environment in the modern mechanism of state environmental regulation, the need to modernize the mechanism for calculating and collecting environmental payments.

The paper is devoted to the role of the history of political and legal ideas in state construction, science and education. In this aspect, the problems related to amendments to the Constitution of the Russian Federation initiated by the President of the Russian Federation are considered. According to the author, these initiatives are a logical continuation of the planned changes in the political system, the mechanism (apparatus) of the state, the system of local self-government, contained in the most general form in the annual address of the President of the Russian Federation to the Federal Assembly. Such an early date for the address, the subsequent submission of the draft Federal Law to the State Duma without delay, and the work on implementing the provisions contained in it, leave no doubt that there is some strategy for Russia’s political development in the near future. In this regard, an assessment of the political situation in modern Russia is given and suggestions are made regarding the further evolution of the institutions of society and the state. The dialectical relationship between the national development model and its ideological justification is argued. The author emphasizes the special role of ideas in the history of Russian statehood. In addition, the paper reflects the assessment of the history of political and legal doctrines in the system of social sciences and legal education in the Soviet and post-Soviet period. There is evidence of the need to increase the role of theoretical and historical disciplines in the context of modern "hybrid" war and the strengthening of global competition for major geopolitical projects. The idea of reorienting Russian legal education from the study of legislation, which is changing so quickly that it does not actually take the form of knowledge, to the study of law in all its manifestations as a universal regulator of public relations.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.
